Introduction to Smarties
The year 2014 was a year of political turmoil, in which student movements
became an undeniable power of resistance. An ex-official from the Chinese
Communist party used the metaphorpoisonous beans to lambast students
who took part in the Occupy Central movement. Chen Zuoers opinions
not only respected the One Country, Two Systems policy, but also
encouraged this group of university students to run for the office of the
Student Union.
Smarties Take the world as our own duties
Participate in social affairs
The University of Hong Kong is full of talented people and we can tell Mr
Chen that we are not poisonous beans. We do not need to be
re-enlightened. The student movements that have happened are achieving our
school motto - Sapientia et Virtus. We, our generation, have the
responsibility to fight the unjust government and policies.
Smarties - Childhood memories
Chen said the "poisonous bean" is mostly a generation after 1980. Memories
and the core values of our childhood, as it accompanied a generation Smarties
candy grow longer Nevermore. Democratic hopeless, collusion, freedom
tightened government policies perverse face of this political dilemma
young people fight against this government with the thought of "Hope comes

visitors by compiling a guidance handbook for visitors

Current Situation
The structure of SU is sophisticated, making it difficult for students to
have contact with the SU executives. Although central campaign is
held during the election, there lacks a direct channel between SU and
the students
Students seldom participate in SU activities. Executives of
non-sub-organizations lack a platform to hold events. The SU has
difficulties in striking a balance
The SU executives and sub-organizations seldom have opportunities to
work together. Only some indirect contacts are made through Sports
Association, Independent Clubs Association and Cultural Association.
The contact and collaborations between the two parties are not enough
SU lacks non-local student. Due to language, cultural and other factors,
the contact with non-local students is not enough. It is likely to miss
their necessities and wants.

understand the Financial Regulation of the HKUSU.
Goals
To expedite the preparation of the Union Annual Budget.
To maintain the robust financial status of HKUSU and review the
application requirements of funding.

To review the process of Union Annual Budget.
To introduce the funding application process and requirement to
sub-organizations regularly. Thus sub-organizations are able to hand
in the application forms more easily.
To increase the number of the Union Finance Committee meetings so

HKUSU website once published.

Achieve Universal Suffrage
We promote the development of democracy in Hong Kong with the goal
of achieving auniversal and equal election. A true universal suffrage
must allow the citizens with the rights to nominate, elect and vote. Both of
the Chief Executive and Legislative Council must be elected through true
universal suffrage, instead of the current 1200 members of election
committee.

Local
One Country, Two Systems, Hong Kong People Running Hong
Kong and High level of autonomy are the key elements of Hong
Kong constitution. We think the Chinese government should understand the
differences between Hong Kong and mainland, instead of pushing the
fusion. In the meantime, the policies of Hong Kong should place higher
priorities to Hong Kong people.

Protect the Rule of Law
The rule of law is the cornerstone of the success of Hong Kong. The
independence of judicial power ensures the judges be able to implement social
justice under no interferences; the ultimate goal of the independence of judicial
power is to protect the rule of law, instead of the rights of social elites. We are
highly alert to the remarks and interferences the Chinese government made to
the judicial system of Hong Kong and we strongly oppose any form of the
interpretations of the Basic Law by the NPC Standing Committee.

Oppose Public Order Ordinance


The perverse policies of Hong Kong government go against the tide and stir up
demonstrations after demonstrations and cause lots of people take it to the streets.
The government use the charge of unlawful assembly to suppress the
opposition. We urge the government to abolish the charge of unlawful assembly
in order to protect the freedom of assembly of Hong Kong citizens.

Oppose the enactment of Article 23 of Basic Law
The Article 23 of Basic Law has a vague definition to a range of crimes, especially
on political aspects. In 2003, the Hong Kong government tried to force its
enactment and stirred up anxiety of the general public. We strongly hold fast to the
human rights and freedom, which are very likely to be trampled after Article 23
has been enacted. Therefore, we resolutely oppose the enactment of Article 23 to
safeguard the core values of Hong Kong people.

Oppose the introduction of National Security Law to Hong


Kong
Mr Ng Chau-pei, delegate of Hong Kong SAR to National Peoples Congress,
suggests to introduce the National Security Law to Hong Kong. Our cabinet
passionately disagree with such a suggestion. The introduction of National Security
Law is definitely a threat to the One Country, Two Systems principle and
rule of law of Hong Kong. In fact, Basic Law has already clarified that Hong Kong
has the right to enact laws on its own and there already exists multiple laws to protect
national security.

Protect the freedom of speech
Freedom of speech is a key element in a democratic society. The recent
comments and threats of Chief Executive Mr. C. Y. Leung directed to the
Undergrad is a brutal interference of freedom of speech and academic
freedom. We strongly condemn such an act. In the meantime, our democratic
society put high emphasis on freedom of speech and publication. We will
adhere to this principle at any time.

Support a referendum, Oppose quitting HKFS


We support a reform but oppose to quitting HKFS. While facing the
suppression of CPC government, HKFS has proved its value by standing up
for Hong Kong people and acting indomitably. Some setbacks and errors
have occurred along the way, however, they are just inevitable. We respect
the rights of students to initiate a referendum on quitting HKFS, however, for
the sake of the unity of the pro-democratic camp in Hong Kong, we oppose
HKUSU from quitting HKFS, but fully support HKFS to review and reform
its existing problems. Despite the fact that we oppose quitting HKFS, we
support holding a referendum nevertheless. Since there are different opinions
on this issue, a referendum enables all HKU students to participate in making
the final decision, which is an act of direct democracy.

June Fourth Incident (89 Democracy Movement)
During the 89 Democracy Movement, a whole generation of Chinese people
expressed their desire to democracy. However, the CPC government
responded them with brutal violence ending up with bloodshed and lives lost.
The Pillar of Shame situated in campus is a high respect to heroes and
martyrs as well as a reminder to the students to pass on the spirits of fighting
for democracy. In the meantime, we strongly urge the release of democratic
activists and examine the responsibility of the massacre. We strive to put an
end to the one-party system in order to establish a democratic China.

The principle of sustainable development
Sustainable development, according to the World Commission on
Environment and Development, is "development that meets the needs of the
present without compromising the ability of future generations to meet their
own needs. As a citizen of the world, we should be concerned about
environmental issues, particularly global warming. In the pursuit of economic
development, the cost behind is often overlooked and these costs are going to
be borne by our future generation. Therefore, our cabinet wishes to arouse
students concern for the environment, reducing pollution and waste.

Care about the world affairs


In the context of globalization, issues happened in various parts of the world
are closely related to us. No matter it is directly or indirectly affecting us, we
should try to learn more about different kind of world news. Our cabinet
would like to hold various forums which talks about international affairs by
non-local students. We hope that this can provide an opportunity for political
discussions to non-local students and enhance the exchange of idea between
non-locals and locals.
