INSTRUCCIONES PARA LA INSCRIPCIN EN EL REGISTRO DE MATRCULA CONSULAR
Si usted es ciudadano/a espaol/a con domicilio en esta demarcacin consular (ver delimitacin en nuestra
Web), debe registrarse en este Registro de Matrcula como requisito previo para la mayor parte de los trmites
que aqu se llevan a cabo.
La inscripcin puede efectuarse en persona o por correo. Si va a acudir en persona, ser necesario que
RESERVE CITA a travs de nuestra Web Servicios Consulares Cita Previa. Si lo tramita por correo, deber
proporcionar adems sellos por valor de 19 dlares con 30 centavos para que podamos remitirle de vuelta su
documentacin original.
Tenga en cuenta que la inscripcin no tendr efectos retroactivos. Solo podremos certificar su residencia o
estancia a partir de la fecha de la presentacin de su solicitud.
La legislacin actualmente en vigor contempla la inscripcin como RESIDENTE o como NO RESIDENTE.
RESIDENTE: Son Residentes a efectos del RMC, los nacionales espaoles que se encuentran en una
demarcacin consular por haber trasladado a ella su residencia habitual. La inscripcin como Residente lleva
incluido el cambio de empadronamiento y de inscripcin en el Censo Electoral. Los requerimientos son:

Rellenar y firmar el formulario de inscripcin como residente (disponible en nuestra Web).

Si el solicitante es menor de edad, el impreso deber ser firmado por el representante legal, haciendo
constar esta circunstancia junto a la firma.

Adherir a dicho formulario una foto reciente tamao pasaporte EE.UU., en color y con fondo blanco (ver
Web para requisitos foto).

Aportar el DNI espaol y pasaporte espaol (original + 1 fotocopia)

Cumplimentar el impreso Declaracin Explicativa de Eleccin de Municipio de Inscripcin en el

Pere/Cera (disponible en nuestra Web). Tiene a su disposicin en nuestra Web una hoja de instrucciones
para su cumplimentacin. Si el solicitante es menor de edad, este documento deber ser firmado por su
representante legal.

Aportar un documento que justifique la residencia en esta demarcacin consular: Visado o Tarjeta de
residencia Green Card (original + 1 fotocopia), conjuntamente con alguna factura reciente que muestre su
direccin actual en los EE.UU. (original + 1 fotocopia)

NO RESIDENTE: Son No residentes a efectos del RMC, los nacionales espaoles que se encuentran
transitoriamente en la demarcacin consular y solicitan su inscripcin slo a efectos de proteccin y asistencia
consular, no teniendo por lo tanto efectos de modificacin de empadronamiento y Censo Electoral respecto al
municipio en Espaa de donde proceden o de la demarcacin consular donde residen habitualmente.
Transcurrido un ao desde su alta como No Residente el registro causar baja automticamente a menos que
con anterioridad a esa fecha se solicite por el titular la renovacin de la inscripcin. Mantngase en contacto
con esta oficina para evitar bajas no deseadas.

INSTRUCTIONS FOR CONSULAR REGISTRATION

If you are Spanish citizen and you are living in this consular jurisdiction (see in our Website), you should register
with this Consulate General in San Francisco as a requisite for most of the procedures carried out at this office.
Registration can be carried out personally at this office or by mail. If you are coming personally, you must MAKE
YOUR APPOINTMENT thorough our Website Consular Services Appointments. If you choose to send the
documents by mail, you must include $19.30 to mail the originals back to you by Express Mail.
Please be aware that the effects of the registration are not retroactive. We will be able to certify your residence
or stay in this territory just from the day of your application.
You can register as RESIDENT or as NON RESIDENT.
RESIDENT: Is the person who is living in any of the referred US States because he/she was born there or
moved his residence to these places. Registration as resident implies always changing the Residence
Registration (empadronamiento) and Electoral Registration (Censo Electoral), whether from Spain or from
any other Embassy/Consulate. The requirements are:
- Fill out and sign the application form (downloadable from our Website).
If the applicant is minor, the form will be signed by his/her parent or guardian, specifying this
circumstance next to the signature box.
- Stick one recent color photo, US passport size, white background (see Web for photo requirements).
- Spanish Identification Document (DNI) and Spanish passport (original + 1 copy)
- Fill out and sign the form Declaracin Explicativa de Eleccin de Municipio de Inscripcin en el
Pere/Cera (available in our Web). For assistance with the form, please check out instructions in our
Web site. If the applicant is a minor, the form must be signed by his/her legal representative.
- A document proving that you are living in any of the states above. US Visa or Residence Card
(Green Card) will be enough, if provided together with any recent invoice with your name and address
on it. (original + copy)
NON RESIDENT: If you are only temporarily living in any of the states referred for less than one year, and you
choose to register with our office (because you need a new passport, certificates, or you want to participate in
elections in Spain, or simply to be accessible in case of emergency), your registration here will not have any
legal effects regarding your current residence status elsewhere.
If you register as a NON RESIDENT you record will be automatically cancelled one year later unless you
communicate us your intention for renewal before this date. Please keep in contact with this office to avoid
unwanted cancelations.
