OCA Workforce Competency Matrix

The critical skills clusters and definitions are as follows:


1. Core - Basic competencies in which all employees must have at least
minimum proficiency. Examples include the ability to: interpret information, write effectively and exercise a professional code of
ethics.
1. Administrative/managerial Includes competencies needed to manage and/or oversee general administrative functions of the
agency or a program. Examples include the ability to: provide leadership, establish goals and measures, develop internal policies
and procedures.
2. Program Planning and Evaluation Competencies needed to conduct research, monitor operations, ensure compliance, and
measure progress towards meeting planned objectives. Examples include the ability to: design programs, develop survey
instruments, and perform data analysis.
3. Fiscal Management Competencies needed to manage or oversee financial requirements of the agency or a program. Examples
include skills in: developing budgets, monitoring expenditures, and developing contracts.
4. Marketing/Public Relations - Skills needed to inform stakeholders about OCA programs and services, and maintain effective
relationships. Examples include ability to: identify stakeholders, make public speeches or presentations skills, and disseminate
information.

Definitions of Competency Levels:


Basic (B): Minimal knowledge or proficiency; able to complete the routine task requirements.
Intermediate (I): Working knowledge or proficiency; able to complete most task requirements.
Advanced (A): Professional level mastery or proficiency; able to complete complex task requirements.
