MESSAGE
I am happy to learn that the 17th All India Conference of National Union of Postal
Employees’ (Postmen & Group ‘D’ Cadre) will be taking place on 31st January, 2010
at Kolkatta.
It is not an overstatement that the members of public in a country like India, by and
large, know our Department through the postmen who are virtually the ambassadors
of the Department. The role of the Group ‘D’ cadre, which has now been renamed as
multi-skilled Group ‘C’ at this point of time when the Department is poised for
making a spectacular growth, is very important. I sincerely trust that in this meeting
several suggestions will be coming up for increasing the contribution of the postmen
and multi-skilled Gr. ‘C’ to the society. I am also sure that the deliberations will open
up the possibilities of meeting the challenges that we face today in rising up to the
expectations of the public.

Postmen are the backbone of the Postal Service. They have been
rendering immense service to the society. I am sure that their
distinguished services will continue to strengthen the Postal
Network in the country.
Message
AIC - Panvel
The 16th All India Conference of NUPE PM & Group D was held at CKT College, Panvel
(Maharashtra) on 25, 26, 27 December 2007. Shri Sunil Bose, President presided. 1112 delegates
& 1387 visitors attended.
CWC
The Central Working Committee met on the Forenoon at scheduled time. It was well attended.
The special invitees S/s G.K. Padmanabhan, D. Theagarajan, Gurudev Singh and Advisors attended.
The CWC approved the Agenda and recommended the report and accounts to be placed before the
AIC.
Flag Hoisting
The Flag Hoisting Ceremony was impressive and well attended. Shri G.K. Padmanabhan
(National Flag), Shri D. Theagarajan (FNPO Flag) and Shri T.N. Rahate (Union Flag) hoisted the
flags amidst thunderous slogans.
Open Session
The Open Session was held at 10.00 hrs on 26-12-07 to a jam-packed auditoriums. Shri Sunil
Bose presided. Mrs. Soman co-ordinated the programme. AIC was commenced with a welcome
song presented by minor girls of Yakub Beig Urdu School, Panvel. Guests were garlanded and
presented with memento’s.
Important Decisions
16th AIC Resolution
1. To stop the curtailment of Postmen & Group D Staff and curtailment of existing Delivery
System.
2. Recruitment of Postmen & Group D and filling up of vacant post.
3. Inclusion of Speed Post delivered article for the purpose of Time Factor in the Revision
case.
4. Measurement of Postman beat with a spedometer in presence of Union representative.
5. Compassionate appointment.
(i) Removal of the 5% limit of the compassionate appointment.
(ii) Grant of compassionate appointment to eligible candidates and absorb all approved
candidates.
(iii) One time relaxation may kindly be caused to be given to those compassionate
cases for the year 1999 to 2004 which were rejected, Instead of the 5% of approved
cases by the Screening Committee included for computation of 5% vacancy.
(iv) Recruitment of remaining 2/3 balance vacancies for the year 1999 to 2004 of
Compassionate Appointment according to 5% of total vacancies.
6. Payment in cash in lieu of chappals and umbrellas.
Next AIC
Karnataka Circle invited to hold the next AIC. It was accepted.
Reception Committee
One million thanks to the Reception Committee led by Shri Ashok Pawar for concluding the
Conference in an exemplary manner. The food, accommodation and all arrangements were superb.
Congratulations to Shri Ashok Pawar and his band of activist.
Organisational Review
After my taking over charge of General Secretary for second term, I visited almost all the
Circles and tried my best to enroll maximum new members for our Union and the result is good.
We are flourishing since last two years. Our active workers are working hard at every level and
I am visiting Circles/Divisions as and when needed for their help and guidance. We all are trying
our best and I once again request you all to meet each and every employees and explain the policy
of our Union and request them to enroll with us. I hope that from your active participation we will
definitely stand number one in next member verification.
Financial Review
In my last bi-annual report I had written about the financial position and observed during
report period that many changes have been made by us and the position is one and the same. The
Division/Branches are collecting amount of subscription from DDOs but not remitting due quota
to CHQ. In fact, if somebody will lodge a complaint with appropriate authorities concerned, the
concerned bodies i.e Circles, CHQ and Federation, the matter can be viewed seriously.
The CHQ is facing acute shortage of finance to meet the expenditure being made for court
cases and for also day-to-day functioning of CHQ. If we pay our due quota the CHQ can get upto
Rs. 50,000/- per month but we are not receiving even Rs. 5,000/- per month. This position must be
changed and I request you to credit all due Quota in this AIC without fail and co-operate for
strength of our Union and our future.
Colleagues, in the time to come, our Union has to fight because pending issues of Postmen
and Group ‘D’ are to be solved. As you know, several cases are pending in Court and many more
cases are to be filed in the Court. To fight Court cases Union needs money. So I appeal to all of you
to pay immediately the due amount/arrears of CHQ Quota of your Division/Branch during this All
India Conference. So that financial condition of CHQ is improved. Alongwith this please submit a
list of your Division/Branch members to CHQ. The audited accounts are appended.
6th CPC
As you all know that in 6th CPC our Union of Postmen and Group ‘D’ had taken a stand to
present actual day-to-day working position of Postman and Group ‘D’ staff through CD and the
Chairman of 6th CPC was kind enough to recommend a good package for Postmen and Group ‘D’.
However, I am not satisfied with this and trying my best to get more financial benefits through
negotiations with the dept. for remaining financial demands. I assure that whatever discrepancies
are there in pay fixation of Postman and Group ‘D’ staff, OTA, MACP, Fixation, Recruitment of
Group ‘D’ from GDS to change of Postman norms and others will definitely be solved through
Anomaly Committee and other forum.
Condolence
During the period since last AIC was held so many dignitaries, political leaders, our Union
leaders and followers expired. Particularly in attack on Mumbai on 26-11-2008 many police
officers, police constables and innocent members of public lost their lives.
CHQ Office Bearer, AGS and senior leader Shri Dodamaria (Karnataka Circle) expired
suddenly. It was a great loss to CHQ.
Shri Kodandraman Ex G/S, NUPE P-III also expired. We pay homage to their departed soul.
Our senior leader Shri Gajalwar have also lost his live.
We mourn and pray for their soul to rest in peace.
Federal Congress
Federal Congress was held in Ahmedabad from 23rd to 25th May, 2009 under the Chairmanship
of Shri Shakeel Ahmed Burney. 144 delegates including 52 from NUPE PM & Group D attended.
The following were elected as office bearers unanimously.
Bonus
For 2007-2008 and 2008-2009, 60 days bonus was sanctioned. The ceiling limit was increased
to Rs. 3500, that too after agitation, a significant improvement.
Dearness Allowance
The following quantum was sanctioned.
01-01-2008 - 12%(expected)
01-07-2008 - 16%(expected)
01-01-2009 - 22%(expected)
01-07-2009 - 27% (expected)
01-01-2010 - 08% (expected)
The Dearness Allowance is not as per the expectation. It has not afforded relief, since price of
essential commodities are rising skyhigh.
Relationships
Administration : Quite cordial improvement needed for responding to the representations
made by the Union.
No JCM Departmental Council a periodical meetings were held.
Recognition to Federation and Unions and release of verification results are still pending due
to Court Cases in Chennai and Patna.
On new schemes, the staff side is not consulted. We understand that Project Arrow is being
extended to RMS also and Beat sorting is given to RMS in select offices. We may lose posts of
Sorting Postmen.
Federation and affiliated Union : We maintain cordial and very good relations with FNPO,
NU GDS, NAPE P-III, R-IV, R-III, and SBCO Union, Administration Union, DAP Accounts Union.
We also maintain good relationship with sister Union’s NFPE Federation and affiliated
Union CHQ.
UNI : During the period, Shri Ashok Pawar, Maharashtra visited Nepal. We also participated
Some Problems
Compassionate Appointments : Stalemate still continues.
BOA Awards : Government is reluctant to accept the awards.
Postal Bill : In cold storage.
Franchise of Privatisation : Government is slowly and silently implementing.
Uniform : Khaki colour is restored.
Vacancies : Government have scrapped the order on filling up the vacancies. Action has
been initiated to fill up the vacancies. In Group D cadre, the Department is not interested to fill up
the vacancies.
GDS : The recommendations of the ‘Natrajmurti Committee’ as modified by the ‘Gopinath
Committee’ have been implemented. There is substantial improvement in the TRCA and some
service conditions. However, the demand for pension has been rejected again.

The details of the visit to the CHQ office has been published regularly in ‘Postal Prakash’ and
the problems faced by Postmen and Group ‘D’ were discussed in many formal meetings
held with Secretary (Post), Member (P) Member (O), Member (Planning), Member (HRD),
Member (PLI), Member (D) & D.D.G. (Estt.) D.D.G. (Staff) and other D.D.G., Directors, A.D.G.
Officer and after much discussion the problems of Postmen and Group ‘D’ were solved.
