Alhamdulillah. Thanks to Allah SWT, he have giving me the opportunity to
complete this assignment. This assignment is about literature review on site
organization. We need to complete this assignment before week ten. All the
content written in this assignment need to refer to books, articles, and journals.

Firstly, I would like to show my gratitude to madam Raja Nor Husna binti Raja
Mohd Noor for giving us a good guideline for assignment throughout numerous
consultations. I would also like to expand our deepest gratitude to my friends
and others for their cooperation, encouragement, constructive suggestion and
full of support for the report completion, from the beginning till the end.
Last but not least, my thanks to UITM Pulau Pinang that provide library to
students. From there, students can get many info to complete our assignment. I
get a lot of books, journal for reference for my assignment.

INTRODUCTION
The construction industry comprises all those organizations and persons
concern with the process by which building and civil engineering works are
produced, maintained, repaired and demolish. This is includes companies, firms
and individuals working as consultants, main and sub-contractors, material

producers, equipment suppliers and builders merchants. The industry has a


close relationship with clients and financiers.
A knowledge-management perspective is of relevance for the construction
industry, if not in terms of its inherent qualities and skills, then in terms of its
sheer weight and influence in the economy.
The construction industry is in great need of optimizing the use of its
intellectual resources. In addition, since the build environment is what strongly
influence everyday work-life in contemporary society, and cost of living and
housing accounts for a substantial part of the private and public economy.

Organisational structures exist in all firms. Each person generally has a


clear understanding of theirs and others responsibilities in a small firm, but in a
large firm employees tend to be unsure of exactly where they fit in. and do not
readily appreciate others individuals positions regarding line, lateral, functional
or staff relationships ( Forster, 1989).
This relationship exists between those who act as assistant to a superior.
An individual would have no authority of his or her own but would operate on the
authority of the superior to whom she or he assigned. The former usually be a
trainee site manager who may have very little experience and in no way would
he or she expected to deputise in the site managers absence. The assistant site
manager on the other hand would be greatly experienced and in his or her
superior and would be superior to all others on site (Forster, 1989).
Site Supervisor
Completes construction projects by planning, organizing, and controlling projects,
completing quality inspections, supervising sub-contractors and staff (as cited in Forster,
1989).

Accomplishes construction human resource objectives by selecting, orienting,


training, assigning, scheduling, coaching, counselling, and disciplining employees,
communicating job expectations, planning, monitoring, appraising job contributions,
recommending compensation actions, adhering to policies and procedures.

Manages sub-contractors by locating, evaluating, and selecting sub-contractors,


monitoring and controlling performance.

Meets operational standards by contributing construction information to strategic


plans and reviews, implementing production, productivity, quality, and customer-service
standards,

improvements.

Meets construction budget by monitoring project expenditures, identifying variances,


implementing corrective actions, providing non-project annual operating and capital
budget information.

Accomplishes construction project results by defining project purpose and scope;


calculating resources required; establishing standards and protocols; allocating
resources; scheduling and coordinating staff and sub-contractors; evaluating milestone

assumptions and conclusions; resolving design problems; evaluating and implementing


change orders.

Approves construction projects by conducting inspections at critical phases; obtaining


approvals from buyers.

Prevents fines and interruptions by complying with, and enforcing, codes.

Maintains safe, secure, and healthy work environment by following and enforcing
standards and procedures, complying with legal regulations.

Understanding emerging construction practices and standards, participating in


educational opportunities, reading professional publications; maintaining personal
networks, participating in professional organizations.

Enhances organization reputation by accepting ownership for accomplishing new and


different requests, exploring opportunities to add value to job accomplishments.

Site engineer
Styhre (2009) states that site engineers perform an organisational, technical and supervisory
role on construction projects, setting out and determining the location for above and
underground infrastructural installations involved in construction operations.
Site engineers apply designs and plans to mark out the site and can be involved in projects
ranging from small scale to multi-million pound ventures. This may include civil, road, rail
and other infrastructure projects.
A site engineer works as part of the site management team with and working alongside
architects, engineers, construction managers, supervisors, planners, surveyors and
subcontractors. They share responsibility for site security, health and safety, and the
organisation and supervision of material and human resources (Illingworth, 2006).
Typical work activities
Vary activities of work depending on the type of employers and nature of the project but
typically involve:

acting as the main technical adviser on a construction site for subcontractors, crafts
people and operation

surveying, setting out, and levelling

checking plans, drawings and quantities for accuracy of calculations

ensuring that all materials used and work performed are as per specifications

overseeing the selection and requisition of materials and plant

agreeing a price for materials, and making cost-effective solutions and proposals for
the intended project

managing, monitoring and interpreting the contract design documents supplied by the
client or architect

liaising with any consultants, subcontractors, supervisors, planners, quantity


surveyors and the general workforce involved in the project

liaising with the local authority to ensure compliance with local construction
regulations and by-laws

liaising with clients and architects, engineers and surveyors, including attending
regular meetings to keep them informed of progress

day-to-day management of the site, including supervising and monitoring the site
labour force and the work of any subcontractors

planning the work and efficiently organising the plant and site facilities in order to
meet agreed deadlines

overseeing quality control and health and safety matters on site.

preparing reports as required

Resolving any unexpected technical difficulties and other problems that may arise.

Quantity surveyor
According to Wiley (2012), Quantity surveyor is the clients cost consultant and cost
manager for the building process. One of the service offers to a client is pre contract cost
advice, which involve estimating construction cost prior to design for budgeting purposes.
Once the client enters into bidding agreement with a contractor for works, it triggers post
contract period. In addition, large consultancies expand traditional quantity surveying
services to provide clients with an advisory service and project management, including

Recommendation of an appropriate procurement route to suit the type of project.

Risk management, including identification and analysis

Selection of an appropriate form of contract

Advise on dispute resolution services.

Construction design and management regulations coordinator with health and safety.

General worker
Labour workers do all kind of task at construction site. It required skills, experience and
training. They often work outside of the office. Works with all kind of weather. Some works
are dangerous, work with chemicals and others. They may include cleaning, preparing job
sites, loading, delivering materials, using a variety of tools and machines such as
blowtorches, forklift, levels, lift, power drills, saws, pressure washers, and water spraying
equipment, they set up and take down ladders, scaffolding and other temporary structures.
They also help carpenters, mason, and other specialized contractors.

DISCUSSION

Site supervisor strongly influence the effectiveness of the construction


project, therefore, the support and help directed towards site supervisor are part
of a broader knowledge. In construction site, site supervisor plays the middle
management role. For instance, the site supervisor stands at the heart of the
success or the failure of the project for the contractor, the professional team, the
client ultimately the general public. The site supervisor have a work assignment
that is notorious for being based on their ability to combine a variety of
heterogeneous activities, both practical and administrative and for demanding a
significant amount of work for site supervisor.
Site engineers design and read the plan at the site. Design stage include all civil
works such as design road and drainage. They work with all the parties involve. They also
responsible for safety, and management of the project.
Works involve with estimation, surveying budget, choosing material are
the work for quantity surveyor. They work before, during and after the
construction site. When there is something that needs to reconstruct at the site,
they need to recalculate all the materials, budget need for the project.
General worker involve working outside of the office. They do the
dangerous works. They work with contractors.

CONCLUSION

Site organization is important in the construction works. The works on the


site will be easy when we already have the person in charge in which part of the
site. Everyone in the organization need to works as a team, therefore the project
will have no delay if we done our works on time. In the site organization, it
involve site supervisor, quantity surveyor, site engineer, sub-contractors, general
workers, foreman and many more. Without the organization, the works cannot be
done. It is important to have a leader in the organization to lead the project so
that the project can finish before the due date.
