states mega celebrations of the
century between March 22 and March
24, 2012.
Chief Minister Mr Nitish Kumar
inaugurated Bihar centenary celebrations at the historic Gandhi Maidan on
March 22. All government buildings
and colleges turned blue as the entire
state joined the festivities. The buildings around Gandhi Maidan were illuminated with blue light, leaving a mesmerising effect on the visitors and
passers-by.
Mr Kumar spoke of Bihari pride as
he addressed a large gathering of people on the inaugural day of the function. Harping on the states growth trajectory, Mr Kumar said Bihar had
carved a niche for itself in the country
as it succeeded in registering 11% economic growth through serious reforms
at grassroots level. He used the occasion to seek special category status
from Centre.

newly composed Bihar anthem, Satya

state from the fields of art and culture.

A number of Bollywood stars,
including Shatrughan Sinha, Shekhar
Suman, Prakash Jha, Neetu Chandra,
Manoj Bajpai and Hema Malini participated in the celebrations.
In a bid to depict communal harmony and brotherhood in the state,
miniature models of all religions
such
as
Hinduism,
Islam,
Christianity, Sikhism, Jainism and

Buddhism were installed at the main


entrance gate of Gandhi Maidan.
Various lip-smacking delicacies
including Bihari sweets, tharu tribal
food, main course food items both
vegetarian and non-vegetarian, dry
food items made of soybean, suran,
honey, fruits, herbal food and various drinks tickled the taste buds of
foodies who came to participate in
Bihar Diwas celebrations.
A 25-minute laser show on the heritage of Bihar, presented by Bangalorebased firm, Pracheen Bharat Tourism
Technology, kept the audience spellbound. The show covered the time of
Buddha, Mahavir, Mahabharat,
Chandragupt, Ashok, Shershah Suri,
Sufism, Guru Gobind Singh and
finally ended with a positive note of
Resurgent Bihar.
A couple of days before the festivities began at Gandhi Maidan, the
Chief Minister felicitated the idols of
Bihar at a function organised in New
Delhi. There, Mr Kumar talked about
Bihari asmita and urged the people of
the state to reassert themselves as a
socially relevant, politically significant
and culturally vibrant group.
Incidentally, this was Mr Kumars first
public appearance in New Delhi after
he took over the reins of Bihar seven
years ago.

The product at hand is the

BMC IIIrd year. By bringing out this journal, they not
only maintained the legacy of their predecessors, but also
set a new benchmark as far as publication of any college
journal is concerned.
Selection of stories was not that tough this time as
2011 was a newsy year. India won the ICC World Cup,
Osama was killed, Jasmine Revolution swept Arab countries, Mr Nitish Kumar came up with various legislations
to change the way officials function in Bihar and two
women political bigwigs Ms Mamata Bannerjee and
Ms J Jayalalitha registered thumping victories in
Assembly elections in their respective states. All these
stories went on to make Headway a packed package.
The last minute inclusion of Bihar Diwas celebrations
was a boon for the journal. As celebrities from across the
country and abroad made a beeline for the state to take
part in centenary year celebrations, Headway reporters
were on their toes covering the historic event.
The new tagline a way ahead attached with this
years Headway signifies the transformation the journal
has undergone.
Members of the editorial team, comprising 10 page
editors and a creative editor worked relentlessly under the
supervision of three spirited chief student editors
Sheezan Nezami, Anisha Shyam and Akrity Abhilasha
to bring out a completely different journal.
Another remarkable achievement this year was live
reporting. Reporters grabbed every opportunity that came
their way and succeeded in filing up-to-date reports within deadline. They interviewed people, researched on
diverse topics and collected information from official
sources just as professional journalists do.
The efforts the students have put in this year to reach
their goals will determine how we transform our journal
in the years to come. Let us put our best foot forward to
achieve the target we have set for ourselves, and continue
to improve the journal we are all very proud of.

Democratic Alliance (NDA) government has completed one year in its
second term, its functioning will not be
compared with Lalu-Rabri regime, but
with that of Nitishs own first tenure.
In his second term, Mr Kumar has
focused mainly on two areas corruption and power crisis. He promised a
transparent government and to fulfill
this, he abolished the Member of
Parliament Local Area Development
Fund (MPLAD) meant for legislators
and made it mandatory for all ministers,
including him, to put up details of assets
on the government website. The government took a unique step by setting up a
primary school in the palatial house of
IAS officer Mr S S Verma.

Bihar swathed in blue during the three-day


Bihar Diwas celebrations, that began on
March 22. Cultural and social programmes
were held to mark the start of celebrations.
All heritage buildings and many other
structures including the residence of Chief
Minister Mr Nitish Kumar and Raj Bhavan
were illuminated in blue.
During the celebration time, the entire
State turned into a blue zone, with lights illuminating every nook and cranny. The colour
was selected by Government officials, said
Bihar Tourism Minister Mr Sunil Kumar
Pintu.
Besides, all the important buildings
around the historical Gandhi Maidan were
decorated with blue lights.
The three-day cultural extravaganza at
Gandhi Maidan was a musical treat with
Bihari regional flavour, including Maithili,
Bhojpuri, Magahi and Angika folk songs
apart from classical songs, qawwalis and kavi
sammelans. For the first time, a Bihari song
was sung on the occasion at Gandhi Maidan.
The Bihari Gaan was selected from
among 1,800 entries by a three-member
committee. Renowned artistes, including
Pandit Shiv Kumar Sharma, Pandit Birju
Maharaj, Pandit Hari Prasad Chaurasia,
Anup Jalota, Chhanu Lal Mishra and Sharda
Sinha, were invited.
Besides, an exclusive exhibition of
archives related to establishment of Bihar
was also put up at the venue. A book fair and
a volleyball championship were also held. In
another first, an air show at Moinul Haq
Stadium was held, for which Air force had
been contacted.
In course of the year-long celebration,
various programmes will be organised in districts and blocks. Government departments,
universities and colleges too will commemorate the event.
Celebrating the 100th year of Bihars
foundation is the brainchild of Chief
Minister Mr Nitish Kumar, who had connected this with Bihari asmita (pride).

Patnas Gandhi Maidan witnessed the centurys mega celebrations as Bihar turned 100. All government buildings, schools and colleges bathed in
blue to celebrate the event. A large number of people assembled at the historic Maidan to join the festivities.

Non-Resident Biharis (NRBs) in
Canada recently gathered at Milan
Banquet hall in Mississauga, a suburb
of Toronto,Ontario, to celebrate Bihar
Divas. The annual Holi Milan programme coincided with this celebration, according to report reaching the
Bihar Foundation office here..
This was done to infuse a mood of
festivity and feeling of being Bihari in
traditional Bihari style. The programme
started with lighting of lamp by Dr
Laxman Das and Saraswati Das. This
was followed by welcome address by
Rajesh Jha, chairman, Bihar
Foundation, Canada chapter, informing the audience about the significance of Bihar Diwas and the work
Foundation was doing.
He also spoke on how everyone in
Canada can participate in this common forum to connect, promote and
do business with Bihar. Speaking on
the occasion, Mr.Jha said, We decided to celebrate Bihar centenary with
holi, because we apply gulal to each
other as ultimate expression of joy and
combining both is Bihari way to
express the joy and enthusiasm of
NRBs over 100 years of the state formation.
Dr.Das thanked Bihar Foundation for
encouraging NRBs to celebrate the
foundation day of Bihar. This surely
gives us a sense of belonging to the
land where we were born, he added.
A cultural programme was presented
by children of Bihari diaspora. A film
on Bihar was also liked by everyone.
The programme was jointly organized
by Bihar Foundation, Canada chapter,
and Bihar Association of Canada.

The first ever World Cup Kabaddi


Championship for women took place in
Bihar as part of the states cenenary year celebrations.The Indian team reached the final
and defeated Iran to win the cup. India is the
first womens team to win the accolade for
the female version of the usually male dominated sport.
Indias national womens Kabaddi team
defeated Iran 25-19 to win the championship on March 4, 2012 at the Patlipura
Sports Complex in Patna.
This is the first Kabaddi title of this kind
for women which was a four-day event and
involved the participation of 16 countries,
including teams from Mexico, Nepal,
Malaysia, South Korea, Japan and Thailand.
Kabaddi is a South Asian sport where two
teams occupy opposite halves of a field. A
team will then send a player, the raider into
the other oppositions half, holding her
breath and chanting the word Kabaddi continuously. In order to win points, the raider
must touch or tackle members of the opposing team and then return to her own half. If
the raider does not make contact with the
opposition and returns to her side, she does
she will be declared as out and the other
team takes over.
To reach the final, India defeated Japan

60-21 and Iran beat Thailand 46-26 to


become the second finalist.
The game was a thrilling final. the Indian
belles took control of the game throughout
the match and at half time the score stood at
19-11 against their Iranian counterparts.
Cheered by the fans at the jam-packed
stadium, the game started fast with Mamata
Pujari, the captain of India, scoring eight
points and Irans captain following suit, by
scoring eight points too. The game then
changed after half time, where India became
more defensive and went on to win the
match with this approach.
Pujari, who worked in Indian Railways
prior to playing, said it was the team spirit
and strong ethic of teamwork which was the
key behind their outstanding performance.
Speaking about the win Pujari said: All
of us combined together and played very
well to lift the Kabaddi world cup for the
country. I congratulate all my team members.
Actually we wanted to play better that
what we did, but we are happy that our performance just proved to be adequate for the
title, added Pujari.
Pujari was adamant that the Indian team
was thoroughly prepared for the tournament
and committed to win the championship to
bring cheer to the country.
Earlier in the day, India outclassed Japan
60-21 while Iran defeated Thailand 46-26 in
the two semifinals to set up a summit clash.

The state industries department in association with Magadh Motor Sports Club organised a Bihar centenary car run 2012 on the
Patna-Dilli Haat (New Delhi)-Patna route as
part of Bihar Diwas celebrations. As many
as 11 teams with 25 participants left Patna
for New Delhi from where the car run was
formally flagged off on March 22.
The participants included Pranav Sahi
and Sumita Sahi whose vehicle displayed
the logo of centenary celebrations of Bihar.
The remaining ten vehicles depicted various themes like tourism, women empowerment, cuisines of Bihar, strides in agriculture and festivals of Bihar, among others.
Rally coordinator Sumita Sahi said the
participants included artists, doctors, engineers and entrepreneurs. A special camera
team recorded the interviews and reactions
of people on the way and this was compiled
as a film which will be screened all over the
state. The rallyists were accompanied by a
video on wheels which showed documentary films on Bihar at stopovers after the
sunset.
The car run covered the NCR on the
first day and touched Gurgaon. Next day it
reached Uttaranchal via Hardwar to proceed further to Dehradun. Mussoorie,
Kanpur, Allahabad and Varanasi, Sumita
Sahi said. Meanwhile, Bihar Pradeshik
Marwari Sammelan organised a cycle rally
on the theme of women empowerment at
the Gandhi Maidan to mark the Bihar
Diwas celebrations. At least 270 girls of government schools participated in the rally
after they were given new cycles at the
venue as a prize for participation.

Mahabodhi temple at Bodh Gaya in the
month of Vaisakh (April/May) and attracts
devotees from across the world. The
annual prayer session led by the Dalai
Lama in December-January is another
major attraction.

to the deities of the temples at local hot
springs and bathe in the holy water.
Another historic place associated with 15day-long Makar Sankranti mela is the
Mandar hills in Banka district.

mandatory Hindu rite that is supposed to
bring salvation to the departed soul.

offices made to you by our first Prime Minister, the noble-hearted democrat, Jawaharlal Nehru. Offices hovered around you, you never hovered
around office. You installed others there, the letter read.
Monetary corruption is the bane of our political system and a powerful
social movement against it led by Anna Hazare has in recent month galvanized the country. Bihar is fighting the menace of corruption and I am sure
Nitish-babu with his innate frankness will concede that there is a long way to
go yet. He has already placed on its track the mechanism for a State
Ombudsman, for which I felicitate him. Here, I believe the RTI Act which
you did not know of but which you will welcome whole-heartedly, will play
a decisive role, Mr Gandhi said.
Bihar has done itself proud by Nitish Babu's pioneering reservation of
not 33% but as many as 50% seats for the women. Jayaprakashji, you and
your wife Prabhavati Devi, would have been proud of that achievement, so
our architecture, in its design, in its form, in its rupa, has been doing well. It
is in fact doing famously.
"You know this better than anyone else that Bihar, which gave the
Mahatama his first Indian experience of mass mobilisation in Champaran,
the land of Rajendra Prasad and Brajkishore Prasad of Anugraha-babu, and
your land Jayapraksh-ji and of Prabhavati Devi, has shown the highest, the
best, the noblest examples of leadership, and it has also shown the tight
stranglehold of all that keeps India a prisoner of the Middle Ages."
Leadership is about power, and also about abjuring power. When V.V.
Giri resigned as Union Labour Minister on the right to strike, when
Shastriji resigned as Railway Minister after the Ariyalur rail accident,
when, nearer our time, in 1989 Chaudhri Devi Lal declined to be Prime
Minister, and when Jyoti-babu of his own accord gave up the office of
Chief Minister of West Bengal, and most recently, when Smt Sonia
Gandhi, after her party's historic victory in 2004, said she would not be
Prime Minister, we saw the leadership of self-abnegation at its best, Mr
Gandhi said.

businessmen deliberated on possible sectors that could boost the process of industrialisation

Highlighting that Bihar needs good rural roads for

growth in Maharashtra where agro and agro-related
industries flourished, he said: "Bihar has far better
capacity to take up the Baramati model."

Indian Institute of Technology (IIT-P)
being the topmost institute has now
opened doors for students in Bihar.
The IIT-P, with its campus at
Patliputra, has also hired the building of
Software Technology Park of India
(STPI), Patna, adjacent to the institute,
where it has well-furnished labs, classrooms to teach electronics, computer
science, physics and mathematics. The
institute has also state-of-the-art faculty
chambers.
Apart from IIT, NIT is also doing
well. Earlier known as Bihar College of
Engineering, it was renamed as NIT-P in
the year 2004. It is the 18th NIT centre
to come into existence in the country.
The institute marked its beginning with a
good strength of 283 students.
The performance of NIT-P can be
seen by the increasing percentage of
placements with the
passing of each
year. Some of the
countrys core public and private sector companies, such as NTPC, BHEL,
Infosys, TCS, and HCL have started
coming for placements.
Mr Zeeshan Ahmed, a second year
student of computer science (CS) said,

and glad that such an institute has come
up in Patna.

in 2006, has now the strength of 1200

tools like television, radio, newspapers and hoardings to woo students. The
advertisements even promise sure success
to the students in competitive examinations.
This publicity stunt also includes SMS services and luring students to join tuition centres. But the question is, are the coaching
centres the only means for students to get
through competitive examinations?
The unchecked mushrooming of coaching institutes is leading to the degradation of
education, allowing the unhealthy privatisation of education at the cost of its quality.
Nowadays, the purpose of these institutions
is only to earn more and more money,
keeping the students future at stake.
Mushrooming of coaching centres in
Patna is largely being viewed as a flourishing
trade than a mechanism of intensive teaching. In a significant step to check flourishing
of such institutes, Bihar government has
mooted a stringent law to regulate their
functioning, making it the first state to do
so.
Regretting the emergence of so many
coaching institutes without basic infrastructure, Mr M Das, District Education Officer,
said: There should be a mechanism for
the education system. Bihar government is

set to enact a stringent law to regulate the


functioning of coaching institutes. He
added that the government has decided to
monitor the trade of tuitions through legislation. The proposed legislation would provide for registration of all such institutes and
strict monitoring over quality of education,
fee structure and strength of the students.
The institutes always cheat us by not
completing the courses within the stipulated
time-frame and also demand high fee from
us, said a student from one of the coaching
institutes.

However, the power generation from these


plants is not enough to meet the demand.
The situation gets worsened during the peak
summer season. At this time of the year,
even the water supply is affected in most
localities in Gaya, Jehanabad, Saharsa and
Ara districts.
However, the BSEB is likely to sign an
agreement to purchase 300MW of power
from the open market to meet the additional demand during the festive season. Four
power distributor companies Tata Power,
NTPC Vidyut Vyapar Nigam, PTC India
LTD and Mittal Processor have submitted
bids to sell electricity to this power-starved
state, said Mr HR Pandey, Public Relation
Officer, BSEB.
The renovation and modernisation work
at the Barauni and Kanti (Muzzafarpur) thermal plants would be completed after June
2012, he added.

The problem is due to the limited supply
of electricity. We need 2500 MW electricity, the Centre has allotted 1700-1800
MW. In reality, we are getting only 12001300 MW from the Centre.
Tell us about the upcoming power
projects in state.
Many power plants are set to come up in
Bihar. At Nabinagar, there are two
proposed plants. A 1320 MW plant will
also be set up at Banka.The government
has earmarked three strategic areas to
set up the proposed power plants.
Tell us about the underground cable
programme.

n an attempt to further improve the health


services in Bihar, the state government has
conferred super specialty status to the staterun hospitals.
There are six medical colleges and hospitals in the state 25 sadar (district) hospitals, 23 sub-divisional hospitals, 70 referral
hospitals, 397 primary health centres
(PHCs), 1,330 additional PHCs and 7,024
health sub centres, which is far less than the
national average.
Despite governments best efforts, the
states health scenario continues to remain
dismal.
In a bid to boost health infrastructure,
the state government has spent Rs 220
crore, but with no tangible result.
According to the economic survey of Bihar,
2010, about 95 per cent of patients prefer
private clinics and hospitals. The rest five
per cent are left with no choice.
Lack of modern instruments and trained

Asked about the services offered by
PMCH, one of the patients said, The
death rate in the hospital is on the rise due

Mr Ahmad, who brought his six-year-old
son to PMCH after he fractured his leg,
said: I had to stay in the balcony for a few
days due to shortage of bed. This further
deteriorated the condition of my son. The
nurses hardly cooperate and we are treated
in a very bad way.
In spite of having various departments like
Biochemistry, Anatomy, Community
Medicine, Surgery, Orthopedics, Plastic
Surgery, Radiology, the condition at PMCH is
getting worst day by day, said another patient.

a common sight these days. Patna High
Courts intervention, tough talk by policy
makers...nothing seems to have worked as
the Patna Municipal Corporation (PMC)
continues to remain at loggerheads with
A2Z Infrastructure Pvt Ltd, the company
assigned with the task of keeping the city
clean.
On July 21 last year, A2Z suspended its
services due to non-payment of dues by the
PMC. The PMC owes a sum of Rs 7.5
crore to A2Z for its services since January
2010.
If reports appearing in various newspapers quoting A2Z Infrastructure's
DGM Mr Vikash Jha are to be believed,
the agreement between PMC and A2Z
stipulates that the former will pay 75 per
cent of the bill amount to A2Z within 10
days of submission of bills and 25 per
cent later. This agreement has not been
honoured, Mr Jha was quoted as saying.

nine main roads and 10 wards,
including Fraser Road, Bailey Road,

According to PMC sources, more than


900 tonnes of garbage is generated everyday in the city. But with the outdated
equipment and limited infrastructure,
disposal of garbage is not possible every
day.
In areas like Bailey Road, Boring Road,
Patna City etc. one can see piles of garbage
on roads. The area near BN College is getting worst day by day. Its very unhygienic
and intolerable for the students and passerby, said Ms Soni Kumari, a student of
Patna College. She added that the condition
deteriorates even further during rainy

The four-day festival starts after the sixth
day of Diwali every year. On the first day,
devotees take a dip in the holy river Ganga,
next day they observe a day-long fast which
ends after the sunset. People visit the
river banks to offer prayers to the setting Sun
and then they offer arghya to the rising Sun
the following day.
On this auspicious festival we worship
Sun to promote well being, prosperity and
progress, said a devotee, Mrs Urmila Devi.
Another devotee, Mrs Damayanti Singh,
said, worshipping the Sun during Chhath
cures many incurable diseases.

Teachers, I feel they are the one who
inspires you. It is basically they whom
you look up to. I had this teacher, Father
Philipa, whom I remember came to class
and assigned us homework on The
Beatles (rock group) and the deadline
was of 48 hours. He made us realise the
value of knowledge.
Sir, why teaching? A person like you
could have gone for other options.
Well, I would say I just love teaching. Its
not a big source of income for me, but I
do it for my happiness.
Why did you opt for Bihar?
How much work is to be done in Bihar?
My friends ring me up and say, are you
kidnapped? (humour), Bihar is the place
which I should say is my matribhumi. I
was born at Ranchi in undivided Bihar.

Shishu Vihar, Navjivan Community centre for rehabilitation of AIDS patients.
What kind of documentaries do you make?
I make documentaries on social issues
such as women in villages reconstructing
their lives. I have also made value education short films. Two of my works are very
close to my heart first is a documentary

Apart from this, a workshop was organised on Childrens Day on the theme
Childhood and Books. Fables like
Panchtantra, The Jungle Book, Harry

Mr Sushil Kumar and Mr Anil Kumar
Sinhaat Kaun Banega Crorepati-5 this
year. The duo stunned the entire country by bringing home crores. While Mr
Kumar, an MNREGA employee from
Motihari, bagged Rs 5 crore as prize
money, Mr Sinha, a resident of Patna,
missed the 5 crore jackpot by a whisker,
but managed to win Rs 1 crore.
Mr Sushil Kumar, an IAS aspirant, had a
life changing experience when he stepped into
the studio of KBC. The whole gamut of things changed for this man
after he won the jackpot of Rs 5 crore. For Mr Kumar, a computer
operator who was earning a meagre Rs 6,000 per month, winning the
jackpot was not a very remarkable thing as according to him any
common man can be a crorepati. Rather, meeting Mr Amitabh
Bachchan was a bigger achievement for him. Money is not everything in life, peace of mind is the biggest luxury for me and I got that
while meeting him, he said.
Talking to Headway, he expressed his willingness to help the
deprived people. He said he would first like to compete in UPSC,
build a house for his family and then open an anti-liquor rehabilitation centre so that he can help people lead a normal life.
Commenting on tips for success, he said: Agar zindagi me kuch karna
hai to lagatar lage rehna hoga (Keep on fighting until you achieve your
target).
On the other hand, 33-year-old Mr Sinha from Patna, also had a
life-time experience when he met Big B, the person he admired the
most. Mr Sinha, a quiz enthusiast, had been trying to get into the show
for the last 11 years. He even tried for KBC on Mahua channel, but
couldnt make it to the hot seat. Like Mr Kumar, Mr Sinha also wishes to help the people by using a part of the amount to build a trauma
centre in the remembrance of his younger brother, who died in a train
accident 10 years ago.
Mr Sinha said Bihar had a lot of talent, but people here dont get
the kind of exposure they need. Asked about his success mantra, he
said: Trust yourself, your parents and the values that they gave you
and ultimately trust God. God is the one who will definitely guide you
through the right path. And never ever give up!

I am very family-oriented person. I love
to spend time with my family and friends and

working with Akshay Kumar and John
Abraham. I respect Akshay sir a lot so
I call him sir, while John is a positive
person. I learnt a lot while working

I dont have free time, but if I have, I

said: The syllabus is outdated and the quality of
education is not up to the mark.

are on to improve the quality of education.
However, as far as placements are concerned, our
hands are tied as corporate sector deals with it. We
cant guarantee 100 per cent placement.
Few colleges, including Patna Womens College
(PWC) provide practical training to their students in
their respective fields, as part of the curriculum.

government has set up a high-level committee under

The involvement of teenagers in these antisocial activities has set a dangerous precedent in a state that boasts of sushasan.
Be it schools or colleges, teenagers have
resorted to committing crime at a faster
pace to earn quick bucks. Although police
officials would differ, it is but a fact that
teenagers, especially school and collegegoing students, are becoming easy prey to
the world of crime. We admit that of late,
teenagers have taken to crime. They kidnap
their own classmates and ask for ransom. In
few cases, the victims were even killed.
However, there is nothing to panic as we are
trying our best to deal with the situation,
former city SP Mr Shivdeep Lande told

the Independence Day. Under this act, government officials are bound to provide services to the public within a stipulated timeframe. The move is aimed at curbing corruption in the government departments.
The country is sick of the prevailing corruption. With the implementation of this
Act, people will pay no more graft to obtain
basic services like procuring a caste or domicile certificate, driving licence, passport etc,
Chief Minister Mr Nitish Kumar said while
introducing the Act.
Once implemented, the Act which
imposes a daily penalty of Rs 250 on erring
officials, can go up to Rs 5,000 would
ensure that common people are not
harassed. The Act, which will be initially
covering 50 services and enforced in 10 state
departments, is a brainchild of the Chief
Minister. It was passed without even a
debate in the State Assembly.

How should crime against women be tackled?


Probably the mindset of our society restrains women in most
of the cases to speak up freely on issues such as rape, dowry
deaths, eve teasing etc. The stereotype consider rape as social
taboo, this outlook has to be changed, so that the victim actively
fights for justice, also female officers should handle such sensitive
cases so that the victim finds it a bit more comfortable to speak.

BEFORE RTS: In October 2010, I went


to passport office to purchase a form in
order to apply for the same. The mediators sought a sum of Rs 4,000 from me,
but I refused. The consequence was that,
I was not even able to purchase the form.

BEFORE RTS: Touts were having a field


day at the office concerned. Even the
officers were not entertaining licence
seekers as they were hand-in-gloves with
the agents.

POST-RTS: I applied again on


December 15, 2011. It went easily until
the filling and submission of the form. But
after five to seven days when I went to
the police station to ask for verification,
the officer-in-charge asked for a sum of
Rs 500. Getting a passport, thus, is still a
distant dream for me.

to the office to apply for learner's licence.
The person, who sold me the form, said
that he would get the work done if I pay
him Rs. 350. But instead I went to the
officer concerned and did the formalities. I

The combat team is less trained as compared to the offenders, which needs immediate upgradation, said a police officer.

The pressure to perform well, hectic
schedule, tough study materials, examination stress, pressure from parents, teachers and campus recruitment create mental pressure and make the students emotionally weak, often forcing them to end
their lives.
The number of suicide cases has gone
up from 6060 in 2008 to 6761 in 20092010, an abrupt jump of 701. According to
National Crime Record Bureau (NCRB)
of India, of the total suicide cases, the figure
stands at 23.8 per cent for students alone.
The peer pressure causes anxiety
attacks to the students. Parents put their
children into the streams, for which they
either lack the required skill or have no
interest. Ultimately the students are
unable to cope with pressure and give up
their lives, said Mrs Binda Singh,
Clinical Psychologist.
Students should understand that
suicide is no solution, instead they
should fight back and overcome the situation. Committing suicide is a crime.
Anyone found guilty may be punished
according to the law, City SP Ms Kim

rimary education in Bihar has witnessed


P
a quantum shift in the last five years,
thanks to various schemes launched by the
central as well as state government.
However, much is needed to improve rural
education infrastructure in the state.
When compared to previous seven years,
the situation has definitely changed for the
better. However, states like Kerala and Goa
have progressed a lot in primary education
sector, giving food for thought to Bihar.
We started the work from the lowest and
suddenly cannot reach the top, said Mr
Anjani Kumar Singh, Principal Secretary,
Human Resources Development (HRD)
department. The real challenge was to open
new schools with better infrastructure. Now that
we have achieved our primary target, the thrust
is on providing quality education, he added.
Its true that the number of students has
increased substantially in primary schools
across the state. The quality of education,
however, remained poor as many children
studying in standard five are not able to read
the books of standard two.
Even the food provided to them under
mid-day meal scheme is not up to the mark.
Many parents have complained that the
quality of food is below standard and only
khichdi is being served in most of the
schools. It is not possible to visit every
school every day. Parents should be active
and if not satisfied, they should inform the
authorities concerned, said Mr Sinha. He
added that the HRD was planning to involve
mothers in preparing mid-day meal.
Mukhya Mantri Cycle Yojna has acted
like a catalyst in attracting students to school.
In villages, where girls were not allowed to
move out of their houses, a revolution is
being witnessed. They can now be seen
paddling their way to school. Its a good sign
for the state, but the government should
address issues like shortage of teachers and
poor quality of education.

Being a woman, how do you manage your


home as well as your work efficiently?
Home and work both can be managed with
time management skill and planning.

First of all, how does it feel to be honored


with such a prestigious award?
It is the biggest achievement of my life.
Receiving such a prestigious award from the
President is in itself a very satisfying and
overwhelming experience.

What inspired you to be so progressive?
I joined this institution in the year 1998. At
that time, the school was not in a very good
condition, but the commitment towards my
profession motivated me to move on, braving all the adversities.

is required on behalf of the students and

My commitment towards my students has
always been the driving force behind my

welfare of the society, where male chauvinism often overshadows women.

Five years ago, it was my dream, and it still


is, said Mr Pankaj Kumar, a resident of
Patna, expressing his dream to own a house
in the city.
Well! Its not just the feeling of a single
person, rather its the voice of Patna. But
skyrocketing prices of apartments and land
are burning hole in the pockets of the buyers, making it difficult for the middle class
people to even plan for it. In Patna, a two
Bedroom-Hall-Kitchen (BHK) flat of 900
sq.ft, on an average, costs Rs 18-30 lakhs.
And a three BHK flat of 1200 sq.ft, costs

around Rs 25-40 lakhs, which is very high in


comparison to the flat prices in other citiessuch as Ranchi, Ahmedabad and even
Noida and Delhi.
The plot prices are fixed by the government, but when a common man goes to buy
it, the developer charges double or more
than double the fixed price. This is not an
off-screen thing, but is a matter of taking 40
per cent money from buyer above the table
and 60 per cent under the table. That too in
full public view, said 50-year-old Mr Naresh
Kumar, who owns a flat on Ashiana Road.
However, the state has come up with a
fresh law titled The Bihar Municipal
Building By-Laws & Building Code-2011.
The law aims to regulate building construction,

f 9/11 was a wake up call for United States


(US), 26/11 exposed chinks in Indias
security armoury. US woke up, but India is
still way behind in dealing with terror attacks.
Sixty killed in a serial blast, Mass massacre in country, These lines are now part
of Indias top 10 news items every year. Post
9/11, US homeland security has been very
effective, but India has gone through a series
of attacks after Parliament was targeted in
2001. India is one of such countries where
tremors of terrorism are felt every now and
then, as we havent been able to build a
strong intelligence network in the country.
Like every previous year, 2011 also
showcased the failure of Indian tools of
governance as in many instances intelligence departments, police and security
machinery were caught napping. On July
13 last year, terrorists knocked India with
three consecutive blasts in Mumbai, the
economic capital of the country. The
blasts occurred at three major centres
Dadar, Zaveri Bazaar and Opera House.
Bombs of medium intensity claimed lives
of 26 innocent people. On September 7 in
the same year, a blast occurred at gate
number five of Delhi High Court (HC),
leaving 15 dead and 90 injured.
The court blast occurred exactly 104 days
after terrorists carried out a dry run on the
same compound. Other than these, on
September 17, Agra faced a minor blast in
which six persons were injured.
The 2011 blast was third terrorist attack in
Mumbai in the past five years. With court
blast, the number of terror strikes in Delhi
rose to 13 in the past 15 years. Out of these
13 cases, nine are yet unsolved, clearly showing intelligence failure in the country.
In the past five years, India has seen 17
big terror attacks. Each of them shivered the
country severely. After 26/11, government

government resolve, weak diplomacy, and
not a single agency fights terror.

One of the deadliest terror attacks in
Mumbai was on 26/11. The attacks were

victorious in 184 seats.
TMC chief Ms Mamta Banerjee turned the

system of West Bengal gave the firebrand
leader a platform to fight against CPI(M) .
She proved herself as a mass leader when
the people of Nandigram got the notice that
their land would be seized and 70,000 odd
people would become homeless. Soon TMC
formed `Bhumi Uchchhed Pratirodh
Committee against land grabbing. Singur
movement also added fuel to the fire and gave
Ms Banerjee another platform from where
she could raise her voice against CPI (M).
Today after becoming the Chief
Minister, her journey has become even
tougher. People of West Bengal with hopes
in their eyes are waiting for better tomorrow
and the time has come to watch whether
Didi is really going to be their `messiah or
like most of the political leaders, would turn
away from her promises.

globe shaken. India was no exception.
Wikipedia defines it as an international
non-profit organisation that publishes submissions of private, secret and classified
media from anonymous news sources, news
leaks and whistleblowers. Its website,
launched in 2006 under The Sunshine Press
organisation, claimed a database of more
than 1.2 million documents within a year.
Julian Assange, an Australian Internet
activist, is its director.
In April 2010, Wikileaks published gun
sight footage from the July 12, 2007 Baghdad
airstrike in which Iraqi journalists were
killed by an Apache helicopter, as the
Collateral Murder video.Wikileaks released
Afghan War Diary, a compilation of more
than 76,900 documents about the War in
Afghanistan not available to the public. In

October 2010, the group released a package


of almost 400,000 documents called the Iraq

The operation was first started in
Maharashtras Gadchiroli district. Eighteen

However, in Bihar, there has been a
marked decline in Maoist attacks over the
past few years, thanks to various development schemes launched by the state government for Naxal-hit areas.

This is hard to ignore that Mr Kumar has
done a lot of work in his second term. But
some loopholes are still visible. Law and
order has been deteriorating in the state.
The website of Bihar police shows that in
the year 2005, the number of criminal cases
were 1,04,781, but it went up to 1,37,572 in
2010.
In terms of agriculture and industry, the
state is lagging behind. There is a debt of Rs
57,000 crore and Rs 664 crore on the state.
The Forbesganj case in which police
fired on a mob of villagers at Bhanjanpura,
killing four persons, including a pregnant
woman and a 10-month-old infant, exposed
the brutality of the Bihar police. The government should come up with a mechanism
to check police highhandedness in the state.

Egyptian revolution took place following a
popular uprising that began on January 25,
2011 and is still continuing. The uprising was
mainly a campaign of non-violent civil resistance, which featured a series of demonstrations, marches and acts of civil disobedience
and labour strikes. With at least 846 people
killed and 6,000 injured, the uprising took
place in Cairo, Alexandria and in other cities
in Egypt. Following the revolution, on
February 11, 2011, Mr Mubarak resigned
from office and was ordered to stand trial on
charges of premeditated murder of peaceful
protestors and if convicted, could face the
death penalty.
Presently in Egypt, although the movement of revolution is very large and potent,
the protestors are sadly mistaken that only

unrest finally proceeded to different cities
of Libya including Misrata, Tripoli and
Sirate. This civil war lasted for eight months
with the huge loss of life and property, but
ultimately brought an end to the 42-yearrule of Gaddafi. His death has not only
brought a new era of democracy in Libya
but has become inspirational for the people

political concessions to citizens also failed
and on January 14, 2011, emergency was
declared in the country. Later Mr Ben Ali
stepped down and the government in
Tunisia at last was dissolved.

Japan was hit by
an earthquake of
magnitude 9.0 on
March 11, 2011.
The earthquake
lasted for about
six minutes and
triggered the powerful tsunami waves that
reached heights of up to 40.5 metres. It
was the most powerful earthquake ever to
have hit Japan, and one of the five most
powerful earthquakes in the world since
1900. The earthquake caused massive
devastations leading to 15,845 deaths,
5,893 injuries and left 3,380 people missing. Adding to the misery, the tsunami
caused a number of nuclear accidents, primarily the ongoing level 7 meltdowns at
three reactors in the Fukushima I Nuclear
Power Plant complex.

The worlds largest economy shook last

Standard & Poors (S&P), a rating agency,
downgraded the rating of US federal debt
from AAA to AA+ by a notch. The action is
likely to eventually raise borrowing costs for
the American government, companies and
consumers.
Although S&P has downgraded the rating
of US, what is certain is that the recent development would further worsen global trade
activities as well as Indias international trade,
combined with the slowing down the economy of China and Tsunami-ravaged Japan.
After downgrading US ratings, the S&P went
on to downgrade some European banks also.
Major European banks downgraded include
HSBC Holdings PLC and Barclays PLC of
the United Kingdom, Banco Santander of
Spain, BNP Paribas, Societe Generale, and
Credit Agricole of France, Deutsche Bank
and Commerzbank of Germany, Credit
Suisse and UBS of Switzerland, and the ING
Group of the Netherlands.
The US reacted sharply to the S&Ps
move. The US Treasury claimed that the rating agencys debt calculations were wrong by
some $2 trillion.
The S&P admitted it, though reluctantly,
and changed its economic assumptions, but
said it did not affect its decision to downgrade
the US ratings.

Just 12km from Nalanda is Rajgir. This

The ropeway to climb up the hill is very


adventurous as well as exciting and gives a
beautiful top view of the entire place. This
place becomes even more important as the
first Buddhist Council to write down the
teachings of lord Buddha after his
Mahaparnivarna was held here.
While exploring Bihar a bit more, here
comes Bodh Gaya, a place where foundation
of Buddhism was led by Prince Siddhartha,
who got enlightened under the Bodhi tree
and thus became Lord Buddha. This holy
place evolved as the World Heritage Site in
2002. The premises consist of the
Mahabodhi tree and Mahabodhi Sarovar
also known as Mucalinda
Sarovar. It is
believed that

to be believed, 248 sportspersons have been
tested positive in the last two-and-a-half-years.
Of them, 138 players have been banned.
No guilty will be spared and this time we
will be acting against the people behind the
scandal, Union Sports Minister Mr Ajay
Maken said in a strongly-worded statement in
Lok Sabha recently. In a written reply to Lok
Sabha, Mr Maken said since its inception on
January 1, 2009, NADA has collected 6607
samples out of which 248 were found positive.
There was growing pressure on the Indian
Olympic Association (IOA) to take strict
action against the Athletics Federation of
India (AFI), which they said, had brought
grave shame to the country. The positive
dope tests of eight top athletes carried by
International Association of Athletics
Federation in last few months had called for
immediate suspension of AFI.
The athletes involved in the doping scandal are Ashwini Akkunji, Priyanka Pawar,
Mandeep Kaur, Jauna Murmu, Asian
Games gold medalist Sini Jose, Tiana Mary
Thomas, long jumper Hari Krishnan and
shot putter Sonia. The two athletes, Akkunji
and Pawar, who were a part of
Commonwealth Games 2010 and Asian
Games, were banned from participating in
any upcoming series.
The samples taken by NADA from June
11 to 14, 2011 during the National Inter State
Athletics Meet, Bangalore. revealed that
Jauna, Jose, Sonia and Hari were tested positive for taking methandienone, a banned
medicine, while Tiana Mary Thomas was
tested positive for the energy storing steroid,
epimethandiol, in urine. This is the second
time when Jauna Murmu has failed the doping test. Mandip Kaur was also tested positive
for a drug in a test conducted by IAAF. All six
athletes have been suspended by NADA, said
Mr M L Dogra, Director of AFI.
It is obviously not the first time in Indias
history that athletes have been found guilty
in doping tests. Many of our star athletes
like Sunita Rani, Mikha Singh and
Gurbachan Singh Randhawa were also tested positive earlier. But this is one of the
biggest doping scandals in India involving
eight well known athletes.

taken world cricket by a storm.
This lucrative new format has caught the
attention of cricketers worldwide. Ever since
its inception, IPL has created a wonderful
hype, about which everyone in the cricket
world is talking about.
There is no doubt that IPL has given a
new identity to cricket, through the
Twenty20 format which started way back in
2007 when Indian Champions League started organising the independent Twenty20
tournament under the supervision of Kapil
Dev. To counter the ICL, the Board for
Cricket Control in India (BCCI) came up
with the idea of IPL.
From the very start, IPL got the support
of all the cricket boards in the world.
However, exclusion of Pakistan players
from the third edition of IPL created controversies for Mr Lalit Modi and the
Premier League. This opened the door for
a debate over how independent the Indian
Premiere League (IPL) should be in its
actions.
Money, no doubt, is the most influential
part of IPL with cricketers already becoming
richer by the day in a single edition. IPL has
its own tribulations, as cricketers have shown
the tendency to quit the Test and the ODIs
to play Twenty20 cricket, especially because
it provides a handsome amount in a very
short span of just six weeks!
IPL has not only attracted the younger
generation of players, but also the likes of
Shane Bond, Adam Gilchrist, Heath Streak,
Shane Warne and Sanath Jayasurya, the legendary cricketers, who made a return to the
cricket grounds.

Did your eye injury dampen your spirit?
I never thought that I wont be playing
cricket again. I came back and played but
gradually my eye-sight deteriorated and so
finally after 4-5 months, I decided that I
cant continue further. But while sitting in
hospital bed I never thought that my
retirement would come so quickly.

Sir, how did you start your career?


In December 1977, Mr Sudheer Das, a
coach from Jamshedpur held a camp for
under-9 team in Patna. I used to go there
on a regular basis. One day, he asked me
to come and join. That is how I started
playing cricket seriously.
What is the scope of cricket in Bihar?
At this point of time, its pretty dismal
because of a rift between two factions of
Bihar Cricket Association (BCA).
Did bifurcation of Bihar hit cricket in the
state? Jharkhand is producing quality
cricketers, but Bihar is left far behind.
Why?
Basically, Bihar is losing infrastructure. A
couple of existing grounds in the state are
not well-maintained. The states cricket
headquarters in Jamshedpur has gone to
Jharkhand State Cricket Association (JSCA).
Thus, Bihar had to form a new association,
BCA. It took 10-11 years for its recognition.

Olympics. It is shocking that it couldnt even
make to Beijing this time around. Today,
hockey is struggling to match the heights of
bygone eras and it is really an embarrassment for India.
Plagued by monetary issues and other
obstacles, Indian hockey needs a total overhauling. Players should be encouraged and
given a level-playing field. Each of the hockey
players got a paltry Rs 25,000 after they won
the Asian Champions Trophy recently. Their
cricket counterparts, on the other hand, are
receiving huge money. This is a great insult to
our hockey players who play the toughest
game, arguably tougher than the cricket. Not
only the government, but Hockey India and
Indian Hockey Federation are equally
responsible for the downfall of the game in
India. Step-motherly treatment with hockey
players like poor financial management and
authorities dictatorial attitude are stifling the
national game. Despite being national sport,
hockey in India simply cannot compete with
the financial muscle or appeal of cricket. But
at least it should fulfill the promises that it has
done with the players.

symposium on Human Rights and Role of Non-State
Actors, organised by the Department of Political Science,
Patna Womens College, was held on September 24, 2011.
The focus of the symposium was root causes of human rights
violation by non-state actors and the role of civil society and
media in the realisation of human rights. The topics were
discussed in two technical sessions.
Chairman, Bihar Human Rights Commission (BHRC),
Justice S N Jha said: For doing such work what we need is
heart feeling and compassion. If we remain humane and
think about society, half the battle is won.
Social Welfare Minister Mrs Parveen Amanullah, in her
speech, said: The fundamental problem is that the ordinary
citizens feel completely helpless before the government.
People have no control over their officials."

Mary were placed in the campus. Not only
the students, even the outsiders came to seek
blessings of the God. Two days before the
Christmas, a beautiful programme was
organised in the stage hall of the college. The
function started with prayer dance which
made the surrounding very peaceful. A documentary, Happy Birthday, was shown to
the students. This was followed by Carols in
Hindi and English.
The much-awaited and exciting part was
the entry of Santa. Girls got very excited and
welcomed Santa with huge round of
applause. Everyone started singing Jingle
Bell and Santa distributed sweets to all.
Later on, gifts and cakes were distributed
among the students. The programme ended with a vote of thanks given by
cabinet member Swati Savarn.

She was like a blooming flower,
spreading her fragrance around,
but destiny had a different plan
for her.
Komal Kashyap, a second
year student of Department of
Mass Communication, Patna
Womens College, was an
enthusiastic budding journalist,
whose sad and untimely demise
on October 10, 2011, left everyone in a state of profound grief. Her intelligence, smart persona and
courage had made her popular among teachers and
friends. She had all the qualities of a good journalist.
Kashyap had a balance in her life, because she had
charm of a kid and she knew of her responsibilities.
She was equally competent in other fields, as she was a
good singer, a good anchor at Bihar News and a good
journalist as she got eight bylines during her training
period at Hindustan Times, Patna.
If Kashyaps friends and family members are to be
believed, a wrong diagnosis led to her death. Her
untimely demise was a great loss for the college.

he sweet memories of working for Headway


will always linger in our hearts. Today,
when the journal is about to hit the stands,
its like a dream come true for us.
A few months back when we entered third
year and were introduced to Headway, we were all
nervous. However, everyone in the class showed
zeal and enthusiasm and after a tough
competition, the editorial team was finally selected.
Intense classroom discussions regarding the selection of stories,
style of writing, editing and page making kept the momentum going.
The support from our Principal and teachers gave us courage and made
it possible to come out with a different version of Headway.
Sitting in the lab, even during the holidays was not at all boring
when the work for Headway was on. The journal taught us to be punctual and responsible. Even latecomers became regular. It was kind of a
wave that swept the third year students of BMC.
Regular meetings helped in maintaining the tempo as all the students were keen to get additional work. Today, when Headway is ready
for publication we all are very happy but we are sad too, thinking how
can we stay without working for Headway. It has become a part of our
life and with tears in our eyes we are saying good bye to our work with
the journal and wish our juniors to take our precious possession to even
greater heights.

Gandhi Maidan witnessed the
states mega celebrations of the
century between March 22 and March
24, 2012.
Chief Minister Mr Nitish Kumar
inaugurated Bihar centenary celebrations at the historic Gandhi Maidan on
March 22. All government buildings
and colleges turned blue as the entire
state joined the festivities. The buildings around Gandhi Maidan were illuminated with blue light, leaving a mesmerising effect on the visitors and
passers-by.
Mr Kumar spoke of Bihari pride as
he addressed a large gathering of people on the inaugural day of the function. Harping on the states growth trajectory, Mr Kumar said Bihar had
carved a niche for itself in the country
as it succeeded in registering 11% economic growth through serious reforms
at grassroots level. He used the occasion to seek special category status
from Centre.

A number of Bollywood stars,
including Shatrughan Sinha, Shekhar
Suman, Prakash Jha, Neetu Chandra,
Manoj Bajpai and Hema Malini participated in the celebrations.
In a bid to depict communal harmony and brotherhood in the state,
miniature models of all religions
such
as
Hinduism,
Islam,
Christianity, Sikhism, Jainism and

Buddhism were installed at the main


entrance gate of Gandhi Maidan.
Various lip-smacking delicacies
including Bihari sweets, tharu tribal
food, main course food items both
vegetarian and non-vegetarian, dry
food items made of soybean, suran,
honey, fruits, herbal food and various drinks tickled the taste buds of
foodies who came to participate in
Bihar Diwas celebrations.
A 25-minute laser show on the heritage of Bihar, presented by Bangalorebased firm, Pracheen Bharat Tourism
Technology, kept the audience spellbound. The show covered the time of
Buddha, Mahavir, Mahabharat,
Chandragupt, Ashok, Shershah Suri,
Sufism, Guru Gobind Singh and
finally ended with a positive note of
Resurgent Bihar.
A couple of days before the festivities began at Gandhi Maidan, the
Chief Minister felicitated the idols of
Bihar at a function organised in New
Delhi. There, Mr Kumar talked about
Bihari asmita and urged the people of
the state to reassert themselves as a
socially relevant, politically significant
and culturally vibrant group.
Incidentally, this was Mr Kumars first
public appearance in New Delhi after
he took over the reins of Bihar seven
years ago.

all the components of mainline
journalism.
The product at hand is the

only maintained the legacy of their predecessors, but also
set a new benchmark as far as publication of any college
journal is concerned.
Selection of stories was not that tough this time as
2011 was a newsy year. India won the ICC World Cup,
Osama was killed, Jasmine Revolution swept Arab countries, Mr Nitish Kumar came up with various legislations
to change the way officials function in Bihar and two
women political bigwigs Ms Mamata Bannerjee and
Ms J Jayalalitha registered thumping victories in
Assembly elections in their respective states. All these
stories went on to make Headway a packed package.
The last minute inclusion of Bihar Diwas celebrations
was a boon for the journal. As celebrities from across the
country and abroad made a beeline for the state to take
part in centenary year celebrations, Headway reporters
were on their toes covering the historic event.
The new tagline a way ahead attached with this
years Headway signifies the transformation the journal
has undergone.
Members of the editorial team, comprising 10 page
editors and a creative editor worked relentlessly under the
supervision of three spirited chief student editors
Sheezan Nezami, Anisha Shyam and Akrity Abhilasha
to bring out a completely different journal.
Another remarkable achievement this year was live
reporting. Reporters grabbed every opportunity that came
their way and succeeded in filing up-to-date reports within deadline. They interviewed people, researched on
diverse topics and collected information from official
sources just as professional journalists do.
The efforts the students have put in this year to reach
their goals, will determine how we transform our journal
in the years to come. Let us put our best foot forward to
achieve the target we have set for ourselves, and continue
to improve the journal we are all very proud of.
