AMENDMENT ONE TO THE PHILIPPINE CONSTITUTION
(Re: Election By Regional Senatorial Representation in Congress
And Creation of Federal Regions To Function Administratively to Build Infrastructures)

PREAMBLE

ONE: WHEREAS, The election at large of Senators in the senate who come from a few and
privileged segments of metropolitan society have caused a gross imbalance and underdevelopment

TWO: WHEREAS, This senatorial imbalance in Congress has resulted in the failure of
exploiting the rich potential opportunities of the natural resources in the outlaying regions of the
country;

THREE: WHEREAS, This senatorial imbalance of representation in Congress has further

created an undue migration and concentration of the people in cities and towns arising from the
neglect of commercial and industrial development in their rural areas of the country;

cities and towns of the districts they represent, it is expected that they will have more natural and
inherent interest to take care of their localities and shall be able to demand politically their fair share
in the budgeting of public funds to underwrite the expenditures for their local projects and further
create employment opportunities for the people in their districts. The further beneficial effect on this
will be less traffic congestions of over saturated cities and towns and shall thereby enhance and fully
activate the flow of commerce in rural areas;

FIVE: WHEREAS, The Senatorial representation for rural localities, specially for the Muslim

2. The entire Philippines consists of ____ provinces and ____ cities. They are comprised
of _____ legislative districts and said legislative districts are tabulated sequentially by provinces then
followed also sequentially by cities in alphabetical order under which each legislative district is listed
in this Petition. All the signatures of registered voters in said legislative districts have been gathered
and correspondingly verified and duly certified to by the Local Election Registrars of each Provinces
and Cities. The Certificates of Verification are herewith attached and made part of this petition. The
signature sheets of the petitioners are being kept in the custody of the Local Election Registrars in
support of their respective Certificates of Verification and said signature sheets are ready for
inspection or production if so desired by this Honorable Commission in the respective Local Election
Registrars Office around the country. Petitioners think that it would not be practical to bring in and
attach all signature sheets to this Petition because it would entail truck loads of papers for exhibits
in the office of this Honorable Commission. Therefore, presentation of the Certificates of Verification,
akin to the Certificate of Canvass in counting of electoral votes, is the most practical means in
determining the sufficiency of signatures to support this petition.

3. The pattern of tabulation and listing of collected signatures are as follows:

Name of Province or City, or Combined Province and City
Column Captions thereunder:
Column 1 = Legislative District Name or Number
Column 2 = Total Registered Voters Per District
Column 3 = Total Signers of Registered Voters Per District
Column 4 = Per Cent (%) of Registered Voters Signing Petition Per District

NOTE: Each row or line in Column 4 is at least 3% or more and the overall total
of the signers in each Province or City is at least 12% or more. For provinces and
cities with one (or lone) district, we go for a 12% straight because there is no other
legislative district which a 3% of signatures can be taken from. The 3% per
barangay or per municipality rule does not apply here because this initiative is not
a local initiative. It is an initiative for a CONSTITUTIONAL AMENDMENT.
Be sure to account the total legislative districts accurately when reflected in
paragraph 2 above. Secure first the information from COMELEC about the total
legislative districts before finalizing and filing of this petition.

Doc-4
INITIATIVE BALLOT
"The title of this proposition: "AMENDMENT ONE TO THE PHILIPPINE CONSTITUTION.
Provision to be Amended: Article VI, Sections 2 and 3.
Description of the Amendment:

To elect Senators by Regional Districts instead of electing

them at Large. To increase the composition of the Senate
from 24 to 34 members.

Number of Regional Districts to be created and represented: 17 Senatorial Districts

Total Number of Senators to be elected in the entire country: 34 Senators.
Number of Senators to elect per District: 2 Senators for each District.
Qualification: Filipino citizen; Native born, lifetime resident, studied in schools, in the district he
represents; 30 years old; None of his close relatives holds any public office or judicial
position.
Term of Office: 6 Years
Number of terms a Senator is allowed to serve: Limited only to Two terms, all by election.
Federal Regions shall be created for administrative purposes out of the Senatorial Districts
Advantages of the proposed amendment:
1. A native born senator and lifetime resident in his district is expected to act with greater
interest or loyalty and incentive to improve his own district much more than the senator who
is elected at large from far away region in Manila. The Senate shall then serve as a political
glue to bind and unite the central government in Manila with far distant regions like a federal
administrative regions.
2. Paragraph 3 will prevent government monopoly of public service by family members of
political dynasties.
3. This public initiative will enable remote or rural regions to obtain a bigger and equitable share
in the annual national government budget or allotment for use in building their economic
infrastructure such as roads, airports, seaports, schools, and health care facilities, at par with
Manila and Quezon City.
4. This constitutional amendment shall create more employment opportunity for people living
in rural areas. As outside cities and towns acquire more economic progress, population and
traffic congestions in the metropolitan cities or towns shall ease.

INSTRUCTION to the Voter: Indicate below how to approve or disapprove this amendment.
"Mark your vote below:

YES, I approve-(__)

NO, I disapprove-(__)."

"The title of this proposition: "AMENDMENT ONE TO THE PHILIPPINE CONSTITUTION.
Provision to be Amended: Article VI, Sections 2 and 3.
Description of the Amendment:

To elect Senators by Regional Districts instead of electing them

at Large. To increase the composition of the Senate from 24 to
34 members.

Number of Regional Districts to be created and represented: 17 Senatorial Districts

Total Number of Senators to be elected in the entire country: 34 Senators.

interest or loyalty and incentive to improve his own district much more than the senator who
is elected at large from far away region in Manila.
