    thephoneshortlybeforeherclient,BrianBabb,wasshotbyourofficer.Thetherapistis
    criticalofourresponseandworriesforthesafetyofveteransincrisiswhomayneedourhelp.

    Thelossofanyoneinthiswayistragicforourcommunity.ThatBrianwasaveteranwho
    servedourcommunityandcountryisespeciallysad.Thisisalsoanincidentthatdeeply
    affectstheinvolvedofficer,theirfamily,andotherofficerswhowereengagedintheresponse.
    Soon,DistrictAttorneyAlexGardnerwillrendertheverynarrowjudgmentofwhetherthe
    officersdecisiontoshootwaslawful.Priortothisjudgment,weareprecludedfromdrawing
    conclusions.Oncethisoccurs,themostvaluableexaminationofourresponsewillbemade
    byashootingreviewboardattheconclusionoftheadministrativeinvestigationandwilltake
    morethanamonth.Thisisanimportantstepbecauseitallowsustodoathoroughreviewof
    allaspectsoftheincidentfromstarttofinishandfromdifferentanglesandperspectives.I
    dontknowiftheresponsebyourpersonnelcouldhavebeenbetter,butaswelearnmore,if
    thereareanytakeawaysorlearningpoints,wewillwelcomethem.Wehaveanincreasing
    numberofveteransreturningfromactivedutyandcombat,somewhosufferfromPTSDand
    othertraumaticinjuries.Whentheyareinacutementalcrisis,suicidalandarmed,theyposea
    responserisk.Wedontwishtoseeanyofveteransorourofficerskilledduringthesecalls.
    Inthemeantime,wehavesetafewthingsinmotion.Heresabriefoverview.
    Aftertheincident,ImetwithBriansfamilymemberstoprovidethefew
    detailsthatwerereleasableatthetimethatwouldhelpexplainhowhedied.
    Ourdepartmentsseniorstaffteammetwitharepresentativefromthe
    VeteransAdministration.ThepointofourdiscussionwiththeVAwastoask
    howtheincidentcouldbeusedtoencouragepeopleincrisistoseekhelp
    andtoaskwhatweshouldbeconsideringintheevaluationofourresponse.
    WealsometwithagroupcomprisedofrepresentativesfromtheVetCenter
    andtheLaneCountyVeteransCourt.TheVetCenterprovidesVAservices
    toallcombatveteransandtheVeteranscourtisaStatecourttailoredtothe
    needsofveterans.Theobjectiveofthemeetingwastoaskforadviceaswe
    learnfromthisexperience.Weaskedhowbesttoengagewiththelocal
    militarycommunitytoheartheirfears,concernsandrecommendationsso
    thattheycaninformourprocess.

    WearecoordinatingwiththeVetCentertoplanforways,eitherinthe
    listeningsessionmodelorothers,toeffectivelyconnectwithourlocalmilitary
    communityandtolearnfromit.
    MarkGissinerwillbeamemberoftheshootingreviewboard.
    Wearelookingforauseofforceexperttobeamemberoftheboardwho
    hasexpertiseinpoliceresponsetoveteransincrisis.Wehavescheduled
    trainingforMayinserviceonthesubjectofPoliceInteractionwithVeterans
    thatwillbetaughtbymembersoftheVetCenter.
    Inthelongrun,ourgoalisthatourdepartmentwillhaveanexpertiseintheuniqueskillsof
    workingwithveteransthatwillbeidealtotheneedsofourcommunity.
