Background Of The Tadika & Taska Ummie Ku
First establish in 2002 - kindergarten
Currently has 5 nurseries and 1 kindergarten
Operation hours :

Nurseries 7 am - 7 pm
Kindergarten 7 am - 12 pm
Has 20 workers
Have 60 students - kindergarten

REGISTRATION OF THE CENTER

Guidelines to register:
1. Go to welfare department to get the guide book.
2. Get approval from Local Council, health department, fire
and rescue department, and land and survey.
3. Send application to nearby Welfare Department
Officer(PKMD) with postal money of RM50.
4. PKMD sends the application to State Welfare
Director(PKMN).
5. PKMN sends the application to General Director of
Malaysia Welfare Department.
6. License for 5 years will be given

ISSUES AND CHALLENGES


(CHILDCARE CENTER ASSOCIATIONS)

Parent expect perfect outcome from the

teachers at kindergarten.
Parent simply put blame on the teachers
when anything occur with their children.
Problem with the teachers.

Government Grant & Financial Support

For private sector, financial support only will

be given when to start up the business.


The government provides incentives in the
form of a RM80,000 grant for the renovation
and furnishing of childcare centres set up
within government offices.

TAX INCENTIVE
Pre-school / kindergarten registered with the

Ministry of Education Malaysia


Child care centre registered with The
Department of Social Welfare (JKM) under the
Child Care Act, 1984
Effective from Year of Assessment (YA) 2013
Apply to a person in respect of a business of his
in relation to the provision and maintenance of a
kindergarten registered with the MoE or
childcare centre registered with JKM
Not applicable to a kindergarten which is
integrated with a private primary school

TAX INCENTIVES
Both Pre-school/Kindergarten and Childcare Centre

enjoy the following incentives:


1) Tax exemption at the statutory income level
for a period of 5 years
2) Industrial Building Allowance with an annual
rate of 10% for buildings used as pre school
3) Launching Grants

MINISTRIES INVOLVED AND THEIR


REQUIREMENT
Early childhood care and education (ECCE) in

Malaysia is divided into two age groups:


1) 0-4 years
2) 4-6 years old.
First group (0-4 years), comes under the Ministry
of Women, Family and Community
Development (MWFCD)
1) coordinates national programmes on the
growth and development of children.
2) keeps a register of all childcare centres (also
known as taska) in the country.

MINISTRIES INVOLVED AND THEIR


REQUIREMENT
Pre-school education for the second group (4-6

years) comes under three ministries/agencies:


1) Ministry of Education
2) Ministry of Rural and Regional Development
3) National Unity Department.
The Malaysian government places a strong emphasis
on ECCE and has formulated the National Policy for
Early Childhood Education.

PERMATA PROGRAM

National PERMATA program is an early education

program for children offering alternative approaches


in the field of special care and early education for
children under the age of 4 years.
It emphasizes capacity building to stimulate
children's minds by using explore, experiment and
experience through games and learning fun.
Tadika & Taska Ummieku do not use overall of the
PERMATA program curriculum in their syllabus.

GST IMPACT
Tadika & Taska Ummieku is not affected by GST

Notice had been given to the parents that no change

on its fees.
