Appendix E. The semi-structured

interview questionnaire

RICSGraduateCompetencyMappingFrameworkfor
ProgrammeAppraisalandBenchmarking
(EducationalInstitutionsInterview)

A. University Validation Process

Describe the validation process currently operated by your University (provide supporting
paperwork if appropriate/preferred. What (if any) is the involvement of the RICS or RICS
appointees (e.g. External Examiners)?

B. The RICS Partnership Process

The agenda for Partnership Meetings is usually pre-set by the RICS.
1) How accurately does this and the consequent meeting: (a) reflect your concerns
(b) allow you the opportunity to raise matters not included and/or referred to
2) What issues (if any) not covered within the above agenda would you wish to raise
with the RICS? (i) as one-off issues (ii) as recurring/on-going issues for annual
consideration
3) How constructive/effective or otherwise, from your side of the partnership, do you feel
the meetings to be generally?

4) If you feel the need for a different format to communications between the RICs and
Partner Universities (both including and apart from the above meetings) what form
would this/these take?

5) One element of RICS accreditation is the involvement of External Examiners

approved by the RICS. To what extent do you regard their
comments/recommendations as advisory and to what extent mandatory?

6) Are you aware of any area(s) in which your University assessment regulations
conflict with the letter and/or spirit of the RICS policy and guidance? What are your
views on this/these?

C. Towards a Benchmark
1) What percentage (if any) of the 3600 hours referred to in section 4.3 iv)a) above do
you consider to be appropriate for the delivery and assessment of materials not
relating directly to Core Competencies and others as defined in the Guide to the APC

2) In relation to policy (x) above, and question 4 herein, what (if any) do you perceive to
be justifiable differences between certain elements of your own curriculum and the
RICS Core Competencies?

3) To what extent (if any) do you see a conflict(s) between the two elements of policy (x)
above that is, between the overall course prepar[ing] graduates for the
surveying profession (also strongly suggested in RICS Objective 3 above) and
graduates being able to meet the requirements of the RICS Assessment of
Professional Competence (APC), especially in regard to the core competencies.

4) What would be your reaction to the creation of a common benchmark for new
graduates and its use by the RICS as an accreditation/re-accreditation tool applied
equally to all providers of RICS Accredited programmes via the partnership review
process. ( Research Bid Objectives A C, above )

The following are based upon drivers of the research, together with policy and guidance on
university partnerships as set out by the RICS in their latest document of that name
(published April 2008 still current)
Overall Research aim: to establish a graduate benchmark compatible with both University
studies and RICS Core Competencies
Selected objectives from Research bid:
A) Analyse the programme approval and validation methods currently employed by
the universities and propose a methodology to incorporate new competency
mapping framework to programme approval and validation
B) Analyse the RICS programme accreditation process to incorporate the
competency mapping framework to programme accreditation
C) Analyse and review the RICS-University partnership agreement process and
propose further developments to it incorporating the Competency Mapping
Framework
Selected objectives from RICS Document;
1) that all students enjoy the highest quality teaching environment
2) that all students are exposed to the most innovative ideas while being taught
3) that the curriculum is highly relevant to professional practice
4) that RICS has access to high calibre graduate output

Selected policies from RICS Document

x) A standard for professionally relevant courses should not seek to control the curriculum
module by module, but should ensure that the overall course prepares graduates for the
surveying profession. Courses should broadly map on to the requirements of the RICS
Assessment of Professional Competence (APC), especially in regard to the core
competencies.
Further extracts from RICS Document
4.3 Responsive course development level and volume
Courses must comply with the following requirements.
i) An accredited undergraduate award will normally be at the highest level commonly
available in that country for a first degree. Its content should be at least 3600 study
hours. The standard for determining the highest level of qualification commonly available for
a first degree is the highest qualification which at least one third of all graduates in the
country concerned gain. For example, in Scotland the qualification must be Honours
degree rather than an Ordinary degree. In countries where most undergraduate courses are
four years in duration, courses submitted for accreditation should be four years in duration.
ii) The minimum requirement for an accredited postgraduate qualification is 1800 study
hours. A university can give up to 600 study hours exemption from this requirement to
suitable individuals. This includes those with cognate non accredited degrees. Exemptions
are at the discretion of the university but should be given only for cognate learning achieved
by an individual on a previous higher education course (ie the university determines
3

cognisity). RICS will only accredit postgraduate courses with as few as 1200 study hours
provided all students recruited to the course have completed a first degree of 4800 study
hours in the same field.
iii) Up to 1000 study hours for any accredited postgraduate course can be at the highest
undergraduate level. This means, for example that a UK graduate diploma can be RICS
accredited (as can UK masters degrees and certain long postgraduate diplomas). Most
universities will not allow more than 30% of a postgraduate masters course to be below
masters level.
iv) a) The minimum study hours requirement is:
undergraduate 3600
postgraduate 1800
Where a recognised credit system is in place this will be used to confirm the study hours
requirement is being met.
b) In the UK, an undergraduate award must have 360 UK credits ....100 study hours is
10 credits.
How accurately does this and the consequent meeting: (a) reflect your concerns
(b) allow you the opportunity to raise matters not included and/or referred to

Appendix H. Competency Mapping

Guide (for Expert Forum)

GUIDEFORBENCHMARKING
Benchmark development background
Purpose
Provide minimum benchmark values for achieving competency in Quantity Surveying. The
minimum benchmark reflects the expected minimum level of competency for graduates
completing a RICS accredited Quantity Surveying degree programme.

Use
The benchmark can be used in developing Quantity Surveying degree programmes and used
as a mechanism to analyse level of mapping of curricular to RICS competencies. It will be a
useful part in the RICS partnership deliberations to assess compatibility of RICS accredited
programmes.

The Conceptual Benchmark

This has been produced using four RICS accredited Quantity Surveying degree programmes
as the basis. Initial benchmark values reflect the levels of achievement of competencies by
graduates completing a degree from these QS programmes. The curricular of these
programmes were mapped against RICS QS competencies at detailed level using coverage
(as a breadth measurement) and amount of time spent i.e. module credits (as a depth
measurement). Therefore this benchmark is a two dimensional matrix reflecting overall
coverage and depth of coverage.

Breadth Measure
RICS QS competencies are analysed at a detailed level using the QS Study Checklist (RICS,
2008). This check list is used as the framework for developing the benchmark where 1 and 0
is used to indicate expected coverage of a topic under a competency.

Guidelines for Revising the Benchmark

Followingaresomehintsthatwouldbehelpfulinrevisingthebenchmarkproposed.

Order of mapping

It is advisable (though not mandatory) to start with mapping of core competencies

being the core skills before moving onto mandatory and optional competencies.

If you feel any value should change make those changes in the respective cell.

Breadth mapping

The breadth mapping is carried out at RICS study checklist level. Each RICS
competency has several items (known as checklist) that make up the competency.

The breadth mapping, which is the expected scope of coverage, is carried out across
Level 1 and Level 2. Level 3 is not included because a graduate is not expected to
have attained this level upon graduation from a QS degree programme (see definition
of levels below).
Level 1 - Knowledge and understanding
Level 2 - Application of knowledge and understanding
Level 3 - Reasoned advice and depth of technical knowledge

To map, if a Graduate QS is expected in your own opinion to be familiar, either in

whole or in part, with an item in the RICS QS study checklist, then it is ticked as 1, if
not then 0.

You can either accept (no changes required) or refute the conceptual figure (changing
1 to 0 or vice versa).

Depth mapping

The depth mapping is done at competency level unlike the breadth mapping done at
detailed study checklist level. Credits hours are used for the mapping. (credits hours
explained below).

Several modules make up a QS degree programme. A module has credits representing

the total number of hours spent by students in class and on self-learning of the module.

20 credits module equals 200 credits hours (i.e. 1 module credit equals 10 credits
hours).

To map, you can either agree with the conceptual credits hours (hence no changes
required) or refute (increase or decrease figure accordingly).

If you disagree, you are either saying - not enough time is spent on learning a
competency (increase figure) or too much time is used up (decrease figure).

Similarly, the percentage which is a proportion of the credits hours can be used for
the depth mapping. In this case if you do not agree with a percentage, then indicate
the percentage increase or decrease that you expect.

Reference should be made to the number of ticks (represented as 1s) of study

checklist covered under a competency in the breadth/ scope mapping when
completing this.
