PROPOSED SAFETY RULES

1. Basic Safety Rules


A Cement manufacturer should always think for a few seconds for the safe way to perform
duty. One operator should ask ones supervisor or foreman if he have doubts rather than just
guessing .If one is in any doubts as to the safe and proper way to carry out a job or use of
equipment he should always seek advice from his supervisor of foreman. One employee must
to obey warning signs and danger notices. He or she should be Alert to report all unsafe
conditions to supervisors or foreman. Good housekeeping prevents accidents. Workers should
not play practical jokes while working. Never distract others while working. Remove all
protruding nails or bend them over. One should not work at heights if he/she feels week or
dizzy. Avoid leaving unguarded holes that someone could fall through it. Do not dream or
think of personal problems while working. Always avoid loose clothing during work. It is
recommended that ties, aprons, rings, wristwatches, and others jewelry be removed when
operating power equipment or tools. Finally one should not take any intoxicating beverage or
drugs unless it is prescribed by a registered doctor.

2. Safety Rules for Personal Protective Equipments


Safety belt safety shoes, Safety helmet, Protective goggle, dust mask, industrial gloves and
such equipments are for protection of your life and risk of injury. Worker should use them
whenever at work site. They should use a safety belt when working with heights of more than
1.8 meters. Ensure that the protective equipment is in good condition before use. Before
commencing work, all necessary PPE should be obtained from the respective supervisor or
foreman. She/he should not remove safety helmet unless anyone is free from all hazards of

falling objects. They should keep all platforms and gangways free from debris, obstructions
and tripping hazards. Employees should wear hearing protection whenever working with
running mill areas.

3. Safety Rules for Fire Protection and explosion


First of all the employees should not smoke where smoking is forbidden and to keep all
flammable materials in close containers and proper storage area. Never tamper with the
firefighting equipments. Know the nearest location of fire extinguisher around your working
area. Before starting any hot work (welding work) one should check the vicinity of the job to
ensure that there is no flammable or explosive material around. All pressurized cylinder (gas,
oxygen etc) must be secured to a solid support. Safety inspector shall inspect all fire
extinguishers on a routine schedule.

4. Safety Rules for Tools and Equipment


Using proper tool or equipment in a proper way will eliminate a common cause of work
related injuries so employees should check all the tools carefully before using them. All
defective tools should be repaired or replaced. One should keep all tools clear and free from
moving machines & keep ones tools together when working and do not scatter them on the
floor especially along passageways. Store all tools at the designated place after finishing the
work. All ladders should be visually inspected before using when using longer ladder seeks
base support from your colleagues. One may follow the Lockout & Tag out principles.
Lockout means to put a padlock on an energy isolating device such as a disconnect switch or
valve, after the equipment and machine have been shut down. While Tag out means to put

special tags on equipment energy isolating devices. These tags warn other employees that the
equipment must not be operated until tags removed by the authorized person.

5. Safety while in Unloading Operation


Before starting operation of crane, employees should check carefully hydraulic pressure, arm
cylinder and operating voltage. Before operation check wire cable, wire pulley and operating
voltage. Again should check both sides of the belt conveyor, roller condition and empty space
available inside clinker store or silo with ensuring unloading hopper is in working condition.
Whenever needed discuss with supervisor and signalman and ensure workable situation with
all required elements. During sweeping work strictly follow the advice of signalman. At ideal
time, empty grab to be kept at proper place at jetty maintaining safety distance from the areas
where people normally move.

6. Safety Guideline during Mill Operation


At weight feeder area, employees should check and ensure that the operation area is clean and
safe and if necessary remove clinker and other raw materials lying on the floor to avoid
accident arising from slipperiness. At ball mill area, employees should ensure manholes are
closed, oil pressure is in right condition and cooling water flow is properly functioning.
Employees should check silo level and ensure required empty space. Employees should check
operating voltage level. They should not start operation unless you have clearance from
mechanical shift leader, after being ensured about operation of auxiliary motors, after being
ensured about operation of auxiliary motors, run the Mill. At that moment if the employees
notice any kind of abnormality in operation, which may cause serious disaster to the machine
or a person he should immediately stop the mill.

7. Safety While Packaging


Before starting packing operation, please walk around the entire packing area and be sure that
the area is n workable condition. Sometimes loose cement is lying on the floor. In such case,
please clean it out for a smooth packing operation. Check the power supply voltage. Ensure
the safe position of manpower from bag filling to load point. Check the cement bin level. Use
dust mask, eye goggles and hand gloves during operation. Always keep the plant clean after
operation.

8. Safety during Welding and Cutting


Besides personal protective equipment like goggles, safety shoe, hand gloves and helmets
employees should use welding shield during welding work. They should check welding
cable, if there is a leakage in cable please replace with a new one. Ensure welding machine is
in working condition. For cutting employees should ensure nozzle of hosepipe pressure gauge
and check valve of gas cylinder are in safe working condition. While working in welding and
cutting be sure that workable fire extinguisher is at safe distance. After completing work,
please clean the working place and enable operation people to work smoothly.

9. Safety while Cleaning Cement Silo


One should obtain work permit from competent authority before starting work. Before
starting cleaning work, check the lump position and oxygen level inside the silo. Ensure
proper lighting and ventilation inside to conduct proper cleaning. Ensure dust is being carried

along with other personal protective equipment. Workers have to wear safety belt and safety
rope during cleaning.

10. Safety while Working at Elevated Zone (above 1.8 meter)


One should obtain work permit before proceeding for working at elevated zone. Ensure
sufficient space for standing & Take special care to make the safety belt has been used
properly. Use ladder or scaffolding properly. After completing work, ensure proper house
keeping

11. Safety while Working under High Voltage


One should obtain work permit authority. She/he should switch off the main Breaker. Use
safety tag and lock system properly. Special hand gloves must be used along with other
personal protective equipment. Ensure proper housekeeping after completion of work.

12. Safety while Working at Confined Space


One should obtain work permit before working at confined space. She/he should check the
oxygen level and asses other risks before entering the confined space. If labors are not
trained, he will not be allowed to work at confined space. Before starting work, ensure that
rescue team will be ready in case of any danger may happen..
