2.1GENERAL

2.1.1 Scope

2.1.1.1 ThisCodeiscalledtheGhanaBuildingCode,hereinafterreferredtoastheCode.

2.1.1.2 ThispartcoverstheadministrativeaspectsoftheCode,suchasapplicability,organizationofthe
building department for the enforcement of the Code, procedure for obtaining development
andbuildingpermitsandtheresponsibilityoftheowner.

2.1.2 Definitions

Forthepurposesofthispart,thefollowingdefinitionsshallapply.

Access(Exit) Thatpartofameansofingressoregresswithinafloorareathatprovidesentry
andanaccesstoanexitservingthefloorarea.

Accessory Use Any use of the premises subordinate to the principal use and customarily
incidentaltotheprincipaluse

Alteration A change from one occupancy to another, or a structural change, such as an


addition to the area or height, or the removal of part of a building, or any change to the
structure, such as the construction of cutting into or removal of any wall, partition, column,
beam,joist,floororothersupport,orachangetoaclosingofanyrequiredmeansofingressor
egressorachangetothefixturesorequipment.

ApprovedApprovedbytheAuthorityhavingjurisdiction.

AuthorityhavingjurisdictionTheAuthoritywhichhasbeen createdbyastatuteandwhich,
forthepurposeofadministeringtheCode/Part,mayauthorizeacommitteeoranofficialtoact
onitsbehalf,hereinaftercalledtheAuthority.

BuildingAnystructureforwhatsoeverpurposeandofwhatsoevermaterialsconstructedand
every part thereof whether used as human habitation or not and includes foundation, plinth,
walls, floors, roofs, chimneys, plumbing and building services, fixed platforms, verandah,
balcony, cornice or projection, part or a building or anything affixed thereto or any wall
enclosing or intended to enclose any land or space and signs and outdoor display structures.
Tents, tarpaulin shelters, etc. erected for temporary and ceremonial occasions with the
permissionoftheAuthorityshallnotbeconsideredasbuilding.

Building,HeightofTheverticaldistancemeasured,inthecaseofflatroofs,fromtheaverage
levelofthegroundaroundandcontiguoustothebuildingorasdecidedbytheAuthoritytothe
highestpointofthebuildingadjacenttothestreetwalls;andinthecaseofpitchedroofs,upto
the point where the external surface of the outer wall intersects the finished surface of the
slopingroof,andinthecaseofgablesfacingtheroad,themidpointbetweentheeavesleveland

the ridge. Architectural features serving no other function except that of decoration shall be
excludedforthepurposeofmeasuringheights.

BuildinglineThelineuptowhichtheplinthofabuildingadjoiningastreetoranextensionof
astreetoronafuturestreetmaylawfullyextend.Itincludesthelinesprescribed,ifany,inany
scheme.ThebuildinglinemaychangefromtimetotimeasdecidedbytheAuthority.

ConversionThechangeofoccupancyorpremisestoanyoccupancyoruserequiringadditional
occupancypermit.

DevelopmentDevelopmentwithgrammaticalvariationsmeansthecarryingoutofbuilding,
engineering,miningorotheroperationsin,orover,orunderlandorwater,orintheuseofany
building or land, and includes redevelopment and layout and subdivision of any land; and to
developshallbeconstruedaccordingly.

DrainAconduitorchannelofthecarriageofstormwater,sewageorotherusedwater.

DrainageTheremovalofanyliquidbyasystemconstructedforthepurpose.

Surveyor/SurveyorValuer
Aqualifiedarchitect/engineer/structuralengineer/supervisor/townplanner/quantitysurveyor/
surveyorvaluerwhohasbeenlicensedbytheauthority.

OccupancyorUsegroupTheprincipaloccupancyforwhichabuildingorapartofabuildingis
used or intended to be used; for the purposes of classification of a building according to
occupancy, an occupancy shall be deemed to include the subsidiary occupancies which are
contingentuponit.

OccupierOccupierincludesanypersonforthetimebeing,payingorliabletopayrentorany
portion of rent of the building in respect of which the ward is used, or compensation or
premiumonaccountoftheoccupationofsuchbuildingandalsoarentfreetenant,butdoesnot
includealodger,andthewordsoccupyandoccupationdonotrefertothelodger.

An owner living in or otherwise using his own building shall be deemed to be the occupier
thereof.

OperationalconstructionAconstructionputupbyGovernmentDepartmentsforoperational
purposes.

Owner The person who receives the rent for the use of the land or building or would be
entitledtodosoifitwereletout.Italsoincludes:

a) Anagentortrusteewhoreceivessuchrentonbehalfoftheowner
b) A receiver, executor or administrator or a manager appointed by any court of competent
jurisdictiontohavethechargeof,ortoexercisetherightsoftheowner;
c) Anagentortrusteewhoreceivestherentoforisentrustedwithorisconcernedwithany
buildingdevotedtoreligiousorcharitablepurposes;and

d) Amortgageeinpossession.
PermitApermissionorauthorizationinwritingbytheAuthoritytocarryoutworkregulated
bytheCode.

RoadSeeStreet.

RoadlineSeeStreetLine.

Room height The vertical distance measured from the finished floor surface to the finished
ceilingsurface.Whereafinishedceilingisnotprovided,theundersideofthejoistsorbeamsor
tiebeamsorraftersorpurlinsshalldeterminetheupperpointofmeasurementfordetermining
theheadroom.

SanctionedplanThesetofplansandspecificationssubmittedundertheCodeinconnection
withabuildinganddulyapprovedandsanctionedbytheAuthority.

ServiceroadAroad/laneprovidedattherearorsideofaplotforservicepurposes.

SetbacklineAlineusuallyparalleltotheplotboundariesandlaiddownineachcasebythe
Authority,beyondwhichnothingcanbeconstructedtowardsthesiteboundaries.

Site(plot)Aparcel(piece)oflandenclosedbydefiniteboundaries.

Street Any means of access, namely, highway, street, lane, pathway, alley, stairway,
passageway, carriageway, footway, square, place or bridge, whether a thoroughfare or not,
over which the public have a right of passage or access or have passed and had access
uninterruptedforaspecifiedperiod,whetherexistingorproposedinanyschemeandincludes
all bunds, channels, ditches, stormwater drains, culverts, sidewalks, traffic islands, roadside
treesandhedges,retainingwalls,fences,barriersandrailingwithinthestreetlines.

Street level of grade The officially established elevation or grade of the centre line of the
streetuponwhichaplotfrontsandifthereisnoofficiallyestablishedgrade,theexistinggrade
ofthestreetatitsmidpoint.

StreetlineThelinedefiningthesidelimitsofastreet.

ToerectToerectabuildingmeans:

a) Toerectanewbuildingonanysitewhetherpreviouslybuiltuponornot;
b) To reerect any building of which portions above the plinth level have been pulled down,
burntordestroyed;and
c) Conversionfromoneoccupancytoanother.

UnsafebuildingUnsafebuildingarethosewhicharestructurallyunsafe,insanitaryornot
providedwithadequatemeansofegressorwhichconstituteafirehazardorareotherwise

dangeroustohumanlifeorwhichinrelationtoexistinguseconstituteahazardtosafetyor
healthorpublicwelfare,byreasonofinadequatemaintenance,dilapidationorabandonment.

2.1.3 Applications

2.1.3.1Part2anditssectionsapplytoallbuildings.

2.1.3.2Parts3,4,and5applyto:

(a) Allbuildingsusedforassembly,institutionalandhighhazardindustrialoccupancies.

(b) Allbuildingsexceeding220m2inbuildingarea,orexceeding2storeysinbuildingheightused
for residential, business and personal services, mercantile, medium hazard industrial
occupanciesandlowhazardindustrialoccupancies.

2.1.3.3 Part 6 applies to buildings 2 storeys or less in height, having a building area not exceeding
220m2 and which are used for residential, business and personal services, mercantile,
mediumhazardindustrialoccupanciesandlowhazardindustrialoccupancies.

2.1.3.4 ApplicabilityoftheCode

(1) Whereabuildingiserected,theprovisionsofthisCodeshallapplytothedesignandconstruction
ofthebuilding

(2) Whenabuildingoranypartthereofisaltered,theprovisionsofthisCodeshallapplytotheparts
ofthebuildingthatarealtered.

(3) Whenthewholeoranypartofabuildingisdemolished,theprovisionsofthisCodeshallapplyto
theworkinvolvedinthedemolitionandtoworkrequiredtoanypartsremainingafterdemolition
totheextentthatdeficienciesremainingafterdemolitionarecorrected.

(4) Whenabuildingisdamagedbyfire,earthquakeorothercause,theprovisionsofthisCodeshall
applytotheworknecessarytoreconstructdamagedportionsofthebuilding.

(5) Whentheoccupancyofabuildingoranypartthereofischanged,theprovisionsofthisCodeshall
applytoallpartsofthebuildingaffectedbythechange.

(6) When development of land is undertaken, the provisions of this Code shall apply to the entire
developmentoftheland.

(7) Existing Buildings/Development Nothing in this Code shall require the removal, alteration or
abandonment, nor prevent continuance of the use or occupancy of an existing
building/development, unless in the opinion of the Authority, such building/development
constitutesahazardtothesafetyoftheadjacentpropertyortheoccupantsofthebuildingitself.

2.1.3.5 InapplicabilityoftheCode

ThisCodedoesnotapplyto:

(a) Farmbuildingsotherthanthoseusedasresidencies
(b) Publicworkslocatedonastreetorinapublictransitrightofway
(c) Public utility towers and poles, television and radio or other communication aerials and
towers,exceptforloadsresultingfromthoselocatedonorattachedtobuildings.
(d) Floodcontrolandhydroelectricdamsandstructuresormechanicalorotherequipmentand
appliancesnotspecificallyregulatedinthisCodeor
(e) Anaccessorybuildingnotgreaterthan9.0m2inbuildingareaprovideditdoesnotcreatea
hazard.

2.1.4 Referenceddocuments

2.1.4.1 The provisions of referenced standards and other referenced documents prescribed in the
CodeapplytothisCodeonlytotheextentthattheyrelatetobuildings.
2.1.4.2 IncaseofconflictbetweentheprovisionsofthisCodeandthoseofareferenceddocument,
theprovisionsofthisCodegovern.

2.1.5 Prohibitions

2.1.5.1 Anyperson,firmorcorporationwhichfailstocomplywithanyorderornoticeissuedbythe
authorityhavingjurisdiction,orwhichallowsaviolationofthisCodetocontinue,contravenes
theprovisionsoftheCode.

2.1.5.2 Nopersonshallworkorauthorizeorallowworktoproceedonaprojectforwhichapermitis
requiredunlessavalidpermitexistsfortheworktobedone.

2.1.5.3 No person shall deviate from the approved plans and specifications forming part of the
building permit, or omit or fail to complete, prior to occupancy, work required by the said
approvedplansandspecifications,withoutfirsthavingobtainedinwritingtheapprovalofthe
authorityhavingjurisdictiontodoso.

2.1.5.4 No person shall occupy or allow the occupancy of any building or part thereof, unless the
ownerhasobtainedtheoccupancypermitfromtheauthorityhavingjurisdiction.

2.1.5.5 No person having authority in the construction, reconstruction, demolition, alteration,


removal, relocation or occupancy of a building shall cause or allow or maintain any unsafe
condition.

2.1.5.6 No person shall excavate or undertake work on, over or under public property, or erect or
placeanyconstructionorworkorstoreanymaterialsthereon,withoutapprovalhavingfirst
beenobtainedinwritingfromtheappropriategovernmentauthority.

2.1.5.7 Nopersonshallallowthepropertyboundariesofabuildinglottobesochangedastoplacea
buildingorpartthereofincontraventionoftheprovisionsofthisCode,unlessthebuildingor
partthereofissoalteredafterobtainingthenecessarypermit,sothatnocontravention will
occurasaresultofthechangeofthepropertyboundary.

2.1.5.8 Anypersonwhoknowinglysubmitsfalseormisleadinginformationcontravenestheprovisions
ofthisCode.

2.2ORGANIZATIONANDENFORCEMENT

2.2.1DepartmentofbuildinginspectionorMetropolitan/DistrictEngineer/Planner/Surveyor

office

2.2.1.1Thedepartmentofbuildinginspectionshallbecreatedinthemetropolitan/district

engineer/planner/surveyorofficeandtheexecutiveofficerinchargethereofshallbeknownas
TheDirectorofWorks.

2.2.1.2AppointmentTheDirectorofWorksshallbeappointedbytheAuthority.

2.2.1.3OrganizationTheDirectorofWorksshallappointsuchnumberofofficers,technical
assistants,inspectorsandotheremployeesasshallbenecessaryfortheadministrationofthe
CodeandasauthorizedbytheAuthority.

2.2.1.4DelegationofPowersTheDirectorofWorksmaydesignateanemployeeor employeeswho
shallexerciseallthepowersoftheofficeduringthetemporaryabsenceordisabilityofthe
DirectorofWorks.

2.2.1.5 Qualification of Director of Works The Director of Works shall be a licensable Engineer or

StructuralEngineerorArchitectorTownPlannerorQuantitySurveyor/SurveyorValuerwhose
qualificationshallnotinanycasebelessthanthoseprescribedinAppendixA.

2.2.1.5.1Insmalllocal/districtbodieshavinginsufficientfundstoappointsuchofficialswiththeabove

qualifications,twoormoresuchbodiescouldjointogetherandhaveonequalifiedDirectorof
Works.

2.2.1.6 Qualifications of Building Assistant/Supervisor No person shall be appointed as Building

Assistant/SupervisorunlesssuchapersonhasthequalificationsprescribedinAppendixAfora

licensedbuildingSupervisor.

2.2.1.7 Restriction on Employees No official or employee connected with the department dealing

withbuildinginspectionexceptonewhoseonlyconnectionisthatofamemberoftheBoardof

Appeals, established under subsection 2.2.6 shall be engaged directly or indirectly in a work

connectedwiththefurnishingoflabour,materialsorappliancesfortheconstruction,alteration

ormaintenanceofabuilding,orthepreparationofplansorofspecificationsthereofunlessheis

theownerofthebuilding;norshallsuchofficeroremployeeengageinanyworkwhichconflicts

withhis/herofficialdutiesorwiththeinterestsofthebuildinginspectiondepartment.

2.2.1.8OfficersnotLiableforDamageNoofficialoftheAuthorityshallnotrenderhimself/herself

liablepersonallyandheshallberelievedfromallpersonalliabilitiesforanydamagethat may

accruetopersonsorpropertyasaresultofanyactrequiredorpermittedinthedischargeofhis

officialduties.Anysuitinstitutedagainstanyofficeroremployeebecauseofanactperformed

byhimintheofficialdischargeofhis/herdutiesandundertheprovisionsoftheCodeshallbe

defended by the legal representative of the Authority until the final termination of the

proceedings.Innocaseshalltheofficialoranyofhis/hersubordinateemployeesbeliablefor

costsinanyaction,suitorproceedingthatmaybeinstitutedinpursuanceoftheprovisionsof

theCodeandanyofficialofthebuildinginspectiondepartmentactingingoodfaithandwithout

maliceshallbefreefromliabilityforactsperformedunderanyoftheprovisionsorbyreasonsof

anyactoromissionintheperformanceofhisofficialdutiesconnectedtherein.

2.2.2 DutiesandresponsibilitiesoftheAuthorityhavingjurisdiction(DirectorofWorks)

2.2.2.1 The authority having jurisdiction is responsible for the administration and enforcement of the
provisions of this Code and shall act on any question relative to the mode and manner of
constructionandthematerialstobeusedintheerection,addition,alteration,repair,removal,
demolition,installationofserviceequipmentandthelocationuse,occupancyandmaintenance
ofallbuildingsexceptasmayotherwisebespecificallyprovided.

2.2.2.2 Application and permits The authority having jurisdiction shall receive all applications and
issuepermitsfortheerectionandalterationofbuildingsandexaminethepremisesfoewhich
suchpermitshavebeenissued

2.2.2.3 InspectionTheauthorityhavingjurisdictionshallmakeallrequiredinspectionsormayaccept
reportsofinspectionsofauthoritativeandrecognizedservicesorindividuals;andallreportsof
inspectionsshallbeinwritingandcertifiedbyaresponsibleofficerofsuchauthoritativeservice
or by the responsible individual or engage any such expert opinion as he/she may deem
necessarytoreportuponunusualtechnicalissuesthatmayarise;subjecttotheapprovalofthe
authorityhavingjurisdiction.

2.2.2.4 Records The authority having jurisdiction shall keep records of all applications received,
permitsandordersissued,inspectionsandtestsmade,andcopiesofallpapersanddocuments
connectedwiththeadministrationofthisCodeforsuchtimeasotherregulationsrequire.

2.2.2.5 Theauthorityhavingjurisdictionshallacceptanyconstructiononconditionthatlawfullyexisted
prior to the effective date of this Code provided that such construction or condition does not
constituteanunsafecondition.

2.2.2.6 BuildingnoticesandordersTheauthorityhavingjurisdictionshallissueinwritingsuchnotices
orordersasmaybenecessarytoinformtheownerwhereacontraventionoftheprovisionsof
this Code has been observed; and shall issue to the owner an order or notice in writing to
correctanyunsafeconditionobservedinanybuilding.

2.2.2.7 Theauthorityhavingjurisdictionshallprovidewhenrequestedtodosoallreasonsforrefusalto
grantapermit.

2.2.2.8 The authority having jurisdiction shall answer such relevant questions as may be reasonable
with respect to the provisions of this Code when requested to do so, but except for standard
design aids, shall refrain from assisting in the laying out of any work and from acting in the
capacityofanengineeringorarchitecturalconsultant.

2.2.2.9 The authority having jurisdiction shall issue a permit to the owner when, to the best of his
knowledge, the applicable conditions as set forth in this Code or any other bylaw have been
met.

2.2.3 PowersoftheAuthorityhavingjurisdiction(DirectorofWorks)

2.2.3.1 RightofentryUponthepresentationofpropercredentials,theauthorityhavingjurisdiction
mayenteranybuildingorpremisesatanyreasonabletimeforthepurposeofadministeringor
enforcingthisCode.

2.2.3.2 Theauthorityhavingjurisdictionisempoweredtoorder:

(a) ApersonwhocontravenesthisCodetocomplywiththeCodewithinthetimeperiodspecified;

(b) Worktostoponthebuildingoranypartthereofifsuchworkisnotproceedingaccordingtothe
sanctionedplanorisincontraventionofprovisionsofthisCode,oranyotherapplicableCode,
Regulation, Act or Byelaw or if there is deemed to be an unsafe condition; he shall notify the
owner, and all further construction shall be stayed until correction has been effected and
approved;

(c) Cancelthebuildingpermitissuedshouldtheownerfailtocomplywiththerequirementsatany
stageofconstruction,andshallcausenoticeofsuchcancellationtobesecurelyposteduponthe
saidconstruction,iftheownerisnottraceableathisaddressgiveninthenotice.Postingofsuch
a notice shall be considered sufficient notification of cancellation to the owner thereof. No
further work shall be undertaken or permitted upon such construction until a valid building
permit thereafter has been issued. If the owner, in violation of the notice for cancellation,
continuestheconstruction,theAuthoritymaytakeallnecessarymeanstostopsuchwork;

(d) Theremovalofanyunauthorizedencroachmentonpublicproperty;

(e) TheremovalofanybuildingorpartthereofconstructedincontraventionofthisCode;

(f) The cessation of any occupancy if the building is being used contrary to the provisions of this
Code or if any unsafe condition exists because of work being undertaken or not completed.
Noticeshallbeservedonanyperson,causingsuchusetobediscontinued;andsuchpersonshall
discontinuetheusewithin10daysafterreceiptofsuchnoticeormakethebuildingorportions
thereof,complywiththerequirementsofthisCode.

2.2.3.3 The authority having jurisdiction may direct that tests of materials, equipment, devices,
construction methods, structural assemblies or foundation conditions be made, or sufficient
evidenceorproofbesubmittedattheexpenseoftheowner,wheresuchevidenceorproofis
necessary to determine whether the material, equipment, device, construction or foundation
conditionmeetstherequirementsofthisCode.

2.2.3.4 Theauthorityhavingjurisdictionmayrequireanyownertosubmitanuptodateplanofsurvey
preparedbyaregisteredlandsurveyorwhichshallcontainsufficientinformationregardingthe
siteandthelocationofanybuilding:

(a) ToestablishbeforeconstructionbeginsthatallrequirementsofthisCodeinrelationtothis
informationwillbecompliedwith,and

(b) Toverifyuponcompletionoftheworkthatallsuchrequirementshavebeencompliedwith.

2.2.3.5 Modification When site conditions, size, complexity of the work or wherever practical
difficulties are involved in carrying out any provision of this Code, the authority having
jurisdictionmayrequirethatallplansandspecificationsoranypartthereofbecertifiedandthe
construction or alteration of any building or part thereof be generally reviewed during
constructionbyanarchitectorengineerregisteredorlicensedtopracticeinthejurisdictionin
whichtheworkisbeingundertaken.Suchreview(variationormodification)maybeorderedby
the authority having jurisdiction upon application of the owner or his representative provided
thespiritandintentoftheCodeshallbeobservedand public welfareand safetyareassured.
Theapplicationforreviewandthefinaldecisionoftheauthorityhavingjurisdictionshallbein
writing and shall be officially recorded with the application for the permit in the permanent
recordsbuildinginspectiondepartment.

2.2.3.6 Temporary/ApprovalinPartPermitsTheauthorityhavingjurisdictionmayissueapermit:

(a) when in his opinion it is warranted with respect to a building or occupancy in which existing
relatedconstructionisnotincompletecompliancewithisCodeinwhichcasethepermitmay
beissuedsubjecttocertainconditions;

(b) attheriskoftheowner,withconditionsnecessarytoensurecompliancewiththisCodeandany
other applicable bylaw, to excavate or to construct a portion of a building before the entire
plansofthewholeprojecthavebeensubmittedorapproved;

(c) fortheentireprojectconditionaluponthesubmission,priortocommencingworkthereon,of
additional information not available at the time of issuance, if such data are of secondary
importance,andareofsuchnaturethatthewithholdingofthepermituntilitsavailabilitywould
unreasonablydelaythework;

(d) subjecttocompliancewithprovisionstosafeguardpersonsinoraboutthepremises,toallow
theoccupancyofabuildingorapartthereoffortheapprovedusepriortocommencementor
completionoftheconstructionordemolitionwork.

2.2.3.7 RefusalofpermitTheauthorityhavingjurisdictionmayrefusetoissueanypermit:

(a) wheneverinformationsubmittedisinadequatetodeterminecompliancewithprovisionsof
thisCode;

(b) wheneverincorrectinformationissubmitted;

(c) thatwouldauthorizeany buildingworkoroccupancythatwouldnotbepermittedbythis


Code;

(d) thatwouldbeprohibitedbyanyotherbylaw,actorregulation.

2.2.3.8 RevocationofPermitTheauthorityhavingjurisdictionmayrevokeapermitif:

(a) thereisacontraventionofanyconditionunderwhichthepermitwasissued;
(b) thepermitwasissuedinerror;
(c) thepermitwasissuedonthebasisofincorrectinformation.

2.2.3.9 PermitfeesTheauthorityhavingjurisdictionmayplaceavalueonthecostoftheworkforthe
purposeofdeterminingpermitfeestobeapplicable.

2.2.3.10Whenanybuilding,constructionorexcavationorpartthereofisinanunsafeconditionasa

resultofbeingopenorunguarded,orbecauseofdangerfromfireorriskofaccidentbecause

ofitsruinousordilapidatedstate,faultyconstruction,abandonmentorotherwise,andwhen

duenoticetocorrectsuchconditionhasnotbeencompliedwith,theauthorityhaving

jurisdictionmay:

(a) demolish,removeormakesafesuchbuildings,construction,excavation,orpartthereofat
theexpenseoftheownerandmayrecoversuchexpenseasmunicipaltaxes;

(b) takesuchothermeasuresashemayconsidernecessarytoprotectthepublic.

2.2.3.10
Whenimmediatemeasuresmustbetakentoavoidanimminentdangeroffireorriskof
accident,theauthorityhavingjurisdictionmaytakesuchactionasisappropriate,withoutnotice
andattheexpenseoftheowner.

2.2.3.11
Beforeissuinganoccupancypermit,authorityhavingjurisdictionmayrequiretheowner
toprovideletterstocertifythattherequirementsofthisCodeandthenecessarypermitshave
beenmet.

2.2.4 DutiesandResponsibilitiesoftheOwner

2.2.4.1 Thegrantingofapermit,theapprovalofthedrawingsandspecificationsorinspectionsmade
bytheauthorityhavingjurisdiction,shallnotinanywayrelievetheownerofabuildingfromfull
responsibilityforcarryingouttheworkorhavingtheworkcarriedoutinaccordancewiththe

terms of the occupancy permit, and including compliance with any special conditions made
undertheprovisionsofsubsection1.7.6.

2.2.4.2 Everyowner:

(a) shallallowtheauthorityhavingjurisdictiontoenteranybuildingorpremisesatanyreasonable
timeforthepurposeofadministeringandenforcingtheprovisionsoftheCode;

(b) shallsubmitadocumentofownershipofthesite;

(c) shall obtain all permits or approvals required in connection with proposed work, prior to
commencingworktowhichtheyrelate;

(d) shall ensure that the plans and specifications on which the issue of the building permit was
basedareavailablecontinuouslyatthesiteofworkforinspectionduringworkinghoursbythe
authorityhavingjurisdictionandthepermitortruecopythereofisposedconspicuouslyonthe
siteduringtheentireexecutionofthework;
(e) shallgivenoticetotheauthorityhavingjurisdictionofthedatesonwhichheintendstobegin
workpriortocommencingworkonthebuildingsite;

(f) shallgivenoticeinwritingtotheauthorityhavingjurisdiction,priortocommencingthework,
listing;

(i) thename,addressandtelephonenumberof;

a. theconstructororotherpersoninchargeofthework;
b. theengineerorarchitectreviewingthework;
c. anyinspectionortestingagencyengagedtomonitorthework.

(ii) any change in or termination of employment of such persons during the course of
constructionimmediatelythatsuchchangeorterminationoccurs;

(g) shallgivenoticetotheauthorityhavingjurisdiction;

(i) ofintenttodoworkthathasbeenorderedinspectedduringconstruction;
(ii) ofintenttocoverworkthathasbeenorderedtobeinspectedpriortocovering;
(iii) whenworkhasbeencompletedsothatfinalinspectioncanbemade.

(h) shallgivenoticeinwritingtotheauthorityhavingjurisdiction;

(i) immediately that any change in ownership or change in the address of the owners
occurspriortotheissuanceofanoccupancypermit;

(ii) priortooccupyinganyportionofthebuildingifitistobeoccupiedinstages.

(i) shall give such other notice to the authority having jurisdiction as may be required by the
provisionsofthisCode;

(j) shall make or have made at his own expense, tests or inspections as necessary to prove
compliance with the provisions of the Code and shall promptly file a copy of all such test or
inspectionreportswiththeauthorityhavingjurisdiction;

(k) shall provide an uptodate survey of the building site when and as required by the authority
havingjurisdiction;

(l) shall when required by the authority having jurisdiction, uncover and replace at his own
expense any work that has been covered contrary to an order issued by the authority having
jurisdiction;

(m)isresponsibleforthecostofrepairoranydamagetopublicpropertyorworkslocatedthereon
thatmayoccurasaresultofundertakingworkforwhichapermitwasrequiredbythisCode.

2.2.4.3 NoownershalldeviatefromtherequirementsofthisCodeoroftheconditionsofthepermitor
omitworkrequiredbytheCodeortheconditionsofthepermitwithoutfirstobtainingfromthe
authorityhavingjurisdictionpermissioninwritingtodoso.

2.2.4.4 Every owner shall obtain an occupancy permit from the authority having jurisdiction prior to
any:

(a) occupancyofabuildingorpartthereofafterconstruction,partialdemolitionoralterationof
thatbuilding;

(b) changeintheoccupancyofanybuildingorpartthereof.

2.2.4.5 Everyownershallensurethatnounsafeconditionexistbecauseoftheworkbeingundertaken
or not completed, should occupancy occur prior to the completion of any work being
undertakenthatrequiresapermit.

2.2.4.6 Whenrequiredbytheauthorityhavingjurisdictioneveryownershallprovidealettertocertify
compliancewiththerequirementsofthisCodeandofanypermitsrequired.

2.2.4.7 When a building or part thereof is in an unsafe condition, the owner shall forthwith take all
necessaryactiontoputthebuildinginasafecondition.

2.2.5 DutiesandResponsibilitiesoftheConstructor

2.2.5.1 Every constructor shall ensure that all construction safety requirements of this Code are
compliedwith.

2.2.5.2 Everyconstructorisresponsibleforensuringthatnoexcavationorotherworkisundertakenon
publicpropertyandthatnobuildingiserectedormaterialsstoredinwholeorinpartthereon
without approval first having been obtained in writing from the appropriate government
authority.

2.2.5.3 Every constructor is responsible jointly and severally with the owner for any work actually
undertaken.

2.2.6 BoardofAppeal

2.2.6.1 Unless municipal legislation provides for a Board of Appeal, the authority having jurisdiction
maycreatesuchaboardandifcreateditshallhavethefollowingestablishmentandtermsof
reference.

2.2.6.2 TheBoardofAppealshallconsistofatleast7members,whoarequalifiedbyexperienceand
training to pass judgement upon matters pertaining to building construction. The board shall
includeaChairmanandViceChairman,whoarequalifiedbyexperienceandtrainingtoconsider
matterspertainingtobuildingdesignandconstruction.

2.2.6.3 ThemembersoftheBoardofAppealshallbeappointedforsuchperiodsasmaybe
deemedappropriate.

2.2.6.4 IntheabsenceoftheChairmanandViceChairmanatanymeeting,themembersshall
electaChairmanfromamongthosepresenttopreside.

2.2.6.5 The Director of Works shall be an exofficio member, shall act as secretary to the board and
shall have no voting privileges. The secretary shall be responsible for maintaining records,
correspondenceandkeepingminutesofBoardmeetings.

2.2.6.6 Five(5)membersoftheBoardconstituteaquorum.

2.2.6.7 TheBoardshallhearappealsfromdecisionsofthedesignatedofficials,
pertainingtotherequirementsof thisCode,andshallconfirm, alterorrejectsuchdecisionin
accordancewiththeintentofthisCode.

2.2.6.8 AnappealagainstadecisionofthedesignatedofficialmaybesubmittedtotheBoardof
Appealbyapersonwho:

(a) hasappliedundertheprovisionsoftheCodeforapermitwhichhasnotbeengranted;

(b) hashadapermitrevoked;

(c) feelshimself/herselfadverselyaffectedbyadecisionofadesignatedofficial.

2.2.6.9TheappellantshallfilewiththeSecretaryoftheBoardofAppealastatementinwriting

insuchdetailaswillenabletheBoardproperlytoconsidertheappealaddressedtotheBoardof
Appealandsettingout:

(a) thenatureandsubjectmatteroftheappeal;
(b) theaddressofthebuildingaffectedbytheappeal;
(c) thesectionsofthisCodeapplicabletotheappeal.

2.2.6.10
TheBoardshallmeetasoftenasitdeemsnecessarytoconductworkof
theBoardinanexpeditiousmanner.

2.2.6.11
TheBoardshallconsideranyappealfiledwiththeSecretarywithin15
calendar days after a decision of the designated official and need not consider any
appealfiledthereafter.

2.2.6.12
TheBoardshallmeettohearappealwithin15calendardaysaftertheappealhasbeen
filed.

2.2.6.13
TheBoardshallcommunicateitsdecisiontothepersonmakingtheappealwithintwo
(2)workingdaysafterthedecisionhasbeenreached.

2.2.6.14
TheAppellantandthedesignatedofficialortheirrespectiverepresentativesmayattend
themeetingoftheBoardandmaymakerepresentationsconcerningthematterunder
appeal.

2.2.2.15
TheBoardinmakingitsdecisionsmayinformitselfinanymanneritdeemsappropriate

andwhichitconsidersnecessarytoarriveatadecision.

2.2.6.16
TheBoardshallinformtheappellantanddesignatedofficialofanyadditional

informationconsidered,andshallprovideanopportunityforeitherpartytorespond.

2.2.6.17
ThedecisionsofamajorityofmembersoftheBoardpresentatahearing
shallbethedecisionoftheBoard,whosedecisionshallnotbesubjecttofurtherappeal.

2.2.6.18
Thesecretaryshallnotifytheappellantandthedesignatedofficialofa
decisionoftheBoardinwriting,andsuchdecisionsshallformpartofthepublicrecord.

2.2.6.19
Apersonwhoappealsinaccordancewiththeprovisionsofthesectionshallnotbe
relievedofcomplyingwiththeprovisionsofthisCodependingadecisionontheappeal,
norshalltheauthorityhavingjurisdictionbeprecludedfromenforcingtheprovisionsof
theCodeduringsuchperiod.

2.3

ALTERNATIVEMATERIALS,METHODSOFDESIGN,TESTSANDCONSTRUCTIONREVIEW

2.3.1General

2.3.1.1TheprovisionsofthisCodearenotintendedtopreventtheuseofanymaterialormethodof

designorconstructionnotspecificallyprescribedbytheCode,providedanysuchalternative

hasbeenapprovedbytheauthorityhavingjurisdiction.

2.3.1.2 The Authority may approve any such alternative provided it is found by the respective local
authoritythattheproposed alternative is satisfactory and conforms to the provisions of relevant
partsregardingmaterial,designandconstructionandthatmaterial,method,orworkofferedis,forthe
purposeintended,atleastequivalenttothatprescribedinthisCodeinquality,strength,compatibility
effectiveness,fireandwaterresistance,durabilityandsafety.

2.3.2Tests

2.3.2.1WheneverthereisinsufficientevidenceofcompliancewiththeprovisionsoftheCodeor
evidencethatanymaterialormethodofdesignorconstructiondoesnotconformtotherequirements
oftheCodeorinordertosubstantiateclaimsforalternativematerials,designormethodsof
construction,theAuthoritymayrequiretestssufficientlyinadvanceasproofofcompliance.These
testsshallbemadebyanapproved,competentagencyattheexpenseoftheowner.

2.3.2.2TestmethodsshallbespecifiedbytheCodeforthematerialsordesignorconstructionin
question.Testmethodsshallbebasedonapprovedstandardsandspecification.Compliance may be
shown in a number of ways such as Ghana Standards, British Standards, Indian Standards and
equivalentnationalspecifications.IftherearenoappropriatetestmethodsspecifiedintheCode,the
Authorityshalldeterminethetestprocedure.Formethodsoftestforbuildingmaterials,referencemay
bemadetoPart8BuildingMaterials.

2.3.2.3CopiesoftheresultsofallsuchtestsshallberetainedbytheAuthorityforaperiodofnotless
thanfive(5)yearsaftertheacceptanceofthealternativematerial.

2.3.3 ConstructionReview

2.3.3.1 Wheneverareviewofthewholeorpartoftheconstructionprocessisrequiredbyaconsultant
or project manager, during construction, such review shall be to standards satisfactory to the
authority having jurisdiction; specifically by the Director of Works of the Local Authority
(Metropolitan,Municipal,DistrictAssembly).

2.3.3.2 Uponcompletionoftheworkforwhichreviewwasrequired,areportshallbesubmittedtothe
authority havingjurisdictionby theconsultantor projectmanagerstatingwhatwasreviewed,
and where applicable, what was not reviewed, stating the extent to which the construction
conformstothisCode.

2.4 PERMITSANDPERMITFEES

2.4.1 Development/BuildingPermits

2.4.1.1 Apermitisrequiredwheneveranydevelopment,erection,reerection,alterationsordemolition
of any building as regulated by this Code is to be undertaken. A separate permit shall be
requiredforeachsuchdevelopment/buildingfromtheauthorityhavingjurisdiction.Nopermits
shall,however,berequiredforworksreferredtoinsubsection2.4.2.2.1.

2.4.1.2 Permitsinadditiontothepermitsrequiredin2.4.1.1withrespecttobuildingcomponentsand
servicesmayberequiredbytheauthorityhavingjurisdiction.

2.4.1.3 Anoccupancypermitisrequired:

(a) toallowtheoccupancyofabuildingorpartthereof;
(b) whenoccupancyofabuildingorpartthereofischanged.

2.4.2 ApplicationforPermit

2.4.2.1 NoticeEverypersonwhointendstodevelop,erect,reerectormakealterationsinanyplacein
a building shall file an application in writing to the Authority of the said intention in the
prescribed form (see Appendix B) and such notice shall be accompanied by plans and
statements in triplicate as required under subsection 2.4.3, except for special buildings (high
rise,nonresidential)whereadditionalcopiesmaybesubmittedasdesiredbytheAuthority.

2.4.2.2 RegardingsubmissionofplansbyGovernmentDepartments,theprocedureshallbeasgivenin
2.4.2.2.1and2.4.2.2.2.

2.4.2.2.1 TheoperationalconstructionoftheGovernment,whethertemporaryorpermanent,which
is necessary for the operation, maintenance, development or execution of any of the
following servicesmaybeexemptfromthepointofviewofbyelaws:

(a) Railways;
(b) Nationalhighways;
(c) Nationalwaterways;
(d) Majorports;
(e) Airwaysandaerodromes;
(f) Posts,telephones,wireless,broadcastingandotherlikeformsofcommunications;
(g) Regionalgridforelectricity;
(h) Any other service which the Government may, if it is of the opinion that the
operation, maintenance, development or execution of such service is essential to
thelifeofthecommunity,bynotification,declaretobeaserviceforthepurposeof
thisclause.
2.4.2.2.2 However the following constructions of the Government departments do not come under
thepurviewofoperationalconstructionforthepurposeofexemptionunder2.4.2.2.1.

(a) New residential buildings (other than gate lodges, quarters for limited essential
operational staff and the like), roads and drains in railway colonies, hospitals, clubs,
institutesandschools,inthecaseofrailways;
(b) A new building, new construction or new installation or any extension thereof in the
caseofanyotherservices.

2.4.2.3 InformationaccompanyingNoticeExceptotherwiseallowedbytheauthorityhavingjurisdiction
everyapplicationshall:

(a) identify and describe in detail the work and occupancy to be covered by the permit for
whichapplicationismade;

(b) describelandonwhichtheworkistobedone,byadescriptionthatwillreadilyidentifyand
locatethebuilding/plot;

(c) include plans and specifications, unless otherwise approved by the authority having
jurisdiction,andshowtheoccupancyofallpartsofthebuilding;

(d) statethecostoftheproposedwork,andbeaccompaniedbytherequiredfee;

(e) state the names, addresses and telephone numbers of the owner, architect, engineer or
otherdesignerandconstructor;

(f) inthecaseofbuildingplansformultistoreyed/specialbuildings(thatis,buildingsthatare
morethan15minheightandforspecialbuildingslikeeducational,assembly,institutional,
industrial, storage and hazardous and mixed occupancies having area more than 500m2),
requirethefollowingadditionalinformation,asapplicable;

(i) access to fire appliances/vehicles with details of vehicular turning circle and clear
motorableaccesswayaroundthebuilding;
(ii) width of main and alternative staircases along with balcony approach, corridor,
ventilatedlobbyapproach;
(iii) locationanddetailsofliftenclosures;
(iv) locationandsizeoffirelift;
(v) smokestoplobby/door,whereprovided;
(vi) refusechutes,refusechamber,serviceduct,etc;
(vii) vehicularparkingspaces;
(viii)refusearea,ifany;
(ix)detailsofbuildingservices.

2.4.2.4 Anapplicationforapermitmaybedeemedtohavebeenabandoned6monthsafterthedateof
filingunlesssuchapplicationhasbeenproceededwith.

2.4.2.5 If any development/building, permit for which has been issued before the commencement of
thisCode,isnotwhollycompletedwithinaperiodoffive(5)yearsfromthedateofsuchpermit,
thesaidpermitshallbedeemedtohaveelapsedandfreshpermitshallbenecessarytoproceed
furtherwiththeworkinaccordancewiththeprovisionsofthisCode.

2.4.3 PlansandSpecifications

2.4.3.1 Sufficient information shall be submitted with each application for a permit to enable the
authority having jurisdiction to determine whether or not the proposed work will conform to
thisCodeandwhetherornotitmayaffectadjacentproperty.

2.4.3.2 Whenrequiredbytheauthorityhavingjurisdictionplansandspecificationsshallbeprovided.

2.4.3.3 Plansdrawntoscaleuponpaper,clothorothersubstantialmaterialshallbeclearanddurable,
andshallindicatethenatureandextentoftheworkorproposedoccupancyinsufficientdetail
to establish that when completed the work and the proposed occupancy will conform to this
Codeandotherrelevantbylawsandregulations.

2.4.3.4 Siteplan(1)Siteplansshallbereferencedtoanuptodatesurveyandwhenrequiredtoprove
compliance with this Code, a copy of the survey shall be submitted to the authority having
jurisdiction.

(2)Siteplansshallshow:

(a) bydimensionsfrompropertylines,thelocationoftheproposedbuilding;

(b) thesimilarlydimensionedlocationofeveryotheradjacentexistingbuildingontheproperty;

(c) existingandfinishedgroundlevelstoanestablishedGhanadatumatoradjacenttothesite.

2.4.3.5 In lieu of separate specifications the authority having jurisdiction may allow the essential
informationtobeshownontheplans,butinnocaseshallsuchtermsasinaccordancewiththe
Code,legalorsimilartermsbeusedassubstituteforspecificinformation.

2.4.4 ApprovalinPart

2.4.4.1 When in order to expedite work, approval of a portion of the building is desired prior to the
issuanceofapermitforthewholeproject,applicationshallbemadeforthecompleteproject,
and complete plans and specifications covering the portion of the work for which immediate
approvalisdesiredshallbefilledwiththeauthorityhavingjurisdiction.

2.4.4.2 Shouldapermitbeissuedforpartofabuilding,theholderofsuchpermitmayproceedwithout
assurancethatthepermitfortheentirebuildingwillbegranted.

2.4.4.3 After issuance of the permit, application may be made for revision of the permit and such
applicationshallbemadeinthesamemannerasfortheoriginalpermit.

2.4.4.4 Apermitshallexpireandtherightofanownerunderthepermitshallterminateif:

(a) The work authorized by the permit is not commenced within 6 months from the date of
issuanceofthepermitandactivelycarriedoutthereafter,or

(b) Workissuspendedforaperiodof6months.

2.4.4.5 Permit fees and all procedures and conditions applicable thereto shall be established by the
authorityhavingjurisdiction.

2.4.5 PermitforaTemporaryBuilding

2.4.5.1 NotwithstandinganythingcontainedelsewhereinthisCode,apermitforatemporarybuilding
may be issued by the authority having jurisdiction, authorizing for a limited time only the
erection and existence of a building or part thereof for an occupancy which because of its
naturewillexistforashorttimeundercircumstanceswhichwarrantonlyselectivecompliance
withtheprovisionsofthisCode.

2.4.5.2 A permit for a temporary building shall state the date after which and the conditions under
whichthepermitisnolongervalid.

2.4.5.3 Apermitforatemporarybuildingmaybeextendedprovidedpermissioninwritingisgrantedby
theauthorityhavingjurisdiction.

2.4.5.4 Apermitforatemporarybuildingshallbepostedonthebuilding.

2.5 DEMOLITIONOFBUILDING

2.5.1 Before a building is demolished, the owner shall notify all utilities having service
connections within the building, such as water, electric, gas sewer and other
connections. A permit to demolish a building shall not be issued until a release is
obtained from the utilities stating that their respective service connections and
appurtenant equipment such as meters and regulators have been removed or sealed
andpluggedinasafemanner.

2.6VALIDITY

2.6.1PartialInvalidityIntheeventanypartorprovisionofthisCodeisheldtobeillegalorvoid,this

shallnothavetheeffectofmakingvoidorillegalanyoftheotherpartsorprovisionsthereof,

which may or shall be determined to be legal, and it shall be presumed that the Code would

havebeenpassedwithoutsuchillegalorinvalidpartsorprovisions.

2.6.2 Segregation of Invalid Provisions Any invalid part of the Code shall be segregated from the

remainder of the Code by the court holding such part invalid, and the remainder shall remain

effective.

2.6.3 Decisions involving Existing Buildings The invalidity of any provision in any clause ot the
Code asappliedtoexistingbuildingsandstructuresshallnotbeheldtoeffectthevalidityof
such sectioninitsapplicationtobuildingshereaftererected.

2.7EFFECTIVEDATE

2.7.1ThisCodeshallcomeintoeffectwhenproclaimedbytheauthorityhavingjurisdiction.

2.7.2AnypersonwhocarriesoutworkunderthetermsoftheCodeafteritsadoptionbutbeforeits

effectivedate,maydoso,butallsuchworkshallcomplywiththisCode.

2.6.4 ThisCode,oranyamendmenttoit,shallnotaffecttherightsofanownerunderapermitissued
priortotheeffectivedateofthisCodeorsuchamendmentprovidedtheownerhascommenced
workwithin 6monthsof the dateofissuanceofthepermitandhasactively carriedout work
thereafter.

A1. ESSENTIALREQUIREMENTS

A1.1 Every building work for which permission is sought under the Code shall be designed and
supervised by a licensed architect/engineer/structural engineer/supervisor/town
planner/surveyor. Qualifications which an architect or engineer or structural engineer or
supervisorortownplannerorsurveyorshallhavebeforebeingregisteredbythelocalbodyand
permitted to practice within the local bodys jurisdiction are given in A2.1 to A2.5. The
competenceofsuchlicensedpersonnelisalsoindicatedinA2.1.1toA2.5.1.

A2. QUALIFICATIONS FOR ARCHITECTS, ENGINEERS, STRUCTURAL ENGINEERS, SUPERVISORS,


TOWNPLANNERS,SURVEYORSANDCONSTRUCTIONMANAGERS

A2.1 ARCHITECTTheminimumqualificationsforanarchitectshallbetheAssociateMembershipof
theGhanaInstituteofArchitectsorsuchdegreeordiplomawhichmakeshimeligibleforsuch
membership or such qualifications as listed in the Architects Registration Act and shall be
registeredwiththeInstituteofArchitectsundertheAct.

A2.1.1COMPETENCETheLicensedArchitectshallbecompetenttocarryouttheworkrelatedtothe
buildingpermitasgivenbelowandshallbeentitledtosubmit.

b) Structural details and calculations for residential buildings on plot up to 500m2 and up to

A2.2 ENGINEER The minimum qualifications for an engineer shall be the Corporate Member of
Institution of Engineers (Ghana) or such degree or diploma in civil, municipal or structural
engineeringwhichmakeshimeligibleforsuchmembership.

graduateincivilengineeringofrecognizedGhanaianorforeignuniversity,orCorporateMember
ofInstitutionofEngineers(Ghana)orequivalentoverseasinstitutionandwithminimum3years
experienceinstructuralengineeringpracticewithdesigningandfieldwork.

NOTE: The3yearsexperienceshallberelaxedto2yearsinthecaseofpostgraduatedegreeofrecognizedGhanaianor
foreign university in the branch of structural engineering. In case of doctorate in structural engineering, the
experiencerequiredwouldbeoneyear.

A2.3.1COMPETENCE The licensed structural engineers shall be competent to submit the structural
detailsandcalculationsforallbuildingsandsupervision.

A2.3.1.1IncaseofbuildingshavingspecialstructuralfeaturesasdecidedbytheAuthority,whichare
withinthehorizontalareasandverticallimitsspecifiedinA2.1.1(b),A2.2.1(b)andA2.4.1(a)
shallbedesignedonlybystructuralengineers.

A2.4 SUPERVISORTheminimumqualificationsforasupervisorshallbequalificationinarchitecture
or engineering equivalent to the minimum qualification prescribed for recruitment to non
gazetted service by the Government of Ghana plus 5 years experience in building design,
constructionandsupervision.

A2.4.1COMPETENCEThelicensedsupervisorshallbeentitledtosubmit:

a) Allplansandrelatedinformationconnectedwithbuildingpermitforresidentialbuildingsonplot
upto200m2anduptotwostoreysor7.5minheight;and

b) Certificateofsupervisionforbuildingsin(a).

A2.5 TOWN PLANNER The minimum qualification for a town planner shall be the Associate
Membership of the Institute of Planners or postgraduate degree or diploma in town and
country planning which makes him eligible for such membership or recognized by the Public
ServicesCommissionforthepostofassistantTownPlanner.

A2.5.1COMPETENCEThelicensedtownplannershallbeentitledtosubmit:

a) Allplansandrelatedinformationconnectedwithdevelopmentpermitofallareas;and

b) Certificateofsupervisionfordevelopmentoflandofallareas.

A2.6 SURVEYOR/CONSTRUCTION MANAGER The minimum qualification for a quantity surveyor/

surveyorvaluer/constructionmanagershallbegraduateinquantitysurveying,landeconomyor

construction technology and management of a recognized Ghanaian or foreign university or

Corporate Member of the Institution of Surveyors (Ghana) or equivalent overseas institution

and with a minimum of 3 years of experience in surveying and construction management

practicewithfieldwork.

A2.6.1COMPETENCETheSurveyor/Constructionmanagershallbeentitledtosubmit:

a) Project management and valuation information connected with the development of all
areas;and
b) Certificate of project costing, supervision and management of development of land of all
areas.

SERVICESPERSONNEL

A3.1 Forbuildingsidentifiedin12.2.5.1,theworkofbuildingandplumbingservicesshallbeexecuted
underthesupervisionofcompetentpersonnel.Thequalificationforlicensedelectricalengineer
andplumbersforcarryingouttheworkofelectricalinstallationsandwatersupply,drainageand
sanitation installations respectively shall be as given in part VII Building services, Section 2
ElectricalInstallations;PartIXPlumbingservices,SectionIWatersupply,andSection2Drainage
andsanitation.
