Functions

1.0 OFFICE OF THE SCHOOLS DIVISION SUPERINTENDENT (SDS)


Accountabilities:
To ensure access to, promote equity in, and continuously improve the quality of basic education in the
schools divisions under his/her care by leading in the development and implementation of the divisions
education development plans (DEDP), programs, and standards (consistent with the national
educational policies, plans and standards), building partnerships and networking with stakeholders of
education, as well as by effectively and efficiently managing the financial, human, and physical
resources of the schools division.
Specific Functions:
a. Lead in the preparation and implementation of the DEDP and direct the preparation and implementation
of SIPs/AIPs
b. Organize, develop, direct and administer the Schools Division and exercise general supervision over
basic education and non-school based education programs (kindergarten, elementary, secondary ALS
and non-school based education programs) in the provincial or city schools division
c. Initiate and direct the development of local curriculum materials and programs.
d. Monitor compliance to quality standards for basic education programs and for this purpose strengthen
the role of division supervisors as subject area specialists;
e. Supervise the operations of all public and private pre-schools, elementary, secondary, integrated schools
and learning centers in the schools division, promote awareness of, and adherence by all schools and
learning centers to accreditation standards prescribed by the Department of Education;
f. Exercise general administration and supervision of properties both fixed and movable within his/her
jurisdiction, and approve the allocation/use and/or acquisition/procurement of goods and services for
instructional and non-instructional purposes, including repairs, maintenance, rehabilitation and
construction of education facilities, subject to existing rules and regulations.
g. Prepare and recommend approval of budgets of provincial/city schools within the schools division to the
provincial/city board, and confer with them on matters affecting school appropriations and disbursements
h. Plan programs and manage the distribution of national fund allotments as well as monitor the utilization
of funds provided by the national government and the local government units to the schools and learning
centers
i. Approve appointments and deployments, and evaluate and recommend personnel actions(promotions,
transfers, reassignments, and reinstatements and dropping from the rolls) on all personnel of the
Schools Division, except the Assistant Schools Division Superintendent/s
j. Spearhead the planning and implementation of a comprehensive Professional Development Program
for teaching and non-teaching personnel
k. Coordinate and cooperate with local government units and non-government organizations including
national government offices on matters affecting schools/LCs and certain community development
projects
l. Accept grants, donations, bequests and other forms of assistance from various donors and benefactors
of basic education
m. Sit as co-chairman of the Provincial/City School Board and/or as officer/member of other bodies as
provided by law
n. Communicate with Central Office and other Public Affairs offices across levels of DepED and other
government agencies regarding information, news, and other matters relating to their functions
o. Manage information flow and communications in support of crisis management
p. Perform such other functions as may be provided by law, rules and regulations
1.1. OFFICE OF THE ASSISTANT SCHOOLS DIVISION SUPERINTENDENT (ASDS)

management functions of planning, organizing, staffing, directing and controlling. The ASDS may be
assigned specific areas of responsibilities and be delegated the necessary authority to perform the
task/s by the SDS (e.g. Education Support cluster)
Assist the SDS in the crafting and implementation of the education development plans and programs of
the schools division
Assist the SDS in the conduct of periodic visits to public and private schools and learning centers to
check compliance with standards in the implementation of curricular requirements and
programs/projects
Represent the SDS by acting as the chairman in committees and bodies (i.e. the DEDP/ SIP/AIP
Committee, Bids and Awards Committee, Division Selection Committee/ Promo Board) as may be
assigned by the SDS.

1.2. LEGAL UNIT

(Note: Applicable ONLY to Very Large-, Large- and Medium-sized Divisions)

Provide legal advice and render legal opinions to the SDS, ASDS, officials of the Division in relation to
the performance of their functions
Interpret laws and rules affecting the operation of various division programs
Prepare and review contracts, MOAs and instruments to which the Division or any of its offices and
school is a party, and interprets the provisions therein
Evaluate complaints filed, conducts investigation and draft decisions and orders of cases against nonteaching personnel within the Division
Conduct investigations of complaints against teaching personnel as may be delegated by the regional
office
Draft actions/endorsements on complaints and letters for signature of the SDS in accordance with the
provisions of the law and DepED rules and regulations.
Represent the Division in court cases, when deputized by the OSG
Perform such other functions as may be delegated by the Superintendent

1.3. INFORMATION AND COMMUNICATION TECHNOLOGY (ICT) UNIT

Manage and maintain the Information and Communication Technology (ICT) Systems and Infrastructure
of the divisions to effectively support operations
Manage and implement ICT programs and projects in the division to ensure data validity and effective
utilization of the systems
Formulate plans for the division to effectively allocate the necessary ICT resources of the region to
support regional strategy, operations, programs and projects
Participate and communicate with Central Office and other ICT Units across levels with regard to the
implementation of national ICT and ICT-related programs

ADMINISTRATIVE SERVICES COMPOSED OF THE FOLLOWING : CASH, PERSONNEL, RECORDS, ASSET MANAGEMENT, AND
GENERAL SERVICES
Accountability:
To provide management with economical, efficient and effective administrative services on personnel,
properties, cash, facilities and materials to support DO operations.

Specific Functions:
a. Develop a well-planned, directed and coordinated personnel administration, employees welfare system
for teaching and non-teaching personnel records management, cashiering, supply management and
general services
b. Implement government laws, policies, plans, programs, rules and regulations on general service
functions (from DBM, CSC, COA, etc.)

d. Operationalize the required administrative systems to improve productivity, efficiency, and timely
completion of government transactions and reports
e. Provide administrative services to the other functional and support units in the schools division office
f. Institutionalize welfare and incentive package for teaching and non-teaching personnel
g. Establish personnel and client feedback mechanism
h. Implement administrative and disciplinary sanctions imposed on erring schools division personnel, and
act as the coordinating unit for the implementation of an Alternative Dispute Resolution (ADR) system in
the schools division.
FINANCE SERVICES COMPOSED OF THE FOLLOWING SECTIONS: ACCOUNTING AND BUDGET
Accountability:
To provide DO management with economical, efficient, and effective accounting and budgeting services
to ensure the cost-effective utilization of financial resources of the division..

Specific Functions:
a. Plan and manage the effective and efficient use of all fiscal resources of the schools division in
accordance with existing rules
b. Monitor and ensure proper reporting of the generation and utilization of funds by the schools and LCs
c. Tap and utilize resources available at the schools division level to support the implementation of
programs and projects at the schools division level or at the school/LC level
d. Operationalize the required government financial systems to improve productivity, efficiency, and timely
completion of government transactions and reports
e. Strengthen and monitor the implementation of the internal control system to ensure the completeness
of supporting documents and validity of transactions
f. Provide capacity building programs for school heads on fiscal management
g. Monitor and evaluate the utilization of funds provided by the national government and by LGUs to the
schools and clusters including funds generated by the schools and LCs.
h. Monitor and assess/audit the schools and LCs regarding: (a) resource mobilization and utilization; and
(b) compliance with the existing rules and regulations
i. Supervise and coordinate the budget and fiscal activities of units within the schools division
j. Coordinate planning and budgeting activities of the schools division
2. 0 CURRICULUM IMPLEMENTATION DIVISION
Accountabilities:
To ensure full implementation of the articulated basic education curriculum (pre-school, elementary,
secondary & ALS), through localization/indigenization and innovations in teaching the various subjectareas towards improvement in the quality of learning outcomes.
To improve provision and availability of quality learning and teaching resource materials for students
and instructional support materials for teachers in the division
To conduct research studies and utilize research findings

To provide technical assistance to schools in the areas of:


curriculum implementation
instructional supervision
resource generation and social mobilization
SIP implementation

To improve access to basic/functional literacy skills and raise the level of literacy in the deprived,
disadvantaged and underserved areas.

2.1. INSTRUCTIONAL MANAGEMENT

a. Manage the implementation of the localized basic education curriculum and special programs for all
types of learners in compliance to national and regional standards
b. Provide learning support to schools and LCs for the effective implementation of the localized basic
curriculum and special programs
c. Provide technical assistance to schools and LCs in the enhancement of classroom management skills,
instructional competence, curriculum implementation and conduct of research, e.g. classroom-based,
action research
d. Monitor and evaluate the implementation of the basic curriculum and co-curriculum programs in both
public and private schools
e. Conduct studies on curriculum and instruction and utilize research findings for the improvement of and
for increased access to learning
f. Provide technical assistance to schools and LCs in learning management, delivery systems and
assessment modes for all types of learners consistent with the national and regional policies and
standards
g. Implement pilots and try-outs of the localized learning systems, innovative delivery modes and use
results to improve curriculum instruction
h. Implement and monitor the special needs education in public and private schools consistent with
national and regional policies and guidelines
i. Pilot learning models and strategies for special needs education (i.e. Madrasah Education, IP Education,
and education for differently-abled learners) in identified schools

Provide technical assistance to the Schools and LCs in the implementation of learning models and
strategies for special needs education
k. Develop a Division research agenda on curriculum and instruction
l. Provide technical assistance to the schools, and LCs in the conduct of researches on curriculum and
instruction
m. Undertake Division researches on curriculum and instruction attune to global trends
n. Disseminate and utilize research findings into a practical and doable manner
2.2. LEARNING RESOURCE MANAGEMENT
Specific Functions:
a. Manage the implementation of policies, guidelines, standards and specifications in the procurement,
development, production and utilization of learning resources
b. Evaluate, quality assure and approve localized learning resources for the use of schools, LCs and the
schools division office
c. Develop materials for various delivery systems through the use of ICT-enabled solutions
d. Provide technical assistance to schools and LCs in development, production, storage, distribution and
utilization of learning materials in collaboration with the regional Curriculum and Learning Management
Division
e. Oversee the utilization of processes to support access to teaching and learning resources
2.3. DISTRICT INSTRUCTIONAL SUPERVISION
Specific Functions:
a. Provide professional and instructional advice and support to the school heads and teachers/facilitators
of schools and learning centers in the district or cluster
b. Provide technical assistance in curriculum implementation in coordination with the Instructional
Management team
c. Coordinate and represent DepED in the Municipal School Board and ensure that all schools/LCs have
equitable share in the Special Education Fund (SEF) budget
d. Monitor schools and LCs requisition, utilization, and liquidation of SEF funds of the municipality
e. Coordinate with other agencies both internal and external in resource generation and linkages
f. Initiate, and strengthen the community of schools/LCs, professional teachers and learners in the district
g. Settle disputes among education stakeholders in the district
h. Provide technical assistance to schools and LCs in learning management, delivery systems and
assessment modes for all types of learners consistent with the national and regional policies and

SCHOOL GOVERNANCE AND OPERATIONS DIVISION

3.1. SCHOOL MANAGEMENT MONITORING AND EVALUATION


Accountability: Primarily accountable for the implementation of standards and policies relevant to
managing schools and to ensure that the following are provided to / implemented in schools for the purpose
of effectiveness:

a. Manage the implementation of the division assessment program aligned to the national assessment
framework
b. Provide technical assistance to schools and LCs in assessing learning for diagnostic, formative and
summative purposes in terms of:
o Authentic assessment strategies and tools for classroom use
o Utilization of results for monitoring progress and for grading purposes
c. Supervise the efficient administration of national, regional, and division assessment tests
d. Provide technical assistance to schools in the utilization of assessment results for making instructional
decisions
e. Manage a quality management system to ensure application of standards for quality division education
planning, quality implementation of processes and quality control of education outcomes of schools and
LCs
f. Oversee conformance to national and regional standards and guidelines in :
o Capacitating schools for school improvement planning
o Implementing SBM programs and projects
o Evaluating achievement of school and learning outcomes
g. Lead in the development of an M&E system in the schools division
h. Manage the regular conduct of Division Monitoring , Evaluation and Adjustment (DMEA) program
i. Monitor and evaluate performance of the Schools Division along :
o Technical assistance to schools and LCs in such areas as:
Curriculum implementation
SBM installation and creation of the enabling environment
Assessment of SBM level of practice
SBM M&E implementation in schools
Implementation of national and regional programs and projects
Utilization of assessment and evaluation results of all programs and projects
o Distribution of education resources to schools and LCs

3.2. SOCIAL MOBILIZATION AND NETWORKING
(Note: This office is applicable ONLY to Very Large, Large and Medium-sized Divisions)
Accountability: To ensure provision of resources needed by the schools division office, schools and
learning centres, and compliance to standards towards good governance and effective operations
Specific Functions:
a. Establish and manage a communication system to strengthen relationships with external partners and
inform the public of the status and accomplishments of the schools division
b. Establish and nurture partnerships with internal/external stakeholders and mobilize resources to support
the delivery of basic education
c. Establish a media network and mechanism for effective public relations
d. Implement policies, standards, and guidelines for outcomes-focused resource mobilization.
e. Tap resources to fund school-based INSET, division-wide capability building activities and educational
researches
f. Provide technical assistance to schools/LCs in the generation and mobilization of resources to carry out
various programs & projects
g. Coordinate the implementation of special programs and projects and manage the conduct of special
events
h. Engage all stakeholders in planning and budgeting relative to SEF (through the PSDS)
i. Strengthen sharing and clustering of schools and LCs and workgroups to build communities of
schools/LCs, teachers, and learners within the schools division
j. Engage the schools division office and stakeholders (as needed) in planning, implementing, coordinating
and monitoring activities related to Disaster Risk Reduction Management (DRRM), Education in
Emergencies (EiE), climate change mitigation and adaptation.
3.3 PLANNING AND RESEARCH
Accountability:
To facilitate the formulation and implementation of education plans, standards, policies and guidelines in
all areas of basic education in the division.
To develop and maintain Division Education Planning and Data Management Systems and conduct
research studies to provide critical inputs as bases for managements strategic and operational
decisions
Specific Functions:
a. Lead in the preparation and updating of the Division Education Development Plan (DEDP)
b. Lead in the preparation of the schools divisions annual plan and budget
c. Prepare the schools division research agenda and oversee its implementation
d. Oversee and provide technical assistance to schools and learning centers in the preparation of their
respective plans
e. Serve as the clearing house for division basic education data/information;
f. Prepare division statistical reports that will support schools division planning, research and decisionmaking
g. Generate and disseminate timely, accurate and relevant basic education statistics to both internal and
external stakeholders (e.g., LGUs, CSOs)
h. Validate data inputted by schools and LCs in the EBEIS
i. Prepare schools division planning-related reports as may be required by the Central and Regional

3.4 HUMAN RESOURCE DEVELOPMENT


Accountability: To implement efficient and effective Human Resource Development Systems to ensure
availability of competent education leaders, teaching and non-teaching personnel for the schools, learning
centers and schools division office at all times.
Specific Functions:
a. Install, implement, and manage the HRD services and the T&D Systems for the schools division
b. Develop and implement a master plan for professional development and career management for all
personnel within the schools division
c. Manage the scholarship and training grants program for the schools division office
d. Provide technical assistance to the Schools and LCs on the implementation of the Employee Benefits
Programs and HRD systems
e. Manage the needs assessment, program planning, resource development and delivery of needs-based
professional programs for the Schools Division Office, districts, schools and LCs
f. Provide technical assistance on the implementation of the school-based training and development
program for teachers
g. Monitor and evaluate the implementation of the HRD and the T&D Systems in the schools divisions
h. Manage the Training and Development Information System (TDIS), a component of the HRMIS, in
support to the provision of quality programs.
3.5 EDUCATIONAL FACILITIES
Accountability: To provide services to ensure structurally and physically safe buildings, grounds and
facilities for the Division Office, schools and learning centers to maintain a conducive physical environment.
Specific Functions:
a. Assess and ensure the structural integrity of all school buildings and facilities
b. Assess and ensure that all school building projects are constructed in accordance to the plans,
specifications and standards prescribed by DepED
c. Provide technical assistance to the BAC in the procurement activities
d. Provide technical assistance in the implementation of School-Based Repair and Maintenance Scheme
(SBRMS), school development plan, building maintenance and repair, etc.
e. Maintain an updated and accurate inventory of all existing school buildings and other education facilities
f. Recommend to the SDS the construction, rehabilitation and/or demolition of school buildings and other
facilities as well as monitor and evaluate these activities
g. Provide accurate information and recommendations to Planning office for school site mapping
h. Provide accurate information and recommendations to assist Legal Office in school titling
3.6 SCHOOL HEALTH
Accountability:
To serve the Division and School Populace through the implementation of health programs, provision of
basic health and nutrition services and establishment of a healthful school environment.
Build and sustain partnerships for resource generation and social mobilization towards the
development of physically and mentally healthy school children who are ready to learn.
Develop a healthy lifestyle habits and practices among teachers and non teaching personnel for them
to become more efficient and effective workers.

Specific Functions:
a. Develop health and nutrition programs to respond to the needs of the children, teaching and nonteaching personnel within the scope of the schools division
b. Strategize and coordinate implementation of health and nutrition programs and services
c. Supervise health and nutrition personnel deployed to the districts and schools in the implementation of
policies and execution of programs and projects towards the accomplishment of established
organizational goals
d. Assess facilities of the schools division, districts, schools and LCs, and provide recommendations
towards establishing a healthy office and school environment that is safe, secure and child-friendly.

e. Establish and maintain linkages with other government / non-government agencies, private,
professional, technical organizations and the business sector to ensure maximum support of healthcare
services and resources generation
f. Respond to public health emergencies brought about by natural as well as man-made disasters and
provide health and nutrition services in critical/high risk areas.
g. Health Education
Provide technical inputs for the integration of health and nutrition concepts in basic education
curricula and act as technical resource in health and nutrition in workshops and seminars.
Develop health and wellness advocacy and information dissemination strategies to improve,
promote and protect the health of the school populace and the community it serves
h. Health Services
Strategize provision of preventive, primary, promotive, and curative, psychosocial, medical/or dental
health care and nutrition services on a regular basis to school-aged children in the elementary and
secondary level including teaching and non-teaching personnel: Services to include:
Conduct of medical and dental exams
Conduct of nutritional assessment and accompanying
Interventions (school feeding)
Provision of medical/dental treatment to priority cases
Provision of services to athletes during sports training and competition
Provision of psycho-social intervention services such as individual, group and family
counseling; and consultation with school administrators, parents, teachers and students
i. Maintain a IT-enabled database of records, reports, and research on health and nutrition for the purpose
of identifying needs and developing health and nutrition programs
Utilize epidemiological data/information obtained from field work to assist other regions and units in
conducting and analyzing research work, and improving health and nutrition well-being to ensure
maximum and effective healthcare
j. Maintain up-to-date records of field and clinic reports, conduct of timely monitoring and evaluation,
upkeep of a computerized database inventory of records and researches and prepare annual reports for
evaluation and auditing
