PROJECT DESCRIPTION
OPL 283 is an onshore lease formerly operated by Elf Petroleum Nigeria
Limited as OML 56 until 2005 when operatorship was transferred to
Centrica Resources Nigeria Ltd. Centrica and CCC in February, 2010
divested their respective participating interests in the block to Newcross
Petroleum Limited. The block is bounded in the West by Seplats OML 38,
in the East by AGIPs OML 60 OPL 280 and in the North by Pan Oceans
OPL 275 and in the South by OML 30.
Based on current exploratory activities, Newcross has so far, identified
Efe-Main as one of the prospects located within OPL 283 block. The
structure was proved to be hydrocarbon bearing from the Efe-1 discovery
well and subsequently appraised with Efe-2 while Efe-3 has just been
drilled.
Initial DST results indicated flow rates range of 350-1750 bopd per well,
42-48Deg API light crude and 1.5-18MMsc/D gas per well with 18003850psig on tubing. As part of plans to fast track development in the field
to first oil, we desire to carry out a Front End Engineering Design for the
Construction of an Early Production Facility (EPF) within OPL 283 Field.
In consideration of the field size/number of wells, terrain, date to first oil,
export strategy, health safety and environment, and abandonment, the
following development concept is proposed:

Wells are predrilled using a minimum of 2000 horsepower land rig on a


predetermined cellar slots

2.

Well effluents flow through a multiphase flowline to a 15,000BOPD,


100MMSCFD modularized early production facility (EPF) for processing

3.

Oil will be evacuated via a 42km ROW to LACT unit at Ovade / Ogharefe
Flowstation facilities for metering and onward transmission to AmukpeEscravos export line.

4.

Rich gas will be evacuated via a 42km ROW for onward transmission to
Ovade / Ogharefe Gas Plant for processing.

1.2

DOCUMENT OBJECTIVES
The objective of the project is to carry out FEED aimed at achieving the
following:
1. 15,000 BOPD and 100 MMSCFD modularized land-based oil and
gas production facility with provision for future expansion.
2.

Oil separation, stabilization, storage and metering before being


exported via an export pipeline.

3. Compression of gas to the required specification and metering before


transfer to the existing Pan Ocean gas plant facility at OvadeOgharefe, Delta State for processing.
4. Produced water treatment to the standard specification for disposal or
possible re-injection.

1.3

CONFLICT
Wherever a difference exists between this specification and the drawings,
the drawings shall govern. No deviation shall be made from this
specification without written authorization from New Cross Petroleum
Nigeria Limited.

1.4

DEFINITIONS
The following definitions shall apply:

PROJECT DESIGN OVERVIEW


The OPL 283 Early Production Facility shall be modularized designed with
an allowance for future expansion. It is expected to gather fluids form all
the wells in Efe field, some other fields within OPL 283 and other
contiguous fields. It is also required to receive fluids via a four header
production manifold, comprising of HP, MP, LP and test headers in order to
accommodate life cycle wellhead pressures.
The fluid from the wells would flow to the inlet test / production manifold
via a 4 flow lines which shall be installed during the construction and
commissioning phase. Inlet manifold design would allow independent well
testing through the test separator to ensure proper production allocation
to the various wells. The fluids would flow from the manifold to the
production processing facilities to enable it separate, stabilize, stored and
metered before being exported via an export pipeline. The separators
shall separate free water from the oil and remove the gas from the
liquids.
The facility shall have HP, MP, LP and Test separators, inlet and outlet
shutdown systems to allow EPF isolation in case of emergency or for

maintenance purposes. Flexibility not to flare produced natural gas shall


be incorporated in to the design; hence, there shall be connections on gas
outlet piping of HP, MP, LP and Test Separator. All fluids processed shall
pass through a well designed LACT unit at the battery limit to account for
volumes delivered to Ovade / Ogharefe flowstation.
100 MMSCFD or more of associated gas from OPL 283 and other adjoining
fields shall be compressed and sent to the existing Pan Ocean gas plant
facility at Ovade-Ogharefe, Delta State for processing. The gas flow shall
also be measured at the battery limit using a 10 installed Daniel Orifice
Gas Meter or similar DPR accepted gas measuring device.
It is expected that the wells will produce dry for the initial 1 year,
however, provision shall be made to hold up to 2% produced water in a
storage tank which shall be treated to be virtually free of oil (<10 ppm)
before being discharge or pumped away to a disposal well.

1.6

APPLICABLE CODES AND STANDARDS


The under listed International Standards and Codes shall be applied on
this project but not limited. Where there is conflict between requirements
of these documents, it shall be addressed to the COMPANY for clarification
and approval for an alternative. Unless the edition of any code, standard
or document is specifically mentioned, the latest editions will apply.
However the following order of precedence applies in a general sense.
Order of precedence
In case of conflict in the requirements of any of the documents referenced
herein, the following order of precedence shall be applied in decreasing
order of priority:

Local regulations governing health and safety.

National and International Codes and Standards.

Relevant Industry Codes.

COMPANY Design Practise and Working Practise.

CONTRACTOR Coded and Working Standard.

Any discrepancy between the documents shall be brought to COMPANYs


attention. The CONTRACTOR shall not proceed with any such aspect of
the work until necessary confirmation is provided, in writing (or
otherwise), by COMPANY.

All units are expressed in the international SI system, except for nominal
bore sizes of pipes, which are in inches. Pressures are gauge pressures
measured in bars, unless otherwise stated. Temperatures are in degrees
Celsius. Pressure/Temperature ratings of flanges are based on the latest
version of the ASME B 16.5.

3.2

DESIGN LIMITS AND PIPING WALL THICKNESS

3.2.1

Design Limits
Pipe wall thickness values that are specified in the Piping Material
Specifications are adequate for the full range of pressure/temperature
combinations tabulated.

3.2.2

Pipe wall thickness calculation principle


The calculation of pipe wall thickness values shall be in accordance with
the ASME B 31.3 design code, and shall include a corrosion allowance as
well as mill tolerances as applicable.
The weld efficiency coefficient of welded pipes shall be equal to 1 (i.e. full
radiography).
If vacuum drying of lines is required or on certain specific design
conditions involving risk of full or partial pressure conditions (e.g., vapour
lines, etc.), pipes wall thickness shall be verified and eventually modified
in order to withstand full vacuum conditions; such verification shall be
made by the Engineering Company and shall be submitted to the
COMPANY for approval.
a) Corrosion Allowance
All carbon steel and low alloy steel materials shall incorporate a minimum
corrosion allowance of 1.27mm. Stainless steels, copper nickels,
galvanised carbon steels, glass reinforced materials, and other corrosion
resistant materials shall be used without extra-thickness for corrosion
allowance.
b) Mill tolerance
The mill tolerance on wall thickness shall be as follows:

Minus 8% for diameters 18

Additionally, schedules "5S" shall not be used for stainless steels, and
schedule 80 shall be selected as a minimum for pipes 1 in diameter
and below.
If the wall thickness required to contain the pressure is less than the
"Minimum Corroded Thickness", the "Minimum Corroded Thickness" shall
be used for pipe wall thickness selection purpose.

3.3

PIPE DIAMETERS
No pipe diameter smaller than " shall be used, except for instruments.
Pipe diameters of 1, 2, 3, 5", 7" and 9" shall not be used.
Equipment supplied with connections of these sizes shall be adjusted to a
standard size immediately adjacent to the equipment by means of a
suitable reducing fitting. Bushings shall not be used.

3.4

THREADED JOINTS

3.4.1

Threads standards
All threaded connections shall have taper threads in accordance with
ASME B 1.20.1 (NPT) (formerly ASME B 2.1).

3.4.2

Threaded connections limitations


Threaded joints are only authorised on utility lines if and were listed on
the relevant piping material class. Threaded joints shall not be used on

process service, with the exception of instrument connections which are


located downstream a block valve; in such a case, the upstream side of
this block valve shall be flanged or may be socket welded on a nipple with
a flanged joint immediately upstream to ensure further possible
maintenance. Threaded connections are absolutely not authorised in the
following cases (related to particular fluids or services):

3.5

JOINTING OF SMALL BORE PIPES


With the exception of galvanised systems which shall be joined together
only by threaded connections, small bore piping (1 and smaller) shall
be joined together by socket welding.

3.6

BENDS AND ELBOWS IN SMALL BORE PIPING


In small bore welded piping (1 and smaller), hot or cold-formed bends
with a radius of 5D min. may be used in lieu of elbows if and where
authorised in the relevant piping material class.

3.7

UNIONS
Unions may only be used where threaded connections are authorised by
this specification; in general, their use shall be avoided wherever possible.
They shall not be used in the following circumstances:

Systems ratings #600 and above

Where design temperature is above 250C

Corrosive and Toxic Service

Fuel Gas Service.

3.8

BOLT TENSIONERS
Hydraulic bolt tensioners on flange stud bolts 50 mm in diameter and
larger.
Bolting for use with bolt tensioners shall have the normal length increased
by one bolt diameter. Bolt extensions beyond the nut shall be protected
from corrosion by caps.

3.9

VALVES

3.9.1

Ball Valves
All Ball Valves are meant to be reduced bore, except otherwise indicated
on the PID for each individual Ball Valve. Valves of diameter 1 shall
have a port size at least equal to the internal bore of the matching pipe.
When Ball Valves are installed in lines that are insulated for any purpose,
they shall be provided with extended spindle assembly suitable for
making an insulation seal. Extended spindles shall be:

For Valves diameter 3 inches and larger: 150 mm, plus or minus 10
mm

For flanged valves, the extended spindle length is measured from the top
of an end flange; for screwed or socket weld valves, it is measured from
the top of the valve body.
3.9.2

Gate, globe, butterfly and check valves


Gate and globe valves located below ground level shall be installed in
valve pits, unless otherwise specified. Butterfly valves may be buried, but
they shall be provided with an extended spindle with oil-filled outer casing
and an aboveground weatherproof gearbox.
Forged materials are acceptable in lieu of cast materials.
Dual plate check valves are acceptable in lieu of swing check valves.
Wafer-Lug type check valves are acceptable in lieu of flanged check
valves.

3.9.3

Block and bleed valves


Use of block and bleed valves shall be limited to instrument connections.
Instrument connections on either piping or pressure vessels requiring
either single or double block and bleed facilities shall be made of an
integrated manifold.
Manifold shall be ball type two or three pieces bolted.
The bleed valve shall be needle type with a bolted bonnet.
The side of this integrated manifold, which connects to the piping or the
pressure vessel, must be flanged, whilst the instrument connection side
may be threaded as required.
The bleed connection shall be NPT protected by a plastic plug (to be
removed once the valve is installed on site).
All integrated (or Monoblock) manifolds shall be in line type; the
Monoflange type is prohibited.

3.10

PIPES
Carbon steel piping material design temperature limit is 780F (415C).
Corrosion allowance on CS piping material of 1/16 inch to 1/4 inch shall be
applied based on process service environment.
a. Low Cr-Mo piping material shall have corrosion allowance ranges
from 1/16 inch to 3/16 inch.

Carbon steel seamless pipe to ASME A106-B is an acceptable material


substitution for API 5L-B.

Carbon steel seamless pipe to A106-B or API 5L-B, or API 5L-B double
submerged arc pipe shall be used.
a. The application of ERW piping shall require prior Company
approval.
b. ERW pipe shall not be used in any services other than Category D
as defined in ASME B31.3.

Straight seam welded pipe shall be used. Spiral seam welded pipe
shall not be used.

Threaded piping shall not be used in process service lines.

NPS 11/2 and smaller line sizes shall be designated as socket welded
piping. Butt welded piping is an acceptable alternative and requires
Owner approval.

Temperature application limit for Class 150 piping system shall be


limited to 400F (204C).

Flanged connections with raised face configuration shall be used up to


Class 600 rating with temperature limited to 400F (204C).

Stainless steel piping materials type 304/304L and 316/316L shall be


specified with dual stamping (dual grade).

The minimum pipe wall thickness for NPS 2 and smaller shall be
Schedule 80(XS).

Joint efficiency for pipes other than seamless (JE=1.0) shall be clearly
identified and indicated in the piping material line class documents.

Stress relief requirements for fabrication welds and for pipe


manufactured with longitudinal weld seams shall be determined in
accordance with the post weld heat treatment (PWHT) requirements
of the applicable piping code (ASME B31.3 or ASME B31.1) and in
consideration of service-related stress relief requirements.

Pipes and fittings specified as galvanized shall be hot dipped


galvanized in accordance with ASTM A123. Galvanized pipes and
fittings shall not be used in hydrocarbon service.

Threaded galvanized piping 11/2 inch and smaller shall have Teflon
paste-slick stuff #4 thread lubricant applied at all threaded joints to
minimize corrosion.

All galvanizing damaged during pipe wrench tightening shall be

FITTINGS

Mechanical compression (LOKRING) fittings shall only be used in


utility, lube oil and seal oil services for line sizes not exceeding 3
inches and pipe wall schedules not greater than Schedule 80.
Acceptable utility services include air, water, nitrogen, steam, and
condensate.

The following restrictions apply to mechanical compression fittings:


a. Mechanical compression fittings in steam service shall be limited to
450 psig (3103 kPa) at a saturated temperature of 460F (238C).
b. Lube and seal oil shall be limited to pressures up to 1500 psig
(10,342 kPa).
c. Mechanical compression fittings shall never be used in process
service requiring PWHT of welds for service.
d. The use of mechanical compression fittings in hydrocarbon service
shall require Company approval on a case-by-case basis.
e. Mechanical compression fittings shall not be used in low chrome
alloy piping.

All spiral wound gaskets, regardless of size, shall be equipped with


inner rings.
a. Outer rings shall be provided for self-centering purpose.
b. Inhibited graphite with 316L standard winding material shall be
specified for design temperature in excess of 600F (315C).

3.12

Gasket design and specification shall be per ASME B 16.20 and ASME
B 16.21. Final decision on gasket application may be revised/upgraded
pending project/operation input.

FLANGES, BLINDS AND SPACERS

3.12.1 Bolting
A193 B7M and A194 2HM shall also mandatorily be used for carbon steel
at low temperature service (below - 29C).
3.12.2 Pressure/Temperature Ratings
1. Pressure/temperature ratings of flanged components in sizes NPS 3/4
through NPS 18 shall be based on ASME B16.5.
2. Pressure is indicated in psig (kPag) with temperature in degrees
Fahrenheit (Celsius), unless otherwise specified in the individual piping
material line class.

3. In piping line classes where valves with soft (resilient) seats are
applied, design limits shall be adapted in order to cope with pressuretemperature ratings capability as defined in the applicable valve standard
or valve description.
3.12.3 Hydro test Pressures
1. The Hydro test @ Ambient listed in each line class is the maximum
allowable hydro test pressure that is limited by a piping component.
2. Each line class specifies the piping component that limits the maximum
hydro test pressure.
3. Company preference is to test piping systems to the maximum
pressure that is limited to the piping component. When including existing
systems in hydro test, measure actual wall thickness and evaluation
existing system components to determine limiting factor in hydro test
pressure.
4. In no case shall the hydro test pressure be less than the minimum
required in paragraph 345.5 for ASME B31.3 and paragraph 137.4 for
ASME B31.1 systems.
5. The minimum hydro test pressure for ASME B31.3 systems shall be
adjusted when design temperatures are above test temperatures per
paragraph 345.4.2(b). For high temperature systems, the minimum
required hydro test pressure could cause hoop stresses or longitudinal
stresses in excess of the material yield strength. The pressure must be
reduced so as to not exceed yield strength.
