2. Introduction
2.1 General
Rashtrapati Bhavan is one one of the six prestigious buildings selected by Ministry of Power for implementation of energy
efficiency measures under performance contracting.It is a prestigious monument covered under Indian heritage preservation
programme.Its contract demand as per the bill is 671 KVA ,which is supplied by NDMC(New Delhi Municipal Corporation).The average
total monthly consumption of Rashtrapati Bhavan based on typical monthly bill is about 5 lacs units.,
The block housing the cabinet secretariat office is excluded from the President house administration ,but its electrical
maintenance is being looked by the CPWD deptt. of Rashtrapati Bhavan.
Earlier a DPR was prepared for energy savings in the Rashtrapati Bhavan ,excluding this cabinet secretariat block. The
recommendations of the DPR are under process for implementation. As such it was felt necessary to carry out the energy audit of the
block also so that the energy efficiency could be improved simultaneously in totality.
The block is occupied by about 200 employees, which mainly include cabinet secretary, JS, DS, US & their supporting staff.

2.2 Energy Sources


Electricity is the only source of energy used at the cabinet secretariat block.

2.3 Electricity Supply


There are two nos. of main LT distribution boards mounted in the substation rooms located at the basement & the first floor.
Each of them receives two Nos, (400 A & 200A) of feeders from the main substation situated in the basement of the president house
,along with manual change over facility at the receiving end.

2.4 Audit Objective & Scope


The broad objective of the Investment Grade Energy Audit is to review the present energy consumption scenario, monitoring and
analysis of the use of energy and explore the energy conservation options at cabinet secretariat block including submission of a
detailed project report containing recommendations for improving energy efficiency with the cost benefit analysis and technical
specifications for any retrofit options with the list of suppliers/ manufacturers of energy efficient technologies. The scope covers
Electrical distribution system, lighting system, HVAC system, Energy monitoring and Accounting system, Cost benefit analysis of each
ENCON options etc.
As there are no boilers/thermal fluid heaters ,DG sets ,transformers ,motors ,pumps and central air conditioning system at
cabinet secretariat block and hence these have not been covered in this DPR.

2.5 Energy audit Team


Following people from M/S Pranat Engineers Pvt. Ltd. had participated in the energy audit conducted from 25 th to 31stMay
2010 . After completion of field audit, it has taken two weeks in analyzing the data & in preparation of this DPR:

2.6 Major Energy Use and Areas


Major energy consumption at cabinet secretariat block is for lighting, localized air conditioning, computer system, canteen
equipments and for miscellaneous load like heaters,fans, water coolers, refrigerators, photocopiers, fax machines, lifts, desert coolers
etc. The load distribution on the major load centers is mentioned at clause 4 of this report .

3.0 Audit Activity and Analysis


The Investment Grade Energy Audit was carried out at cabinet secretariat block wherein present energy consumption scenario,
monitoring and analysis of the use of energy was done and various energy conservation options were explored as mentioned at chapter
5 & 7 and a no. of recommendations have been made based on the audit results.
This chapter gives the details of the methodology used for carrying out energy audit, audit activities carried out and analysis of the
results as mentioned below:

3.1 Methodology Adopted for Carrying out Energy Audit


Investment Grade Energy audit was carried out in three phases as shown below:

a. Pre-Audit Phase:
This was done on 25th May 2010 in which the audit schedule was planned and brief discussions were held with senior
management officials and officers at working level. A walk through audit was also conducted. The main purpose of this audit
phase was to get familiarized with office

activities, get first hand information and assess the current level operation and

practices.

b. Audit Phase:

In this phase, field studies were made using audit instruments wherein primary data were collected, various load surveys were
carried out and detailed trials were conducted. This phase was carried out from 25 th to 31st May 2010. After completing field
activities, data were analyzed, Energy Conservations Opportunities (ENCON) was identified, cost benefit analysis was done and
this Detailed Project Report (DPR) has been prepared.

c. Post Audit Phase:


This phase will be carried out to guide in implementation of the ENCON recommendations furnished in this report whenever
asked by their officials.
For the purpose of data and information collection, audit team had used several energy audit instruments as mentioned at
page no. 79 of this report, took readings from various log sheets being maintained at various sections operating staff, & had
discussions with the maintenance personnel.

3.2 Present Electrical Distribution


The substation located on the first floor receives 2 nos.of incomer cable feeder each of 400A rating in a manual change
over panel ,from where the feed goes to the LT board having four nos. of outgoing feeders to computer room & main panel on
the second floor and pantry room each of 100A rating.One DB is installed in the Sub Station room itself.
Similarly in the basement sub-station ,2 Nos. of cable feeders each of 100 A (new & old) are coming to the change over panel
from substation no.1(switch no.34) & substation switch no.20.
In addition to this two more cables are coming from the substation to bathroom panel & canteen.
Also both the lifts are being fed directly from the sub-station through separate cables.

3.3

ELECTRICAL DISTRIBUTION SYSTEM ANALYSIS AND POWER

3.3.1 Existing System


During energy audit, it was observed that different cables are coming from main power station of Rashtrapati
Bhawan. There is no specific sub- station or transformer for cabinet secretariat for direct supply from SEB/NDMC.
Total six cables are coming from main feeders of Rashtrapati Bhawan in different sections to meet the power
requirement of cabinet secretariat i.e. 240 sq.mm.x 3.5 core x 100 m cable for basement and ground floor from main feeder No.20,
240 sq.mm.x 3.5 core x 100 m cable for first floor and second floor from main feeder No. 34, 185 sq.mm.x 3.5 core x 110m cable for
meeting air-conditioning load of near by Bath room areas, 185 sq.mm.x 3.5 core x 100 m cable for canteen at Basement from feeder
No. 46, 185 sq.mm.x 3.5 core x 100 m cable for first floor AC from feeder No. 14B, and two cables are going for two separate lifts
from feeder no. 7 & 7B.
3.3.2 BILLING STATUS
No separate electricity bills are available for secretariat so it is difficult to find out the exact details of power consumption. During
audit, we have measured the loads of all the feeders coming to secretariat and estimate the monthly power consumption. The details
are as follows:

= 73 x 9 x 22

= 14,454 units

3.3.3 ENERGY CONSUMPTION MONITORING

The main substation people have started recording secretariat readings by installing separate energy meters. But the
meters were not available on canteen and lifts. The last three months readings are as follows:
1. Basement + G. Floor

= 21,513 units

2. First + second floor

= 25,907 units

3. Bath Room Panel

= 15,672 units

4. Canteen

= 23,760 units estimated

5. First floor AC panel

= 53,133 units

6. Lifts (Avg.)

= 14,850 units estimated

Total units for three months = 1,54,835 units

As per recording of power consumption by concerned people from main power house, we have collected last three months
i.e. March, April and May 2010 power consumption details of four main feeders and two feeders have no meter so we have estimated
the same as per measurement. The month wise units consumptions are as follows:

4. ANALYSIS OF OVERALL ELECTRICAL & POWER QUALITY PARAMETERS


At the time of energy audit, all the important electrical and power quality parameters were recorded i.e. frequency, voltage, current,
KW, power factor, harmonics in current and voltage (THDi & THDv), % unbalance in voltage and current etc. During study all the data
were recorded at main feeders and along with the wave forms. The details of data recording and wave forms are enclosed with this
chapter. The details of analysis are as follows:
4.1 Basement & G.Floor Feeder:
The voltage level was quite on higher side i.e. 433 V and subsequent single Phase voltage was 250V. current was varying in the
range of 109- 128 A in R- Phase, 184-208 A in Y- Phase and 123- 142 A in B phase. Phase to Phase current unbalancing was quite on
higher side i.e. around 35%. Total load in KW was varying in the range of 92 105 Kw. Power factor was maintained around 0.87. The

harmonics in current (THDi) was in the range of 6.3 8.9% and in voltage it was 1.8 2.4% and they are within the limit. The details of
recording are enclosed.
4.2 First Floor & Second Floor:
The voltage level was quite on higher side i.e. 430 V and subsequent single Phase voltage was 248 V.Current was varying in the
range of 80- 92 A in R- Phase, 87-89 A in Y- Phase and 126- 138 A in B phase. Phase to Phase current unbalancing was quite on higher
side i.e. around 30%. Total load in KW was varying in the range of 68 73 Kw. Power factor was maintained around 0.93. The harmonics
in current (THDi) was in the range of 13 17% and in voltage it was 1.5 1.9% current harmonics were on higher side and requires
filtration. The details of recording are enclosed.
4.3 Bath Room Panel:
The voltage level was quite on higher side i.e. 435 V and subsequent single Phase voltage was 251 V. current was varying in
the range of 41.5 A in R- Phase, 26 A in Y- Phase and 63 A in B phase. Phase to Phase current unbalancing was quite on higher side
i.e. around 45%. Total load in KW was around 27.5 Kw. Power factor was maintained around 0.78 in R-Phase, 0.88 in Y-Phase and
0.86 in B- Phase. The harmonics in current (THDi) was in the range of 7.2 12% and in voltage it was 2.1 2.4% current harmonics
were on higher side and requires filtration. The details of recording are enclosed.

4.4 Canteen:
The voltage level was quite on higher side i.e. 435 V and subsequent single Phase voltage was 251 V. Current was varying in the
range of 56- 80 A in R- Phase, 41-58 A in Y- Phase and 34- 55 A in B phase. Phase to Phase current unbalancing was quite on higher side
i.e. around 25% ( 11-32%). Total load in KW was varying in the range of 30 41 Kw. Power factor was maintained around 0.85-0.90. The
harmonics in current (THDi) was in the range of 6.2 11.7% and in voltage it was around 2.2 % .Current harmonics were on higher side
and requires filtration. The details of recording are enclosed.
4.5 First Floor AC panel:
The voltage level was quite on higher side i.e. 428 V and subsequent single Phase voltage was 247 V. Current was varying in the
range of 105 A in R- Phase, 86 A in Y- Phase and 63 A in B phase. Phase to Phase current unbalancing was quite on higher side i.e.
around 25%. Total load in KW was maintained around 54 KW. Power factor was maintained around 0.82- 0.90. The harmonics in current

(THDi) was in the range of 8.2-13.7% and in voltage it was 2.1 2.2 %.Current harmonics were on higher side and requires filtration. The
details of recording are enclosed.
4.6 Bigger New Lift:
The voltage level was quite on higher side i.e. 430 V. current was varying in the range of 0-21. Phase to Phase current unbalancing
was quite on higher side i.e. around 40- 150%. Total load in KW was varying in the range of 0.8 -10 Kw. Power factor was Varying in the
range of 0.20 - 0.78. The harmonics in current (THDi) was in the range of 30 120 % and in voltage it was 1.9 13.0 % current
harmonics were quite on higher side due to frequent operation and jerking load and requires filteration. The details of recording are
enclosed.
4.7 Solar water heater:
Based on 500 liter/day consumption of hot water for canteen , the replaced solar geyser of this capacity will result in the
the electricity savings of 5592 units or Rs. 0.28 lac/yr. as compared to the present electrical one as per details given
below500 lts x 1 x (60-20 ) = 20,000 kcal/hr or 23.3 kw/day.
Savings: 23.3 x 240 days = 5,592 units or Rs. 33552/Installation cost @ Rs.200/- per liter
For 500 liter will be = Rs. 1.00 lacs
Approx pay back period = 3.0 yrs.
4.8 Power saving in Kitchen by optimizing freezer operation:
It was noticed that the freezer in the kitchen runs for all the 24 hrs. independent of the fact that whether it is loaded or
empty. In day time normally it remains empty and run idle so it should stop in day time 9.0 AM to 6.0 PM and in the night
when they keep the material then it should work otherwise it should be stopped even in the night. The expected saving in
day time is as follows:

4.9 Second option:


The canteen should have a small refrigerator of 300 liters for keeping the material. If material is not much then they can
use the small refrigerator and save lot of power. The saving is not quantified as the exact data of material is not available with us.

5.1 HARMONICS & UNBALANCING IN PHASE VOLTAGE/CURRENT


In any current network, flow of current depends upon the voltage applied and the
impedance (resistance to AC) provided by elements like resistances, reactance of
inductive and capacitive nature. As the value of impedance in these devices is constant,
they are called linear as the voltage and current relation is of linear in nature.
However, at Cabinet Secretariat Block various devices like computers, UPSs, air
conditioners, fax machines, photocopiers, printers etc. are being used extensively and
all these devices draw non-sinusoidal currents and cause distortion in voltage and
current waveforms leading to Harmonics.
Harmonics occurs as spikes at intervals which are multiples of the mains (supply)
frequency and these distort the pure sine wave form of the supply voltage and current.
These can be measured with the help of advanced electrical measuring instruments.
Similarly, voltage and current unbalance amongst three phases of electrical
supply can lead to several problems. A detailed power quality analysis including
harmonics, voltage and current unbalance, power factor etc. of many electrical
appliances and at many feeders was carried out during the course of energy audit using
a latest power load analyzer which had capabilities data logging as well as giving the
trends in graphical form for almost all the feeders.
Many problems can arise from harmonic currents in a power system. Some
problems are easy to detect whereas others exist and persist because harmonics are
not suspected. These include over-heating of neutral conductors /motors /transformers /
switch gears, voltage drop, low power factor, reduced capacities, capacitor failure,
circuit breaker tripping, fuses blowing with no apparent reason etc. These problems lead
to increased electricity bill besides being operational and maintenance concerns.
Harmonics can be suppressed using Tuned Harmonic Filters which consist of a
capacitor bank and reactor in series by providing low impedance path for harmonic

component. The Harmonic filters connected suitably near the equipment generating
harmonics help to reduce Total Harmonic Distortion to acceptable limits

5.2 Lighting System


Lighting is an essential service at all the building complexes. The power consumption at
Cabinet secretariat block for lighting is varying around 12.5% of the total power
consumption. Innovation and continuous improvement in the field of lighting has given
tremendous energy saving opportunities in this area. A comprehensive light load survey
was carried out, the details of which have been included in this DPR.

5.3 Use of LED based lighting


A light emitting diode (LED) is a semiconductor diode that emits light when an
electrical current is applied in the forward direction of the device, as the simple LED
circuit. The effect is a form of electro lumens where incoherent and narrow-spectrum
light is emitted from the p-n junction.
LEDs are widely used as indication lights (traffic lights) on electronic devices and
increasingly in higher power applications such as flashlights and area lighting. With the
advancement of technology in recent past now LEDs available in the market have
luminous efficiency in the range of 60 to 150 lumens per watt. LEDs have advantage of
long life between 50,000 to 1,00,000 burning hours against 1000 hours for incandescent
(filament) lamps. They produce low heat radiation and have more vibration and impact
resistance.
The use of LED lights is particularly useful in areas where de-lamping cost is
very high, i.e. tunnel lighting, high bay fitting and street light at remote places. LED is
particularly very useful for faade lighting as it has option of multi color effect and
dimmable features. LEDs are very useful in signage and displays. The lower power
consumption of the LED light will help in reducing global warming.

6.0 Heating, Ventilation & Air Conditioning System (HVAC System)


6.1 Existing Scenario
a) At cabinet secretariat office block there is no centrally air conditioning plant or
package chillers. There are about 90 nos. of

window/split air conditioners, mostly of

1/1.5 TR. Constant air volume (CAV) type & being old, most of them are inefficient and
drawing avg. power of around 1.68 KW/TR.
b) Daikin make VRV III outdoor type air conditioners with cooling capacity of 14.2 KW &
heating 12.9 KW have been installed to cater the requirements of conference room,
telephone exchange & one room in the basement.
c) Two units of outdoor Digital scroll type VRF air-conditioners (Voltas make, 25.2 KW
cooling & 27 KW heating) have also been installed for Lady Telephone Exchange feeding
to 6 nos. of wall mounted indoor evaporators.
d) For canteen having freezer chamber (maintaining 4 degree C & deep freezer (under
shutdown) for keeping eatable materials and most of the time run without material or
very few material in the basement, chiller a/c system is provided separately for human
comfort.
e) For the exclusive cooling & heating of the committee room on the first floor, AHU
type a/c of 2 X 8.5 TR (one standby) has been installed on the same floor.
In order to achieve energy saving on account of air-conditioning , it is proposed to
replace the existing window/split A/C with the equivalent VRV /VRF air-conditioning
system for the ground , first & second floor for an area of about 10127 Sq. ft.
Ground floor

: 2776 sq.ft

First Floor

: 4045 sq.ft.

Second floor

: 3306 sq.ft.

The total installed capacity of window/split CAV type a/cs on the ground, first & second
floor is about 80TR as per details below for a area of 10,127 sq. ft.

6.2 PROPOSED SCHEME


It is proposed to replace the CAV A/C units of ground , first & second floor with a
VRV /VRF system of suitable capacity.
Considering 0.6 TR / 100 Sq. Ft. area as per table 5.1 of BEE s best practices
manual (HVAC-2006) for the load estimation, the cooling load for 10,127 Sq. ft. works
out to be 60 TR. Thus existing installed capacity of 80 TR is unduly high.
The cost of replacement of the existing A/c units on one to one basis with star
labelled energy efficient ones @Rs.25000 / TR for 80 TR works out to Rs. 20 lacs.

6.3 VRV/VRF SYSTEM


VRF (variable refrigerant flow) systems, also known as VRV (variable refrigerant
volume-trade name of Daikin), are the new generation in intelligent energy efficient air
conditioning. As the cooling load for comfort air conditioning varies throughout the year
and the installed capacity caters for the highest load under the worst conditions. Since
the highest load occurs only during a small period, the plant runs under loaded during
most of the year resulting in low efficiencies. VRF system addresses this issue by
modulating the compressors to control the rate of refrigerant flow as per the cooling load
indicated by the inside temperature. The system comprises of outdoor condensing units
& indoor evaporating units. The outdoor type of condensing units consists of multiple
sets of compressors and air cooled condensers with modulated fan speeds as per
outside weather. Water cooled VRF systems are also available, but not recommended
because of space constraint. The multiple compressors are staged in operation as per
the cooling load requirement .One out door unit can feed many indoor units & an
intelligent energy cum functional management system makes sure that the functional
and energy performances are optimal at all times.
Energy efficiency, design flexibility ,quiet operation and the ability to empower
individual users to control temperature in their own areas are main distinguishing
features of VRF .The centralized monitoring /control over the entire system from a
single location or via the web makes VRF O&M friendly and adds further value to VRF
systems.

7. Energy Monitoring and Accounting System


Energy monitoring and accounting system has a very important role in saving
energy because until and unless it is regularly monitored & properly accounted through
a system, required action to save it cannot be taken. For this, required no. and types of
energy instruments should be installed at all the required location since someone has
rightly said that If you cannot measure it, you cannot improve it.
It was observed that before Feb10, no energy meters were installed to monitor
the consumption exclusively in the cabinet secretariat office block .Now since then
Energy meters have been installed only on feeder No. 20, 33 & 54 going to the block
from the main substation situated in the basement of the president house & readings
are logged on daily basis. As such presently the block is not covered completely to
monitor the energy consumption.
There are no sub-meters installed at each floor and hence, it is very difficult to control
the energy consumption at each load centre.

7.1 Other recommendations:


Following recommendations are made to have an effective Energy Monitoring
and Accounting System at cabinet secretariat office block:
a. Each of the use feeder/ floor should have a three phase energy meter and its
reading should be monitored every day /month, specially for load intensive
areas like canteen & conference rooms. In case, any energy wastage is
observed at a particular floor/department, then the concerned in-charge should
be given target for reducing the electricity consumption. Similarly, there should
be a separate energy meter for exterior lighting system to monitor and control its
energy consumption.

b. An Energy Management System under energy committee (to be formed &


coordinated by the designate energy manager of the building) should be
installed. Under this system, a team comprising members from each of the dept.
should be constituted. One senior and competent person (preferably from
electrical maintenance) should be member secretary for the team. It would be
responsibility of the team to save energy and take required action on all energy
related issues. The team should meet at least once in a month.
c. It is also suggested that as a long term measure feasibility study be carried out
to have a spacious indoor/outdoor substation exclusively for cabinet secretariat
block with LT switchgear to receive two main feeders from the substation &
outgoing feeders dedicated to each floor from where further distribution can be
planned systematically for each room.
d. From the power measurement (refer clause 4), it is observed that the voltages at
the receiving end in the cabinet secretariat block are on higher side i.e. 430-437
V. The rated voltage for motive load should be maintained around 415 V and for
lighting it should be maintained around 380-385 V. It is suggested that lighting
panels be installed after detailed study to separately identify the lighting load
for controlling the voltages with the help of lighting transformers/stabilizers as it
will also result in the saving of the energy approximate worth of Rs.1.0 lac per
annum in lighting only. Motive load voltage reduction from Avg. 435 volt to 415
volt can be achieved by adjusting the tap setting on transformers and for lighting
separate circuit should be there and use voltage stabilizer to maintain 380-385
volts.
e. In the bathroom panel, the unbalancing of the phase currents is found to be very
high i.e. around 45% & low power factor (0.78), which needs to be corrected by
redistributing the load equally on each phase.
f. In the first & second floor, the current harmonics are found to be on higher side
(13-17%). Filtration is recommended for mitigating the same.

7.2 MISCELLANEOUS

7.2.1 Maintenance Practices


Maintenance at cabinet secretariat block is taken care of by CPWD. Mintenance
needs improvement at the building with the installation of a proper Preventive
Maintenance Schedule.
7.2.2 Replacement Policies
There is no formal replacement policy at this building and various items are
replaced as when required following the conventional practices, which needs to be
rationalized & revised for implementation.
7.2.3 Use of Solar Energy
Solar energy is the most readily available and free source of energy since
prehistoric times. It is estimated that solar energy equivalent to 15,000 times the worlds
annual commercial energy consumption reaches earth every year.
Solar energy can be utilized through two different routes, as solar thermic route
and solar electric (photovoltaic) route. Solar thermal route uses the suns heat to
produce hot water or air to cook food, drying material etc., whereas solar photovoltaic
route uses suns heat to produce electricity for lighting home and buildings, running
pumps, motors, electric appliances etc.
There is requirement for hot water at canteen at the basement as well as for
several pantries and accordingly, solar water heaters have been suggested at clause
no. 4.7 of this DPR.

7.2.4 Office Equipments


A no. of office equipments are being used at various rooms of the secretariat
blocks. These include photocopiers, fax machines, computer systems, printers etc. Out

of these, computers are in use in very large numbers and hence, a comparative study
has been placed below for use of TFT v/s CRT monitors for the computers.
Use of TFT (LCD) Monitors in place of old CRT Monitors
These days, TFT (LCD) computer monitors are readily available in the market and they
offer a number of advantages as compared to old CRT monitors. These are as under:
a. They occupy lesser area
b. More warranty
c. Less heat dissipation and therefore lesser load on air conditioning system
d. Bigger screen size
e. Consume lesser energy
The energy savings by using TFT monitors in place CRT monitors can be calculated as
under :
(i) Difference between electricity consumption of the two monitors

= 40 watts 17 watts
= 23 watts

(ii) Average running of monitor/year

= 8 hrs/day X 250

days/year
= 2000 hrs/year
(iii) Average saving in electricity consumption
units

= 23 X 2000/1000
= 46 units

(iv) Difference between heat dissipation of two types of monitors

= 50 btu/hr

(v) Annual saving in terms of reduction in air conditioning load

= 50 X 2000 btu
= 50 X 2000/3412
= 29.3 units

(vi) Annual Cost Savings @ Rs.5.60/- per unit

= Rs. (46 + 29.3) X5.60


= Rs. 422/-

The investment required for each of the TFT monitor is app. Rs. 7,500/- and
accordingly, the payback period comes to around 17.8 years. However, based on
several other advantages of using TFT monitors as mentioned above, one may still take
the decision to replace CRT monitors with TFT monitors.
