ThefollowinginformationpertainstotheimplementationofExecutiveOrder665andthepoliciesand
practicessurroundingitatSanJosStateUniversityforstudentsenteringtheUniversityinthefallof
2015.
Executive Order (EO) 665 is a policy passed by the California State University (CSU) Board of
Trusteesdealingwithstudentswhoarenotpreparedtotakecollegelevelmathorwritingcourses
whentheyareadmittedtooneofthe23campusesoftheCSU.Thispolicyhasbeenineffectatall
campusessince1998.UnderEO665,allstudentswhoenteraCSUcampusarerequiredtotakethe
EntryLevelMath(ELM)andtheEnglishPlacementTest(EPT)unlesstheyareexemptfromthem.
Thesetests,ifrequired,mustbetakenandtheresultsmustbeknownbeforeastudentcanregister
foranyclasses.
WhileeachcampusintheCSUhasitsownprograms,allmustadheretotheregulationsofEO665.The
followingisaguidetohowthiswillimpactyouatSJSU.
EarlyStartRequirement
Completion of an Early Start requirement in the summer of 2015 is mandatory for students with
conditionalexemptionsfromtheELMorEPTaswellasthosewhoscorelowerthan50ontheELMor
lowerthan147ontheEPT.Theonlyexceptionstothisrequirementare:

WhenyouattendFroshOrientation,youwillbeplacedintomathand/orwritingclassesforfallbasedon
yourELM/EPTstatusatthattime.IfyourstatuschangesuponcompletionofEarlyStart,youwillhave
theopportunitytochangeyourenrollment.
EarlyStartallowsstudentstobeginworkingtowardscollegereadinessinthesummerpriortotheir
freshmanyearandisintendedtohelpthemcompletetheirremedialclassrequirementswithintheone
yearlimit. Whilesomecourseswillallowstudentstoadvancetheirplacement,mostEarlyStartcourses
areaoneunitcoursethatisonlymeanttobeanintroductiontotherequirementandwillnotchange
yourfallplacement.
FailuretocompleteyourEarlyStartrequirementbyAugust7,2015willresultinyoubeingplaced
onAdministrativeAcademicProbationinthefall.Ifyouareonprobationanddonotpassanyremedial
courseinthefall,youwillbeplacedonAdministrativeAcademicDisqualificationandwillneedto
reapplytotheuniversitywhenyouareajunior.

ServiceIndicators
Untilyouhavecompletedyourremedialrequirements,youwillseeoneormoreserviceindicatorson
yourrecords. Although theyare listed underholds,the ELM andEPT serviceindicators willnot
preventyoufromregisteringforclasses.Theymerelyidentifyyouasneedingtobeenrolledinoneor
moreremedialcoursesandwillberemovedoncetherequirementhasbeencompleted.

TimeLimitforCompletingDevelopmentalCourses
Ifyouareanewlowerdivisionstudentwhohasbeenplacedintooneormoreremedialcourses,you
mustcompletetherequirementwithinoneyearofenrollingatSJSU. IfyoureceiveagradeofNo
Credit(NC)inanydevelopmentalmathorwritingcourseduringyourfirstsemester,youcannotretake
thatrequirementatSJSU.
YouwillbeabletoenrollforasecondsemesteratSJSU,butmustcompleteyourremedialrequirement
atacommunitycollegethroughconcurrentenrollment. Forthisreason,aswellastheimportanceof
makingacademicprogress,studentsarecautionedtomakepassingtheirremedialcoursestheirhighest
priority.
RegisteringforClasses
Ifyouarenotexempt,youmusttaketheEPTandELMexamandhavetheresultsofthesetestsonfile
withSJSUnolaterthanMay29.Ifyourscoreoneitheroneorbothofthesetestsisdeterminedtobe
lowerthanthescorerequiredtoentercollegelevelmathandEnglishclasses,placementintoaprogram
ofremediationismandatoryandisaconditionofyourenrollmentinanyotherclasses.Yourscoreson
theELMand/orEPTwilldeterminewhatcoursesyouneedtotake.
Whenyouregisterforclasses,youmustincluderegistrationintherequiredremedialcoursesinorderto
remainenrolledinotherclasses.Ifyouarenotregisteredinanopensectionofarequiredremedial
course at the end of advance registration, all classes you registered for will be dropped. In
addition,ifyoufailtoattendtheseclasseswhenthesemesterbegins,youwillbedroppedfromthemand
this will cause all of your classes to be dropped. You will then have to try to add classes with
permissionfromtheinstructorsonceyouareenrolledintherequiredcourse.Yourspaceinclassesthat
weredroppedwillnotbesavedforyou.
Students who have not yet satisfied the developmental math and/or writing requirement are
restrictedtoregisteringforonlyclassesonthelistofApprovedCoursesforremedialstudents.
They are not allowed to register for more than 14 units and may not enroll in any course
numbered100orhigherforanyreason.
Consult the list of approved course posted on the Developmental Studies Web Page. The first list
containscoursesapprovedforanyremedialstudent.Followingthat,thereisalistofadditionalcourses
allowed for students who have completed the EPT but not the ELM requirement. The last list is
additionalcoursesallowedforstudentswhohavecompletedtheELMbutnottheEPTrequirement.
SpaceLimitations
Ifyouarerequiredtoenrollinaremedialcourseandfailtodosoinatimelymanner,itcouldresultin
nospacebeingavailableintherequiredclass.Ifthereisspaceinanysectionoftherequiredcourse,
youwillberesponsibleformakingadjustmentstoyourscheduletoaccommodatethatsection.
Ifallsectionsarefull,youmustplaceyournameonawaitlistforatleastonesectionbeforetheendof
advanceregistration. Ifyoudothis,yourclasseswillnotbedropped.But,youwillneedtoseethe

DirectorofDevelopmentalStudiesinClarkHall137regardingenrollmentduringthefirsttwodaysof
thesemester.Donotgototheclassforapermissionnumber.
Youwillberequiredtotakeanyopenseatatthattime,evenifitmeansdroppinganotherclass. You
willonlybeallowedtoremainenrolledinotherclasseswithoutbeinginyourremedialcourseifallof
theclasssectionsarefull. Iftherearenoopensections,youwillbeplacedonawaitlistandwillbe
notifiedifaseatopensup.Ifyouwaituntilafterthefirstweekofclassestocheckin,youwillnotbe
allowedtoremainenrolledinanyclasses.
Ifyouarenotenrolledinarequiredremedialcourseafterthefirstweekofclassesandhavenotseenthe
DirectorofDevelopmentalStudiestobeplacedonawaitlist,youwillbedisenrolledfromallclasses.
Youarealsosubjecttodisenrollmentforfailuretoattendaremedialcourseinwhichyouareenrolled.
SecondSemesterEnrollment
StudentsrequiringtwosemestersofremediationinmathorEnglishshouldenrollinthesecondsemester
coursewhentheirregistrationappointmenttimehasarrived. Whenfinalgradesareknown,students
whoreceiveNoCreditforthefirstsemestercoursewillbedroppedfromthesecondsemestercourse.
SJSUhasa norepeat policyforremedialcourses. IfastudentreceivesNoCreditinanyremedial
course,it cannotberetaken atSanJosState. Contact theDirectorofDevelopmental Studies for
optionsforcompletingtherequirement.
ThirdSemesterEnrollment
Ifyouhavenotcompletedyourdevelopmentalmathorwritingrequirementattheendofyoursecond
semester, youwill notbeable toregister forany subsequent terms until youprovide prooftothe
DirectorofDevelopmentalStudiesthatyouareenrolledinacoursethatwillcompletetherequirement
priortothebeginningofthenextterm.Allgradesforthesemustbesubmittedpriortothefirstdayof
classesinthefollowingterm. FailuretopassthatcoursewithaCorbetterorfailuretoreportyour
gradebythefirstdayofinstructionwillresultinyourdisenrollment.
RetakingtheELM
TheEPTmaynotberetaken.However,theELMmayberetakentotryandimproveyourplacement.
If you retake the ELM and receive a score of 50 or higher, you must contact the Director of
DevelopmentalStudiesinordertohaveyourELMstatuscleared. Ifthisisdoneafterclasseshave
begunandbeforegradesforthecurrentsemesterarereported,youwillreceiveagradeofCreditfor
yourcurrentcourseandwillbeexcusedfromfurtherattendance. IfyouretaketheELMandscore
below50,itwillnotaffectyourplacementonceclassesbegin.
AdministrativeDisqualification
StudentswhoaresubjecttoEO665havealimitedamountoftimetocompleteanyrequiredremediation
andbeeligibleforcollegelevelwork.IfyoudonotcompleteitbytheendofyourfirstyearatSJSU,
youwillbedisenrolledandautomaticallyplacedonaoneyearleaveofabsence.Duringtheleaveof
absence,astudentwillhavetoattendacommunitycollegetocompleteEnglish1Aand/orIntermediate

AlgebrawithaCorbetterbeforereturningtoSJSU.Studentswhodonotcompletetheirrequirements
withinoneyearfollowingdisenrollmentwillhavetoreapplyforadmissiontotheUniversityoncethey
haveattainedjuniorstatus.
Studentswhohavenotcompletedtheirdevelopmentalrequirementsattheendoftheirfirstsemesterand
whochoosenottoenrollinanycoursesatSJSUduringtheirsecondsemesterwillbeplacedonaone
yearleaveofabsencefollowingtheirfirstsemester.
NOTE:
Studentswhoareacademicallydisqualifiedwhendisenrolledfornoncompletionofremediationarenot
eligibleforaleaveofabsence.ThesestudentsneedtoreapplyforadmissiontotheUniversityinthe
nextavailable admissioncycle. SJSUdoesnotacceptlowerdivisiontransfers. Therefore,these
studentswillneedtoreapplyasajunior.
Upondisqualification,astudentmaynotregisterforclassesatSJSUthroughOpenUniversityunlessthe
GEEnglish(areaA2)andGEMath(areaB4)requirementshavebeenmet.

Exceptionstotheadministrativeacademicdisqualificationpolicy
Certainstudentsmayqualifyforanextensiontotheoneyeartimelimitforcompletionoftheirrequired
developmentalcourses.However,theywillneedtocompletetherequirementatacommunitycollege.
Extensionstothetimelimitwillonlybegrantedbasedonthefollowingcriteria:

Students identified by the Accessible Education Center will be granted extended time as
requestedbythatoffice.

2.

StudentswhohaveresidedintheUnitedStatesforlessthan8yearsandhavenotcompletedtheir
EPTrequirementwithintheallowedtimemustprovideproofoftheirentrydatetotheDirectorof
DevelopmentalStudiesinClarkHallroom137.Thesestudentswillthenbegivenaonesemester
extensiontothetheirdevelopmentalwritingtimelimit.

Studentswhoareonawaitlistattheendofthefirstweekofclassesforacourseinwhichall
sectionsarefullwillbegrantedoneadditionalterminwhichtotakeandcompletethatcourse.
NOTE:Waitlistsfromadvanceregistrationarepurgedonthefirstdayofclasses.Tobeeligible
foranextension,youmustgotoClarkHall137tobeplacedonawaitlistduringthefirst
weekofclasses.

Studentswillnotbeeligibleforanextensionunlesstheyhavemaintainedconsistentattendancein
theirremedialcourses. Forexample,LLDstudentsbarredfromsubmissionoftheirportfolioand
developmentalmathstudentswhohavefailedtotakeoneormoreoftherequiredexamsatleastonce
willnotbeeligibleforanextension.

Reinstatement
Studentswhohavebeenplacedonaleaveofabsencefornoncompletionofaremedialrequirement,and
whocompletetherequirementwithintheoneyearleaveofabsence,mustsubmitproofofapassing
gradetotheDirectorofDevelopmentalStudiesbeforereinstatementcantakeplace.Ifcompletionof
the requirement takes place after the oneyear leave of absence has expired, the student will be
AdministrativelyDisqualifiedandmustreapplyforreadmissiontotheUniversity.
IfastudentisdisenrolledforfailuretocompletetheEPTrequirement,proofofagradeofC(notC)
orbetterinacourseequivalenttoEnglish1Aatanaccreditedcollegeisrequired.
IfastudentisdisenrolledforfailuretocompletetheELMrequirement,agradeofC(notC)orbetter
inIntermediateAlgebraoratransferableareaB4mathcourseisrequired.
Onlinecourseswillonlybeacceptedforcompletionofremedialrequirementsuponsubmissionof
documentationthatatleastoneexamorpaperiscompletedinaproctoredsetting.

Onceverificationofapassinggradehasbeensubmitted,astudentsstatuswillbeadjustedtoreflect
completionofremediation.Atthattime,thestudentwillbereinstated.Anofficialtranscriptmustalso
besenttoSJSU.IfthestudentsGPAatthattimeis2.00orgreater,itwillbeaclearreinstatement.
However,ifthestudentwasonprobationatthetimeofdisenrollment,thepolicythatappliestothe
studentsreinstatedonprobationwillstillapply.Thatis,thestudentmustearna2.00GPAorbetterin
everytermuntilingoodstanding.Consultationwithanacademicadvisorisrequireduponreadmission.
