dom use campaign as the ex-
clusive method to combat
HIV/AIDS but a part of the
three-point campaign to com-
bat HIV/AIDS known by the
acronym ABC – A for “absti-
nence from sex”, B for “be faith-
ful to your partner” and C for
“condom use”.
The free condoms were sup-
plied by DKT, a private mer-
chandising firm, to promote the
use of condom as effective de-
terrent to HIV-ADS.

the bright boy in the energy
department is doing. Even a

school can see the writing on
the wall of an impending
power crisis. It happened in
the 90’s where a crippling 12-
hour power outage sent the entire country reeling vertigi-
nously on its knees. We have been forewarned years ago of a
looming El Niño that will definitely dry up our dams. What
did Mr. Bright Boy do? He seems to be so pre-occupied with
plotting something than planning solutions to the crisis.

on someone to cover up for his ineptitude. Can you imagine
a genius in making up excuses is now concocting the grand-
mother of all alibis - blaming God for the dry spell? He told
his critics, with gall and temerity, that they should blame
God and not his department for the dry spell, which has put
out of service hydroelectric plants in Mindanao.
He may have said that in jest but no one’s laughing in-
cluding Sen. Francis Escudero who said “( Energy Sec. Angelo)

During an interview earlier, Reyes said that there was no
emergency because there is no power shortage but later on
announced that the President should be given emergency
powers to arrest the power crisis.
Reyes may have used up all his tricks that’s why he’s
dragging the President’s name to cover up for his incompe-
tence. Reyes changes his position on issues more often than
he changes his shirt and in his later caper he is blaming

What’s even more perplexing is the timing of the power
