Duties & responsibilities of Assistant Engineers of KSEB


(Common Duties)
Assistant Engineers in charge of a Section Office under Kerala State Electricity Board has to
exercise administrative and technical control over all activities coming under their section office
in order to ensure efficient functioning of the departmental activities in that office. Their
responsibilities shall include
1.

The Assistant Engineer shall be the head of the Section Offices.

2.

Manage and make the best use of all resources available to him.

3.

Ensure that his subordinates work efficiently and effectively

4.

Ensure the inspection of tools & plant, and equipment maintained by subordinates, measure
works, sign work bills and arrange payment in time to petty contractors if petty contract
works are arranged on cash payment basis.

5.

Arrange to send final materials statement and labour for minor works

6.

In case of theft of departmental property, inform police as well as higher authorities and
follow up the case

7.

In case of petitions especially regarding allegations against the staff under him, conduct
personal enquiry and report.

8.

In case of any accidents under his jurisdiction, follow the formalities as per relevant Act and
Board Orders

9.

In case of damages to property, report to police and higher authorities, prepare estimate and
assess damages, prepare site mahazars dully witnessed and arrange for the realization of the
amount.

10. Maintain and be in charge of tools and plant, vehicles and other equipments entrusted to him
in proper condition and Render accounts.
11. Arrange to prepare estimate to carry out repair of tools and carry out repairs to equipments
under his charge and requisition for materials required.
12. Procure essential materials required for work in his section based on delegation.
13. Arrange to Survey Report scarp and other unserviceable items in time.
14. Forwarding of claims and arrangement for disbursement of claims.

15. Carry out any other work that may be specially entrusted to him by his senior officer. In
addition to the above the following will be the duties and function of the Asst. Engineers of
respective sections.
16. Take possible steps for improving the technical and managerial knowledge, skill and attitude
of self and subordinates. Attend and depute personnel for training in consultation with the
training centres of KSEB.
17. The Assistant Engineer shall be bound by the store Accounting rules, revenue Accounting
Rules and any other rules issued by the board form time to time.
18. The Assistant Engineer shall adhere to the provisions contained in the Electricity Act 2003
and the supply code
19. Take all possible measures to ensure good public relation and customer satisfaction. The
Assistant Engineer shall behave politely and courteously with all concerned and take steps to
foster a customer friendly environment in his office.
20. Take measures to maintain the office neat & clean. Ensure good housekeeping.

A.

Distribution Section:
The Assistant Engineer of the Electrical Section office shall,
1)

Be the Head of the Electrical Section Office.

2)

Make the best use of all resources available to him.

3)

Ensure that his subordinates work efficiently and effectively.

4)

Maintain attendance register properly and ensure punctuality and availability of personnel.

5)

Ensure the preparation, technical soundness and correctness of all works to be carried out in his
Electrical Section Office.

6)

Sanction estimates based on delegation and obtain sanction from higher authorities.

7)

Ensure correctness of the requisition for materials prepared by his subordinates.

8)

Arrange for supplying materials available in the Section Stores to the field staff.

9)

Account materials drawn from stores, issued, taken back / unused according to accounting
procedures.

10)

Ensure that essential tools and materials required for construction works, break down and
maintenance is kept as per standard fixed by the Board.

11)

Arrange for survey of 11 KV line routes, lay out of distribution mains in new centers and major
line extension works and Get them finalized in consultation with the Assistant Executive
Engineer.

12)

Ensure that the work of subordinates and contractors conform to specifications, construction
standards and statutory provisions.

13)

Take steps for timely completion of works.

14)

Supervise energizing of HT line and equipment.

15)

Ensure supervision of power service connection and keep watch over the connected load

16)

Take meter readings of HT service once a month, prepare HT meter reading statement, forward
them to concerned authorities and ensure their billing.

17)

Arrange for inspection and replacement of faulty meters in time.

18)

Periodically inspect distributions system, ensure proper earthing of transformers, lighting


arresters etc. and prepare maintenance programme.

19)

Arrange to carryout prescribed periodical maintenance of all Transformers, HT & LT


equipment. Ensure upkeep of all maintenance & transformer registers.

20)

Ensure periodical checkup of voltage levels, transformer loading and arrange for proper
balancing of loads.

21)

Inspect work sites periodically

22)

Supervise important maintenance, replacement and repair works.

23)

Supervise loading, unloading and replacement of transformers.

24)

Arrange for timely execution of break down works and restoration of supply.

25)

Periodically check abnormality register. Check for promptness of action and analyze nature of
complaints.

26)

Supervise the maintenance of all mandatory registers.

27)

Maintain important statistics relating to the distribution system under his jurisdiction.

28)

Maintain up to date distribution maps of all the centers in his charge as well as of the 11 K.V
net works.

29)

Furnish to the Asst. Executive Engineer periodically the material statement for all works and
furnish details of materials within the stipulated time after the completion of the work as per
standing instructions.

30)

Forward final statement of materials and Labour for all works in time.

31)

In case of detection of theft of energy, follow the stipulated procedure and take action to realize
the assessed amount.

32)

Take timely action to minimize distribution losses by preventing leakage & wastage of power.

33)

Take check readings of consumers as per norms

34)

Ensure timely meter reading of all consumers.

35)

Ensure serving of invoices on time. Monitor revenue demand & collection and take suitable
measures to realize arrears.

36)

Arrange for prompt disconnection and reconnection of HT services.

37)

Monitor disconnection & reconnection of LT consumers.

38)

Arrange for dismantling of defaulted consumers based on guidelines.

39)

Create collection demands for the cashier, other than those related to regular billing.

40)

Ensure display of office name boards & sign boards in the office, including counter number /
category at the cash counters.

41)

Forward confidential report of the subordinates to the Assistant Executive Engineer when called
for.

42)

Supervise the work of cashiers as per existing rules.

43)

Carry out any other work that may be specially entrusted to him.

44)

Whenever vehicles are allotted, the Assistant Engineer shall be responsible for the maintenance
and upkeep of such vehicles and shall take instructions from the Asst Executive Engineer,
regarding submission of log sheets, accounting of trips etc.

45)

Execute service connection agreements of single-phase consumers under his jurisdiction.

46)

Sanction journeys of all his subordinates within the divisions for official purpose, if found
necessary.

47)

Fix headquarters of employees working under him.

48)

Conduct inspection with section squad every month, arrange to issue bills and realize the
amount.

49)

Take necessary steps to ensure safe working practices. Ensure that the supervisors are adhering
to safety practices strictly.

50)

Carryout periodic inspection to ensure that safety procedures are followed and safety devices
properly used, wherever required.

51)

Impart required safety training & guidance to field staff for ensuring safety.

52)

Take steps to ensure availability of safety devices at the Electrical Section Office.

53)

Manage and support all computerisation activities including data collection & updation.

54)

Ensure availability of computers, ups, peripherals and stationary. Manage all computerized
operations.

B.

Substation Section.
1. Arrange preventive maintenance of transformers and equipments strictly according to the
maintenance schedule in force.
2. Arrange to attend breakdown works as and when required.
3. Suggest modification to maintenance schedules if necessary and get them approved prior to
implementation.
4. Keep a watch over the general condition and performance of plant and equipments. Arrange and
conduct necessary tests on relays and equipment periodically through the concerned section of
KSEB. Arrange for outside testing, if required, after getting necessary sanction from the
concerned.
5. Arrange and coordinate changing of oil, repairs to equipments, shifting of heavy equipments,
charging of H.T. equipments, taking insulation and earth readings, earthing of lines & H.T
equipments and all activities other than the routine operation of substation.
6. Ensure that the station battery is always healthy, available and properly maintained.
7. See that basic drawings, control wirings, pamphlets, operation, and maintenance instructions in
respect of plant and equipments in the station are kept properly filed and available for ready
reference. Do periodical updations and correction.
8. Ensure that the standard operating procedure of the station is updated and available to
operating personnel at all times.
9. Take monthly reading of HT consumers regularly and hand over them to the concerned officer
as per the procedures in force.
10. Supervise major switching operations.
11. Keep all maintenance instructions of equipment properly filed in the station for ready reference.
12. Maintain the history of each substation equipment showing all details of maintenance, repairs,
improvements and modifications carried out from time to time
13. Arrange to prepare estimates relating to all works in the sub-station and submit to Asst.
Executive Engineer.
14. Keep in stock essential spares as per approved list and take timely action for works in the station.
15. Arrange to prepare indents and procure materials from stores required for works in the station.

16. Personally supervise all constructions works, major modifications works, maintenance of
substation and colony.
17. Scrutinize the daily log sheets and operation diary, forward daily interruption reports and
detailed reports of major breakdown to higher officers promptly.
18. Abide with all formalities and procedures pertaining to material accounting and management.
19. Abide with all formalities and procedures pertaining to execution of works.
20. Report promptly to higher authorities about the occupations and vacation of staff quarters.
21. Monitor realization from auction of usufructs.
22. Maintain registers and send monthly operating review to the Asst. Executive Engineer.
23. Upkeep of all mandatory and maintenance registers.
24. Arrange shift duty for operating staff. Ensure that the substation is properly manned at all times.
25. Carry out any other work that may be specially entrusted to him
26. Take timely action to dispose unserviceable materials, T&P and scrap.
27. Inform and seek course of action from higher ups in case of contingencies, failures and major
jobs.
28. Ensure that personnel newly joining the substation are familiarized with the layout and standard
operating procedures. Provide and arrange for training to personnel as per requirement.
29. Keep in stock, fire fighting equipments and arrange all security needs.

C.

Transmission Section
1. Inspect once in 3 months the entire line routes of the transmission lines under his control.
2. Supervise maintenance works, breakdown and construction works.
3. Measure and forward contractor bills for payment as per standing rules

Arrange periodical maintenance works as per maintenance schedule and maintain the
maintenance
registers properly.

4. Ensure that essential tools and materials required for construction, breakdown and maintenance
works are kept in readiness.
5. Maintain a register of each line giving a history of the line, with complete technical details and
enter the details of modifications made in the line from time to time.
6. See that visual inspection of conductor fittings, insulators and pre monsoon cleaning of
insulators, measuring of tower footing resistance are carried out as per standing instructions.
7. Arrange to prepare estimates for all works relating to the lines. And proposed new lines
according to load conditions.
8. Arrange to prepare requisitions and procure materials from stores for works in his section.
9. See that basic drawings, tower schedules, route maps, profiles etc. are kept ready and properly.
10. Send details reports of breakdowns to superior officers.
11. Furnish to the Assistant Executive Engineer periodically materials statement for major works and
furnish details of materials and labor, within a stipulated time after the completion of the works.
12. Send final statement of materials and labor for minor works.
13. Personally supervise survey works connected with line route carried out by a surveyor.
14. Maintain a progress report register and send bi-monthly progress report to the Assistant
Executives Engineer.
15. Arrange any other work that may be specially entrusted to him.

D.

Transmission Construction Section.


1. Supervise construction works.
2. Arrange to prepare requisitions and procure materials from stores for works in his section.
3. Arrange to prepare estimates for all works relating to his section.
4. See that basic drawings, tower schedules, route maps, profiles etc. are got and kept properly.
5. Send periodical progress reports of works to superior officer.
6. Furnish to the Asst Executive Engineer periodically material statements and details of labor for
works.
7. Maintain a register of each line giving a history of the line, with complete technical details and
enter the details of modifications made in the line from time to time.
8. See that visual inspection of conductor fittings, insulators and pre monsoon cleaning of
insulators, measuring of tower footing resistance are carried out as per standing instructions.

E.

Operators Generating Stations


1

Be in complete charge of the generating station while on duty.

Carry out operations of the station as per standing instructions and as per directions from load
dispatch stations.

Ensure the correctness of the operations carried out by the subordinates.

Arrange to issue and cancel permits to works on the lines connected to the station as well as the
equipments inside the station, observing all safety rules and with permission from LD Station and
senior officers.

Maintain the operation diary while on shift.

Keep strict watch over the performance of the plant and equipments rectifying abnormalities
which could be attended to immediately by him and report to the Assistant Executive Engineer.

Watch the level in the balance reservoir (Head Race) and give timely instructions regarding
letting out of water from storage reservoir as per standing instructions.

Assist the Assistant Executive Engineer, senior Electrical operator and senior Hydraulic Operator
for maintenance works while on maintenance shifts.

Report to the Assistant Executive Engineer of accidents to life and property and arrange for
immediate first Aid when necessary.

10 Ensure safety of all equipments and personnel


11 Arrange any other work that may be specially entrusted to him by superior officers.

F.

Senior Electrical operator and Senior Hydraulic Operator/Assistant Engineers in the


maintenance Sub Divisions of Major Power Stations
1

Assist the Assistant Executive Engineer in the maintenance and break down works.

Attend shift wherever instructed by superior officers.

Keep a watch over the performance of the plant and equipment, rectify abnormalities noticed
and report to the Assistant Executive Engineers.

Keep a watch over the loading feeders, transformers, CTs, Circuit Breakers and relay settings
and inform Assistant Executive Engineer about up formalities and take urgent corrective
measures.

Responsible for the testing of insulation and earth reading.

Supervise major switching operations other than routine operations provided in the standing
instructions.

See that the basic drawings, pamphlets, operation and maintenance instructions in respect of
plant and equipments in the station are got and properly filed in the station for ready
reference.

Assist the Assistant Executive Engineer in the preparation of interruption reports, break down
reports and statistics relating to the station.

Prepare estimate relating to all works in the station.

Keep a stock of essential spares as per approved list and take timely action for replenishing
depleted stocks.

Prepare indents, procure materials from stores required for work in the station.

Scrutinize daily log sheets and operation diary and bring to the notice of the Assistant
Executive Engineer important matters.

Arrange training to the subordinates as a when require.

14

Work shall be arranged only with proper supervision.

15

Carry out preventive maintenance as per approved schedule and maintain and keep the
maintenance registers properly.

Display the maintenance schedule

Arrange periodical testing equipments by PET, relay team etc. in consultation with Assistant
Executive Engineers.

Arrange remittance of all statutory payments in consultation with the Assistant Executive
Engineer.

19

Ensure maximum machine availability by carrying out all maintenance works (both
breakdown and routine) within the minimum possible time.

20

Ensure proper handing over of tools and plants, spares, materials, drawings and manuals etc.
while on transfer. All the pending works and issues should be specifically mentioned in the
memorandum of charges.

21

Procure and maintain all spares in good condition for use in emergency situations.

22

Prepare and forward register of material and material consumption statement to ARU.

23

Report promptly to higher authorities about the occupation and vacation of staff quarters.

24

Check shift duty register & duty posting, measure works, sign work bills and disburse cash
payments to petty contractors.

25

Furnish the Assistant Executive Engineer periodically material statement for major works and
furnish details and labour within a stipulated time after the completion of the work.

26

Send final material statement and contract bill timely.

27

Carry out any other work that may be specially entrusted to him.

G.

Operators in Substations (110 kV and Above)


1. Be in complete charge of the station during shift duty.
2. Carry out the operations of the station as per standing instructions.
3. Ensure the correctness of operations carried out by the subordinates.
4. Issue and cancel permits to work on the lines connected to the substation equipments to the
authorized persons.
5. Maintain the Operators dairy while on shifts.
6. Keep strict watch over the performance of plants and equipment in the station; rectify
abnormalities, which could be attended to immediately and report to the Assistant Executive
Engineer and the Asst. Engineer in charge of maintenance.
7. Assist the superior and the Asst. Engineer in charge of maintenance works while on maintenance
shifts.
8. Carry out any other work that may be specially assigned to him.

H.

Relay Testing Section


1

Personally carry out testing and commissioning of protection schemes in the generating stations
and substations.

Assist the Assistant Executive Engineer in the analysis of interruption reports.

Assist the Assistant Executive Engineer in regard to post fault tests, re-commissioning tests and
special tests on equipments.

Assist the Assistant Executive Engineer in the regard to modification of protective circuits
according to the needs of the power system.

Repair faulty relays, which are repairable, and the other trouble shooting works.

Assist the Assistant Executive Engineer in the preparation of tests reports and other
documentation.

Be in charge of the tools and plant including vehicles entrusted to him.

Carry out other work that may be specially entrusted to him.

I.

Under TMR Division


(i)

ASSISTANT ENGINEER - OUTDOOR

Arrange and carry out periodical testing once in a year of all HT & EHT metering points in the
system and HT & EHT meters.

On request, assist the local Assistant Engineers in regard to rectification of defects in wiring
replacement of faulty items, equipment etc. in the H.T. metering points.

Assist the Asst. Executive Engineer in the preparation of reports about the condition of H.T.
metering installation with suggestions for improvements.

Assist the Officer in charge of store regarding the correct type of metering equipment to the
various requisitioning officers.

Maintain registers and send up reports giving details of testing operations carried out.

Carry out any other work, which may be specifically, entrust to him.

Inspect in detail periodically all power services and a specified percentage of other services in his
jurisdiction with a view to find out whether the works conform to departmental specification
instruction, electricity Acts and Rules.

Point out the presence of unauthorized of connections, misuse of energy by consumers, continued
existence of measuring equipments in the case of disconnected services, deteriorated service
mains, absence Of seals for cut outs and meters, caution boards, improper and inadequate
earthings of equipments, misapplication of tariff to consumers and report to the local distribution
Assistant Engineer for the immediate rectification of such of those which require urgent attention.

(ii).

ASSISTANT ENGINEER - INDOOR

He will be in complete charge of the equipments and the operations in the meter lab.

Regulate the work in the various section of laboratory so as not to have congestion in any
particular section and see that there is regular flow as in a production line.

Be in direct charge of the calibration of HT Meters.

Assist the Assistant Executive Engineer in the preparation of reports regarding repairs, calibration
etc. of faulty meters and verification of new meters.

Prepare survey reports and arrange scrapping of meters periodically.

Carry out repairs to test the equipments so that the works of the meter laboratory are not affected.

Personally attend the calibration of the sub standards in the standard testing laboratories.

Carry out any other works may be specifically entrusted to him.

(iii).

ASSISTANT ENGINEER TRANSFORMER

Be in overall charge of the works attended to by the sub Engineer and subordinates in section.

Inspect personally the new equipments received before sending up reports.

Supervise all test charging of instruments and transformers.

See that identification numbers as well as guarantee period or date of repair are painted on
transformers before they are issued to the field.

Report to the Assistant Executive Engineer promptly regarding testing and acceptance of new
items of equipments.

Arrange and personally supervise repairs to faulty transformers.

Maintain register of the repairs carried out to transformers.

Assist the superior in maintaining statistics regarding the performance of different make of
distribution transformers in the system.

The Assistant engineer shall be in charge of any other works specifically entrusted to him.

(iv)

ASSISTANT ENGINEER STORE

1.

In charge of all materials and equipment received and issue under TMR Division.

2.

In charge of complete material accounting and ledger keeping under the Division.

3.

Forward material account statement (MAT format) in every week.

4.

Identify and arrange to survey report scrap and other unserviceable items in time.

5.

Measure and forward contractors bill and other claims for payment as per standing rules.

6.

Send monthly progress and inspection and reports to the Deputy Chief Engineer.

7.

Carry out any other work that may be specially entrusted to him.

K.

Division Office HD/AE (Technical)


1

Be in charge of the technical branch.

Scrutinize estimates, designs data, idents and bring to the notice of the Executive Engineer
defects therein.

Maintain furniture register, drawing materials register, lorry register, Register of Library
Books, estimate sanction register, register of estimate send up, purchase register, Agreement
register, Register of tenders & Technical sanction register.

Prepare tender notifications, draft orders of purchase agreement relating to purchase, work
hire and hire purchase.

Prepare allocation statement of materials allotted to the division.

Scrutiny and compilation of technical statements.

Scrutiny of the issue-side of work bills.

Assistant Engineers of Deputy Chief Engineer & Chief Engineers office

Scrutinize estimates, design drawings etc. received and offer remarks.

Prepare estimates, designs and drawings entrusted to him.

Attend to technical correspondence, prepare specifications, tender enquiries, scrutinize


tenders received prepare notes and tabulation statement, draft purchase orders, contract
agreements and watch progress of contracts and orders placed

Ensure correctness of facts and figures presented by him.

See that letters are properly filled plans and drawings are properly categorized and kept in
good order and in readiness.

See that the essential registers relating to his work are properly maintained and kept up to
date.

Scrutinize & send ensure the correctness of statements received; post them wherever required
in relevant registers.

Carry out any work that may be specially entrusted to him.

L.

Carrier Section.
1. Arrange daily checking healthiness of all communication /data channels and carrier protection
systems under his control and attending for any abnormalities with the guidance of AEE.
2. Carryout routine maintenance and testing works of all PLCC Systems, Wide Band Systems and
Carrier Protection Systems including Auxiliary Supply Systems.
3. Arrange routine testing of data channels including checking accuracy of data transmission from
RTU stations to Load Despatch Station in coordination with concerned SCADA Sub Division and
taking corrective actions if necessary.
4. Give assistance to AEE in conducting Special Tests such as Revision tests and commissioning
works.
5. Assist AEE in modification of communication system to cater to the changing needs.
6. Attend all breakdown works of Wide Band systems in co-ordination with TNMS Sub Division,
Kalamassery.
7. Carryout routine maintenance work/breakdown maintenance works of EHT line coupling
equipments in co-ordination with Transmission Wing.
8. Attend trouble shooting/fault rectification work of all sub assemblies of communication
equipments. Arrange the repair work of the same with the equipment manufacturer if necessary.
9. Initiate action to procure spares for communication and SCADA systems and managing spares
effectively for maintaining the system uninterrupted.
10. Prepare all Test reports and Maintenance reports and documenting the same.
11. Up keep all drawings, circuit diagrams, manuals etc. Incorporate all modifications/alterations in
the existing drawings and documenting new additions.
12. Arrange housekeeping work in the carrier/microwave rooms. Attend the maintenance works of air
conditioning systems if provided.

N.

PETARC and RPTI


1

Assist the faculty in the conduct of training courses.

Submit draft requisition of materials and articles required for training.

Assist the preparation of establishment and work bills, closing of Impress accounts, passing
of work and purchase bills maintenance of log account of vehicles.

Assist the procurement and accounting of tools and plant furniture and other equipments.

Assist the maintenance of office equipments and audio visual and other training aids.

Assist in the proper maintenance and up keep of hostel and collection of rent from the
occupants.

Take classes to trainees and demonstrate working of instruments and equipments.

Assist the upkeep of Attendance Register of Trainees.

Assist the preparation of course material, training schedule and training report.

Accompany the trainees during various field visits giving demonstration wherever required.

11

Carry out any other work specifically entrusted.

Anti Power Theft Squad


1.

Conduct surprise inspections with his team in sections within the jurisdiction of the units and
also in other sections as per the directions from higher authorities, for detection of theft and
other irregularities.

2.

Conduct inspections as per the complaints received from head quarters

3.

Conduct inspections as per the complaints received in the APTS units

4.

Conduct inspections as per source information received / collected from staff or public

5.

Conduct inspections with his team at odd hours whenever needed

6.

Prepare himself or arrange to prepare site mahazars as per rules and regulations applicable and
seizure of documents and records, material etc as required from site and handing over them to
the Assistant Engineers of concerned sections for legal proceedings.

7.

Ensure the required tools & material for inspection at APTS.

8.

Maintain important statistics and assessment details and ensure their correctness

9.

Give direction to the concerned section Assistant Engineers in consultation with him, for the
assessment and billing in case of theft or irregularities

10.

Give direction to the Assistant Engineer concerned for the rectification of abnormalities
detected at the site.

11.

Inspect in detail once a year all power services and a specified percentage of other services in
his jurisdiction with a view to find out whether the works conform to departmental
specification instruction, electricity Acts and Rules.

12.

Point out the presence of unauthorized of connections, misuse of energy by consumers,


continued existence of measuring equipments in the case of disconnected services,
