Amend RSA 78:7 to read as follows: 78:7 Tax Imposed. A tax upon the retail consumer is hereby

proportional to such rate for packages containing more or less than 20 cigarettes, on all cigarettes

the commissioner within 20 days after the effective date of this act. The tax rate effective July 1,
2007 shall apply to such inventory. The inventory form shall be treated as a tax return for the

Turkey; Nonresident Fee. Amend RSA 214:9, XI to read as follows: XI. If the applicant is a
resident and wishes to hunt wild turkeys, [$5] $15, and if the applicant is a nonresident and wishes
to hunt wild turkeys, $30, and the fish and game department shall thereupon issue a wild turkey

In May 2009, Hassan Voted By Voice Vote To Establish A Crab And Lobster Landing
License Fee. 83:3 New Section; Landing License; Lobster and Crabs. Amend RSA 211 by inserting
after section 49-c the following new section: 211:49-d Landing License; Lobster and Crabs. Any
person who is not licensed under RSA 211:18, RSA 211:49-a, or RSA 211:49-b and wishes to transport
in state waters lobsters and crabs taken outside the jurisdiction of the state via ship, vessel, or similar
craft in state waters for the purposes of landing the lobsters and crabs in the state must first procure a
landing license. The fee for an annual license shall be $50 for a resident and $500 for any person who

In March 2009, Hassan Voted By Voice Vote To Increase The Filing Fee For Civil Writs
By $10. 253:2 New Paragraphs; District Court Entry Fees. Amend RSA 502-A:28 by inserting after
paragraph II the following new paragraphs: III. The sum of $10 shall be added to each entry fee
collected in the district courts for civil writs and shall be deposited in the mediation and arbitration
fund established under RSA 490-E:4. Costs of the civil writ mediation program in the district courts
shall be paid from this fund. The following shall apply to the civil writ mediation program in the

Mediation. 79:3 Small Claims Exceeding $5,000; Mediation Fee. RSA 503:4, II is repealed and
reenacted to read as follows: II. The sum of $5 shall be added to each entry fee collected in the district
courts for small claims actions in which the amount of debt or damages is $5,000 or less and the sum
of $60 shall be added to each entry fee collected in the district courts for small claims actions in which
the amount of debt or damages exceeds $5,000. Such sums shall be deposited in the mediation and

REPORTER: One of my concerns is that we continue to see incremental risings in fees to enjoy
things that I think New Hampshire citizens should have the right to enjoy almost on a non-fee
basis, let alone seeing these continue to go up whether its for fishing, or for something of this
nature. What is your take on that? HASSAN: Well certainly one of our great treasures in New
Hampshire is our beautiful natural resources, the recreation that those natural resources allow us
all to enjoy and the tourism and recreation, out door recreation economy that they spur. And I
think its important that we find a balance between investing in those kinds of resources and
charging individual fees. Im looking forward to the kind of conversation the legislature will have

Based On Hazard Potential. 329:3 Dam Filing Fee Increased. Amend RSA 482:9, II to read as
follows: II. The filing of the statement required by paragraph I or an application required by RSA
482:5 shall be accompanied by a [filing] fee [of $250] for each statement or application filed. The fee
shall be deposited in the dam maintenance fund established in RSA 482:55 to be used for the

certificate shall entitle the holder thereof to act in the capacity named on any vessel of the class

selectmen of a town or the mayor or chief of police of a city or some full-time police officer
designated by them respectively, upon application of any resident of such town or city, or the
director of state police, or some person designated by such director, upon application of a
nonresident, shall issue a license to such applicant authorizing the applicant to carry a loaded
pistol or revolver in this state for not less than 4 years from the date of issue, if it appears that the
applicant has good reason to fear injury to the applicants person or property or has any proper
purpose, and that the applicant is a suitable person to be licensed. Hunting, target shooting, or
self-defense shall be considered a proper purpose. The license shall be valid for all allowable
purposes regardless of the purpose for which it was originally issued. The license shall be in
duplicate and shall bear the name, address, description, and signature of the licensee. The original
shall be delivered to the licensee and the duplicate shall be preserved by the people issuing the
same for 4 years. When required, license renewal shall take place within the month of the fourth
anniversary of the license holders date of birth following the date of issuance. The license shall be
issued within 14 days after application, and, if such application is denied, the reason for such
denial shall be stated in writing, the original of which such writing shall be delivered to the
applicant, and a copy kept in the office of the person to whom the application was made. The fee
for licenses issued to residents of the state shall be $10, which fee shall be for the use of the law
enforcement department of the town or city granting said licenses; the fee for licenses granted to
out-of-state residents shall be [$20] $100, which fee shall be for the use of the state. The director
of state police is hereby authorized and directed to prepare forms for the licenses required under
this chapter and forms for the application for such licenses and to supply the same to officials of

standard under RSA 339-F:3, such cigarette shall not be sold or offered for sale in this state until
the manufacturer retests the cigarette in accordance with the testing standards in RSA 339-F:3
and maintains records of the retesting as required by RSA 339:F-5. Any altered cigarette that does
not meet the performance standard in RSA 339-F:4 shall not be sold in this state. V. For each
cigarette listed for certification a manufacturer shall pay a fee of $250 to the department of safety
for deposit in the fire standards and training and emergency medical services fund established in

PolitiFact Claimed That Hassan Supporting 33 Tax And Fee Increases In The FY2010FY2011 Budget Was Numerically Accurate, But Rated The RGAs Ad Half True Due
To Gross Oversimplification. As the lead Democrat in the Senate, Hassan voted twice in 2009
in favor of the 2010-11 budget -- a spending plan shown by the nonpartisan budget assistant to
include 33 tax and fee hikes, as claimed in the governors association ad. The statement is numerically
accurate, but it ignores all of the major cuts Hassan and other Democrats made to the budget, like
eliminating state jobs and reducing state aid to communities. The state was facing a huge hole in its
budget due to the sputtering economy, which simultaneously lowered revenues and increased the
need for expenditures. On top of that, the ad fails to acknowledge that Democrats reopened the
budget and further reduced government spending by $233 million. And to say Hassan likes high
taxes is a gross oversimplification that ignores the financial realities facing the state at the time. We
