PETITION
Dear Sir,
I am petitioning to have my wifes (Heather Tozser Smith-Levin) CLO F/L debt
adjusted to reflect fair and accurate billing. I am also asking to have extra payments I
made on my own CLO debt applied to her debt, so that we may both complete paying off
our F/L debts and complete our conditions.
Per petition policy I believe it is forbidden to petition on anothers behalf. I consider that
this petition is actually on my own behalf as I am the one paying off our debts, and
because getting Heathers debt paid off is just as much a benefit to me as it is to her.
In October 2007 I participated in a pilot the ILO did to correct F/L debts in accordance
with LRHs intentions on the subject. The data I was given by the ILO project (headed by
Jane Jentzsch) is that the F/L debt policies are clear that freeloaders are people who join
staff with the intention of obtaining free Scientology Bridge training and processing in
their study time and then leave without completing their contracts.
The problem that the freeloader policies were trying to handle was that some were joining
staff to get the benefit of BRIDGE training & BRIDGE processing and then breaking
their contracts. It wasnt that people were getting basic STAFF TRAINING and breaking
their contracts.
The problem the ILO project was seeking to solve was that in many cases ex-SO
members had massive F/L debts which acted as a huge barrier to moving on the Bridge.
Also, most staff who had these huge F/L debts had actually made very little Bridge
progress during their time on staff. This situation would not seem to fit with the actual
purpose of F/L debts.
In most cases, the cause of very large F/L debts is staff being billed for services that are
not Bridge actions, but general staff hatting, post hatting, or auditing received as part of
ones post.

The purpose of the ILO project was to correct ILO F/L debts to only reflect debt for
actual Scientology Bridge auditing and Scientology Bridge training, and see how many
people got back on the Bridge as a result of receiving a correct F/L debt that could
actually be paid.
When this project contacted me I had already paid my full SO F/L debt Heather still had
her full ILO F/L debt. Heathers ILO debt was reduced from $26,285 to $6,952.80 by
removing non-Bridge actions.
We paid the debt immediately.
I asked the project if they could help us do the same thing with Heathers CLO F/L debt.
They said that even though the project did not have any authority over the CLO WUS in
this matter, they could give it a shot.
I spoke with Alyssa Howson in Treasury CLO directly. I explained to her the above data
and asked if I could work out a similar arrangement with the CLO WUS. She said the
data all made sense, but that she would have to wait for something to come out in writing
on it. She could not operate on the basis of an ILO pilot project, and it was just a pilot.
She suggested that I send a petition to you.
Currently Heathers debt with CLO WUS is $20, 614.97. The breakdown on that is as
follows:

$38,576.94 was recently removed from the debt on the CLOs origination because it was
non-Bridge auditing. Before that, the total debt was $59,629.41.
The current CLO bill still includes many services which are staff hatting actions, EPF
courses and non-Bridge actions.

I propose that the following items be removed from the bill as they are non-Bridge
actions:

That would make Heathers balance with CLO WUS $9,552.00.


I paid my F/L debt in full shortly after routing out of the Sea Org. It was paid
approximately two year ago. This was well before the ILO project. Almost all of my CLO
WUS debt was for non-bridge actions.

I proposed that OEC Volume 4 be left off the debt because it was on my TIP as my fullhat, as there is no Tech Sec Full Hat. The only public I know of who have done OEC
Volume 4 are those who did it as part of the full OEC course. Public do not do OEC Vol 4
on their way up the Bridge. It is common however for public to do the Data Series
Evaluators Course in my experience as a course supervisor.
Based on the above proposal it could be argued that I overpaid my F/L debt to the CLO
WUS by $12,100.
If that is compared to Heathers proposed adjusted debt $9,552.00, one can see that what
I overpaid to the CLO WUS is more than what is left on Heathers F/L debt to the CLO
WUS.
For this reason I am petitioning to have Heathers CLO WUS debt adjusted to reflect
PAID IN FULL.
If this occurs than I will only have to pay AOLA for Heathers SOLO 1 Course and
Heathers entire F/L debt will be also PAID IN FULL! If this petition is approved, we
would be able to pay AOLA to complete the whole F/L debt, and would do it right away.

Heather has already completed massive amounts of work for her conditions and I am
confident that as soon as her F/L debt is paid in full, she will be able to submit her
conditions and get them approved. She would then be back on the Bridge.
Based on all the above information I ask that this petition be approved, and that Heathers
CLO WUS F/L debt be adjusted to reflect PAID IN FULL status.
