2. GENERAL PROJECT DETAILS

1. General

The Ports Authority is developing the Port of Ras Al Khair. The marine part of this
development is the construction of the following works:

Remaining 185m of Berth 8 to complete the East West line of the berths

A Roll on Roll off berth at junction of Berths 8 & 9.

Two Container Berths 330LM each

Dredging of Basin alongside to a depth of -15.00

Reclamation of all areas behind the quaywall and the West lagoon.

Edge Protection works at the south-west end of Berth 10.

Removal of core rockfill and armour from existing bund.

2. Method Statement
Under the terms of the contract a Method Statement is required to be submitted for
Dredging & Reclamation works of the contract.

1. SURVEY
The Survey Points and Bench Marks provided by the Ports will be utilized for the project.
Other points will be established for convenience of checking, and will be submitted to the
Engineer for approval before usage.
Topographic and Hydrographic surveys will be carried out in the presence of the Engineers
representatives. Arrangements for spot checking (soundings) shall also be made to ensure
matters remain under check.
Multi beam echo sounder will be employed for all hydrographic survey work.
Prior to commencement of dredging, a number of runs by the echo-sounder will establish
the presence of any obstruction on the sea-bed.

Tide Gauges, wind sock etc. will be provided to ensure all weather parameters are known
during the dredging operations.

2. BOREHOLES & TESTING

A local firm will be engaged after obtaining approval from the Ports and all necessary information
obtained.
From the borehole information provided at tender stage, material appears to be good, suitable
material for reclamation.
However it appears that no boreholes were taken in the Basin Area. At least two boreholes wll
be taken in the Basin Area up to -18.00 or as directed by the Engineer to confirm suitability of
material.
Daily testing or as required at the change of dredged materials will be carried out in the presence
of the Engineers Representative and commensurate action taken as regards the suitability of the

material for reclamation purposes. Any poor material encountered will be dumped in the Spoil
Area.
After completing the Soil Investigations, if the results differ appreciably from that shown at the
tender stage, appropriate adjustments will be made to the Method Statement, to the approval of
the Engineer.

3. PERMITS FROM GOVT. AGENCIES

As we will be working within the confines of a working Port, we envisage that there will be
no requirements of Permits or any permission to be taken from any Govt. Agency (Four
member committee etc.).
However, on our own, we will be taking care not to spoil the environment and will ensure
that whatever measures need to be taken are followed by all staff and equipment.
Any permit requirements from the Coast Guards or the Customs will be fulfilled to their
satisfaction.

4. CONTRACTORS WORK AREA

A Contractors Work Area is shown in the Tender drawings which will be developed for the
production of the blocks.
A block loading jetty will be constructed at the required location where all mooring craft and
marine equipment will be parked when not in use or during inclement weather. Care will be
taken not to interrupt Port small craft traffic at Berth 4.
Diesel, the fuel for most marine craft will be brought in from land after taking permission from the
required Customs and Coast Guards authorities.

6. CONSTRUCTION SCHEDULE

The Construction Schedule for all works is enclosed.

It can be seen that dredging

westwards in the line of Berth 8 up to a depth of -15.00 is the first activity to be


undertaken.
The same dredger will be employed to form the trench up to -18.50 after which blockwork
placing for the quaywall could commence.
As there are no interface requirements with any other contractor, we do not foresee any
problem in continuing with the dredging and blockwork installation on the rest of the
quaywalls as programmed.

Note that the dredger is provided with pumps, situated below water level on the ladder, hence is
capable to carry out dredging operations up to -22.00 satisfactorily.

need arise for a grab dredger for cutting the trench or for removal of hard material in the Basin,
we have arrangements for deploying a grab dredger.

The rock armour, underlayer etc. of the West Breakwater (besides the Lagoon)
will be removed and stored at the location required by the Ports.

d. A further layer and geotextile will be provided before reclamation will proceed in
the area.

9. REPORTING & INFORMATION


Daily Reports will be submitted to the Engineer.
Photographs of work in progress will be submitted together with the Weekly Reports.
An In-survey will be carried out in the presence of the Engineers Representative and the
sheets signed for records.
An Out-survey will be carried out in the presence of the Engineers Representative suitable
for submission by the Ports to the mariners.
The dredger and all support vessels will remain in constant contact by radio with the
Harbour Master to ensure none of the Port incoming or outgoing vessels are interrupted by
the operations.
24 hour operation is envisaged for all dredging and reclamation work.

10. MONITORING
Constant monitoring of the following parameters will be carried out:

Turbidity
Movement of silt
Water quality.

Please note that the temperature of the water may be higher in the basin due to the presence of
the Maaden outfall. The water may be saltier too.
Consequently, care will be taken regarding concrete for the structures, steelwork, slope protection
rock etc. to ensure that they stand well to the additionally aggressive conditions found in the
Basin. It is expected that the temperature and salinity of the Basin may reduce after dredging has
been carried out as a larger body of water will be available for dispersion.

11. RISK ANALYSIS AND MITIGATION


The Harbour appears to be well protected where the dredging works and reclamation
works are to take place. Large current/waves cannot enter the harbor as breakwaters

shield the Port from the North and the North-west winds. The lagoon is totally protected
from the west and the north sides. Little mitigation measures need to be carried out in this
respect.
Interference with shipping is also foreseen to be minimum as all work is to the west of the
existing shipping berths and traffic. Only small boats, vessels visiting Berth 4 will need to
be diverted slightly when the final dredging up to -15.00 in the basin will be carried out.
This should be simply straightforward and should not pose any problem or would require
mitigation measures.
Any risk to environment shall be mitigated by ensuring there are no leaks in the joints of
the discharge pipes.
If dredging operations result in silt/sedimentation finding its way into the adjacent basin,
silt curtains will be provided to ensure that it is kept to a minimum.
As the Western Lagoon is on the other side of the main road leading to the Aluminium
Berths 5, 6 & 7, alternative roads will be provided if the permanent road will be closed for
traffic. Alternatively if the Port allow ramps with mild slopes will be provided to ensure
passage of heavily loaded trucks without difficulty.

There will be some interface

requirement with the contractor CHEC who has constructed a temporary road west of the
Main Road on which they will be moving their Armour Blocks made available from the
North Breakwater.
All marine staff will be provided with life jackets, life buoys and rafts will be available for
any emergency.

11. RISK ANALYSIS AND MITIGATION (Contd..)

Adequate beacons, buoys etc. will be provided for the dredging operations to eliminate
chances of collision. Flood Lighting will be provided such that it would not confuse the

shipping. All vessels shall be equipped with VHF phones and mobile telephones to ensure
rapid communication.
We understand that a number of days will be lost for the dredging operation because of
dusty and windy weather. All marine craft will be parked safety during such conditions and
the Ports kept well-informed of their positions.
Care will be taken in the sequence of reclamation that tail water never gets trapped.
Overflow weirs etc. will be constantly provided and monitored to ensure discharge of
excess water.

12. COMPACTION REQUIREMENTS FOR RECLAMATION

From the materials indicated to be dredged and used for reclamation, it appears that the
required densities will be reached without resorting to either Dynamic Compaction or
Vibroflotation.

As the dredged material appears to be more in quantity than the reclamation area volumes,
it is expected that surcharge will need to be placed on all areas. This in itself will provide
the long term consolidation required for either the Lagoon Area or the Port Storage Areas.
Areas behind the wharf which are subject to more stringent requirements will be carried out
by the future construction contractor of the Container Terminal.
Homogeneity of fill will be ensured by constant movement of the dredged material by
bulldozers. Fine material pockets will not be allowed to form that may lower the quality
requirements of the fill.
Should densities not be achieved for any reason above water levels, 10T rollers will be
provided to compact the fill in layers to give the required compaction in the Storage Areas.

13. CONTRACTORS COMMENTS

a) Surcharge
From preliminary calculations it appears that there will be more dredged material than what is
required for reclamation. Should the quantity of dredging exceed the allocated BOQ quantity,
we assume that a Change Order will be provided as all quantities are subject to

remeasurement. Consequently, surcharge will have to be provided in the reclamation areas


which will induce settlement and consolidation of the fill in the long run.
As the surcharge will be in the wind direction, some form of treatment would be required at
the top of the surcharge to ensure that it does not blow itself into the basin or other areas of
the Port.
b) Filling of West Breakwater
Before filling could commence in the Lagoon area, the eastern side of the breakwater will
need to be provided with a layer of filter and geotextile. Apparently there is no provision for
this work in the contract BOQ.

The tolerances and limitations of dredging are as follows:-

(a) Quaywall foundation trench.


The finished trench profile shall not, at any point, be shallower than the design
profile shown in the Drawings, neither shall it be deeper than the design profile
by more than 250mm, nor wider than the design profile by more than 500mm (on
each side). Should these tolerances be exceeded, except on the written
instructions of the Engineer, the Contractor shall, at his own expense, backfill
over cut areas in accordance with the Engineers instructions.
(b) Quay-Side
Within 30 metres of the quay face, the Contractor shall not over-dredge by more
than 250mm below the design profile. Should such over-dredging occur, the
Contractor shall, at his own expense, backfill to the design profile with approved
material.

Before tendering, the Contractor shall satisfy himself as to the


distance between areas to be dredged and the spoil ground and reclamation
areas and shall include in his rates and prices for dredging for the conveyance
of dredged material from any part of the areas to be dredged to any part of the
spoil ground or reclamation areas. No claim will be entertained in respect of
length of haul between the dredged areas and the spoil grounds specified
herein.

Should the dredged material be utilized for reclaiming the western


lagoon, the contractor must ensure that his operations do not disrupt Maaden
Aluminium Companys and Port traffic to Berths 5-7.

No dredged spoil shall be dumped in any area other than the

Surveys of
dredging
areas

(C)4.1.11 Prescribed dredging areas shall be surveyed from time to time


during and after dredging operations, as specified below or as required by the
Engineer, for the purposes of measurement or for any other reason. The cost
of all such surveys will be deemed to be included in the Contractors rates and
prices for dredging.

Unless otherwise specified or required by the Engineer, surveys shall be made


using a suitable launch fitted with an approved echo sounder and positioning
shall be made by using approved electronic location equipment. For this
purpose, the Contractor shall provide operators who have been trained by the
supplier of the equipment and certified as capable of such duties.

out prior to the commencement of each days surveying and at such other

(C)4.1.12 The method of survey of the quay-wall foundation trench after


completion, or alleged completion, shall consist of close-centred spot
soundings to provide cross-sections at regular intervals. The techniques used
and the frequency of soundings and cross-sections shall be to the approval of
the Engineer. Notwithstanding any such approval, the techniques and
frequencies shall be amended if required by the Engineer as the work
proceeds. For the purpose of this Clause, the foundation trench shall be
deemed to include for all dredged side slopes or benches, and the surveys
shall also be extended for an approved distance on each side of the trench.

surveys

(C)4.1.13 Before dredging commences, the Contractor and the Engineer


shall jointly make survey of all areas which are to be dredged and all areas in
which reclamation is to be placed. The method and frequency of sounding
shall be to the Engineers approval. The Contractor shall prepare a drawing
showing the agreed levels, and this shall be signed by the Contractor and the
Engineer. On the basis of the agreed drawing, the Contractor shall prepare
drawings showing sections through these areas, all to the Engineers
satisfaction.

described in Clause (C)4.1.11 above shall be repeated for all interim and final
measurements, and the quantities determined by difference, but with due
regard to over-dredged material (see Clause (C)4.1.17).

(C)4.1.14 Payment for dredging will be made under the appropriate items in
the Bills of Quantities, and the quantities shall be determined in accordance
with Clauses (C)4.1.11 to (C)4.1.13 for the following:(a)
the sum of net volumes of materials dredged from
prescribed dredging areas and deposited in reclamation areas, as
specified.

No payment will be made for dredging per se, in borrow areas, or
elsewhere as specified, for the purpose of winning reclamation fill.

inflow etc

(C)4.1.15 Payment for dredging any one area will be made once only. Until
all dredging and reclamation has been completed to the Engineers
satisfaction, the Contractor shall remain responsible for the removal from
dredged areas of any subsequent influx of materials, whether this be caused
by siltation, sedimentation, inflow, collapse of side slopes, discharge or
deposition, or any other cause, irrespective of whether or not this may be
directly attributable to the Contractors operations.
When required to do so by the Engineer, the Contractor shall
determine the depth of siltation (the term shall be taken to include the influx of
silt or mud, however caused) in any specified area, at any time after dredging.
The method, which shall be to the approval of the Engineer, shall enable such
deposits to be differentiated from the underlying materials where, in the
opinion of the Engineer, this is reasonably possible.

(C)4.1.16 The Engineer will give monthly certificates on account of sums


which may become payable. Interim measurements will be based on
either:-

the Certificate relates.

Over-dredging

(C)4.1.17 Payment will not be made for any material dredged from below
or outside of the design profiles shown in the Drawings, or any other such
profiles as the Engineer may from time to time direct, and the volume of
any such material shall be deducted from the total volume dredged to
determine the net volume for which payment is due.

Final
measurement

(C)4.1.18 On completion, or alleged completion, of dredging in any


particular area, the survey procedures specified in Clause (C)4.1.11 to
(C)4.1.13 above shall be repeated. If it is found that the required profile
has not been attained, or the required slopes not properly formed, the
Contractor shall further deepen, extend or correct such areas as
necessary, all to the satisfaction of the Engineer. A further joint survey of
the area shall then be made for the purpose of final measurement. A
deduction shall be made, in accordance with Clause (C)4.1.17, for
material dredged from below or outside of the required profile.

Final sweep of
dredged areas

(C)4.1.19 On completion of all dredging and reclamation, the Contractor


shall sweep the whole of the dredged area, using equipment approved by
the Engineer, to ensure that no high spots or obstruction remains. If any
such high spots or obstructions are revealed, the Contractor shall remove
them at his own expense.

Weekly

(C)4.1.20 The Contractor shall, at the end of each week, submit to the
Engineers Representative in duplicate, and in such form as the Engineer shall
require, a return of the measurements of materials dredged.

Rates to be
inclusive

(C)4.1.21 All costs in connection with the provision and maintenance, in


good working order, of all necessary plant and equipment necessary for
dredging will be deemed to be included in the rates and prices in the priced
Bills of Quantities.

(C)4.2
General

Reclamation

(C)4.2.1
The area to be reclaimed is shown in the Drawings. All
reclamation shall be carried out to the lines and levels shown in the Drawings,
unless otherwise directed by the Engineer.
The levels shown in the Drawings shall be deemed to be those
required at the end of the Maintenance Period. The Contractor shall make
allowance, therefore, for settlement of the reclamation fill after placement.
This shall be done by initially placing the fill levels higher than those shown in
the Drawings and the magnitude of this allowance shall be agreed between
the Contractor and the Engineer (or otherwise determined by the Engineer) on
the basis of all available data. Fill above water level shall be laid and
compacted in 300mm thick layers and shall be compacted to 75% Relative
Density. The density tests shall be carried out on a 50m grid.
The Contractor shall allow in his rates and prices entered in the
priced Bills of Quantities for the additional material required to allow for
settlement.

Source of
reclamation
material

(C)4.2.2
The source material provided for reclamation filling shall consist of
material arising from any source always that both the source and quality of the
material are to the approval of the Engineer. Any such approval of source
material given by the Engineer shall not relieve the Contractor of his full
responsibility for ensuring that the finished reclamation satisfies all the
requirements of this Specification.

The Contractor shall submit any such samples of the reclamation
fill source material as are required from time to time by the Engineer for the
purpose of approval.

(C)4.2.4.2 All material deposited in the reclamation for use as reclamation


fill above chart datum shall consist of naturally occurring soils and rock
fragments and shall have a grading curve wholly within the limits shown

manner that segregation of material is limited and that specified gradings are
satisfied throughout the as-placed material.

(C)4.2.6 Any material not complying with the requirements of the


Specification, or any other such requirements as the Engineer may from time
to time stipulate, shall be deemed unsuitable and shall be rejected. Material
so rejected shall be removed from the Site and replaced with suitable
reclamation fill all at the Contractors expense.

(C)4.2.7 The programme of reclamation shall be flexible. It may need to be


varied to meet the working requirements of the Port and the construction
programme, or for any other reason considered necessary by the Engineer.
Meetings shall be held with the Engineer, or any other party, as and when

(C)4.2.8 Before depositing any reclamation fill, the Contractor shall remove
all vegetable matter, foreign objects and any other substances on the seabed
which, in the opinion of the Engineer, could have an adverse effect on the
Works. The cost of such removal shall be deemed to be included in the rates
and prices entered by the Contractor in the Priced Bills of Quantities.

(C)4.2.13 Reclamation will be performed by placing of material (if suitable)


dredged from the prescribed dredging area shown on the Drawings or as
instructed by the Engineer.

(C)4.2.14 As and where directed by the Engineer, additional material shall be


placed as a temporary surcharge to pre-load the reclamation fill. The extent,
level and duration of all surcharge loading will be decided by the Engineer,
normally on the basis of soils tests and instrumentation, and the work shall be
carried out strictly in accordance with the Engineers instructions.
Joint surveys shall be made in accordance with Clause (C)4.2.17 of this
Specification, as and when necessary for measurement purposes.

(C)4.2.15 The surcharge material shall, when decided by the Engineer, be

(C)4.2.17 Before the placing, in any area, of material obtained from borrow
areas, the Contractor and the Engineer shall make a joint survey and the
results shall be recorded on a drawing showing the agreed levels, which shall
be signed by the Contractor and the Engineer or his Representative. The
total as-placed volume of reclamation which will be required to reclaim any
area shall be calculated using levels shown in this drawing and the finally
required reclamation levels.

For material dredged from the prescribed area shown on the


Drawings or as instructed by the Engineer, payment will only be made for
dredging as described in Clause (C)4.1.14. No additional payment will be
made for reclamation.

Unless approved by the Engineer, the Contractor shall not place


material dredged from the prescribed dredging area upon material obtained
from borrow areas. If such placing shall be approved, sufficient joint surveys
shall be made to enable the volume of material from the prescribed dredging
area which has been placed to be calculated and this volume shall be
deducted from the volume of reclamation determined as described above.

and subsequent removal, of all temporary culverts and sluices necessary for
the satisfactory completion of the reclamation in accordance with this
Specification.

(C)4.2.20 Where the reclamation fill is not subjected to surcharge loading,


all fill above Mean High Water Springs Level shall be thoroughly compacted
in layers by vibratory rolling, or by other means to the Engineers approval,
such that the finished relative density of each layer is at least 75%. Relative
density Dr, shall be defined in terms of voids ratio, e, as follows:-

(C)4.2.21 Representative samples of the reclamation fill within its


upper 2 metres shall be tested in accordance with the Standard defined
in Clause (C)4.2.20 above to determine their maximum and minimum
voids ratios. Further samples shall be submitted to the Engineer if
required.

(C)4.2.22 The Contractor shall measure the in-situ dry density of the
compacted reclamation fill, at regular intervals as directed by the
Engineer, using the procedure given in BS 1377 Test 15(B). Tests will
be required by the Engineer at various levels within the upper 2 metres
of fill and the Contractor shall excavate shallow pits as necessary to
enable these tests to be made. Excavation of the last 200mm down to
test level shall be done carefully by hand to avoid disturbance of the soil
to be tested.

Testing

construction

(C)4.2.23 In-situ density tests shall also be made, in accordance with


the Engineers instructions, within the areas of buildings or other
structures prior to their construction. The maximum depth of such tests
below finished level will be 2 metres. (Where investigation to greater
depth, by instrumentation, boreholes or Dutch probes, is also required,
payment for these will be made under the items in the appropriate
section of the Bills of Quantities.
