SCAFFOLDING PROCEDURE

SCAFFOLDING TAG (SCAFFTAG)

A white plastic holder, marked in red, with the international prohibitive sign and the
words Scaffolding tag, Do not use Scaffold, with an insert card, green on one side and
yellow on the other.
During erection, modification/alterations & dismantling of scaffold the Red SCAFFTAG
shall be affixed in a prominent position, to warn others that the scaffold is unsafe for use
& shall not be used.
On completion of erection, modification/alterations & dismantling of scaffold, the scaffold
& platforms shall be inspected for the safe use & approved by competent authorized
person. On approval of scaffold the GREEN SCAFFTAG shall be affixed in a prominent
position, to communicate personnel that the scaffold is safe for use.

INSTRUCTIONS
REQUIREMENTS
1. Only steel scaffolding complying with local Standards or equivalent will be
permitted at site.
2. If any incompatibility exists, between the requirement of this Procedure and other
statutory applicable standard, the higher standard shall be followed.
3. Scaffolding shall only be supplied, installed, altered or dismantled directly or
indirectly on the Project in accordance with this Procedure. It shall be made as per
Owners requirement and all applicable local legislation requirements and
standards.
4. Scaffold or their components shall be capable of supporting without failure at least
four times the maximum intended load.
5. Site personnel will not be permitted, other than in exceptional circumstances, to
work higher than 1.8 meters above ground level without a permanent platform or
approved scaffolding.
6. Scaffolding platforms shall be erected throughout pipe racks, at equipment-work
locations and for other activities within their scope of work.
7. The emergency Suspended Rescue arrangement (personnel & equipment) shall be
kept ready, to avoid suspension Trauma. This shall be discussed in toolbox talks
for personnel working at height. (Refer Fall Prevention and Protection Procedure
LZ-SG-H16).
ERECTION
1. Survey the project site for hazards, before scaffold erection begins, for the
hazards such as untapped earth fills, ditches, debris, high-tension wires, and other
hazardous conditions created by other crafts and work environment.
2. The scaffold shall be erected on well compacted & leveled ground, to withstand
the load of scaffold, personnel, material & their movements without any
settlement.
3. Only trained & authorized personnel are allowed to erect, moved, alter &
dismantle the scaffold at site, under the supervision of a Designated Competent

SCAFFOLDING PROCEDURE
Person The footing or anchorage for scaffolds shall be sound, rigid, and capable of
carrying the maximum intended load without settling or displacement. Unstable
objects such as barrels, boxes, loose brick, or concrete blocks shall not be used to
support scaffolds or planks.
4. Obtain approval from the site electrical and safety representative, prior to erecting
scaffolds adjacent to electrical power lines or electrical equipment.
5. Before erection, inspect all scaffold components as per applicable standard.
6. Never use any scaffolding component that is damaged or defective in any way.
Defective scaffolding including planks will be returned to the scaffold yard and
removed from the site immediately.
7. Scaffolding components shall be used only for the purposes for which it was
intended.
8. Standard planks of scaffold grades or equivalent of approved grading rules shall
be used. Toe boards should be at least 15 cm in height.
9. Standard scaffold planks shall extend over there supports at least 15 cm and not
more than 30 cm. All standard platform planking, when overlapped, shall be
overlapped a minimum of 30 cm and secured from movement with wire or nails.
10. Scaffolds shall be adequately braced, to secured to its position & prevent
displacement.
11. Rigid handrail posts shall be installed at intervals not to exceed 8 feet.
12. All edges of scaffold platforms shall have rigid steel tubing handrails at 1.05 meter
height, mid rail & Toe guard, as to avid fall of person & material.
13. Scaffolds shall be inspected weekly, by a designated Competent Person. The
Competent Person shall provide an inspection tag, with his contacts (mobile no.)
and secure it to the point of access.
14. All scaffolds shall have a ladder installed or an equivalent means of safe access to
the working platforms.
15. All working platforms shall be completely decked, without opening. Planks must be
secure from movement by tying to the bearers with #9 wires. The openings shall
be protected with rigid Top rail, mid rail & toe guard.
16. Personnel erecting, altering & dismantling scaffold shall ensure 100% tie off with a
safety harness. The tie off shall be made to a strong lifeline or rigid structural
member or pipe.
17. Scaffold erection crews shall inspect all components for defects before & during
erection proceeds.
18. All defects shall be corrected promptly or the scaffold shall have a "red" tag
attached and the removed from service.
19. The scaffold fittings shall be raised or lowered by container in a purpose made
lifting drum or lifting basket.
20. The tool belts/wire shall be attached to every Hand tool/ Power tool & secured, to
avoid fall of tools from height.
21. Overhead protection shall be provided for personnel working on a scaffold exposed
to overhead hazards.
22. Special precautions shall be taken, to protect scaffold members, when using a
heat-producing element.
23. Swinging stages, floats, and boatswain's chairs if required to use, then it shall be
tested before using. (Test by applying a dead load with the unit close to the floor
or ground.)
SAFE USE
1. Crews requiring scaffolds shall requisition them well in advance to avoid delays
and to allow time to provide the best scaffold for the job.
2. Appropriate instructions shall be provided to all scaffold-users and verification of
Attendees comprehension shall be made by supervisor.
3. Do not access/work on scaffolds if one's physical condition is such that one feels
dizzy.
4. Before climbing any scaffold, clean mud build-up from work boots, to prevent
slipping.

SCAFFOLDING PROCEDURE
Handrail (or an incomplete scaffold) Or when there are openings over 12 inches
(30.5 cm) in the working platform, or while working on suspended working
platforms. Employees shall to tie off to a strong lifeline or rigid structural member
or piping, while working on such scaffolding.
6. It is recommended use safety harness, while working even on green tag scaffold.
7. Retractable lifelines shall be used, while ascending or descending access ladders
with a fall exposure greater than 4 meters.
8. Tools, materials, and debris shall not be allowed to accumulate in quantities, to
cause stumble, lack/block of access, fall potential hazard and overloading of
scaffold.
9. Scaffolds shall not be loaded in excess of the working load for which they are
intended.
10. Do not use ladders or make shift devices on top of scaffolds, to increase the
height.
11. Scaffolds shall be provided with a screen/mesh, between the toe board and the
guardrail extending along the entire opening and consisting of 1 cm mesh,
when placed, where pedestrian traffic must pass underneath. unsteady.
12. Scaffolds shall not be used to support loads, unless designed & authorized to do
so.
13. Any unsafe condition shall be immediately notified to competent person.
