Chapter 18 CBS
18.1 Introduction
18.1.1 Definition
Cell Broadcast Service (CBS) enables the network operator to broadcast public
messages to all pieces of User Equipment (UE) in a specific area.
The messages to be broadcast are CBS messages.
The UE supporting the CBS feature monitors broadcasts continually and displays the
messages to the user.
The CBS service is an extension of the point-to-multipoint service to 3G networks.

18.1.2 Purposes
The CBS feature enables text messages to be broadcast on Forward Access
Channels (FACHs) in Service Areas (SAs).
The CBS feature has the following benefits:

Compared with the point-to-point mode, the broadcast mode enables multiple
terminals to receive the same message, thus saving system resources.

CBS SAs have a one-to-one relationship with cells. Therefore, messages can be
broadcast in specific areas.

18.3 Impact
18.3.1 On System Performance
The CBS service is carried on the Common Traffic Channel (CTCH), which is further
carried on the FACH. Therefore, the activation of the CBS service affects the capacity
of the FACH.

The following describes what happens in the network shown in Figure 1.1:
1)

The Cell Broadcast Center (CBC) sends a CBS message to the RNC through the
Iu-BC interface.
The message contains service requirements such as the CB repetition period,
number of broadcasts requested, and broadcast address.

2)

The RNC receives the message and saves it to the buffer.

3)

The RNC schedules and forwards the message, based on the CTCH bandwidth
on the Uu interface and the service requirements for the message.

4)

The RNC deletes the CBS message from the buffer.

When a UE is in a cell supporting the CBS feature, the UE receives CBS messages
of the user-defined types.
Either in idle mode or in CELL_PCH or URA_PCH state of connected mode, a UE
can receive CBS messages.

18.4.3 Network Topology on the Iu-BC Interface


Huawei CBC provides only the IP-based Iu-BC interface. Therefore, transfer from
TCP/IP to IP over ATM (IPoA) must be fulfilled in the network.
Based on the transfer mode, there are two networking solutions.

I. Connection Between the CBC and the RNC Through Routers


Figure 1.1 shows the transfer from TCP/IP to IPoA through routers.

18.4.4 Interconnection on the Iu-BC Interface


This section describes data configuration for interconnection on the Iu-BC interface.

I. Connection Between the CBC and the RNC Through Routers


When the CBC connects to the RNC through routers, to configure data for
interconnection on the Iu-BC interface, perform the steps lists in Table 1.1.

18.4.5 Principle of CBS Message Scheduling and Sending


I. CBS Level 1 Scheduling
CBS level 1 works in static mode. In this mode, the CTCH data are regularly mapped
to FACH and SCCPCH. CTCH data can be sent once per CTCH allocation period
from the start radio frame to the end radio frame, where start radio frame = start of the
CTCH allocation period + CBS frame offset, and end radio frame = start radio
frame + MTTI.
The scheduling parameters are as follows:

MTTI: the number of consecutive radio frames for sending CTCH data during
one Transmission Time Interval (TTI) on FACH
MTTI = transmission time interval/10, where the value of transmission time
interval can be obtained through the LST FACH command.

CTCH allocation period: an integer indicating the CTCH data transmission


period allocated by the SCCPCH
The unit is a radio frame. Ensure that CTCH allocation period is greater than or
equal to MTTI and smaller than or equal to (4096 - CBS frame offset). In
addition, ensure that it is an integer multiple of MTTI. This value is broadcast
through system information.

An integer indicating the CTCH data transmission period allocated by the
SCCPCH.

CBS frame offset: the offset of the CBS frame from the start frame of every SFN
period. Ensure that the CBS frame offset is greater than or equal to 0 and
smaller than CTCH allocation period. In addition, ensure that it is an integer
multiple of MTTI. This value is broadcast through system information.

Description:
The offset of the CBS frame from the start frame of every SFN period.

Example of periodic CBS DRX transmission


Suppose CTCH allocation period N = 6, CBS frame offset K = 2, and MTTI = 2. Then
in every SFN period [0 .. 4095] of the SCCPCH, the offset of the first CTCH radio
frame is 2, the CTCH data covers two radio frames, and the transmission period of
CTCH data is 6 radio frames, as listed in Table 1.1.

II. CBS Level 2 Scheduling


After receiving CBS messages, the BMC entity schedules CBS message sending
according to the times and periods. When it is time to send the CBS Scheduling
message, the BMC entity checks whether the message can be sent. If the message
can be sent, the BMC entity occupies the BLOCK SET INDEX (BS INDEX) to sent the
CBS Scheduling message and generates a Schedule period to sent the correct CBS
message. The scheduling message notifies the UE of the BS index of the CBS
message in the Schedule period. The Schedule period parameter must reserve the
number of BS INDEX defined by the Reserved bandwidth for scheduling
parameter. The BS INDEXs of that number are used to send other CBS messages. At
the same time, the BMC entity must reserve the number of BS INDEX defined by the
Reserved bandwidth for broadcast parameter. The BS INDEXs of that number are
used to send CBS messages with high priority. In addition, the BMC entity must

reserve enough BS INDEXs to send CBS messages of this attempt. Ensure that
Schedule period is larger than Minimum scheduling period.
When one CBS message is scheduled for sending, it cannot be sent if there are other
messages that are waiting to be sent as scheduled. In this situation, the message is
congested and the times of congestion increase by 1. If the BMC entity fails to send
the scheduled messages for the times specified by the Congestion filter times
parameter, the system reports congestion related alarms. When the BMC entity works
in congestion, the congestion alarm is cleared if the scheduled messages can be
successfully sent for consecutive number of times specified by the Un-congestion
report filtering times parameter.

III. Relationship Between Level 2 Scheduling and L1 Scheduling


The unit of CBS level 2 scheduling is BLOCK SET (BS), that is, block set sent within
a TTI.
Table 1.1 describes the mapping between BS INDEX and System Frame Number
(SFN).
Suppose that CTCH allocation period = 6 and that CBS frame offset = 2.

I. Configuration of Parameters and the Radio Network Layer Channel for the
CBS
To configure parameters and the radio network layer channel for the CBS, perform
the following steps:
1)

Execute the MML command ADD CTCH to add the CTCH data.

2)

Execute the MML command ADD CELLCBSDRX to add the Discontinuous


Reception (DRX) parameters of the CBS.

3)

Execute the MML command ADD CELLCBSSAC to add the CBS SA data.

II. Configuration of the IPoA Client, IPoA PVC and IP Route at the RNC
To configure the IPoA client, IPoA PVC, and IPoA route at the RNC, perform the
following steps:
1)

Execute the MML command ADD IPOACLIENT on the RNC LMT to add an IPoA
client for the CBS.

2)

Execute the MML command ADD IPOAPVC on the RNC LMT to add an IPoA
PVC for the CBS.

3)

Execute the MML command ADD IPRT on the RNC LMT to add an IP route for
the CBS.

III. Configuration of the Ethernet Port IP Address at the SGSN


To configure the IP address of the Ethernet port on the SGSN connecting to the CBC,
execute the MML command ADD BNET_GFI_IF_IP on the SGSN LMT.

IV. Configuration of the CBC IP Address at the RNC and the IP Route at the
CBC
To configure the CBC IP address and the IP route, perform the following steps:
1)

Execute the MML command ADD CBSADDR on the RNC LMT to configure the
CBC IP address.

2)

Execute the following DOS command on the CBC side to add a route between
the RNC and the CBC:
route add <destination> mask <mask> <gateway>

V. Configuration of the IPoA Client and IPoA PVC at the SGSN


To configure the IPoA client and IPoA PVC at the SGSN, perform the following steps:
1)

Execute the MML command ADD BNET_UHPU_IF_IP on the SGSN LMT to


configure an IPoA client.

2)

Execute the MML command ADD BNET_RNC_IPOA on the SGSN LMT to


configure an IPoA PVC on the SGSN side.

VI. Verification of the Enabled Feature


To verify the enabled feature, perform the following steps:
1)

Execute the MML command ACT CELLCBS on the RNC LMT.

2)

Start the Iu interface tracing function on the RNC LMT.


Messages from the CBC are displayed.

3)

Start the Uu interface tracing function on the RNC LMT.


Messages from the CBC are displayed.

4)

Start the CBS service on the UE.


The UE receives CBS messages.

18.6.3 Disabling CBS


To disable CBS, execute the MML command DEA CELLCBS.
To remove CBS configurations, perform the procedure in the following part.

I. Removal of Parameters and the Radio Network Layer Channel for the CBS
To remove parameters and the radio network layer channel for the CBS, execute the
following MML commands:

II. Removal of the IPoA Client, IPoA PVC and IP Route at the RNC
To remove the IPoA client, IPoA PVC, and IPoA route at the RNC, execute the
following MML commands on the RNC LMT:

RMV IPRT

RMV IPOAPVC

RMV IPOACLIENT

III. Removal of the IPoA Client and IPoA PVC at the SGSN
To remove the IPoA client and IPoA PVC at the SGSN, execute the following MML
commands on the SGSN LMT:

RMV BNET_UHPU_IF_IP

RMV BNET_RNC_IPOA

IV. Removal of the Ethernet Port IP Address at the SGSN


To remove the IP address of the Ethernet port at the SGSN connecting to the CBC,
execute the MML command RMV BNET_GFI_IF_IP on the SGSN LMT.

V. Removal of the CBC IP Address at the RNC and the IP Route at the CBC
To remove the CBC IP address and the IP route, perform the following steps:
1)

Execute the MML command RMV CBSADDR on the RNC LMT to remove the
CBC IP address.

2)

Execute the following DOS command on the CBC side to remove the IP route
between the RNC and the CBC:
route delete <destination> mask <mask> <gateway>

ALM-2201 BMC Congestion
This alarm is reported when the CBS service in a cell is in congestion state.

18.7.3 Counters
CBS counters belong to CELL -> CBS.Cell, where, CELL is measurement type and
CBS.Cell is measurement unit.
