18.1 Introduction
18.1.1 Definition
Cell Broadcast Service (CBS) enables the network operator to broadcast public
messages to all pieces of User Equipment (UE) in a specific area.
The messages to be broadcast are CBS messages.
The UE supporting the CBS feature monitors broadcasts continually and displays the
messages to the user.
The CBS service is an extension of the point-to-multipoint service to 3G networks.
18.1.2 Purposes
The CBS feature enables text messages to be broadcast on Forward Access
Channels (FACHs) in Service Areas (SAs).
The CBS feature has the following benefits:
Compared with the point-to-point mode, the broadcast mode enables multiple
terminals to receive the same message, thus saving system resources.
CBS SAs have a one-to-one relationship with cells. Therefore, messages can be
broadcast in specific areas.
Description
A CBS SA is an area where the CBS service is available.
Cells have a one-to-one relationship with CBS SAs.

18.3 Impact
18.3.1 On System Performance
The CBS service is carried on the Common Traffic Channel (CTCH), which is further
carried on the FACH. Therefore, the activation of the CBS service affects the capacity
of the FACH.

The Cell Broadcast Center (CBC) sends a CBS message to the RNC through the
Iu-BC interface.
The message contains service requirements such as the CB repetition period,
number of broadcasts requested, and broadcast address.

The RNC schedules and forwards the message, based on the CTCH bandwidth
on the Uu interface and the service requirements for the message.

When a UE is in a cell supporting the CBS feature, the UE receives CBS messages
of the user-defined types.
Either in idle mode or in CELL_PCH or URA_PCH state of connected mode, a UE
can receive CBS messages.

An integer indicating the CTCH data transmission period allocated by the
SCCPCH.
CBS frame offset: the offset of the CBS frame from the start frame of every SFN
period. Ensure that the CBS frame offset is greater than or equal to 0 and
smaller than CTCH allocation period. In addition, ensure that it is an integer
multiple of MTTI. This value is broadcast through system information.

reserve enough BS INDEXs to send CBS messages of this attempt. Ensure that
Schedule period is larger than Minimum scheduling period.
When one CBS message is scheduled for sending, it cannot be sent if there are other
messages that are waiting to be sent as scheduled. In this situation, the message is
congested and the times of congestion increase by 1. If the BMC entity fails to send
the scheduled messages for the times specified by the Congestion filter times
parameter, the system reports congestion related alarms. When the BMC entity works
in congestion, the congestion alarm is cleared if the scheduled messages can be
successfully sent for consecutive number of times specified by the Un-congestion
report filtering times parameter.

The period of CBS scheduling. If the value is 0, the system automatically sets the
scheduling period. However, the period must not be lower than the preset
MINSCHEDULEPERIOD. If the value is not set to 0, the scheduling period is a

and MINSCHEDULEPERIOD as well.

18.6.1 Enabling CBS
I. Configuration of Parameters and the Radio Network Layer Channel for the
CBS
To configure parameters and the radio network layer channel for the CBS, perform
the following steps:
1)
Execute the MML command ADD CTCH to add the CTCH data.

II. Configuration of the IPoA Client, IPoA PVC and IP Route at the RNC
To configure the IPoA client, IPoA PVC, and IPoA route at the RNC, perform the
following steps:

Execute the MML command ADD IPOACLIENT on the RNC LMT to add an IPoA
client for the CBS.
2)
Execute the MML command ADD IPOAPVC on the RNC LMT to add an IPoA
PVC for the CBS.

the CBS.

18.7.2 Alarms
ALM-2201 BMC Congestion
This alarm is reported when the CBS service in a cell is in congestion state.
18.7.3 Counters
CBS counters belong to CELL -> CBS.Cell, where, CELL is measurement type and
CBS.Cell is measurement unit.
