Moorestown Council has been
working hard over the past year
on various improvements to the
town. The treatment of the townships water and treatment
plants, improvements to the
Lenola community and the old library demolition have been
things the township has been
working on and will continue into
2016, along with much more.
The state of the townships
water and water infrastructure
was a big topic in 2015. When
Trichloropropane (TCP 1,2,3), an
unregulated compound and possible carcinogen, was found in the
drinking water in October 2014,
council took multiple steps to
work on the townships water,

New year brings new programs


for Department of Parks and Rec

Dept. of Parks & Recreation
Happy New Year! With the beginning of each new year, the Department of Parks and Recreation
announces a variety of new programs for youth and teens. As
with the personal new year resolutions each of us makes, the department takes the beginning of
each year to offer expansion programs or new ones in an effort to
offer some type of recreational
program for everyone.
The new 3rd Floor Fun program is a series of workshops that
are geared toward second- and
third-grade boys and girls. Each
workshop will focus on different
skills, interests and activities designed to offer children a new perspective on recreation. This
month, 3rd Floor Fun is Wood
Working Workshop, taught by
local business owner and hardware guru, Peter Bender. Bender
will be offering this three-week
workshop as a means of introducing children to wood working techniques and tool safety. Bender and
his wife Julie are the owners of
Moorestown Hardware and are instrumental in the Moorestown
community. Through the Wood
Working Workshop, Bender will
partner with recreation artist in
residence Sophia Geiger, who will

assist children in the final aspect


of the project by painting their finished work. Program dates are
Tuesdays, Jan. 12 through 26 from
4:15 p.m. to 5:30 p.m.
Another new program is for all
volleyball enthusiasts in grades
five to nine. The Volleyball Clinics
will be held on Friday evenings
from 6:30 p.m. to 7:45 p.m. at the
Church Street Recreation Center
beginning Friday, Jan. 8 through
Feb. 26, led by Manuelita Kardos.
The clinics will stress fundamentals of play through instruction
and drills. Kardos was a member
of the Peruvian National Team
(1992-1995) and Hofstra University
(D1) from 1999-2003. Kardos has
coached at Syracuse as well as
local clubs. Despite her impressive credentials, those wishing to
participate in the clinics need not
have previous experience. Girls
and boys will learn techniques for
passing, serving, setting and basic
hitting. Beginners will practice
from 6:30 p.m. to 7:45 p.m. and intermediate players will practice
from 7:45 p.m. to 9 p.m.
The expansion of the Boys
Recreation Basketball League continues and registration is still ongoing. Additionally, this year, for
the first time, Recreation Youth
Basketball will include a high

The Moorestown public school


district is just about halfway
through the school year. Looking
forward, that means there is still
a lot to happen.
One of the big things that has
happened over the past year, and
will continue in the summer, is
the construction project on the
schools.
The district approved a bond
referendum in September 2014,
and MTPS began work last summer. Projects completed at all of
the schools include the installation of security vestibules and
cameras and the upgrade of data
and technology infrastructure
and wiring. At the Baker, Roberts
and South Valley elementary
schools, roofing projects and
HVAC upgrades were completed.
Bathroom upgrades were completed in the Roberts 1959 wing
and the South Valley 1964 wing.
The Baker Elementary cafeteria
got new tables. At the Moorestown
High School stadium, a turf field
and track were installed. At South
Valley, a drainage project was
completed. At the Upper Elemen-

tary School, carpet was replaced


with tile in several classrooms.
Original interior doors are being
replaced at the South Valley and
Roberts schools.
According to Business Administrator Lynn Shugars, looking
forward to this summer, the
William Allen Middle School will
have eight science labs and corresponding prep rooms renovated,
in addition to four sets of bathrooms. WAMS will also have most
of its roof replaced. The district
is soliciting bids for roofing, bathroom and HVAC upgrades at
MHS for summer work. Finally,
paving throughout the district
will be done in the summer.
The remainder of the work will
be completed in the summer of
2017. This includes a roofing project at the UES and theater upgrades at MHS, WAMS and UES.
Also big news coming up for
the MTPS is the Partnership for
Assessment of Readiness for College and Careers exams. First
year individual PARCC scores
were sent to parents over winter
break.

I just wanted to share what a wonderful


experience the Special Needs Time with
Santa was at the Moorestown Library on
Monday, Dec. 14. It was quiet and calm,
with a bench so kids who wanted to be
close, but not too close could sit next to
Santa. This was the first time I've ever been
able to take all three of my boys, including
my middle son who has autism, to see
Santa at the same time! I was so excited, I
just had to share the pictures and thank
the Moorestown Library for its sensitive
programming.

Moorestown will be holding its annual Rabies Clinic (for dogs and cats) on January 16, 2016 from 9am until 12pm at the
Public Works Garage, 601 East Third Street. (Snow date-January 23, 2016). Licenses will be sold at the clinic Payment
by check only no cash.
All dog licenses expire on January 31st of each year and must be renewed by then. You may obtain a 2016 license by mail
(preferred) or in person at the Municipal Clerks Office at Town Hall, 111 West Second Street. Proof of rabies inoculation
(valid through October 2016), proof of spaying/neutering, if applicable, and a check for the appropriate amount, made
payable to Moorestown Township, must accompany the application. Please include a self-addressed, stamped envelope
if applying by mail. Dog license renewal applications and payment must be postmarked by January 31. Renewals received

On Dec. 19, a 26-year-old man of
Hainesport was arrested and
charged with shoplifting. He took mens
clothing from Boscovs
Department Store in
the Moorestown Mall
for total value of $470.
He was released on a summons.

While employed at Kmart on


Route 38, he stole a total of $85.26
on several occasions by transferring store rewards points from
transactions onto his own personal rewards card which he later redeemed for store merchandise and gift
cards. He was released
on a summons.

woman of Philadelphia was arrested and charged with shoplifting. She took various merchandise from Marshalls Department

of Moorestown was arrested and
charged with possession of marijuana under 50 grams and possession of drug paraphernalia. The
officer was checking an occupied
parked vehicle, which resulted in
charges. He was released on a

On Dec. 21, a 27-year-old man of
Maple Shade was arrested and
charged with theft by deception.

On Dec. 21, a 50year-old female of Voorhees was


arrested and charged with
shoplifting. She concealed merchandise in a bag and put a pair
of shoes on at Macys Department
Store in the Moorestown Mall for
a total value $1,065. She was released on a summons.
On Dec. 11, a 48-year-old man of
Philadelphia was arrested and
charged with shoplifting. He concealed four coats in a plastic bag
from Marshalls Department
Store on Route 38. Total value of
the merchandise was $539.96. He
was committed to the Burlington
County Jail in lieu of $2,500 bail.
On Dec. 8, a 25-year-old man of
Sicklerville was charged with
theft by deception. He took items
and attempted to return merchandise for store credit of $58.96
at Boscovs. The incident oc-

curred on Dec. 3. The same individual on Dec. 11 was charged


with shoplifting. He concealed
four Nautica sweaters in a Macys
shopping bag, total value $258.48
from Macys. The incident also occurred on Dec. 3.

Former Congressman and NFL
offensive tackle Jon Runyan has
launched a Virtual Ugly Sweater
Contest to help raise money for
Alzheimers disease research.
Alzheimers is the sixth-leading cause of death in this country,
and I wanted to do something that
would not only raise awareness
but also help fund research on the
only cause of death in Top Ten
that cant be prevented, cured or
slowed, said Runyan. At the
same time, I also wanted to start
now so we could tie the effort to
the holiday season and all of the

goodwill that flows so freely at


this special time of the year.
One of the lessons that I
learned during my time as a congressman is that Americans have
an enormous national heart and
a fantastic desire to help those in

Butler, moving forward, the district will look at scores to identify
any gaps in curriculum and curriculum needing enhancement.
Our goal is to raise the bar
and shift the students from the
approaching expectation level to
a higher level of achievement,
Butler said. Of particular interest to us is a further investigation
of our test-taker versus enrolled
data. In order for us to best use
the data at the programmatic,
curricular and student levels, it is
imperative that we are able to verify that test-takers represent the
grade level or course being measured. Moving forward, it is our
belief that reliable data will include all students enrolled. In

PARCC test changes for this academic year include one testing
window, 90 minutes overall reductions to tests and fewer test units.
The PARCC assessment previously was over two testing windows
in March and April. Test units
were also reduced to three English/language arts units and
three or four math units.

meetings on PARCC will be held
on Jan. 11 for grades three to six
at 7 p.m. at the UES and Jan. 12
for grades seven to 12 at WAMS at
7 p.m.
Another big thing to happen in
2015 for MTPS was the loss of Superintendent Timothy Rehm and
the appointment of Butler as interim superintendent. She will remain in that position until the
end of the 2015- 2016 academic
year.

enhance academic, emotional
and social foundations while creating a collaborative learning environment which fosters global
awareness through personal opportunities
and
individual
growth.
There were three broad-based
goals to establish a culture of innovation to facilitate authentic
growth and development of engaged, dynamic and productive
learners; provide resources, targeted instruction and interventions tailored to learners foundational needs at all grade levels;
and design opportunities that
promote self-awareness, confidence, personal responsibility
and social mindfulness to provide
the foundation for competent
local and global citizenship.
The board will provide an update on the progress of the strategic plans at its Jan. 19 meeting.
Also for the BOE to consider
are policies, which are reviewed
each month based on mandates
and regulations due to code and
statute changes issued from the
state. The BOE will continue to review specific policies as necessary
for the safety and security of students and staff, according to BOE
President Kathy Goldenberg.
New for 2016 is a committee
called the Green Team. The members of this team consist of Goldenberg, Butler, two principals,
two supervisors, teachers, students and two parents. This committee will look at district policies and procedures related to
making MTPS green, as related
to guidelines set forth by Sustainable New Jersey.
District contract negotiations
for the 2016-2019 period with the
Moorestown Education Association will also be underway shortly.

Municipal parking lot overhaul on track for spring

and infrastructure in 2015.
Moorestown invested in a pilot
plan to treat the TCP 1,2,3 found
in Well 9, and that pilot study was
recently completed. At the same
time, the township is interested
in the removal of other substances found in the wells and has
invested in that as well.
According to Township Manager Scott Carew, the townships engineer is reviewing results of the
pilot study and preparing a recommendation to be presented to
council early this year.
Moorestown is also interested
in improving the treatment
plants on North Church Street,
Kings Highway and Hartford
Road and have everything run by
the township by 2020.
We anticipate going out to bid

and begin construction on the


treatment for the Church Street
water treatment plant and the
rehab of the Kings Highway
water treatment plant during the
first half of 2016. We are also already moving forward with improvements to some of the townships major water mains, Carew
said.
The Lenola Ad Hoc Committee,
created in early 2015 in partnership with the Burlington County
Bridge Commission, has held two
sessions with the general public
to gather feedback and a clear picture of what citizens expect moving forward.
The township has applied for
various grants that will begin implementing the streetscaping concepts the public has advocated, including improved sidewalks.
Also, Moorestown received permission from Burlington County
to start working with the Tree
Planting and Preservation Committee to plant trees along Camden Avenue, a concept that has

been pushed, but never achieved,


for the last few decades.
According to Mayor Victoria
Napolitano, in the near future the
Burlington County Bridge Commission will present council with
a comprehensive list of recommendations that will outline the
steps to make the vision of the
Lenola community a reality.
The old library demolition has
been a hot topic in Moorestown
for the last few months. There
was a delay due to asbestos being
found in the building. The contractor is working inside the
building, removing utilities and
taking other steps necessary before the building can come down.
The schedule calls for the building to start coming down on Jan.
11, according to Carew. The township plans on utilizing this space
for additional parking and green
space, Napolitano said.
On the topic of parking, council said the complete overhaul of
the municipal parking lot is on
track for the spring. These im-

provements will add 25 percent


more parking spaces, increase
safety and create a more visually
appealing environment.
Moorestown continues to revamp the Community Development Department to improve efficiencies and provide better customer service. The township
began using new software in 2015
as recommended by the Environmental Development Advisory
Committee. New hardware will
be incorporated into the department in 2016 to complement the
new software. According to
Carew, re-organization of the department personnel is taking
place that will save money and
make things more efficient and
user friendly.
Council has furthered its commitment to protecting the townships natural treasures and moving into a more sustainable future.
Early in 2015, council voted to
enact an ordinance that will crack
down on encroachments onto protected open spaces. It is also work-

ing with the Boenitsch family to


officially preserve Flying Feather
Farm, which will protect this land
from development and keep this
family-owned farm around for future generations to enjoy.
Council also adopted Deputy
Mayor Phil Garwoods Safe
Streets Initiative, which will examine the feasibility of adding bicycle lanes to any road that is
being redone throughout town.
Garwood and Napolitano have
also spent a significant amount of
time visiting local businesses and
plan to continue to do so in 2016.
Council will continue to look into
new ways to partner with businesses to encourage residents to
shop local and continue to improve Moorestowns various retail districts, Napolitano said.
The township will continue to
invest in its roads, utilities and
parks, according to Carew.
2015 has been a great year for
Moorestown, and it looks like we
are on track for more progress in
2016, Napolitano said.
