CONTEXT AND RATIONALE


Description of current situation and identification of development problems:
Bosanska Krupa is located in north-western Bosnia and Herzegovina. Administrative center of the municipality is the town of Bosanska
Krupa, which is located on two beautiful rivers Una and Krunica, on the mountainside Grme. Geographical location Bosanska
Krupa is particularly interesting because it is the way that road and rail links north and central parts of the Croatia and European
countries to the Adriatic Sea. Such a position and preserved natural beauty of the municipality Bosanska Krupa are ideal for the
development of rural tourism. Rich cultural and historical heritage that characterized this city gives huge opportunities for tourism
development and the design of tourist facilities for tourists in transit to the Adriatic Sea and tourists who recognized Bosanska Krupa as
a popular tourist destination and final destination of their journey. A variety of medieval buildings, of which the most famous is fortress
in the center of old town of Bosanska Krupa, and monuments dating from the Ottoman Empire and Austro-Hungary Monarchy,
Bosanska Krupa make an interesting tourist destination. Many traditional cultural and sporting events in the city, taking place mainly in
summer, have been interesting tourist facilities. Considerable forest wealth of the mountains Grme give huge opportunities for
development of hunting tourism, mountaineering, cycling and adventure tourism, a rich fish stocks in rivers Una and Krunica classified
Bosanka Krupa in top destinations suitable for the development of fishing tourism, as well as opportunities for rafting, kayaking and
other tourist facilities on the water. Severe present social-economic situation in municipality as well as the efforts of local government
and population to ensure better basic living conditions, are the main reason for shortage of investment regarding improvement and
maintenance of public parks and other green areas. All that is a consequence of war caused destruction to the industry, infrastrcture and
based on that large rate of unemployment with slow econimic develoment. Bosanska Krupa is rich with natural beauties such as rivers,
forests and natural parks, wich are under real threat if there is no investment in their maintenance. Bosanska Krupa Municipality and
JKP 10. JULI d.o.o. Bosanska Krupa are only responsible for maintenance of all green areas in town. But regarding its financial state
capabilities maintenance is reduced only to mowing and cleaning of the parks and cliping of the trees.With a larger budget there is space
for bigger investment in maintenace of public green areas and their planned expansion. For these reasons in the urban part of town is
deserted and undisturbed sites of Mount Hum, which is extremely suitable for the construction of recreational park and a lookout point
with various amenities.
Location of Mount Hum in Bosanska Krupa is on high ground in relation to the central part of the city on the east side (elevation 227 m).
To the north and west of Mount Hum adjacent residential developments with individual housing. On the southern side Hum bordering
regional road R-404-Bosanska Krupa Arapua and river Krunica which curves round the Mount Hum and its foot flows into the Una
River on the north side of town. On the west side of the Mount Hum, within 620 m of air line, are all important public buildings in the
city (elementary school, cultural center, a kindergarten, health care, courts, municipalities, police, etc.).
According to the basic concepts of development of urban greenery, the location of Mount Hum is a category of urban forests (forest park)
and covers the area of approximately 7.5 hectares (75 000 m2). At the position between the rivers Una and Krusnica Mount Hum
completely dominates the valley and all traffic routes that lead through the city. This area, its shape and the dominant position is a very
attractive site that provides opportunity for recreation, sports, hiking, and relaxing stay. In addition, given that the Hum hill mostly
covered with pine trees, it constitutes a kind of air spa, with a proven favorable impact on the health of the population. Located on a hill
over the city, with very attractive views towards the bigger part of town. Current status of the location of Mount Hum indicates excessive
disrepair and therefore emphasizes the need for regulation and use of this area. Green areas on Mount Hum are neglected, the previous
path through the woods are wild weeds overgrown and completely impassable. Its appearance Mount Hum currently does not offer the
possibility of staying in the open air, as an adult and a younger population.

Objectives of the development intervention, proposed strategy and its relevance:


One of the strategic objectives of the development of Bosanska Krupa and development of rural tourism, which is defined
in the "Strategy of tourism development of Bosanska Krupa," and common "Strategy for rural development of the region
Una-Sana," which in addition to the Bosanska Krupa area includes the neighboring municipality of Sanski Most and
Buzim.
Municipality of Bosanska Krupa, makes certain positive results in the development of tourism. For serious progress in this
area require greater investment in infrastructure and education in the field of tourism, but Budget of this community is not
large enough for larger investments.
Through projects that applied the Local action group for Una-Sana region by IPA pre-accession EU funds, the Bosanska
Krupa municipality was launched in the tourist promotion and cataloging potential for tourism development in
cooperation with municipalities in BiH and Croatia. At the municipality level Bosanska Krupa resumed activities in
stronger engagement of all available resources in the development of rural tourism.
Objectivies:

Vision is esthetical and tidy town.

Strategy is improvement and maintenance of public green areas as a first step of enhancement of living condition

It is very important to adjust the strategy with these 3 criteria:

Main idea of this project is bond between spaces and human which is basic and strong. All over the world parks are places
of peace and quiet, relaxation and recreation which are a good break from in pace city life. With small investments there is
a big opportunity for improvement of living standard for people in Bosanska Krupa. Bosanska Krupa Municipality is not
able to manage that by big and expensive works, but rather with small and well planned interventions in space which are
creating new contents in it, and giving space a new life and meaning. Because city is made not only by buildings and
other structures goal is to create park as open space for social life of inhabitants.
Good and functional green areas improve life and work in town, with their economic, social and ecological effect. Main
ecological effect is better air quality and reduction of city noise. Amongst other, they ensure place for relaxation, walking,
recreation, public gathering and taking classes in nature for youngsters. Domestic and foreign investors are keen in
investing in housing, health, educational, industrial and tourist capacities of Bosanska Krupa.
The Project will have both direct and indirect influence on all targeted groups trough improvement of present status
regarding public green areas and it will fulfil its social, economic and ecological functions that green areas have now day.
In time of ever greater urbanization, and every other thing it brings with itself, such as stress, people are trying to spend
most of their time in natural environment. Beside that, for development of tourism, which is one of the goals for Bosanska
Krupa, it is of great importance to turn to nature and keep it in every sense intact. Bosanska Krupa has a very big interest
in improving environmental awareness of its inhabitants in sense of preserving and protecting its natural beauties. Nature
should be enjoyed by generations that will come after us, and after all its even a constitutional right, right on clean and
healthy environment.

PROJECT SPECIFICS
Results (Project Outputs):
Abbandoned green areas are of no use to anybody, becasue of their state they are not welcoming people of Bosanska
Krupa. That public spaces are often shelter for all sorts of illegal activities. Combined, all that factors have negative effects
on social life of our citizens. Situation can be massively improved through realization of next few goals:

Revival of the present vegetation

Re-designing the present public green areas

Creation of new eco-oasis for people

New space for recreation and leisure

Safe environment for kids

Reconstruction of present park items (benches, trash cans, lighting)

Activities:
1. The first activity in the implementation of the project is the formation of a team monitoring and supervision which will
include representatives of the municipality of Bosanska Krupa, and representatives of JKP "10 July "Bosanska Krupa.
2. Second activity is the introduction of contractors in the business. This activity will be implemented by the supervisory
team. Work on building a recreational park - LOOKOUT HUM will perform a service company JKP "10 July" Bosanska
Krupa, which has all the necessary machinery, skilled personnel and experience in implementing similar projects in the
planning space and parks. In 2010. year, the Embassy of the Czech Republic supported the project of public utility service
company "10 July" and this company is equipped for high-quality works on designing and building parks. To work on site
clearance in preparation for work, JKP "10 July" will employ 35 unemployed people from the Employment Service. Their
involvement will last for 5 working days.
3. JKP10. July will begin work in the implementation of the Phase I, which includes cleaning the entire site of Mount
Hum and cutting diseased trees. Cleaning refers to the removal of low vegetation (hazel, cornel, hawthorn and other wild
shrub), and removal of damaged high trees (pine, fir ...). All materials that create a cleanup site will be processed and used
in subsequent stages of the project for making fences, trails and other attractions in the park. This activity will be
performed by the JKP10. July hiring unemployed workers from the Employment offices and surveillance will monitor
the surveillance team. This activities will run in the first 15 days of project implementation.
4. After cleaning the grounds and the final determination of the direction and trajectory paths for walking and cycling
begins the second phase of the project. Phase-II includes arranging access hiking trails and rest areas from the entrance to
the plateau at the highest point of Mount Hum. The work on the tracks will run with as little intervention in nature, using
natural materials - wood and stone. The material will be used by the wooden logs with different profiles obtained by
cleaning the entire site.. Material obtained by fitting the profile of clearing the park and the collection of stones will secure
the project budget. Activities for laying out paths and their construction will be carried out by JKP "10 July "Bosanska
Krupa, which has all the necessary machinery and skilled personnel to perform these works. Activities will be implemented
in the second and third month of project implementation.
5. Financially most demanding phase of the project, Phase III, will run from third to sixth months of project
implementation. This activity involves the construction of wooden houses and canopies, benches, lookout on the plateau,
less platforms forobservation, playgrounds, the place intended for grill, etc., and placement lighting throughout the of
Mount Hum along the planned path. The construction of all the listed facilities, except for lighting, we will use natural
materials obtained from clearing and construction of park trails. Supply the missing materials and lighting will be funded
from the budget of the project. Work on the construction of facilities will be done by JKP "10 July "with the participation of
volunteers and employees of JP "Una-Sana forests" Bosanska Krupa, who will provide expert assistance.
6. The sixth activity involves the implementation of Phase IV project-marking trails for hiking and biking trails. This
activity will run in the sixth month of project implementation. All wooden signs carved with the names of trails and routes
will be created in the JP "Una-Sana forests" Bosanska Krupa, which has the necessary machinery for the production of
wooden signposts.
7. Seventh activity is focused on the design and organization of space of the former stone quarry, located at the bottom of
the hill, for the extreme sport-climbing. Within this activity will procure the necessary equipment (pegs, ropes, protective
gear) for climbing, which will be installed on the space provided for the regulation of the climb for mountaineers.
Professional help and routing trails and climbing equipment will be done by Extreme sports club, "Urban-X" Bosanska
Krupa, and Extreme Sports Club "Limit" from Bihac, who possess the necessary experience and expertise. This activity will
be done during the fifth and sixth months of project implementation.
8. Eighth activity is officially open recreational park-LOOKOUT HUM in the presence of representatives of the Embassy of
the Czech Republic and the municipality of Bosanska Krupa. Activity will be conducted at the end of the sixth month of
project implementation.
9. Throughout the project implementation will be carried out media presentation and follow-up through local radio,
Bosanska Krupa, RTV of Una-Sana Canton and other electronic media as well as a media presentation in the print media
and on the web site of the municipality of Bosanska Krupa.
10. Upon completion of the project implementation and technical acceptance recreational park-LOOKOUT HUM
Municipality Bosanska Krupa will do a detailed narrative and financial report and submit it to the Embassy of the Czech
Republic.
