4.10 CLOSE-OUT AND FINAL REPORT


Project close-Out shall include confirmation of documentation of construction,
commissioning, performance, handling and other tests, and other material to be
furnished by CONSTRUCTION CONTRACTOR. In addition, CONSULTANT shall submit a
final report in form and content appropriate to the material, such as overall
CONSTRUCTION CONTRACTOR'S performance, quality, operational comments, project
management, schedule, future changes or considerations towards improvement.
5. PROGRAMME REOUIREMENTS
The programme supplied by CONSTRUCTION CONTRACTOR will be used by the COMPANY
and CONSULTANT to monitor the overall progress of the PROJECT. Primavera project
management software shall be used for all programme for the duration of the CONTRACT.
Key events shall be clearly identified on all programme and be Integrated in to the program
logic. All programme issued throughout the PROJECT by the CONSTRUCTION CONTRACTOR
shall be provided electronically in native Primavera format, to allow fall interrogation by the
COMPANY. Print or plot flies will not be acceptable. In addition to the electronic copies the
CONSTRUCTION CONTRACTOR shall submit three color copies in both A3 and AO sizes. The
approved programme shall be adhered to by the CONSTRUCTION CONTRACTOR and shall
not be changed except as agreed by the COMPANY. If at any time during the execution of
the PROJECT it is found necessary to modify the approved programme, the CONSULTANT
shall inform the COMPANY and submit the modified programme for approval. Any approval or
changes to the approved program shall not constitute approval of an extension of the
guaranteed completion date, or any approval of claims for increases in the CONTRACT Price.
5.1 CONTRACT programme
The CONTRACT Programme shall be updated by the CONSTRUCTION CONTRACTOR to
include any modifications negotiated and agreed during the period up to award of
CONTRACT and shall have the detail further expanded and developed prior to being
submitted for approval by the COMPANY within 15 days of the Letter of Acceptance.
The programme shall be of at least Level 2 detail, resourced and capable of producing
manning histograms for each phase of the works, covering the review of design,
procurement, manufacture, construction, erection and commissioning activities.
Activities of over eight weeks duration are unacceptable and shall be broken down in
detail to acceptable sub-tasks. Following approval by the COMPANY, this programme
shall become the CONTRACT programme, and following the creation of a baseline,
shall be used as the basis for measuring and reporting progress throughout the
project timescale. The approved CONTRACT programme shall be adhered to by the
CONSTRUCTION CONTRACTOR and shall not be changed, except as agreed by

COMPANY. If, at any time during the performance of the CONTRACT, the
CONSTRUCTION CONTRACTOR has falled or is seen to be failing to perform the works
in accordance with the CONTRACT programme, then COMPANY may direct the
CONSTRUCTION CONTRACTOR in writing to allocate additional resources or accelerate
the WORKS at the CONSTRUCTION CONTRACTOR's tost. The CONSTRUCTION
CONTRACTOR shall be instructed to maintain his programme to reflect the current
status of progress and to issue the required updated bar charts and associated reports
etc, '5' curves and histograms with each monthly progress report. '5' curves shall be
directly produced from the CONTRACT programme, and shall be based on appropriate
quantitative information.
5.2 Design review schedule

The CONTRACT programme shall incorporate design review activities that identify the
sequence of WORK for the PROJECT and the submission of comments, drawings,

studies and reports etc.


The Design review Schedule shall be electronically extracted from the CONTRACT
Programme and shall contain all major documents and drawings to be reviewed by
CONSULTANT, their submission dates and durations for review as specified by
COMPANY, and shall meet the requirements of the Qurayyah Power Plant
CONSTRUCTION CONTRACTS, CONSTRUCTION CONTRACTORS and Other Contractors
engaged an the PROJECT. The CONTRACT Programme shall allow a three (3) week
period for the submission and return of drawings and other documents submitted for
review.
5.3 Procurement and Manufacturing review Schedule
The CONTRACT Programme shall incorporate a Procurement and Manufacturing review
Schedule. The Procurement and Manufacturing review Schedule shall be electronically
extracted from the CONTRACT Programme and shall be in sufficient detail to enable
the WORK to be adequately progressed. This schedule shall meet the requirements of
the Qurayyah Power Plant CONSTRUCTION CONTRACTS, CONSTRUCTION
CONTRACTOR and Other Contractors engaged an the PROJECT."
6. PROGRESS REPORTING

Monthly progress reports shall be produced by the CONSULTANT and submitted to the
COMPANY from the commencement of the CONTRACT. The format of the Monthly Progress
Report shall be finalized during the kick-off meeting for the Project. Monthly Progress Report
shall be submitted within one week of the report cut-off date to be agreed during
negotiations. The report shall address all project management areas i.e. design progress
review, procurement progress review, manufacturing progress review, construction progress
review, and testing & commissioning issues. The reports shall include but not be limited to
the following:"
a.

Executive summary.

b.

Schedule of forecast and actual key events.

c.

Progress to date in narrative format.

d.

Areas of concern and details of corrective action being taken.

e.

Actual resources against planned.

f.

Updated 'S' curve.

g.

CONTRACT programme updated to show progress achieved. Programme progress


updates shall also be provided in the form of a fully working Primavera electronic file,
which will allow analysis by the COMPANY. Electronic print or plot file are not acceptable.

h.

CONTRACT financial status.

The progress report shall include photographs which depict overall site progress and
major activities.

The CONSTRUCTION CONTRACTOR may be required to include additional schedules and


charts considered necessary by the COMPANY to adequately monitor the Qurayyah Power
Plant CONSTRUCTION CONTRACTS. Three (3) Hard copies of progress reports are to be
issued to the COMPANY. An electronic copy shall also be submitted to COMPANY. An access
to the CONSTRUCTION CONTRACTOR WORKS shall be granted to the COMPANY at any
reasonable time for the purposes of ascertaining progress. The COMPANY shall also have

access to the CONSTRUCTION CONTRACTOR's daily activity reports. The COMPANY may
request the CONSTRUCTION CONTRACTOR to provide additional reports when in his opinion
they are warranted.
7.

UNAUTHORIZED ABSENCE FROM SITE


The unauthorized absence of any of SITE Supervisory personnel shall fead to CONSULTANT'S
deduction of equal to twice the subject's personnel's man-days of unauthorized absence.
Computations shall be as indicated in paragraph 6.2.1, based from Monthly Rates in Pricing
Attachment II to Schedule "C". A repeat of unauthorized absence in a month shalf entail a
deduction equal to three times the man-days of unauthorized absence, however total
deduction shall not exceed 10% of the Monthly rate.

MOBILIZATION TIME SCHEDULE


8.1

Design review/approval and Project Management Services shall start upon the
effective date of this CONSULTANT CONTRACT.

8.2

SITE Supervision Service shall be in Operation with adequate staff to supervise current
SITE activities.

RESPONSIBILITY OF WORK
The CONSULTANT shall be fully responsible for his work. Any acts of negligence, omissions,
mistakes, delays in approvals, delay in manpower mobilization, supervision or inspection
WORK shall give COMPANY the right to apply penalty provisions.

10. WORK PERMITS AND VISIT VISAS


The CONSULTANT shall be responsible to arrange necessary Residence Work Permits
(IQAMA) for his Expatriate Site Supervisory staff, if any. Engineers only an short visits
should utilize visit visas.
11. ASSIGNMENT OF WORKS
COMPANY reserves its right to increase/decrease/replace the SITE supervision personnel,
any time during the CONTRACT period. The actual deployment shall be according to
progress and requirements at SITE. Some manmonths are reserved for utilization in
warranty period. COMPANY shall advise CONSULTANT in advance through a thirty (30)
calendar days written notice of any additionsidefetionskeplacement in the SITE supervision
personnel.
12. $1TE OF FICE
Adequately furnished SITE office, for the CONSULTANT's required staff will be provided, at
the plant SITE, free of cost by the CONSTRUCTION CONTRACTOR. Photocopier, phone, and
fax shall also be provided. CONSULTANT shall arrange the other required office equipment,
stationery and other office supplies required in execution of this CONTRACT as stated in
paragraph 4.1,8 of this Schedule "B".
The Power Plant CONSTRUCTION CONTRACTOR shall do routine maintenance of SITE office.
13. TRANSPORT AND aTHERCOSTS
CONSULTANT shall arrange the necessary cars for his personal staff required for the
execution of the WORK. Gasoline, maintenance, and local transport cost shalf be at
CONSULTANT cost. Other costs such as, but not limited to, telephone, telex, fax, stationery,
Office equipment etc. shall be at CONSULTANT cost.
