accommodation and related travel tost only (from Out of Kingdom Horne Office

to Dammam, Saudi Arabia and back) for those CONSULTANT'S staff who
attended the design review meeting.
4.3.10 Upon the effective of this CONSULTANT CONTRACT, CONSULTANT shall assurne
the responsibility in the Design Review and Approval of drawings of Qurayyah
Power Plant CONSTRUCTION CONTRACT for PROJECTS I & II, and upon the
effective date of the Qurayyah Power Plant Combined Cycle CONTRACT
(PROJECT III) as indicated in Attachment I of this Schedule "B",
CONSTRUCTION CONTRACTORS shall submit to COMPANY and CONSULTANT a
list of all proposed drawings and documents to be produced for the PROJECT.
Upon receipt CONSULTANT and COMPANY shall review this list and advice the
CONSTRUCTION CONTRACTOR of all drawings and documents which must be
submitted for approval, and any drawings and documents which must be
submitted as information items by the CONSTRUCTION CONTRACTOR but
which do not require approval.
4.3.11 CONSULTANT REPORTS
4.3.11.1 CONSULTANT shall submit to COMPANY a monthly status report
during the design review, which shall include but shall not be limited
to the following information:

Number of drawings received for the month. Total

drawings received to date.
Number of drawings fully approved for the month.
Total drawings fully approved to date.
Number of drawings approved for the month subject to

Status of submittals such as technical memos, calculation

sheets and any other design documents.

Problem Areas, if any and claim analysis.

(iv)

Decisions Required/Recommendations

4.3.11.2 CONSULTANT'S REPORTS shall be in accordance with the PROGRESS

REPORTING specified in Paragraph 6 of this Schedule "13".
4.3.11.3 CONSULTANT shall submit a final report an the Design review which
shall provide over-all record of design review comments and
responses and other subjects reviewed.

4.3.12 CONSULTANT shall review, evaluate, prepare studies and arrive at Optimum
sofutions to COMPANY'S concerns regarding problems encountered in the
CONSTRUCTION CONTRACTOR'S detailed design, construction commissioning,
performance testing and during the warranty period.
4.4 PROCUREMENT REVIEW SERVICES
4.4.1 As part of the payment items in the Qurayyah Power Plant CONSTRUCTION
CONTRACTS Schedule "C", Purchase Order Placement for Engineered
Equipment, CONSULTANT shall confirm that line item billed by CONSTRUCTION
CONTRACTOR are eligible for progress payment, i.e., Purchase Order's have
been placed for the approved materials and that purchase Order's include the
required conditions, inspection, etc.
4.4.2 CONSULTANT shall review the CONSTRUCTION CONTRACTOR inspection and
QA/QC procedures to assure that CONSTRUCTION CONTRACTOR is complying
with inspection and QA/QC requirements for equipment and materials, including
items manufactured by the CONSTRUCTION CONTRACTOR, their subsidiaries,
sub-contractors and other approved vendors.
4.4.3 CONSULTANT services under this item shall include review of documentation
procedures, forms and records, as well as witness of certain tests and review of
test results. CONSULTANT shall prepare a plan for audit of CONSTRUCTION
CONTRACTOR performance after commencement of work or immediale!), upon
award of this CONTRACT.
4.4.4 No equipment inspection shall be scheduled without prior approval of the
COMPANY.
4.4.5 CONSULTANT shall review all vendor manuals and ensure that the information
provided corresponds to the actual specification of the equipment. Furthermore,
CONSULTANT shall confirm that the spare parts listing furnished by the Vendor
for any equipment is complete, well documented and supported with all
required references and data for easy procurement.
4.5 NOT USED
4.6 SITE CONSTRUCTION SERVICES
4.6.1 CONSULTANT shall perform all activities required to provide COMPANY with
assurance that PROJECT is being executed in accordance with the design
specifications and high quality construction standards.
4.6.2 CONSTRUCTION CONTRACTOR is required to submit Monthly Progress Report
for the CONTRACT. CONSULTANT shall review/advise and direct such action as
may be required relating to the Progress Report.
4.6.3 CONSULTANT shall also review progress reported for payment purposes against
line items contained in Qurayyah Power Plant CONSTRUCTION CONTRACTS
Pricing Attachment to Schedule "C", "Breakdown of Lump Sum Portion of
CONTRACT Price", and shall review and recommend for COMPANY payment of
the monthly invoice and any other invoices for changes or amendments.
4.6.4 Material On-SITE
4.6.4.1 CONSULTANT shall audit the receiving and invoicing for material an
SITE for payment under Schedule "C" and for evaluation of PROJECT
progress against schedule.

4.6.4.2 CONSULTANT shall include audit of material, documentation,

protection and handling and submittals of proper vendor data by the
CONSTRUCTION CONTRACTOR to the COMPANY for accounting
purposes. The audit will identify material not previously approved by
COMPANY/CONSULTANT.
4.6.4.3 CONSULTANT shall review CONSTRUCTION CONTRACTOR'S
expediting reports and ensure that the materials are purchased and
shipped an a program consistent with CONSTRUCTION
CONTRACTOR'S WORK SCHEDULE.
4.6.4.4 CONSULTANT shall provide procurement assistance for the COMPANY
supplied permanent material and spare parts.
4.6.4.5 CONSULTANT shall inspect all received materials to confirm the
condition quality prior to SITE storage.
4.6.5 OA/QC SITE Monitorinq
4.6.5.1 CONSULTANT shall provide a staff experienced in the combined cycle
power plants, construction methods, testing and commissioning
materials, documentation, QA/QC procedures, etc., to assure that
CONSTRUCTION CONTRACTOR complies with contractual
requirements. CONSULTANT shall prepare a proposal for the
organization and CONSULTANT procedures to perform the necessary
activities. Initial proposal shall assume reasonable CONSTRUCTION
CONTRACTOR'S compliance and competence to execute the PROJECT
according to highest standards. CONSULTANT shall continuously
evaluate the SITE construction services performance and
CONSULTANTS capability to support the site monitoring. If serious
deficiencies in compliance indicate that changes in procedures or
personnel are required. CONSULTANT shall submit recommendations
accordingly. SITE organization procedures and personnet are subject
to COMPANY concurrence.
4.6.5,2 CONSULTANT shall inform COMPANY of any WORK or material not in
conformance with the CONTRACT. CONSULTANT shall report
promptly to COMPANY whenever WORK or material fall to conform to
CONTRACT approved for construction drawings. CONSULTANT shall
follow-up to insure CONSTRUCTION CONTRACTOR is making
remedial action.
4.6.6 CONSULTANT shall provide professional review advice and direction for the
resolution of PROJECT problems whether due to design, material, construction,
QA/QC, progress or other matters arising at SITE.
4.6.7 Other CONSULTANT responsibillties shall include monitoring CONSTRUCTION
CONTRACTOR's compliance with security, sanitation, safety and health and
camp/catering requirements.
4.6.8 CONSULTANT shall develop the suitable filing system to File all the PROJECT
related documentation and shall finally turn over in a manner acceptable to
COMPANY.
4.6.9 CONSULTANT shall review the CONSTRUCTION CONTRACTOR WORK in
construction drawings and confirm the inclusion of all modifications
incorporated during construction/commissioning.
