shall have the minimum qualification as indicated in Attachment "II" (Minimum


Educational and Exoerience Reciuirements for Personnel Job Classifications) of
this Schedule "B". In addition, each member of the key staff shall be able to
speak, read, write, and proficiently understand the technical English language.
4.1.13 CONSULTANT SITE/Field key personnel such as SITE General Manager, Senior
Engineers, Quality Control Specialist and Senior Commissioning Engineers shall
be a permanent employee of the Out-of-Kingdom (00K) CONSULTANT at least
for a period of minimum one (1) year prior to their assignment to this
CONTRACT."
4.1.14 All CONSULTANT'S personnel resumes shall be reviewed by COMPANY
REPRESENTATIVE and approved prior to assignment to the WORK. Placement or
replacement (temporary or permanent) of CONSULTANT'S personnel shall be
subject to COMPANY REPRESENTATIVE written approval.
4.1.15 The CONSULTANT shall manage the PROJECT in compliance with the PROJECT
Organization Chart as shown on Schedule "B" Attachment "V".
4.2 WORK SCHEDULE. PROCEDURES. MEETINGS, AND REPORTS
4.2.1 Prior to commencement of WORK under this CONTRACT, CONSULTANT shall
prepare and submit to COMPANY, CONSULTANT's proposed schedule ("WORK
Schedule"). The WORK Schedule shall be based on and incorporates the Critical
Milestone Date(s) as indicated in Attachment I of this Schedule "B" for the
I mplementation of Q urayyah Power Plant CONSTRUCTION CONTRACTS and
shall show the order in which CONSULTANT shall perform the WORK, and any
other information concerning CONSULTANT'S WORK Schedule as COMPANY
may request. CONSULTANT'S WORK Schedule shall be in accordance with the
PROGRAMME REQUIREMENTS specified in Paragraph 5 of this Schedule "B".
4.2.2 At regular intervals determined by COMPANY REPRESENTATIVE, CONSULTANT
shall review and revise, as required, the WORK Schedule to reflect actual
WORK progress. Such revision shall be approved by COMPANY.
4.2.3 CONSULTANT shall promptly notify COMPANY of any anticipated or actual
slippage in its performance of the WORK as compared to the WORK Schedule
or the CONSTRUCTION CONTRACTOR'S WORK Schedule.
4.2.4 WORK progress meetings shall be held regularly between COMPANY,
CONSULTANT and CONSTRUCTION CONTRACTORS in accordance with the
provision of Schedule "B".
4.2.5 Not less than sixty (60) days prior to the date the CONSULTANT anticipates
completion of the In-Kingdom portion of the WORK, CONSULTANT shall submit
to COMPANY REPRESENTATIVE a plan for demobilizing its personnel from the
WORK SITE, the said plan shall provide coverage for any remaining WORK.
4.2.6 Neither the updating of CONSULTANT'S WORK Schedule, nor the submission,
updating, change or revision of any other report or schedule submitted to
COMPANY by CONSULTANT under this CONTRACT nor COMPANY'S review of any
such report or schedule shall have the effect of amending, modifying or limiting
in any way CONSULTANT'S obligations under this CONTRACT.
4.2.7 CONSULTANT shall conduct regularly scheduled PROJECT coordination meeting
and coordinate agendas for discussions with COMPANY and with
CONSTRUCTION CONTRACTOR to establish proper follow up of the design,
construction and commissioning activities, and to ensure full compliance with

the scope of WORK. Furthermore, CONSULTANT shall provide necessary
assistance for any other related subjects, which may be introduced by
COMPANY, CONSTRUCTI ON C ONTRACTORS or CONSULTANT during the full
course of the PROJECT. Minutes shall be issued promptly for each meeting.
4.2.8 CONSULTANT shall review CONSTRUCTION CONTRACTOR'S submittals for
PROJECT control procedures, schedules and forms and shall establish
procedures satisfactory to COMPANY and CONSTRUCTION CONTRACTOR,
covering execution of all phases of the WORK and disseminate the provisions of
the CONTRACT, the PROJECT execution requirements and its own procedure to
all personnel for performance of the WORK, CONSULTANT procedures shall
include forms to be used and descriptions of individual responsibilities and flow
diagrams.
4.2.9 Upon agreement of PROJECT control procedure, CONSULTANT shall review and
endorse for COMPANY'S approval each CONSTRUCTION CONTRACTOR'S
Monthly Progress Report submitted during the course of the PROJECT.
The subjects covered by the control procedures shall be all those required to
properly control, audit and administer the PROJECTS, including but not limited
to the following:
COMPANY'S Organization
CONSTRUCTION CONTRACTOR'S Organization
CONSULTANT'S Organization
Communications
Correspondence
Design Review
Material, including engineered materials
Changes in Scope
Projects Schedule
Approvals of Report
Standards
Quality Assurance and Quality Control
Third Party Inspection
Recommendation for Sub-contractors and Vendors (including local Sourcing
and the 30% Regulation)
Verification of Work Progress
Settlement of Claims and disputes.
4.2.10 CONSULTANT shall report and explain variances between CONSTRUCTION
CONTRACTOR actual and forecast Progress Payment.

4.2.11 For the overall Qurayyah Power Plant CONSTRUCTION CONTRACTS, a monthly
analysis of each PROJECT Schedule shall be made by CONSULTANT and
submitted to COMPANY with particular emphasis an the critical and sub critical
paths. The conclusions of this analysis shall be covered in the monthly progress
report to be prepared by CONSULTANT and this report shall include but not
li mited to:
4.2.11.1 Narrative highlights of any changes over the status of the previous
month.
4.2.11.2 Special actions recommended or being implemented to maintain or
i mprove schedule.
4.2.11.3 Outlook for activities to be started or finished during the next
month.
4.2.11.4 Description of all activities performed within the reporting month.
4.2.11.5 Summary of all management manpower by the job description.
4.2.11.6 Revised Progress Payment forecast of the CONSTRUCTION
CONTRACTOR.
4.2.12 CONSULTANT shall prepare and issue, an a monthly basis In conjunction with
CONSTRUCTION CONTRACTOR'S progress report, progress curves showing the
projected actual progress for overall engineering.
4.2.13 CONSULTANT shall review all reports submitted by CONSTRUCTION
CONTRACTOR, and shall present to COMPANY his assessment and evaluation in
a timely manner as determined by COMPANY.
4.2.14 CONSULTANT shall verify Monthfy Progress of the WORK at SITE submitted by
CONSTRUCTION CONTRACTOR. CONSULTANT shall forward to COMPANY
certification of such invoices and advise COMPANY whether the WORK
represented by the invoices was completed in accordance with CONTRACT
requirements.
4.2.15 CONSULTANT shall assist in COMPANY Management Review Meetings and other
special meetings as directed by COMPANY.
4.2.16 All of CONSULTANTS caiculations and documents supporting schedules,
reports, and forecasts shall be made available to COMPANY an request.
4.3 DESIGN REVIEW AND OUT OF KINGDOM HOME OFFICE SUPPORT
4.3.1 CONSULTANT shall perform a detailed review of the CONSTRUCTION
CONTRACTOR'S design, which shall confirm:
4.3.1.1 That the design and material selection are in compliance with the
requirements of Qurayyah Power Plant CONSTRUCTION CONTRACTS
specification, and approved standards;
4.3.1.2 That the CONSTRUCTION CONTRACTOR'S Base Design parameters,
design procedures and formulas follow good engineering practice.
4.3.1.3 That the layout and plant arrangement are in accordance with the
technical specification requirements of Qurayyah Power Plant
CONSTRUCTION CONTRACTS.
