SOCIAL IMPACT ASSESSMENT & SOCIAL MANAGEMENT PLAN

for SURAT DREAM CITY PROJECT

Need for Social Impact Assessment


The loss of private assets resulting in loss of income and displacement has made
social impact assessment an important input into the project design while initiating and
implementing developmental interventions. An understanding of the issues related to
social, economic and cultural factors of the affected people is critical in the formulation
of an appropriate rehabilitation plan. A detailed social impact assessment (SIA) will be
carried out to make the project design responsive to social development concerns. SIA
also helps in enhancing the project benefits to poor and vulnerable people while
minimizing or mitigating concerns, risks and adverse impacts. Further, as the project
implementation entails a large number of other social issues such as influx of labour
during construction and others, a systematic assessment shall be undertaken to
provide the basis for preparation of a Social Management Plan.
Objectives of the Study
The main objective of the study is to ensure that the project addresses the adverse
impacts on the livelihood of the people and that nobody is left worse off after
implementing RAP and those affected have access to project benefits, both during
project construction as well as operation. Specifically, the objectives of the study are:

i.

To undertake socio-economic assessment of the project area and to identify the


perceived negative and positive social impact associated with the proposed
project.

ii.

To carry out a socio-economic, cultural and political/institutional analysis to identify


the project stakeholders and social issues associated with the project.

iii.

To classify different categories of PAFS residing within the project area on the
basis of their demographic and socio-economic profile such as age, sex,
household size, occupation, land ownership, social category, economic activity,
type and degree of loss etc. and provide details of affected CPRs.

iv.

To conduct FGDs /Consultations with the directly and indirectly affected persons
so as to sensitise them about the project and to get an insight of the ground level
issues, peoples perceptions/ needs and stakeholders suggestions related to the
proposed project

v.

To develop a consultation framework for participatory planning and implementation


of proposed mitigation plan.

Methodology Adopted
As per Environmental and Social Management Frame work, any infrastructure project
is anticipated to encounter a variety of environmental and social problems. Hence, an
environmental and social assessment has been conducted for preparation of
corresponding management plans for the proposed project.

The methodology of survey with include following steps:

Household Survey Questionnaires

Under the current assignment, structured household questionnaire (covering


approximately 80 HHs) will be used for obtaining social baseline information of the
project area and the PAFs. The HH survey will also aid in providing ground level
information and supplementing (ground truthing) the information obtained through
secondary sources.

House Hold Survey Questionnaires will be developed

i.

for conducting the socio-economic profiling (5% HHs on random sampling basis) for directly
and indirectly affected families in and around the project area and

ii.

100 % surveys of the PAFs whose land will be affected within the project area.

Pilot Survey

Pilot surveys will be conducted for field testing and refining the questionnaires, if
required.

Focus Group Discussions (approximately 5-10 FGDs)

FGDs be held with the directly and indirectly project impacted persons in and around
the project area, namely in the villages of Khajod, Abva, Bhimrad, Budiya and Jiav, for
perceiving the plausible negative and positive impacts of the project. The objective will
be to assess the issues and benefits of the proposed project in light of improvement in
the Quality of Life, livelihood restoration, inclusiveness and stakeholders participation.

Survey of CPRs

A survey of the CPRs being affected within the project area will be conducted and
options for their relocation/enhancement etc. in consultation with the stakeholders will
be proposed.

Formal and Informal interactions with other stakeholders

Interactions and discussions with the stakeholders also be held to gain an


understanding of the socio-cultural and economic characteristics of the project area
and to outline the views /perception and suggestions for sustainable implementation of
the project.

Identification and Assessment of Impacts


Based on the analysis of the data gathered from field survey, stakeholder
interaction/consultation and secondary sources, issues related to the environmental
and social sectors will be identified and categorised into positive and negative
impacts.

Expected outcome and how we will address this in our report

The output of the survey will entail the Social Impact Assessment Report, which will
highlight the possible negative and positive social impacts of the proposed project
and provide suggestions and mitigative measures for addressing these issues. The
preliminary social assessment of various alternative scenarios will also be carried
out.

i.

Development of Social Impact Assessment Report

The Social Impact Assessment report will be prepared on the basis of findings of the
survey, FGDs and Public Consultations.

ii. Development of Social Management Plan


The Social Management Plan will be developed on the basis of identified social
issues and considering all the perceived effects and likely impacts of the project
during the implementation phase and would define the measures needed to prevent,
minimize, mitigate, or compensate for adverse impacts.
