1 INTRODUCTION
Elliott Ventilation System Pty Ltd started its operation in Perth in 2004. The operation comprises of
two warehouses, an office area, six tonne truck for deliveries, one tonne utility and managers
vehicle. Branches are located in Kalgoorlie, Mount Isa and Maryborough (Qld).
Ventilation duct is delivered to Armadale (via containers), stored and later dispatched to appropriate
sites. No ventilation duct fabrication is conducted on these premises.
2 HSE MANAGEMENT SYSTEM OVERVIEW
This section provides an overview of the Health Safety Environment (HSE) Management System
manual, including its objectives, scope and major features and its operation at various levels of the
company.
2.1 Objectives and Scope
Elliott Ventilation Systems Pty Ltd HSE Management System objectives are to:
prevent incidents, eliminate or reduce hazards and improve HSE performance at their
Armadale, Mount Isa and Maryborough operations;
ensure, as a minimum compliance with legislative requirements;
provide a platform for continuous improvement.
To achieve these objectives the management system covers the following:
all areas and operational aspects at their Armadale location that have the potential to
affect the health and safety of people or the environment;
all relevant legislation and other requirements; and
all elements of HSE management.
2.2 Major Features
The major features of the Elliott Ventilation Systems HSE Management System are as follows:
it is an integrated management system that covers occupational health and safety, and
environment, and meets the requirements of:
o the company operational requirements; and
o all relevant legislation
it is a comprehensive system incorporating all operational areas and all working
conditions and activities (including contractors) that have the potential to affect the health
and safety of people or the environment;
it is a documented system with a hierarchical arrangement of documents.

This section describes the structure of the Management System, including the Systems hierarchy of
documents, the function and status of the documents, the impact and status of external documents
such as legislation, standards and codes.
3.1 Hierarchy of Documents
One of the features of the Management System is that it is a documented system. This means that
objectives, requirements, methods, responsibilities and other system aspects are documented. The
system essentially consists of various types of documents, each with its own status, contents and its
own purpose. Together, all of these documents form the foundation of the HSE Management
System.
These documents are arranged in a hierarchical structure, which is divided into two basic levels:
System requirements - What does the system aim to achieve?
Working documents - How do we achieve these aims?
The arrangement of the documents which form the Management System and the relationship
between them are shown on the following hierarchy of documents diagram.

An important principle of the Management System hierarchy of documentation is that documents


must always be consistent with the level above them. For example, the Procedures must reflect the
requirements of the Standards; the Standards must reflect the requirements of the Policies, etc.
3.2 Documents
This section covers the documents related to the management system.
3.2.1 Policies
Elliott Ventilation Systems Pty Ltd has five policies that are high level documents that define the
intent, broad approach and beliefs of Elliott Ventilation Systems in relation to health, safety and the
environment. The requirements of these policies are mandatory to its Armadale operations.
The five policies are as follows:
Occupational Safety and Health
Environment
Rehabilitation
Fair Treatment
Drug and Alcohol
3.2.2 Standards
The Standards are a set of relatively brief statements which set out the requirements in relation to a
range of issues which have the potential to affect the safety and health of people, or the
environment. The Standards are effectively an expansion of the Policies and are high level
statements that define what has to be achieved in relation to HSE, without including any
prescriptive requirements as to exactly how these requirements are to be met.

3.2.3 Management Plans
These documents identify commitment, intentions and principles in relation to overall management
of a particular aspect of the operation (ie emergency response plan) and to provide the framework
for action and the setting of its objectives.

3.2.4 Procedures
Elliott Ventilation Systems Pty Ltd Procedures are a series of documents that define what will be
done, when, how and by whom and what records will be kept. They are an expansion of the
Standards and apply to Elliott Ventilation Systems Pty Ltd, Armadale Operation. The requirements
of the Procedures are mandatory.
3.2.5 Manuals and Forms
The associated documentation required to support the various elements of the management
system.
