QUOTA HUNT INSTRUCTIONS


How many different quota hunt applications can I submit? Customers
age 17 and older may submit one application for the Elk Quota Hunt and
one application for the WMA Quota Hunt. Customers age 6 to 16 may
submit one application for the WMA Quota Hunt and one application
for the Youth WMA Quota Hunt. They may also submit one application
for the Elk Quota Hunt (Type 250 or 252). Resident customers age 1316 may submit one application for the Youth Elk Quota Hunt. However,
these customers must choose to enter either the Youth Elk Hunt or the
Elk Quota Hunt. They may not enter both.

GENERAL DRAWING INFORMATION

You must apply at a TWRA license agent, at any TWRA regional office
or by online application at www.tnwildlife.org. If you encounter any
problems while applying, please call 615-781-6621 during regular office
hours (8:00 a.m. 4:30 p.m. CDT). Do not mail this form to TWRA.
You may begin applying June 15, 2016. The deadline is midnight
July 27, 2016.
No person may apply for a particular quota hunt more than once. Youth
hunters (ages 6 to 16 by the date of the hunt) may apply but must be
accompanied by a non-hunting adult 21 years or older.
Applicants must review their application receipt and verify name, address, hunt locations, party number (if joining a party), fees, etc., upon
completion to ensure accuracy.
No applications will be accepted or edited after the deadline.
There is no fee for current Annual Sportsman License holders, Lifetime Sportsman License holders, or Senior Citizen License (Type 166)
holders with an Annual Senior Citizen Permit (Type 167). For all other
applicants, there is a non-refundable permit fee of $12 for each drawing
you choose to enter. If you apply at a license agent, there is a $1 agent
fee. If you apply on the internet, the fee is $2.
You will need to provide your date of birth and one of the following:
a drivers license, or Social Security Number. If applying at a license
agent, you may apply using your TWRA ID number.
Application fee(s) are non-refundable. No refunds will be made.

WMA AND WMA YOUTH DRAWING INFORMATION

GENERAL QUOTA HUNT APPLICATION INSTRUCTIONS

WHEN APPLYING ON THE INTERNET

Go to www.tnwildlife.org. Click on the large tile, License Sales, Boat


Registrations & On The Go Mobile App. Then click on the Buy Your
License Now! tile. The next page will have two links; choose the one
that says Online License Sales & Boat Renewals. That will take you
to the Online License Center.

WMA AND WMA YOUTH APPLICATION INSTRUCTIONS

You may have up to 15 choices, but you will be issued no more than
one permit for each drawing you enter. Do not use the same hunt code
more than once. You/your party will not be drawn for two hunts occurring on the same or overlapping dates.
You may create or join a party or apply alone. A party must be established by a party leader who will create the party, select the hunt choices
for the entire party, and the number of drawings in which the party
will enter. The party leader will also decide whether or not to allow an
applicant with lower priority to join his/her party. A party number
will be assigned to the leader after the application has been submitted
to the system and is printed on the receipt. The leader informs the
person(s) wishing to join the party of the party number. The members
will choose joining a party on their application and input the leaders
party number onto their application. The party number is what links
everyone together. A party may not exceed 15 members.

ELK APPLICATION INSTRUCTIONS

Youths who submit a youth elk quota hunt application are not permitted to apply for the regular elk hunt.

YOUTH ELK APPLICATION INSTRUCTIONS

This hunt is available for resident youth hunters ages 13-16 only. You
must turn 13 years of age on or before October 22 and must not turn
17 on or before that date.
Youths who submit a regular elk quota hunt are not permitted to apply
for the youth elk hunt.

1. Using the luck of the draw method, an applicant is randomly selected


by the computer. The first hunt choice is compared to the quota for
that hunt; if there is quota remaining they are assigned that hunt. If
not, the computer continues to examine each hunt choice in the order
entered onto the application until it either finds a hunt choice with
quota remaining or the application runs out of choices.
2. Permits are not transferable.
3. Receipt and deposit of application fee(s) do not constitute permission
to participate in the hunt.
1. Priority drawing: TWRAs priority drawing system gives one priority
point (maximum of 11 points) to applicants each year they apply and
are not successful for any hunt. Applicants who were successful last
year will start over with a priority of zero. In order to be drawn with
priority, applicants must, apply either alone, or in a party in which all
member have equal priority points. If a party includes a member with
a different priority, that party (and all its members) will be drawn at
the lowest priority of the application.
2. Successful and unsuccessful applicants will be notified by mail.
3. If quota remains for any hunt at the conclusion of the drawing, a vacancy drawing will be conducted using the applicants who chose two
drawings. Priority is not considered in the vacancy drawing.
4. If quota remains after the conclusion of the vacancy drawing, leftover
permits will be sold by all license agents and online on a first come,
first serve basis beginning at 8 a.m. on August 24, 2016.

ELK DRAWING INFORMATION

1. Ten participants will be selected through the drawing system. An


eleventh participant will be the winner of a permit that is donated
to a NGO (Non-Governmental Organization) with the fund-raising
proceeds designated to the TWRA Elk Program.
2. Non-resident applicants will be restricted to no greater than 25 percent of the drawn permits. For 2016, no more than two non-resident
applicants will be drawn. Lifetime License holders who do not meet
residency requirements of the State of Tennessee will be considered
non-residents for the purposes of the draw.
3. Successful applicants may choose to hunt on private lands within the
designated counties or participate in the EHZ drawing and hunt on
North Cumberland WMA.
4. TWRA does not provide access to private lands. This permit does not
authorize a successful applicant to trespass on private property without
verbal or written landowner permission.
5. Five Elk Hunting Zones (EHZ) have been designated on the North
Cumberland WMA. Each hunter will be designated an EHZ through
a handheld drawing at the WMA headquarters (dates and times TBA).
6. Successful applicants will not be allowed to reapply for an elk quota
hunt permit for ten years following a successful draw.

RESIDENT YOUTH ELK DRAWING INFORMATION

1. One participant will be selected to participate through the drawing


system.
2. The successful applicant will be allowed to hunt all five EHZs or private
lands within the designated counties.
3. Successful applicants will not be allowed to reapply for an elk quota
hunt permit for ten years following a successful draw.

ANTLER RESTRICTIONS

Catoosa - Antlered deer must have at least 4 antler points, 1 inch or


longer, on one antler or a 15-inch minimum outside antler spread.
Laurel Hill - Antlered deer must have at least 4 antler points, 1 inch or
longer, on one antler or a 15-inch minimum outside antler spread.
Presidents Island - Antlered deer must have at least 9 antler points,
1 inch or longer.
Yuchi - Antlered deer must have at least 4 antler points, 1 inch or
longer, on one antler or a 15-inch minimum outside antler spread.
