Scope

1.1

The intent of this JERGI is to minimize adverse environmental and public health
impacts of wastewater disposal after cleaning, flushing and hydrostatic tests.

1.2

This JER General Instruction (JERGI) provides the minimum requirements for the
disposal of the hydro test water and fluids associated with the pressure testing of
tanks, vessels and pipelines, the leak proof testing of sewers, basins, pits. Also, this
JERGI is applicable for the disposal of water associated with the cleaning of these
facilities and equipment performed during their construction.

Conflicts, Deviations and Clarifications

2.1

Any conflicts between this JERGI and other applicable Company Engineering
Standards (JERES), Material Specifications (JERMS), Standard Drawings (JERSD),
Engineering Procedures (JEREP), Company Forms or Industry standards,
specifications, Codes and forms shall be brought to the attention of Company
Representative by the Contractor for resolution.
Until the resolution is officially made by the Company Representative, the most
stringent requirement shall govern.

2.2

Where a licensor specification is more stringent than those of this JERGI, the
Licensors specific requirement shall apply.

2.3

Where applicable Codes or Standards are not called by this JERGI or its
requirements are not clear, it shall be brought to attention of Company
Representative by Contractor for resolution.

2.4

Direct all requests for deviations or clarifications in writing to the Company or its
Representative who shall follow internal Company procedure and provide final
resolution.

The selection of material and equipment, and the design, construction, maintenance,
and repair of equipment and facilities covered by this standard shall comply with the
latest edition of the references listed below as of the CUT-OFF DATE as specified
in the Contract unless otherwise noted.

Definitions

4.1

Definitions presented in this Standard and other JER documents have precedence
over other definitions. Conflicts between various definitions shall be brought to the
attention of Company Representative by the Contractor for resolution.
Company: Jubail Export Refinery.
Company Representative: A designated person from the Company or an assigned
third party representative.
Company Inspector: A designated person or an agency responsible for conducting
inspection activities on behalf of the Company.

List of Definitions
Company: Jubail Export Refinery.
Company Representative: A designated person from the Company or an assigned
third part representative.
The following definitions apply to this procedure.
Biocide: It is a chemical compound utilized to prevent bacterial corrosion present in
disposal water.
Chemical Additives: Any added chemical present in the water prior to discharge.
Contaminated: Wastewater that does not meet the discharge water quality criteria
specified in JERES-A-104 and the World Bank Water Disposal Quality Criteria or
has unapproved biocides/dyes.

Deep Water: Seawater greater than 30 meters deep (relative to Lowest


Astronomical Tide), and farther than 5 km from the shoreline, an offshore island,
coral reef, or other sensitive marine habitat including embayments and conservation
areas.
Receiving Surface Water: Any surface water body that receives disposed water.
This includes open bodies of water (such as the Arabian Gulf and Red Sea).
Sabkhah: Are defined on geologic maps available for review from Reservoir
Characterization Dept./EXPEC.
Shallow Water: Sea water less than 30 meters deep (relative to Lowest
Astronomical Tide), and less than 5 km from the shoreline, an offshore island, coral
reef or other sensitive marine habitats including wetlands and conservation areas.
Uncontaminated: Wastewater that meets the discharge water quality criteria
specified in JERES-A-104 and the World Bank Water Disposal Quality Criteria.
Wadi: A stream bed channel, or dry wash, that is usually dry except durinhe rainy
season.

General Requirement

5.1

The hydrocarbon or other contaminants in disposed wastewater shall be limited by


JERES-A-104 and the World Bank Water Disposal Quality Criteria.

5.2

Disposal Requirements / Restrictions

5.2.1

Wastewater shall not be discharged to local wadi environments. Separated


wastewater (Figure 1) shall be disposed to non-sabkhah areas into lined evaporation
ponds constructed generally in accordance with Figure 2, Appendix C.

5.2.2

As much as possible locate the disposal site within the existing pipeline corridor
without negating adequate pipeline access and without causing damage to the
existing roadways, pipelines, private entities or other structures.

5.2.3

Wastewater shall never be disposed within or adjacent to wetland or sensitive


environments, including specified conservation areas.

5.3

The only biocide approved for disposal to the environment (under limited
circumstances) is Polyhexamethylene biguandide hydrochloride (Trade name:
Troskil-1).

Disposal to an Evaporation Pond


When the wastewater is visibly contaminated with oil, an oil/water separation pond
constructed generally in accordance with Figure 1, Appendix B shall be provided
upstream of the evaporation ponds to collect the residual hydrocarbon and improve
evaporation in the evaporation ponds.

5.5

Disposal to Industrial Wastewater Treatment Plant


Alternatively, Contractor may dispose wastewater directly to the local industrial
wastewater treatment plant if the wastewater flow rate and quality meet the
requirement of the wastewater treatment plant. Contractor shall obtain concurrence
from the Company prior to its selection of this disposal option.

5.6

Disposal to the Sea


Disposal of wastewater to the Arabian Gulf is never permitted. Wastewater
associated with the hydro tests and cleaning of piping and equipment located in
facilities adjacent or near the shoreline shall never be allowed to leak into the sea.
The wastewater shall be piped and disposed at an evaporation pond or alternatively,
disposed to the local industrial wastewater treatment plant as provided under
Paragraph 5.5 above.

5.7

Disposal of Wastewater Contaminated by Chemical Additives


Wastewater contaminated by chemical additives shall not be mixed with wastewater
from hydro testing for disposal. Contractor shall produce a plan for its proper
disposal that is in compliance with the Saudi Arabia rules and regulation on chemical
disposal. The plan shall be submitted by Contractor to Company for approval prior to
starting the disposal.

Responsibilities

6.1

Disposal of water shall not commence without prior written approval.

6.2

Project Management
Project Management shall not allow its Contractor to dispose waste water prior to
completion and approval of the Water Disposal Approval Form.

7.1

Contractor shall submit Water Disposal Approval Form before disposal of all
wastewater from cleaning, flushing, and hydrostatic tests where any of the following
any of the following conditions exist:

7.2

Disposal water is contaminated and will not be discharged to existing approved


plant process drainage facilities.

Disposal water volume equals or exceeds 10,000 m.

Submit this completed form for approval 60 days before the planned disposal
date to: General Supervisor, Environmental Engineering Division,
Environmental Protection Department, Dhahran.

Submit with this form the activity schedule and water disposal plan. Include
map(s) showing activity location and the UTM coordinates or pipeline
kilometer points for all water disposal locations. Other supplemental
information may be required and should be provided upon request.

The Contractor shall adhere to the following:

Prepare a disposal plan and submit with the Water Disposal Approval Form to
EPD/EED 60 days before the proposed water disposal date. (See form for
details).

Ensure that the water disposal does not cause soil erosion, safety,
environmental and/or health hazards.

Ensure that requirements of the Water Disposal Approval Form are carried out
at the time of discharge, if applicable.
