Sheikh Hammad Kassim in court

to block Wakf Commissioners

ormer Chief Kadhi Sheikh Hammad

Kassim and three other applicants have
gone to court seeking the quashing of
the appointment of five commissioners to the
Wakf Commission.
The Commission is charged with administering endowments properties in the Muslim
community.
In the suit filed at the High Court in Mombasa before Justice Mathew Emukule, Sheikh
Hammad Kassim, Ali Said Muhammad al
Mandhry, Mohiddin Muhammad Mohiddin,
and Naaman Muhammad Naaman accused
the Attorney General Prof. Githu Muigai for

failing to make consultations with the Muslim

community before making the appointments.
His actions, they said, were in violation of the
Wakf Commission Act which mandated the
Commission to make consultations before the
appointments.
They further asserted that they were stakeholders in the commission and the AG wrongfully denying them an opportunity to vet the
appointees.
In the Kenya gazette notice dated April 28, the
Attorney General appointed new Wakf Commissioners; Prof Hamadi Iddi Boga who is the
chairman, Juma Ngao, Zubeir Noor Hussein,

Nagib Shamsan, Shariff Hussein

Ahmed and Dr Mwanakitini Bakari to
serve for a period of three years.
In his capacity as the Chief Kadhi,
Sheikh Ahmed Muhdhar is also a
member of the commission.
In October last year, the Attorney
General appointed a 10-member
taskforce to align the 1951 Wakf
Commissioner Act to the current constitution, international best practice
and Islamic law to serve the best interests of the Muslims and the beneficiaries.

An Eid...Like no other

Muslim leaders have taken issue with Kenyas

recent engagements and dealings with Israels Prime Minister Benjamin Netanyahu.
The leaders were reacting to Netanyahus
three-day state visit to the country that saw
Kenya and Israel forge several diplomatic ties
including the strengthening of security cooperation between the two states.
The leaders however, faulted strengthening
of ties with Israel saying it translates to endorsing Israels continued oppression on the
Palestinian people and further victimization of
the Muslim community in the country.
Speaking during Eid-Ul-Fitr celebrations in
Mombasa, former chief Kadhi Hammad Kassim said it is worrisome for Kenya to strengthen ties with a country that has been accused
of carrying out genocide against the people

Sheikh Hammad said Israels continued occupation of Palestinian territory including Al
Aqsa Mosque, the third holiest site in Islam is
in violation of the United Nations resolutions.
We are concerned and worried that Kenya
will be joining countries that condone human
rights violations and mass killings, Sheikh
Hammad said after leading the Eid Prayers.

Former Chief Kadhi opposes Wakf Commissioners

Continued From Page 1

Members are Prof Hamadi Iddi Boga
(Chairman),Sheikh
Ibrahim
Lethome,
Sheikh Abdallah Kheir, Sheikh Juma Ngao,
Zubeir Hussein Noor, Prof Saad Yahya, Dr
Mwanakitini Bakari and the Chief Kadhi
Sheikh Ahmed Muhdhar.
A section of Taskforce members however,
criticized the move saying that it was part
of the intrigues aimed at forestalling its
work to reform the commission.
A member of the Taskforce Dr. Abdallah
Kheir, a former Imam and lecture at Kenyatta University said right from its inception,
the taskforce had received disapproval
from some present and past members of
the Commission and people with vested
interests over fears that it will expose
the wanton abuse of the properties being
administered by the Wakf Commission.
Members have had to use their own resources after the commission refused to
finance the activities of the taskforce, he
said. Even after the AG appointed some
members of the Taskforce to serve as commissioners so as to streamline the operations of the team, they have continued to
frustrate and went to court to altogether
stop its activities, he added.
In a letter dated July 11, the taskforce
raised complaints to the AG of frustrations
from the Wakf Commissioner of Kenya towards its work. The Wakf Commissioners
had scheduled a meeting for the 24th June,
2016 with a view of approving the taskforce
budget. However, the said meeting could
not take place due to a court order served
upon the Wakf Commissioners staying the
appointment of the Commissioners, said
Brenda Mutoka from the secretariat.
Speaking to the Friday Bulletin, Dr. Abdallah Kheir said prime properties belonging
to the Wakf Commission are being rented
out at rates far below the market rates
pointing out that some of the beneficiaries
are among those who went to court. One
of them is paying Sh15, 000 for a flat in
Kibokoni area of Old Town in Mombasa
which according to current market rates is
going for Sh60, 000, he said.
In Nairobi a prime plot in Upper Hill was
sold in questionable circumstances while
plans are underway to sell another prime
property along River Road in similar circumstances. Some of the properties in
Mombasa are being leased out to night
clubs, riba (interest) banks and insurance
companies which operate in outright contravention of Islamic laws, he added.
Sheikh Abdallah said the Commission
is managing properties worth more than
Sh4billion and has in its account more than
Sh400 million which needs to be used to
improve the lives of the less fortunate in
the community.
Two months ago, a taskforce member
Juma Ngao echoed similar concerns saying that powerful individuals from within
and outside the commission were focused
on frustrating its activities.
We are fighting an endless war because
of former and current commissioners who
are opposed to the review of the Act. They
have overseen massive mismanagement

Page 2

of properties meant for orphans and destitute members of the society, he said in
comments carried in the Daily Nation.
It is shocking that lands and other properties were leased between Sh250 and
Sh6, 000, the commissioner stated while
adding that the individuals had romped in
a senior state official to ensure that their
efforts materialize.
In the suit, the four applicants complained
that the Supreme Council of Kenya Muslims (SUPKEM) and the Council of Imams
and Preachers of Kenya (CIPK) were not
consulted before the appointments were
made.
Letters seen by the Friday Bulletin addressed to Ali Said al Mandhry from the
Coast SUPKEM chairman Mudhar Khitamy
and CIPK organizing Secretary Khalifa
Muhammad said the appointments were
improper as Muslim scholars were not involved in the exercise.
In spite of the disapproval from some quarters, he said the larger Muslim community

has welcomed the initiative to reform the

Wakf Commission for the betterment of
Muslims. Since its inception, the taskforce
has had engagements with various Muslims bodies who include Jamia Mosque
Committee, Umma University, the Mombasa based Muslim Education and Welfare
Association (MEWA) and other stakeholders in Malindi and Lamu.
In 2010, when he served as the Chief Kadhi, Sheikh Hammad Kassim championed
for the reforms of the Wakf Commission
saying that its legal framework which was
made during the colonial period did not appropriately serve the interests of the Muslim community.
In its recommendations, a report of the
2008 Sharawe Commission formed by
former President Mwai Kibaki to address
specific concerns of the Muslim community
also observed that the Wakf Commission
was being managed in a non-transparent
manner and suggested mechanism to
overhaul it to ensure that it benefits the
large Muslim populace.

the action by the government to engage in
bilateral ties with Israel due to the latters
poor human rights record.
He said the Israel state is famous for its
racism which he equated to the infamous
Apartheid regime of South Africa. It is well
known that Zionism is a form of racism and
the Zionist regime is a racist regime like the
South African regime. Therefore it must be
fought as such because it goes against the
grain of international basic rights, Omar
said.
Similar sentiments were echoed by Mvita
Member of Parliament Abdulswamad Shariff Nassir who said they were opposed to
the Zionist regime rather than Jews as
people. "We are not opposed to the Jewish
people. Muslims and Jews have co-existed
for centuries. What we are opposed to is
the Zionist regime," said the legislator.
Mandera senator Billow Kerrow sharply
criticized Netanyahus tour to Kenya and

cautioned the government against any

dealings with Netanyahu whose government has perfected the art of extrajudicial
killings.
Kerrow who reprimanded President Uhuru
Kenyatta for hosting the Israeli Premier and
showing his admiration for him said Netanyahu has overseen the slaughter of thousands of Palestinians. It was saddening
to see our President express unreserved
admiration for a man whose policies of brutality and blatant slaughter of Palestinians
has isolated his nation in recent years,
Kerrow said in his weekly column in the
standard newspaper.
The senator further opposed the move by
Kenya to lobby for Israel to be granted an
observer status in the African Union as recently announced by President Kenyatta
saying Kenya will be repeating a historical
mistake when it supported the Apartheid
regime in South Africa.

Lord of Ramadhan, Lord of the entire year

Dr. Imam Wael Shehab

Ramadhan is now over. Our eyes shed
tears and our hearts ache for the departure
of the month of the Quran, the month of
mercy, the month of solidarity, the month
of forgiveness, the month of freedom from
the Fire. However, we should continue doing good deeds after Ramadhan since the
Lord of Ramadhan is the Lord of the entire
year.
Means of Ongoing Obedience
First, be a Rabbani, not Ramadhani!
Some pious people used to say: Try to be
a Rabbani (belonging to Allah always), and
do not be a Ramadhani (only worshipping
Allah in Ramadhan). We do not worship
Almighty Allah only in Ramadhan; we have
to worship and serve Him every day of our
lives.
Muslims must continually do good deeds.
We have to observe our daily prayers, fast
during Ramadhan, give zakah, and perform Hajj if we can afford it. We should also
speak the truth, be honest, and treat each
other and all human beings with courtesy
and kindness. Remember that good deeds
lead to more good deeds and bad deeds
only lead to more bad deeds. It is said:
One of the rewards of good deeds is more
good deeds, and one of the consequences
of evil is committing more evil deeds.
Second, consistently doing good deeds is
a sign of sincerity.
When people do something good and then
do more good, it means that they really
benefited from their good actions and that
Almighty Allah accepted their good deeds.
On the other hand, when someone prays,
fasts, does some acts of charity, and then
stops doing these things, this means that
from the beginning his intention was not
good. He was not sincere in his good
deeds. The Prophet (peace and blessings
be upon him) always stressed the fact that
the best good deeds in the sight of Almighty
Allah are those that are done consistently,
even if they are very few.
Islam is the religion of purity and sincerity.
This applies to all the seasons of the year;
not only to Ramadhan.
Allah the Lord of Ramadhan is also the
Lord of the entire year. Thus, we should not
confine our acts of worship to the month of
Ramadhan; instead, we should seize every
chance to show humbleness, devotion and
sincerity to Almighty Allah at all times, so
that we may gain His pleasure.
Third, there are means to continue doing
good deeds.
The following are some of these beneficial
means that help us continue doing good after Ramadhan:
1. Seeking the support of Almighty Allah,
beseeching Him the Almighty to guide
you to the right path and to help you remain steadfast in faith. Almighty Allah has
praised the supplication of those who have
been well-established in knowledge, when
they said: Our Lord! Cause not our hearts
to stray after Thou hast guided us, and bestow upon us mercy from Thy Presence.
Lo! Thou, only Thou art the Bestower. (Aal
`Imran 3: 8)
2. Continue to observe optional fasting after Ramadhan: We are encouraged in the
Sunnah to observe optional fasting after

the month of Ramadhan. The days in which

optional fasting are recommended are:
a) Fasting six days during the month of
Shawwal
b) Fasting the day of `Arafah, Dhul-Hijjah
9, provided that the person is not performing Hajj
c) Fasting Muharram 10, and if possible the
9th and 11th days of the same month
d) Fasting as many days as possible during
the month of Sha`ban
e) Fasting during the months of Rajab,
Dhul-Qi`dah, Dhul-Hijjah
f) Fasting on Mondays and Thursdays
g) Fasting the 13th, 14th, and 15th of every
lunar month
3. Continue offering the Tahajjud Prayer:
During Ramadhan we were accustomed
to performing the Tahajjud Prayer, so after
Ramadhan, we should continue to offer it,
even two rak`ahs. Praising the character
of devout believers, Almighty Allah says,
Their sides do forsake their beds of sleep,
they call on their Lord, in Fear and Hope.
(As-Sajdah 32:16)
Likewise, the Messenger of Allah (peace
and blessings be upon him) is reported to
have said: Keep on observing Qiyam AlLayl, for it was the practice of your righteous predecessors. Qiyam Al-Layl is a
means to get close to your Lord, atones
for your sins, drives disease from the body,
and stops from falling in bad deeds. (Classified as Hasan by Imam Al-`Iraqi)
The Journey has just begun
Jabir (may Allah be pleased with him) reported that he heard the Messenger of Allah (peace and blessings be upon him) say,
There is an hour in the night, in which no
Muslim individual will ask Allah for good in
this world and the next without Him giving
it to him, and that applies to every night.
(Reported by Muslim)
Al-Hasan Al-Basri (may Allah have mercy
on him) said, We know of no harder act
of worship than enduring through the night
(in Qiyam Al-Layl) and offering our money (in charity). He was asked, How is it
that those who observe Qiyam Al-Layl are
among the people with the most beautiful
faces? To this he replied, Because they
commune with the Most Merciful and He
clothes them in light from His light.
Abu Hurairah (may Allah be pleased with
him) reported the Messenger of Allah
(peace and blessings of Allah be upon
him) as having said: Whoever wakes up
at night and lets his wife do so in order to
offer two rak`ahs, will be recorded amongst
those who make much dhikr of Allah in that
night.(Reported by Abu Dawud)
4. Continue reading, listening and reflecting on the Quran: Through the month of
Ramadhan, we used to read, listen to and
reflect on the Quran; therefore, we should
not forsake it after Ramadhan. The Quran
describes the Prophets complaint to Almighty Allah because of his people forsaking the Quran: And the Messenger has
said, O Lord, indeed my people have forsaken this Quran. (Al-Furqan 25:30)
We should never forsake the Quran so that
we would not be included in the Prophets
complaint (peace and blessings be upon
him).

5. Continue taking care of the poor and

needy: In Ramadhan, we used to feed the
poor and take care of them. We paid zakat
al-fitr to help them meet their needs; therefore, we have to continue caring about
them after Ramadhan.
Ramadhan exposed us to hunger and
thirst. After feeling the pangs of hunger and
thirst we should be more sympathetic to
the plight of millions of people who are less
fortunate around the world. A true Muslim
can never be apathetic about the suffering
of others.
In a hadith qudsi (Divine Hadith) the Prophet (peace and blessings be upon him) narrated from Almighty Allah: O Son of Adam,
I asked you for food, yet you did not feed
Me. The man will ask: How can I feed You
when You are the Lord of the worlds? Allah
will say, Didnt you know My servant soand-so was hungry and you did not feed
him; didnt you know that if you were to
feed him, you would have found Me with
him? (Muslim)
6. Continue offering supererogatory acts of
worship; do what you are most inclined to
do and capable of doing regularly, even if
it is little. The Prophet (peace and blessings be upon him) said, O people! Do
only those good deeds which you can do,
for Allah does not get bored (i.e. of giving
reward) till you get bored (of doing good
deeds), and the best deeds to Allah are the
consistent ones, even though they may be
few.
7. Continue performing a lot of dhikr and
ask Almighty Allah for forgiveness. This
may seem insignificant, yet observing it
regularly increases faith and strengthens
the heart.
8. Continue avoiding all that has been prohibited: In Ramadhan, we used to refrain
from lawful thingssuch as food, drink and
sexual intimacyduring the daytime. We
have been sufficiently trained to maintain
self-control and self-discipline; therefore,
we should continue avoiding all that Almighty Allah has forbidden.

Corrupting Hijab part 3 Choice or obligation

Bint Ahmad Sulaymaan

The headscarf is my choice and I wasnt
forced to wear it, we hear this often, I
choose to wear the niqab. My husband
doesnt force me to. Its excellent that
women choose it. Except, most times its
said to soothe non-Muslims rampaging
against our imaginary suppression, demanding our freedom to bear all.
The fact is we are compelled to wear it. Allah has made Hijab in its entirety obligatory upon us. Yes, there is no compulsion in religion so women who dont don
any aspect of Hijab are in truth saying, I
choose not to wear it. It may be masked
as, Im not ready, or Islam is in my heart.
But this is also a conscious choice. It is a
choice not to uphold a clear obligation.
Yet we focus on the women who choose
it, ensuring they arent forced to meet the
obligation, when it is actually those who
choose not to, who are being forced, be it
by peer pressure, social stigmas and fashion slavery. There are those who outright
spurn the obligation. Their predicament is
worse.
In Surah al-Ahzaab: 59 Allah says, O
Prophet! Tell your wives and your daughters and the women of the believers to draw
their cloaks (veils) all over their bodies (i.e.
screen themselves completely except the
eyes or one eye to see the way). That will
be better, that they should be known (as
free respectable women) so as not to be
annoyed. And Allah is Ever Oft Forgiving,
Most Merciful.
Rasulullah (sallallahu alayhi wasallam)
was directed to tell his wives, daughters
and believing women (the Sahaabiyaat and
then us) to don Hijab and not told to ask
us. The word tell says it was a command.
Men are the caretakers of their wives and
children and meant to encourage this obligation.
If a womans husband or father tells her
to don the Hijab, she should oblige. Not
only will she be meeting the obligations
placed upon her by Allah but also obeying
her father or husband and in turn easing
the questions he will be met with on the
Day of Qiyamah. A man beating his wife
or daughter to force them to fulfil this obligation is committing a sin. Rarely do we
speak of this because the reasons are so
misunderstood, people shy away from it.
Islam has gifted women with dignity and
honour incomparable to any other system
or religion. The purpose of commanding
women to don Hijab is to shut the doors

shamelessness. It is to protect the moral
fibre of mankind. Western civilisation, so
devoid of shame and morality has sadly
captivated the hearts and minds of Muslim women. Muslims have the highest and
most pristine laws to live by yet our women
and men are disregarding them, chasing a way of life which goes against the
fundamentals of Islam and openly rebels
against it.
The women who will undoubtedly turn their
noses to this article and take refuge in
their hearts being enough must question, if
Deen was only about what is in the heart,
why then have we been given this vessel,
this body as a means to express the hearts
devotion. In the same breath we should
write the system of examinations off because its what is in the brain that counts.
Obligatory and voluntary acts of worship,
along with the hearts sincerity are all part
of the test. The more the heart feels closer to Allah SWT and His beloved Rasool
(sallallahu alayhi wasallam), the further
the body goes by sacrificing sleep, food,
luxury, the world to express it.
Radhi Allahu anhum waradu anh is a
beautiful verse from the Noble Quraan
which means Allah is well-pleased with
them as they are well pleased with Him.
This verse appears in a few Surahs in the
Quraan Kareem.
And the first to embrace Islam of the Muhajiroon (the Emigrants from Makkah) and
the Ansar (the citizens of Al-Madeenah
who helped the Muhajiroon) and also those
who followed them exactly (in Faith). Allah is well-pleased with them as they are
well pleased with Him. He has prepared for
them Gardens under which rivers flow, to
dwell therein forever. That is the supreme
success. [Surah Tawbah: 100]
Here, Allah SWT speaks of the Sahaabah
(radiallahu anhum) when He says He is
pleased with them and they are pleased
with Him. When an obligation was sent
down to Rasulullah (sallallahu alayhi wasallam) they immediately upheld it. These are
the excellent people strong of heart, strong
in Imaan, strong in love and devotion.
There is no question of their hearts devotion, yet Allah told Rasulullah (sallallahu
alayhi wasallam) to command them to don
the Hijab and they hastily fulfilled. Yet we
audaciously claim our hearts are enough to
see us through our disobedience.

empowering women. Muslim women and

men gain their identity from their Deen. Is
there a better identity than this, I cannot
imagine.
A reader wrote in a previous publication,
I do see Muslim women changing the
negative ideas associated with the form
of dress. The Muslim women have quite
single handedly reclaimed Islamic wear
for themselves and should be admired for
that because no man was going to do it for
them. [sic]
Why change the negative perception to
one that suited the troublemakers, why not
stand firmly and promote the true essence
of Hijab? I fear the day when the disbelievers are proud of their falsehood and the
Muslims are shy of their faith, said Amir ul
Mumineen, Umar ibn Khattab (radiallahu
anhu).
There arent negative ideas associated
with Hijab as the reader suggests that necessitates change. What is negative is the
level of understanding about the reasons
and rules regarding Hijab. We are in need
of change. Our hearts need to be redirected towards the Quran and Sunnah.
The reader goes further to write, At the
end of the day it is choice on how women
want to carry this through and what hijab
means for themselves, so you will always
see women from fashionable to conservatively dressed (in only black) the point
is whether fashionable or conservative, a
choice was made by a Muslim women and
that is the importance.

The Six days of Shawwal

Sheikh Salman al-Auda

Abu Ayyub al-Ansari relates that Allahs

Messenger (peace be upon him) says:
Whoever fasts the month of Ramadhan
and then follows it with six days of fasting
in the month of Shawwal, it will be as if he
had fasted the year through. (Muslim)
The month of Shawwal is singled out for the
observance of extra fasts, since this month
follows immediately after Ramadhan. The
six days of voluntary fasting are to the obligatory fast of Ramadhan what the Sunnah
prayers are to the obligatory prayers.
It is related from Thawban that the Prophet (peace be upon him) said: The fast of
Ramadhan is like observing ten months
of fasting. Fasting six days of Shawwal
is like observing two months of fasting.
This together is like fasting throughout the
year. (Sahih Ibn Khuzaymah and Sunan
al-Nasai al-Kubra and authenticated by
al-Albani)
Al-Nawawi observes in (Sharh Sahih Muslim): Scholars have explained that it is
like observing a year of fasting because
the reward of ones good deeds is multiplied tenfold. Therefore fasting the month
of Ramadhan is like fasting for ten months
and fasting six days in the month of Shawwal is like fasting for two months.
Virtues of fasting six days in Shawwal
1. Fasting six days in Shawwal after observing the Ramadhan fast gives the person the reward of fasting throughout the
year.
2. The fasts of Sha`ban and Shawwal are
like the Sunnah prayers that accompany
the five obligatory prayers. Like the Sunnah prayers, these extra fasts cover up
for the deficiencies in our performance
of our obligatory worship. On the Day of
Judgment, our voluntary acts of worship
will compensate for the shortcomings in
how we carried out our duties. Most of us
have deficiencies in our observance of our
Ramadhan fasts and we need something
to cover up for those deficiencies.
The deficiencies being discussed here are
not missing days of fasting. Rather, they
are the deficiencies in our conduct that detract from the value of our worship.
3. Our return to the habit of fasting right after Ramadhan is a sign that our Ramadhan
fasts were accepted. When Allah accepts
our worship, He blesses us to engage in
further acts of piety.
The saying goes: The reward of virtue is
further virtue. Therefore, following one
good deed with others like it is a sign that
the first deed had been accepted by Allah.
By contrast, if a persons good deed is followed by a sinful one, it is an indication that
the first good deed might not have been accepted.
4. Those who observe the fast of Ramadhan are given their recompense of the
day of Eid al-Fitr, the day when the fast is
rewarded. Getting into the habit of fasting
again soon thereafter is a means of giving thanks to Allah for the blessings that

we have received. There is no blessing

greater than forgiveness for ones sins, and
we know that fast of Ramadhan is recompensed with forgiveness of ones previous
sins.
Indeed, Allah has commanded us to give
thanks for the blessings of the Ramadhan
fast and to do so by making mention of Him
and through other means of giving thanks.
Allah says: He wants you) to complete the
number of days, and to glorify Him in that
He has guided you; and perchance you
may give thanks. (Al-Baqarah 2: 185)
Fasting these days in Shawwal is one way
for us to express our thanks for Allah blessing us in our observance of the Ramadhan
fast.
It is known that some of the Pious Predecessors would try to get up at night to pray
the Tahajjud prayer. When Allah blessed
them to wake up and do so, they would fast
the next day in thanks to Allah for blessing
them to observe that prayer.
Once Wuhayb bin al-Ward was asked
about the blessings of various acts of devotion and he replied: Do not ask about the
blessings that can be earned by performing
these acts of worship. Rather, ask how you
can show your thanks to Allah if He blesses
you to perform them, for he is the one who
assists us in doing so.
Every blessing that Allah gives us is something that we have to be thankful about.
Moreover, when Allah blesses us to show
thanks, this is a further blessing from Allah
that deserves further thanks from us. If we
show further thanks, this in turn is another
blessing deserving our gratitude.
There is no end to this and we can never
be thankful enough. When we recognize
that our thanks are never enough, this is
the highest expression of gratitude we can
give.
How we should fast the six days in
Shawwal
There are various opinions about this
question:
1. Some scholars hold the view that it is
preferable to fast the six days in consecutive order, starting from the second day of
Shawwal. This is the view of al-Shafi`i and
Ibn al-Mubarak.
2. Others are of the opinion that it is preferable to fast the six days intermittently,
spreading them out throughout the month
of Shawwal. This is the position of Ahmad
b. Hanbal and Waki`.
3. Then there are those who hold the view
that the days should all be postponed until
later in the month and not close to the day
of `Eid, which is a time of celebration and
feasting. They prefer fasting the three days
in the middle of the month (ayyam al-bidh)
along with the three days right before or after. This is the opinion of Ma`mar and `Abd
al-Razzaq. There is considerable flexibility
in all of this. We can choose to follow any
of these approaches that we wish.
And Allah knows best.

Garissa farmers embrace

farming to improve on
food security
Faced with unpredictable weather patterns
which had for long decimated their livestock-the main economic mainstay for majority of residents of North Eastern region,
a group of pastoralists residing in a remote
outpost of Garissa county have resorted to
farming to achieve food security.
Since January when they ventured into
farming at the 50-acre Towfiq 2 farm in
Saka town, the farmers have so far managed to plant a variety of crops which include watermelons, tomatoes and Sudan
grass with maize, beans, onions, kales
(sukuma wiki) and other crops also expected to be added.
One of the farmers Iman Omar was optimistic about the success of their agricultural project. "I believe that my life will change
for the better once we start to harvest the
crops", he said.
For him, the switch over from livestock
rearing to agriculture was not a difficult
task pointing out that with support, pastoralists can easily embrace farming.
Their determination attracted help from
a local non-governmental organization
(NGO), Mercy USA for Aid and International Development (East Africa) which provided the farmers with seeds, agricultural
implements, fertilizers, trainings and fuel
for the water pump that draws water from
the nearby River Tana into the improvised
irrigation canal in the farm.
The farmers are expected to make use of
the above incentives from the NGO to produce both subsistence and cash crops that
will enable them to improve the quality of
their lives.
The farming project in Saka has however,
not been without challenges. The expectations to harvest the first crop was as initially
dampened as the produce was washed
away after River Tana burst its banks with
the flood waters overflowing into their farm.
But this has not dampened their hopes and
now the farmers look forward to harvesting
their crops in two months-time.

Nobody denies that Muslim women have
the freedom of choice. Modest fashion is
a contradiction. There is no modesty in
adornment and capturing attention. There
are consequences to every choice. Scholars have likened rejecting Islams codes of
modesty to rejecting Islam.
Westernism/modernism has worked hard
to destroy Hijaab. Though initiated by the
West, it has been left in the hands of modern Muslims who have eagerly and ignorantly used Western slogans to continue its
ruin.
Our beloved Rasulullah (sallallahu alayhi
wasallam) said, Every religion has an innate character. The character of Islam is
modesty. [Ibn Majah]

Abu Muslim Kamran

As a resident of Madinah (alhamdulillah),
the news of the explosion in the blessed
city of the Madinah, close to the masjid of
the final Messenger, the beloved of Allah,
Muhammad (sall Allhu alayhi wa sallam)
shocked me more than most. Myself and
the people of Madinah could never imagine
that an event like this would occur, not in
this sacred city of all places. Anyone who
has lived here or even visited for Umrah,
would tell you that it is the most peaceful
city in the world and a place where ones
heart is at rest. It is a city that occupies
a special place in the hearts of Muslims
across the globe. Never in a million years
had it ever crossed our minds that someone would try to attack the sanctity of this
city and the worshippers praying in this
Masjid especially during the holy month
of Ramadhan and less so in the last ten
nights.
Yesterday, on the 30th night of Ramadhan
1437, near Jannatul Baqi, the graveyard
where a large number of the companions
of the Prophet (sall Allhu alayhi wa sallam) are buried, a car exploded killing four
and injuring five others.
As the residents of Madinah, we had just
received the joyous news that the moon of
the new month of Shawwal had not been
sighted meaning that we would be honoured with another day of Ramadhan to
fast and another night to pray. Almost immediately after, I received the surprising
news of an explosion near the Prophets
masjid. In the three years I have lived in
Madinah as a student in the Islamic University, I have never heard of such an incident.
According to local reports, the incident occurred just after the adhan of Maghrib as
worshippers were breaking their fast. I was
not close to the scene at the time of the
blast, but I initially received reports of an
explosion near the masjid along with photos from those who were present at the
time. Initially it was being reported that a
car gas canister leak was the cause, to
which I sighed a sigh of relief. I thought this
was the most probable cause as car incidents are common in Madinah and Saudi
Arabia in general. Car maintenance is not
really high up on the priority list of the people of this country.
As the hours passed, there were more and
more reports that the explosion was due to
a suicide bomber and the news was then,
sadly, officially confirmed by the Saudi
News Agency. That same night, barely
a few hours after the attack, the people
flocked to the Prophets Masjid to pray Isha
and Tarawih. Usually those who live on the
outskirts of the city do not pray in Masjid
Nabawi everyday due to the distance, however, on this night, the masjid was just as
full as ever, maybe even more so than usual. Perhaps the people of Madinah wanted
to demonstrate that they refuse to be deterred from visiting and praying in the masjid for which they are rewarded a thousand
times more than praying in any other masjid except for Masjid al Haram in Makkah.
As of yet, no group has claimed responsibility for this atrocious act but, if it was in
fact perpetrated by the Khawarij, then kill-

Terror in the City of Peace

ing people in Ramadhan is nothing new to
them. An incident occurred in the past, on
the 17th of Ramadhan, in which the Khawarij threatened some of the companions
of the Prophet (sall Allhu alayhi wa sallam). Abdur Rahman ibn Muljim (one of the
Khawarij) along with several others, went
to a masjid in order to kill those whom they
believed to be the tyrants of their time;
which included none other than the cousin
of the Prophet (sall Allhu alayhi wa sallam) Ali b. Abi Talib; as well as Muawiyyah
b. Abi Sufyan and Amr b. Aas (raiy Allhu
anhum). The incident led to the death of
Ali (raiy Allhu anhu).
Allah says in the Quran: O you who have
believed, do not raise your voices above
the voice of the Prophet or be loud to him in
speech like the loudness of some of you to
others, lest your deeds become worthless
while you perceive not. [Al-Quran, 49:2]
In the tafsir of this ayah, Ibn Kathir mentions that the scholars have said: It is disliked to raise your voice near the grave of
the Prophet (sall Allhu alayhi wa sallam)
just like it was disliked to raise ones voice
to him during his lifetime (sall Allhu alayhi
wa sallam). So, what about the one who
causes a loud explosion?
However, we should not think that the
criminals behind this attack will be left unpunished. In many authentic narrations it
is mentioned that Allah will deal with the
criminals who try to harm the people of Madinah. In an authentic hadith it is narrated
by Sa`d that he said: I heard the Prophet
(sall Allhu alayhi wa sallam) saying,
None plots against the people of Madinah
but that he will be dissolved (destroyed)
like the salt is dissolved in water. [Sahih
al-Bukhari]
In another hadith, the Prophet (sall Allhu
alayhi wa sallam) said: Madinah is a
sanctuary from that place to that. Its trees
should not be cut and no heresy should be
innovated nor any sin should be committed
in it, and whoever innovates in it an heresy
or commits sins (bad deeds), then he will
incur the curse of Allah, all the Angels, and
all the people at large. [Sahih al-Bukhari]
Furthermore, it is narrated that the Prophet
(sall Allhu alayhi wa sallam) said: Whoever terrifies the people of Madinah through
oppression, Allah will terrify him. The curse
of Allah, His angels, and all humans will be
upon him. Allah will not accept his compulsory or optional good deeds on the Day of
Judgement. [Ahmad]
Despite the sadness of this event, the Muslims should not use this tragedy to discourage others from coming to Umrah or visiting the two blessed cities due to security
issues or anything similar. It is Allah who
will protect the blessed masjids. Spreading
the news to inform people is fine, spreading
the news with the intention of discouraging
others to visit is blameworthy. Allah determined the time of our deaths fifty thousand
years before He created the Heavens and
the Earth, so regardless of place and time,
our death will reach us at the decreed time.
As shocking as this incident is due to its location, the Muslim Ummah is one body, so
regardless of whether someone is killed in

Madinah or elsewhere, we should equally

remember our brothers and sisters in other
parts of the world. The Prophet (sall Allhu
alayhi wa sallam) said: The blood of a
Muslim is worth more than the Kabah [the
holiest site in Islam] and all its surroundings. [Sunan Ibn Majah]
This attack, along with the numerous other
attacks in other parts of the Muslim world,
just goes to prove that terrorism has no religion.

Bangladesh home minister

says Israel behind killings

Bangladesh Home Minister Asaduzzaman

Khan has suggested an Israeli link to the
recent killings of secular bloggers and minorities.
He said an opposition politician had met
an Israeli intelligence agent and there was
evidence of an "international conspiracy"
against Bangladesh.
Khan's comments come a day after the
wife of a senior police officer investigating
the deaths was shot dead.
"Bangladesh has become the target of an
international conspiracy. And a foreign intelligence agency has joined the conspiracy," Khan said.
Opposition MP Aslam Chowdhury was recently arrested and charged with sedition
after he was pictured meeting Israeli government adviser Mendi Safadi in India.
At the same time, Bangladeshi newspaper
Daily Star on Saturday denied reports that
it claimed that the Dhaka attacks were inspired by Naiks speeches. This came after
accusations against the paper for sensationalising a report saying that the popular
preacher was responsible for inspiring one
of the terrorists of the attack in Dhaka.
The Daily Star categorically denies this allegation and wants to say it did not report
that any terrorist was inspired by Zakir Naik
to kill innocent people, the paper said.
The Indian based preacher Zakir Naik on
Monday said he is shocked at the media
trial against him regarding the terrorist attack in Dhaka. I am shocked at the media
trial on me regarding the recent terrorist attack that took place in Dhaka Bangladesh
on 1st July 2016, said Naik in a media
statement. According to me, the media is
the most important weapon in the world. It
can convert a hero into villain or even a villain into a hero.
Im shocked at the media trial on me regarding the recent terrorist attack that took
place in Dhaka Bangladesh on 1st July
2016. Most of the clips shown on the television of myself are either out of context, half
statements or doctored. So are my statements in the print media.
I would have loved to give interviews
whether for television channels or for the
print media, but I fear that most of them will
not publish it unedited or without twisting it.
I came to this conclusion after I had given
a few interviews, most of which were unfortunately mutilated and misutilised to serve

Quran in Dholuo language unveiled

In a historical milestone, the first translation of the Noble Quran in the Dholuo language has been launched.
The initiative is the brainchild of a Kenyan
student at the Azhar University in Egypt
Omar Al- Bashir.
The publication of the translation of the last
Chapter of the Quran (Juzu Ama) is expected to go a long way in promoting the
spread of the message of the Quran among
the more than 4 million Luo speakers who
are spread across East Africa. Twenty two
chapters have already been translated with
the remaining eight expected to be completed within one year.
The Quran Mopuodhi Mar Ruoth Nyasaye
becomes the third translation of the Noble
Quran in the local languages after the Swahili and Somali translations.
The translation of the Quran in the Luhya
language is also expected to be published
in the near future. The project which took
three years to complete was undertaken
with the assistance of Sheikh Ismail Mboya
and other Muslim scholars acquainted with
both Arabic and Luo languages.
According to Omar, who was formerly
known as Kennedy Otieno before embracing Islam, he took up the momentous
project of translating the Quran into the
Dholuo to promote a better understanding
of Islam and enhance on religious knowledge among the local communities especially those in rural areas of Nyanza region.
The message of Islam needs to be disseminated widely in urban and rural areas
so as to convey the true teachings of Islam
to humanity as taught by Prophet Muhammad peace be upon him, Omar al Bashir
who is also a presenter of the Luo Islamic
television programme on the Lolwe TV
said.
More than 5,000 copies of the translation have been printed and distributed in
various areas within Luo Nyanza. The
37-year-old student of Tafsir (Quran exegesis) and Arabic language at one of the
prestigious Islamic centre of learning went
on to appeal to well-wishers to support him
in printing more copies of the translation to
expand on distribution base.
Addressing Muslim faithful at Kendu Bay
Muslim Primary School ground last Saturday during the official launch of the translation, the Supreme Council of Kenya Muslims (SUPKEM) national Deputy organizing
secretary Saad Miraj Khairallah said that
now that the noble Quran has been translated into Dholuo language, it was imperative for the local Imams and du'ats to use
the sacred literature to promote better understanding of Islam among local communities and non-Muslims.
Khairallah observed that Imams and Islamic preachers should take up their role in the
society and increase efforts in disseminating the message of Islam to both Muslims
and non-Muslims.
He challenged Muslim scholars and Ulamaas to be helpful in their communities
and called on those from the region who
are in urban areas to return to their home

towns to strengthen Islam with their

knowledge.

Meru Muslims urged to

form Shariah compliant
Saccos

The Muslim community in Meru County has been called upon to form Sharia
compliant cooperative societies (SACCOs) to benefit from devolution fund
for social economic empowerment.
The call was made by the Meru governor Peter Munya who stated that his
County government is ready to offer
the seed capital for the community to
facilitate and support the initiative.
Addressing the Muslim faithful at Maua
Stadium in Meru last week, Munya noted that the formation of the Sacco will
enable members to save and invest in
productive projects hence improve on
their economic statuses.
He pointed out that cooperative societies have been vehicles in which
people in developing countries have
improved their economic status and
livelihood, stressing that the formation
of shari'ah compliant cooperative society will offer the same opportunity for
the Muslim community in the county.
Munya advised the Muslim leadership
in Meru to liaise with the county director in charge of cooperative societies
to explore ways of forming Shari'ah
compliant Saccos. Munya noted that
the constitutional dispensation provides opportunities for people's participation and stressed that Muslims, as
a minority community should also be
involved in governance and development programmes in the county.
At the same time Governor Munya
asked the Interior Ministry to issue
youths living in Maua town with identity cards saying lack of identity cards,
particularly for Muslim youths in Maua,
had left them destitute. It is your right
to get an ID. If you are Kenyan, born
and working in Meru why shouldnt
you be issued with it? he asked and
promised to take up the matter with the
national government.

Busia Muslims set to get a

new cemetery

Muslim residents in Busia will now have a sigh

of relief after the county government came to
their rescue and offered to purchase land for
cemetery. Earlier this year Muslims in Busia
were left pondering on where they will bury
their loved ones after the national government
closed down the former Muslim cemetery located in Maduwa village within Busia Municipality.
The directive for the closure of the burial ground
was issued by the area County Commissioner
Mongo Chimwaga who said the cemetery was
lying right along the border between Kenya and
Uganda on land designated as ''security buffer
zone.''
Following the closure of the cemetery the Muslim leadership in the county protested against
the move complaining that the government had
not issued them with an alternative site and
subsequently a campaign drive to acquire alternative land for the graveyard in the vicinity of
the town was launched by the Muslim leadership in the county.
Speaking at Busia County Stadium on Saturday last week, the Imam of the Busia Jamia
Mosque Sheikh Abdul Mahmud disclosed that
the county government set aside Sh5 million in
the budget for the purchase of a piece of land
for a new public burial ground for Muslims.
Already a two acre piece of land has been identified within the suburb of Busia town and negotiations with the property owner are ongoing
as soon as they are completed Muslims will be
handed over the land.

'Live for the pleasure of God'

Living ones life in an atmosphere of God consciousness remains the ultimate purpose for
mankind to attain spiritual success.
In his talk on the purpose of life, Prof. Abdullatif
Essajee who lectures at the University of Nairobi said worshipping the Creator is the main
purpose of mans existence on earth and this
concept should be implanted in the lives of all
people as a means of attaining spiritual success.
The ultimate goal of our being on earth is to
seek the pleasure of the Almighty. Everything
we do has to be done for the sole purpose of
seeking Allahs pleasure as our stay on earth is
temporary, he said in his address to members
of the Ismaili community during a recent dinner
event at the Aga Khan Pavilion in Nairobi.
He explained that in Islam, worship is not limited to rituals such as the daily prayers but is
a comprehensive exercise that includes everything that man does in the way God has prescribed with the sole objective of attaining His
pleasure.
In his speech, Aga Khan National Council for
Kenya President Nawaz Gulam emphasized on
the communality of human beings and urged
people from all faith backgrounds to work together for the benefit of humanity.
Among those who attended the event was the
Isiolo deputy governor Muhammad Gulled,
Azim Lakhani the representative of the Aga
Khan Development Network, the High Commissioner of India Suchitra Durai, Westlands MP
Tim Wanyonyi and Appellate Judge Alnashir
Visram among others.

the vested agenda of the channel or the newspaper.
If time permits, God willing, in the next few days I will give replies
to some of the major allegations on video and give it to the media
as well as put it up on social media as well as other public platforms so that the original answers are also available if the media
misutilises it.
So far not a single official Indian government agency has contacted me for any clarification regarding this issue. It would be my
pleasure to cooperate with any official Indian government investigation agency for any information they might require from me.
In conclusion, I repeat what I have always maintained I DO NOT
SUPPORT TERRORISM OR VIOLENCE in any form whatsoever.
I have never supported any terrorist organisations and have mentioned this over and over again in thousands of my public talks
worldwide. I STRONGLY CONDEMN anyone taking my statements out of context and using it for VIOLENCE OF ANY FORM.

Whose responsibility?

The beloved Prophet of Allah peace be upon him and his companions gave out to charity and for the cause of Islam with a lot of passion and dedication that it reached a time during the golden reign
of the Khalifa Umar bin Abdulazaiz, where the public treasure or
Baitul Mal had excess reserves of wealth.
People were sent out to all the counties to make public announcements calling on anyone in need of financial help to come and
make a claim. Many times, no one came forward to make a claim.
That is the state of affairs when people follow the teachings of
Islam in letter and spirit. These are the people that Allah describes
in the Noble Quran, 2:274: Those who (in charity) spend of their
goods by night and by day, in secret and in public have their reward with their Rabb (Lord and Sustainer). On them shall be no
fear nor shall they grieve.
We have to compare the past with the present so that we may
know where we stand. All comparisons of the good deeds that our
Beloved Prophet peace be upon him and his companions left as a
legacy to show that we are almost certainly the opposite of what
they were. We have to realize that we are already caught up in a
disastrous cycle of poverty.
Most of the areas inhabited by people from our community are
fainting out of these problems. They have no energy in their veins
and no strength in their midst to breath a healthy life of development. Take a few examples. Look at Garissa. The Kenya Integrated Household Budget Survey says that 217,305 people in
Garissa are living below the poverty line. This accounts to 92% of
the population of Garissa. In Isiolo, 71, 729 people are living below
the poverty line. This represents 98% of the population of Isiolo. In
Lamu, 24, 664 people are well below the poverty line. This is 80%
of the population of Lamu. Things are not any better in the rest of
the counties predominantly inhabited by Muslims.
Whose responsibility is it to pull the community out of this mesh?
Does it matter to you? Does it matter to me? Does it matter to
anyone? Does it matter to everyone? The answer is obviously, it
matters to all of us and each one is duty bound to make a change
in the society.
Empowering our youth by giving them quality education and skills
is the answer to the change we need. For years Ummah Foundation has been trying with its meagre resources to see how best we
can bring this change. Through education you give a future to the
coming generations. After training in various fields, the graduates
will be able to compete favourably in the job market.
This changes the vicious circle. Empowering the youth who drop
out of schools after scoring non University or tertiary entrance
marks with various artisan, carpentry, masonry, motor vehicle mechanic and tailoring skills opens for them other avenues where
they can be able to earn a decent living and finally bring the desired changes.
