It was not merely a diplomatic move to save their skin. Educated Indian

opinion in those days sincerely wanted the continuance of the British rule. The
generation to which they belonged had not completely forgotten the last days of the
Mogul Empire marked by universal anarchy and disorder. The British had replaced
that reign of terror by a new reign of law. Their professions of loyalty to the British
Government were therefore absolutely sincere notwithstanding their criticism of the

- The rumours that have been flying about Western India for the past few
months have now received ample confirmation. The rumours ascribe to certain
members an ambition on their part to renew in Western India those tactics by which
Shivaji in days gone by succeeded eventually in sapping the power of them the
mighty Mounghal Empire. A little of martial law would do Poona a great deal of
good. The Mutiny (of 1857) attained its dangerous proportion mainly because we
ignored it at the beginning. There should be no mistake of that sort in Poona now.

We are sorry that the Government should be away from the presidency at a
time of panic and Bombay was almost panic stricken when it heard on Tuesday last
of the dacoity at Palaspe, which is only a few miles from this place. Native Opinion,
18-5-1879, Bombay.
A feeling of extreme uneasiness at the exploits of the decoits is becoming
very general. The people in the city and cantonment of Poona are greatly alarmed.
Accounts of dacoities continue to be received in nearly all parts of the presidency.
Even the Europeans residing in the Railway lines are frightened into sending their

, These armed gangs

seem to form a part of a regular organization under the command of one Vasudeo
Balwant lately a clerk in the Finance Department.

The manifesto sent to the Bombay Governor resembles the insolence of Irish
Ribandism. It talks of organizing another Mutiny (of 1857) and invents as its patron a
mysterious potentate on whom it bestows the name of Shivaji the Great, founder of
the Maratha Empire. London Times 19-5-1879.

, The people of Poona and

Satara have a history of dacoits ripening into successful rebellions, a living history

repeated in their folk songs. Vasudeo Balwants true character has not yet been
comprehended. If he be capable of half burning the capital of Maharashtra and of
filling all the country with terror at the expectation of his name, the reward (for his
capture) appears to be too small. .

Poona should have excited the keenest interest and anxiety throughout the country...
where conflagrations have come to be recognised as serious rebellion... Statesman

Vasudeo Balwant Phadake possesses many of the traits of those high souled
men who are now and then sent in this world for the accomplishment of great
purposes... The noble feelings of a Washington, a Tail (of Switzerland) and a
Garibaldi animated his breast and if he is not appreciated in this country where
patriotism is unknown he will be better appreciated in England and other Western
countries... His heart overflowed with love for India... Whaterver he had he was
willing to offer for his country, even his life. The very idea of establishing a Republic
shows the unselfish nature of his mind. He had no intention to establish a Raj of his
own... Forget for a moment that Phadake led bands of dacoits and sought the
subversion of British Government and then he stands before you as a being as
superior to the common herd of humanity as the Himalayas to the Satpura Range.

, Looking over India during the period with the help of information at his
(Hume`s) disposal (he had served as Chief Secretary to the Viceroy) Hume became
convinced that concerted action by responsible friends of India was necessary to
counteract the dangerous currents of opinions and to turn the gathering political
consciousness of educated Indians into pacific and fruitful channels. When Lyton left
(1880 A.D.) the country after a term during which famine, frontier wars and
administrative vagaries had combined to produce a mass of ugly feelings, the outlook
was exceedingly disquieting...
Hume realised that the existing Government administered by foreign officials on
autocratic lines was dangerously out of tune with the people. There was a great gulf
between the foreign beaurocracy self centered on the heights of Simla and the

millions living on the plain below. And about the year 1878-79 economic combined
with political troubles were actively at work throughout India... While in schools and
colleges the leaven of Western education was working among the intellectuals
teaching lessons of political history and how it was only through storm and stress
that the British people had won for themselves the blessings of Freedom.
Hume knew there was imminent risk of a popular out-break of which Indian
leaders were blissfully ignorant. The new wine was fermenting in old bottles and that
any time the bottles might burst.
There existed no recognized channel of communication between the rulers and
the ruled the absence of which found the Government unprepared to meet the
emergency in 1857.
