A brief note on development policy for improvement of quality of standards

in life of common people and scope of employment generation in Unakoti

District
Communication :- Adequate communication is the key of all development, so for the
following points that may be addressed for a sustainable development in the quality of
standards of life in Unakoti District. Every place in this world somehow conceives certain
potential of growth, that are quite relative to the contemporary time and space and we strive to
discover the same and act for the flourishing and nourishment of those factors but unless there
exists a constant and un-interrupted communication system, prosperity is not possible. It is felt
that connectivity of this District with outer world is the first and foremost area of priority to be
taken care of. In case of road transport, various routes, other that the NH 44, have been put into
use, but those roads are not properly widened and restored for sufficient passage for vehicles.
For this purpose, a package for restoration and widening of the connecting and outgoing roads
throughout the District may be thought of.
Tourism potential :- With a great potential for tourism development, Unakoti is an
ancient hilly place of pilgrimage situated at a distance of about 8 km. from district headquarters
Kailashahar. According to Archaeological reports, Unakoti is the biggest bas-relief in India
dating back to the 8th / 9th centuries. Innumerable treks exist through the forests and
traditionally and culturally rich hamlets, which have potential to provide a deep insight into the
cultural and ecological diversity of the state. Strongly connected to the cultural heritage of
north-east India, the main sites of Unakoti hills are now under the control of Archaeological
Survey of India. Widespread green canopy, the hill, the rains make Unakoti a place of exotic
natural beauty. The simple but warm inhabitations of hilly people around form a perfect tourist
destination, although, the infrastructure required for this purpose is not yet adequate. Hence,
there is need for a comprehensive Tourism Development Plan for Unakoti, the place of
antiquity.
Education :- A number of students of this District have to go outside of the District for
post-graduate studies. It is a fact that those students mostly have to pay for maintaining their
stay outside home, hence, higher education for that category of students is a burden for their
family and due to this, poor families, not being able to bear the same, have to abandon their
education mid-way. It is suggested that a campus of any university is introduced in the oldest
college of Unakoti District, namely, Ram Krishna Mahavidyalaya, Kailashahar. This will
increase the ease for achieving Masters Degree for the graduates of this District.

Unit linked industrialization :- Geographical position of this District makes this rich
with fertile clusters of land, thus complements to its potential in agro-forestry based cottage
industry. Various agro forestry based programmes were taken up and implemented in this
District, but due to lack of proper planning, management and co-ordination between
departments, all those programmes, remarkably SHG programme, initiated with good intention
and ended up without yielding any notable result. In order to address the loopholes, a coordinating tool is to be devised so that the potential of this District in agro-forestry is properly
utilized in creation of agro-forestry based cottage industry. A model blue-print is given
underneath, that will show how a unit-linked planning may override the bottlenecks of
previous experience encompassing all the scopes and possibilities of this District within a unidirectional progression through multiversal activities.
(a)Forest Department selects clusters of fertile lands for introducing a broad spectrum bamboo
plantation programme and ensures the sustainability over years to come.
(b)

A Co-ordination agency is formed which will be the key functionary for exploring and

unit linking of various departmental and schematic scopes, as well as devising own strategy
with an aim for creation of livelihood among both rural and urban un-employed mass through
bamboo based industry and marketing. The Committee should be led by officers who have
enough administrative control over Govt. and non-Govt. departments. This body may be
named as Bamboo based industry and commerce co-ordination agency, hereinafter referred
as agency. Besides core analysis and policy making, the agency will function through its
three derivatives as described below. All of these shall involve a good number of employments
of qualified persons from various fields thereby eliminating migration for job outside the
District.
(c)The agency will have a production control wing. This wing will act as a bridge between
the bamboo sellers and the production units of the bamboo craftsmen. This wing shall keep
accounts of the availability of species wise bamboo for supply towards the production units
against quantity of requirement. This wing shall obtain feedbacks from the marketing unit and
pass it to the production units for adequate supply of products. This wing shall have a major
role in determining the price of products on the basis of input, demand and supply. Further, this
wing shall run a quality control system through a team of experts and this team will not only
act for rejecting the bad products in terms of durability and ruggedness but also research and
advise the production units how to improve the quality.
(d)

The agency will have a marketing wing which will play its prime role in this field.

This wing shall rent a web domain and set up an e-commerce team, which will look after
designing a web-site that will be a permanent e-commerce platform for customers from all

around. The marketing wing shall put this online shopping site always up-to-date with trendy
look, elaborate product details and lucrative with timely offer schemes, keep track of the
customers nature of demand, ensure customer satisfaction through various services for the
customers e.g. online chat/ phonecall/ e-mail through employing an well trained team of
attendants. All policies of this marketing wing shall be customer centric, so that this system
may earn reliance of thousands of unseen customers. This wing will also keep browsing other
websites to understand the market trend and craze. Setting up such an e-commerce platform
and running of the same with consistency will generate much more scopes and schemes and on
the other hand, the production units of this district will be encouraged by finding a vast span of
market within their reach.
(e)The agency will have a product development wing. Work of this wing shall be of another
prime importance beside marketing wing. We know, basically there are two types of bamboo
products, one is decorative craft item like vase, show-piece etc. and another is useful item like
baskets, Agarbati sticks, bamboo mat [also used in FRP industry] etc. The major role of
developer team shall be of developing new ideas and innovations in the whole range of
products. For the useful items, they will work for improvisation as well as invention of new
items, based on needs of day to day life or requirement of other industries. For example, they
may have improvised the traditional round shape of cane bamboo basket into rectangular
shape, which will more suitably fit in any corner, and they have improvised it up on
observation that we mostly live in rectangular houses with corners and rectangular furniture
within. This developer wing shall have some talented artists and craftsmen as members who
will look after the aesthetics of the products, which may turn a trivial product into a beautiful
piece. For example, they may derive newer and attractive patterns of criss-cross bamboo mat or
think of a jackfruit shaped lamp shade in place of too much seen pineapple shape design. This
wing shall always remain in close contact with the marketing wing constantly receiving
feedbacks, which will be utilized by them for innovations of products. For example, the
marketing team senses that a craze for world cup cricket is on the way, India being the host
country. The developer wing receives this feedback from marketing wing in advance and there
is a stock of bamboo picnic hats with some production units. The developer team reacts swiftly
to design a motif of the star player with some slogan text and deal it out to the production
units, who work overnight to glaze that design on the hats with blow-lamps turning simple
picnic hats into India Hats. Next day, the marketing wing is informed about the ready stock for
showcasing and skimming the craze for a handful business and quick clearance.
(f) The agency shall have a Store and Dispatch wing which will be responsible for timely
storing and dispatching the orders. Beside the persuasion of the production control wing, this

wing shall also keep in direct contact with the production units so that the time gap between
demand and supply becomes minimal and ensure that no crisis or overflow happens in the
chain. This wing shall follow the queue of orders and work with a trained team of packers,
dispatch articles via post and courier services and enter the data of dispatching of articles to the
marketing website so that customers receive automated sms/e-mail etc.
(g)

The agency shall have a monetary wing which will look after all monetary issues

such as remunerating the production units after receipt of money from the customers, refunds,
deduction of service charges, making payments to service providers and partner agencies,
undergoing audit of accounts etc.
Such a full fledged and committed enterprise once set in motion; it will serve the
gateway for many possibilities.
