A Social audit has been conducted in to the conduct of MGNREGS works in the district
of Unakoti in Tripura State for the period April to June 2014. The district consists of 86
GPs / ADC villages divided in to 4 blocks.
The social audit findings in respect of the various aspects of the execution of
MGNREGS works in Unakoti district are as under:

were maintained up to date in most (95%) of the GPs in Unakoti district. Some registers
like, Cheque issue register, and Budget control register were maintained in more than
74 villages in the district. However it was found that Employment register, vigilance
register, meeting resolution register, Measurement Book and Material Purchase
registers were maintained respectively in 37, 20, 45, 69 and 3 villages only. The need
for maintaining Material purchase register cannot be overemphasized and it is sad that
only 3 villages in the district maintained the all important register. (Refer Table 1 in
Annexure).
A block wise analysis indicates that in Gournagar block, only 3 out of its 23 GPs
maintained employment register and vigilance register and materials purchase register
had not been maintained at all. Similarly in Kumarghat also only 15 out of 33 villages
maintained the Employment register.
Vigilance register was maintained by only 5 villages in Chandipur and Pechartal blocks
and 7 villages in Kumarghat block. In respect of material purchase register, it is found
that not even one village in Chandipur and Gournagar block maintained the register
while 2 out 33 in Kumarghat block and 1 out of 12 villages in Pechartal block maintained
the said register. This shows the lack of transparency in the District.
Timely Payment of Wages:
It was reported that wages were paid in time in 50 out of the 86 villages in the district
and the wages were delayed sometimes in 31 villages. Occasional delayed payments
were reported in 11 GPs in Kumarghat block, 8 GPs each in Chandipur and Gournagar
blocks and 4 GPs in Pechartal block.
Wage payment was mostly delayed in 2 villages each in Gournagar and Kumarghat
blocks while wage disbursals were said to be always delayed in Golakpur village of
Chandipur block. (Refer Table 2 in Annexure).
While in 30 GPs the payments were delayed due to delay in Banks, in another 3 villages
the delay was attributed to delay in measurements and in 3 more villages the delay was
due to delay in measurements as well as delay due to Bank procedures.
Convergence of Works:
Though at the policy making level convergence of works under various schemes is
envisaged, it is observed that at the ground level such convergence is not taking place.
Convergence of MGNREGS works with other Government schemes was not reported in
any village in the entire district.
Awareness of Social Audit:
The awareness levels of various stake holders about the concept of social audit and its
latest provisions; and that of the ultimate beneficiaries awareness about social audit
being an effective tool for grievance redressal and accountability were studied.
It is found that the Sarpanch/ Pradhan of only 21 villages out of the 86 villages in
Unakoti district are fully aware of the concept and latest provisions of social audit. The
knowledge level of Sarpanchs in Pechartal block is higher as 5 out of 12 Sarpanchs in
the block have complete knowledge. In all the other blocks less than one fourth of the
headmen have such knowledge.
While 14 out of 86 Sarpanchs in the district knew the concept but did not know its latest
provisions, 51 had just heard of the concept. However it should be concluded that the

PRI members in only one GP in
Chandipur block of Unakoti district are
aware
of

concept
and
latest
Chandipur, one village each in Gournagar and Pechartal blocks and 2 GPs in
Kumarghat are aware of Social Audit concept but not aware of latest provisions.
Members of 2 GPs in the district, one from Gournagar and one from Kumarghat had
only heard about social audit but were not aware of its provisions.

Only 16 percent of the VRPs selected are women and the representation of women
appeared to be the least in Gournagar block with only 13 percent of the VRPs identified
being women. Kumarghat block also recorded only 14 percent women representation.
More than 70 percent of the VRPs selected in the district belong to BPL category. The
highest representation of BPL category is found in Pechartal block at 77 percent.
It is a norm that a prior announcement of 30 days in advance was to be made for
conducting a Social audit. However it is observed that such announcement was made in
just 53 (62 percent) villages out of 86 villages in the district. While such announcement
was made in 23 out of 33 villages (nearly 70 percent ) in Kumarghat block, it was made
in 15 out of 23 villages(65 percent) in Gournagar block, in 11 out of 18 (61 percent ) in
Chandipur block and only in 4 out of 12 (33 percent ) in Pechartal block. It may be noted
that prior announcement about social audit was not made in 33 villages in the district
and the list of such defaulting villages is given below.

The social audit time and agenda were adequately publicized in 55 out of 86 villages
(64 percent) in the district. (Refer Table 5 in Annexure).
It is found that methods like drum beating, use of microphones, pamphlets and banners
were not adopted anywhere in the district. The only method used in those villages
where adequate publicity was claimed, announcement was made by notice on GP
Boards.
It is recommended that various methods of announcements should be simultaneously
used to bring home the concept of social audit to the villagers.
In 65 villages across the district (about 76 percent), disclosures and inspections were
made public as per the norms of Social audit.
In 53 villages (62 percent) in the district the PO sent written communications to all the
PRI members and implementing agencies. In Pechartal block, Project Officers in only 4
GPs in the block sent notices to PRI members regarding social audit meeting.
The time and venue of the meeting was convenient for all to attend in 56 villages in the
district. In Pechartal block members of only 6 villages out of its total 12 confirmed that it
was convenient for them to attend meetings.
Participation in Social Audit:
The V & MC members were present at the social audit meeting in only one village in
Pechartal block. They were not present in any other village in the entire district.
All the important stakeholders like Sarpanch/Pradhan, PRI/ward members, GP
secretary and GRS were present at the social audit meetings in most of the villages.
The Sarpanch/Pradhans were present in the social audit meetings in 62 villages across
the district. In Chandipur block, they were present in only 17 out of 23 villages. In
Kumarghat Block, they were present in 22 out f 33 GPs and in Pechartal they were
present in 8 out of 12 GPs. (Refer Table 6 in Annexure).

The PRI/ward members also attended meetings in the same pattern except that they
attended in three more villages in Kumarghat block.
The GP Secretary was present in 85 villages out of 86 in the district except in Ujan
Dudhpur in Kumarghat block.
The Gram Rozgar Sevaks were present at the social audit meetings held in 82 of the 86
GPs in the District. The list of villages where the GRS was not present at the social
audit meetings is given hereunder.

The VO/NGO members did not attend meetings even in one village in the district while
the block officials attended just one meeting in Kumarghat block.
It appears that local school teachers did not take much interest in the social audit
meetings in as much they attended meetings in only one village in Kumarghat block.
The Line Department officials also did not attend any meeting anywhere in the entire
district.
Participation of workers:
It was observed that less than 10 percent of the job card holders in the village attended
social audit meetings in 79 out of 86 villages in the district. The trend was maintained in
all the blocks in more or less at the same level.
Social audit meetings in 2 GPs in Chandipur, 3 GPs in Kumarghat and one in Pechartal
block saw the presence of 10-25 percent of the job card holders in the village. There
was no meeting which recorded the attendance of more than 26 percent card holders.
The attendance or rather the non-attendance of workers in social audit meetings
indicates that there is no awareness among the workers with respect to the importance
of such meetings. (Refer Table 6 in Annexure).
Proceedings of Social Audit:
It is customary to read the Action Taken Report (ATR) of the previous meeting in every
meeting. It is seen that this custom was adhered to in 60 out of the 86 villages in the
district. This custom was not observed in one third of the GPs in Chandipur, Kumarghat
and Pechartal blocks and nearly one fourth of the GPs in Gournagar block.
Summary statements were read out during Social audit in 78 villages in the district.
Such statements were not read out 2 GPs in each in Gournagar and Kumarghat blocks
and 4 GPs in Pechartal block. (Refer Table 7 in Annexure).
Issues raised in Social Audits:
Many important issues were raised, discussed and resolved in the social audit meetings
in Unakoti district. Some of the major issues raised are listed below.
The issue of denial of Job cards was raised by 15 persons on an average in 5
villages of Pechartal (4 GPs) and Gournagar (1GP) blocks. The issue was
resolved in 3 GPs only. The problem was left unresolved in Gournagar GP and
Andharcherra GP of Pecharthal block.
The issue of registration of bogus families / individuals was raised in two villages,
one each in Gournagar and Pecharthal blocks by 6 persons on an average. The
issue was successfully resolved.
The issue of non issuance of job card after registration was raised in one village
in Chandipur block by one person and in 4 GPs in Gournagar block by 16
persons. However, the issue could be resolved in only one village in Gournagar
block. The query was not resolved in Jamtailbai GP of Chandipur block, Fulbari
Kandhi, Gournagar and Srinathpur GPs of Gournagar block.
Delay in receiving job card was another issue that was raised by 82 persons in
29 GPs in the district. The issue could be resolved only in 21 GPs. The issue
could be completely resolved in all the 10 GPs of Kumarghat block where it was
raised. The query was not answered in Manuvalley GP of Chanidipur block,
Fulbari Kandhi, Gournagar, Laxmipur and Srinathpur GPs of Gournagar block
and Andharcherra, Nalkata and Uttar Machmara GPs of Pecharthal block.
The issue that job card entry was not updated or errors in job cards was raised in
27 GPs in the district by 92 persons. The issue could not be completely resolved
in any of the blocks. While in all the other 3 blocks, it could be resolved at least in
some GPs, no solution could be found in any GP in Pechartal block. The issue
was left unresolved in 11 GPs.
The issue of non-acceptance of demand applications was raised by 2 persons in
Gournagar village in Gournagar block, but the issue could not be resolved.
The issue of non-payment/under payment of wages was raised in one village
Gournagar by one person and in another village in Pechartal block by 4 persons
while it could not be resolved in Gournagar village, the same was settled in
Pechartal block.
The issue regarding delay in payments was raised in 33 GPs in the district by
353 persons. The issue was raised in 5 out of 18 GPs in Chandipur block, 15 out
of 33 GPs in Kumarghat block and 3 out of 12 villages in Pechartal block. The
issue could be resolved only in 29 GPs in the district. The query was not
answered up to the satisfaction of the villagers in Golakpur GP of Chandipur
