AN ORDINANCE AMENDING SECTION 1, PAR. 6, OF CITY
ORDINANCE NO. 659, OTHERWISE KNOWN AS THE REVISED
REVENUE CODE OF PUERTO PRINCESA CITY OF 2008, AS
AMENDED BY ORDINANCE NOS. 235 AND 576.

WHEREAS, a letter dated June 30, 2016 from Michael G. Tan,
Chairman, Puerto Princesa Palawan Game Fowl Breeders Association
(3PGBA), addressed to Mr. Samson Negosa, City Secretary, this City,
requesting the Honorable Members of the Sangguniang Panlungsod to
renew/extend Ordinance No. 659 to avoid illegal tupadas which may
result to peace and order concern.
WHEREAS, In the absence of a Cockfighting Franchise duly
granted to accredited organization or association by the Sangguniang
Panlungsod, the authority of the City Mayor, as provided under Section
1, par 6 of City Ordinance No. 659, to grant a Special Permit to hold
cockfighting on Saturdays, Sundays and Legal Holidays has already
lapsed on July 15, 2016.
WHEREAS, in the absence of authority to grant/issue a Special
Permit by the City Mayor, it resulted in the proliferation of illegal
tupadas within the City of Puerto Princesa.
WHEREAS, cockfighting or sabong is considered to be an old
sport/game of Filipinos tradition which form part of our culture, and
now as one of our tourist attraction in the City of Puerto Princesa.
WHEREAS, due to numerous requests to the Honorable City
Mayor for special permits to hold cockfighting activity and in the
absence of a licensed cockpit, it is imperative to amend the aforesaid
provision of Ordinance No. 659 to allow the conduct of cockfights in
unlicensed cockpit and the grant of Special Permit during Saturdays
and Sundays.
WHEREAS, by the grant of special permit to hold cockfighting
during Saturdays and Sundays, and other legal Holidays, the City
Government of Puerto Princesa will generate additional revenues as
provided under The Revised Revenue Code of Puerto Princesa of 2008
and the Local Government Code of 1991.
