HSES Data and Application


If we use SPI Module questionnaire in HSES survey

HSES estimates amount of SPI program expenditures and the number of


beneficiaries

Which approve to administration database

SPI data will be a comprehensive information source of SPI from the survey

Simpler to aggregate

From SPI module of HSES questionnaire disaggregated beneficiaries by living


standard and poverty status who were covered by SPI programs.

Measure programs to reach target population.

More additional data with other programs and project. SPI data are more accurate
and provide better opportunities for in-depth analysis. For example:

SPI gender analysis,


An accurate number of beneficiaries (less duplication),
Performance of social protection programs,
Impact on poverty and inequality in relation to SPI programs.

A Case of Mongolia
Data collected are transfers and remittances that are Social
insurance and Social allowances in Other income section of
HSES.
HSES report includes the chapter Transfers and Remittances.
Collected data do not provide sufficient detailed information.
Social insurance and allowances indicators are combined in the
questionnaire.

Need to find more optimal and effective ways for in-depth analysis
of HSES information.

ADB Technical Assistance project
Organized meetings and discussions with:
Ministry of Population development and Social Protection,
Ministry of Labour,
General Office for Social Insurance,
General Office for Social Welfare Service
Ministry of Education, Culture and Science.
Questionnaire has 4 sections with 39 questions and 68 indicators.

Section 2. Part A. Social protection pension and allowance
Part B. Other social protection assistance, concessions and
services
Section 3. Labour promotion programs
The pilot survey frame was 326 households from 3 aimags and Ulaanbaatar city.

Dissemination workshop and
training (estimation of SPI and
Adept result) was organized for
key
staff
of
ministries,
representatives of international
development agencies and local
statistical departments on June
13-14, 2016.
A Country report contains 72
tables from Adept results,
survey results of the pilot
survey and SPI calculation and
were published in Mongolian
and English.

Conclusion
The project enhanced capacities of the NRSO to produce, maintain
and ensure availability of updated social protection indicators by
using HSES data and to better evaluate and monitor the Social
Protection Programs in the country.
The survey results for 2012 and 2014 HSES were used to calculate
the SPI and carry out in-depth analysis using the ADePT software.
The usefulness of HSES survey for better assessment and
monitoring of social protection programs are well understood.
Social protection program module in the survey should be revised:
Disaggregate the social insurance and social welfare programs and
the social protection module developed and tested for this project
could be used for this purpose.
When we have detailed data on social protection programs we would
be able to ensure more effective assessment of social protection
programs in Mongolia.
