institutionalized
Transition from passive social assistance to active social programme
All agencies should be aligned with social protection that are
responsible to shocks

Establish strong central implementing agency


Merge separate and fragmented systems in the interests of efficiency
Capacity building for officials delivering the social protection

Civil societies should collaborate with


governments and have active participation in
social protection

People centric-community participation from beginning to end of


policy process.
A convergence among the CSOs and governments agencies should be
strengthened and institutionalized in Asia Pacific.

Formulate transparent social protection


programs
Program designs are efficient for the beneficiaries with appropriate
resource allocation which translate to getting the right amount to the
right people.
