Bookitcon: Chapter Two

Moorestown United
teammates reunite
decades later

Even temperatures
in the 80s can mean
heat-related health risks

By LINDSEY NOLEN
The Sun
More than 40 years ago, two
Moorestown natives, Paul Harrison and Brian OConnor, bonded
over their love of soccer and from
it they formed a long-lasting
friendship. Today, the two continue to play the game they love together on the field for the Global
Premier Soccer Gold team as part
of an over-56 division in Massachusetts.
Dating back to the early 1970s,
Harrison, who attended the
Moorestown Friends School, first
met OConnor, who attended
Moorestown High School, as competitors. However, after Harrison
graduated from high school in
1972, he went on to found a
Moorestown United team alongside Kurt Klaus Jr. that was comprised of players from both
schools.

Nori Horvitz points to show Bettina Pagalilauan, an assistant branch manager at Barnes & Noble,
something in a book at Horvitzs event, Bookitcon: Chapter Two, held at the Moorestown Community House on Sunday, Aug. 7. The event ran from 2:30 p.m. until 8 p.m. and featured author signings, meet-and-greets, panels and an after party.

As temperatures in New Jersey

continue to rise, heat-related
health risks have also increased.
Burlington County and the
Moorestown Town Council have
provided some tips to help people
stay cool and know what to look
for if someone is suspected of
having a heat-related illness.
With rising temperatures, it is
important to drink more fluids,
Burlington County Freeholder
Mary Ann OBrien said. Residents that plan to go outside
should wear loose, lightweight
clothing and never leave any persons, especially infants or young
children, or animals in a closed,
parked vehicle.

For the past few weeks,

Moorestown Township Council
has been discussing the adoption
of the state Department of Environmental Protections water
conservation ordinance per the
Administrative Consent Order,
and further discussion took place
at councils workshop held on the
evening of Monday, Aug. 8. The
ordinance would contain watersaving
provisions
to
help
Moorestown reduce its water consumption.
As far as the water conservation ordinance goes, we discussed
at the last meeting that the initial
recommendation from public
works was to have a window in
the evening to allow people to
water, Scott Carew, township
manager, said. As part of the

ACO with the NJDEP, we are

going to be amending our water
conservation ordinance, [it] currently is an odd/even day ordinance and it currently is only
done once the township manager
declares an emergency, which
happens every April or May and
has every year since I believe the
1980s.
If council adopts the states
conservation ordinance, the new
ordinance would therefore always
be in effect, and instead of having
residents water their lawns on either odd or even days, the new ordinance would mandate everyone
have two specific days to water
each week. Additionally, the
townships amended ordinance
would make it so residents are assigned specific days to water
based on the towns four trash
zones.
While council has expressed its

approval of these trash-zone designated watering days, the only

decision it needed to revisit involved the time windows that
would specify when watering
would be allowed. Even though
the state only allows for two days
of watering during times of
water supply shortages, it wishes
to prevent 24-hour watering during the two days.
As of right now, Carew and
Township Attorney Anthony
Drollas Jr. reported at the workshop that they have been reviewing the ordinances other towns
have in effect, and it appears offering two windows during the
day is the standard and most effective method.
I believe [the windows are] 7
a.m. to 10 a.m. in the morning and
5 p.m. to 8 p.m. in the evening,

Baird Colville Foster Jr., 77,

passed away on Aug. 7 from head
injuries sustained from a fall.
Baird, of Moorestown, was the
son of Baird C. Foster Sr. and
Roberta (nee Hoffbauer). He was
the beloved husband of 56 years
to high school classmate Margo
(nee Milling), and the loving father to son Kyler Brooks Foster
(Kimberly) of Moorestown and
their children, Brooks, Stevenson
and Morgan Victoria; and to son
Preston Cook Foster of Haddonfield and his twin sons, Adam
Thomas and Samuel Baird. He
was the brother to Richard E.
(Phyllis) of Blackwood and
Lawrie J. of Chestnut Hill, Penn.
Baird was the great-great
nephew and great-nephew of
David Baird Sr. and Jr., respectively, both U.S. Senators from
N.J. in the early 1900s. Baird
Boulevard in Camden was named
for Baird Sr.
Baird grew up in Haddonfield
and loved classical music. He was
a percussionist at Haddonfield
Memorial High School and
helped to pay his way through

Rutgers University in New

Brunswick by playing drums in
various bands. Upon graduation
in 1960, Baird began employment
at the family business, International Envelope Company in
Philadelphia. Later he was involved in sales in the publishing
industry at Lehigh/Rocappi in
Pennsauken, and auto-graphics
in Pomona, Calif., from which he
retired in 1995.
Soon after, he bought a 1962
Austin-Healey BJ7 convertible
and became an enthusiastic and
active member of the AustinHealey Club of America, the
Austin-Healey Sports and Touring Club and the Healey Drivers
Club (UK), receiving numerous
service awards and recognitions
from those clubs over the years.
The highlights of his Healey ownership occurred in 2000 and 2010
when he chauffeured Jenson Button (2009 Formula 1 World Champion) in the Parade des Pilotes
(Drivers Parade) at the Formula 1
Grand Prix du Canada, Circuit
Gilles Villeneuve, in Montreal.

When Harrison decided to relocate to Concord, Mass., to teach

Moorestown United alive albeit
in a different state and at a much
different pace the two reconnected close to 10 years ago as
they returned to the field together

As summer comes to a close

and autumn is visible around the
bend, the Department of Parks
and Recreation is pleased to offer
its fall programming for youth,
teens and adults. Fall registration is open and the list of activities continues to grow and expand annually.
The Recreation Youth Soccer
Program is now in its fifth decade
and focusses on skill development, team building and sportsmanship. This program is available for children age 4 through
eighth-grade students and will
run from Sept. 24 through Nov. 5.
The program will be broken up
by ages and grades and all games
are played in Moorestown. The
affordability of Recreation Soccer
has made it a mainstay for all

children who just want to play!

This year, the Recreation Youth
Soccer program has grown again
and is expanding to include 4 and
5-year-olds. This program, run
similarly to the Kindergarten
Soccer Program, is geared toward
4- and 5-year-old children who are
not attending kindergarten in the
fall. The emphasis of the program is meeting new friends and
having fun while learning good
sportsmanship and the concept of
teamwork. The kindergarten will
meet for an hour and a half and
the 4- and 5-year-old programs
will meet for one hour on Saturday afternoons which will include individual and team skill
building followed by short scrimmage games. Girls and boys will
play together in the pre-k soccer,
but separately in the kindergarten program and parent volunteers will coach and guide

these young soccer players.

The Youth Soccer Program is
available for children in grades
first through eighth. Teams will
be divided as registration allows
and children will play together in
similar age groups. Recreation
Youth Soccer is a fundamental
building block for local soccer
players, offering a fun, yet competitive environment for all children. The style of this league encourages all children who love
soccer to play. One practice per
week and one game per weekend
make the Recreation Youth Soccer League a perfect addition to
any footballers schedule!
Recreation girls field hockey is
another long-standing program.
From field hockey for grades first
through sixth to limited travel for
grades fifth and sixth and limited

Sports betting dead ... for now

108 Kings Highway East

Haddonfield, NJ 08033
856-427-0933

Court ruling just means the fight for legal sports betting will be delayed
Dan McDonough Jr.

et another court struck down

hard against New Jerseys
fight for legal sports betting
last week. This time, it was the United
States Court of Appeals for the Third
Circuit, which ruled against the states
wishes to operate legal sports betting
in casinos and racetracks.
The court upheld the federal Professional and Amateur Sports Protection
Act, which prohibits all but four states
from operating or licensing sports betting. The court ruled 10-2 in favor of
upholding the law, striking perhaps
the last legal blow to New Jerseys
fight for legal sports betting ...
... At least for now.
While New Jersey doesnt have
many, if any, more legal options to legalize sports betting in our state, it has
the changing landscape of public opin-

ion on its side.

People in this country are becoming
OK with sports betting; its easier for
them to swallow now than it was, say
more than 24 years ago, when PASPA
was enacted. Seton Hall University
conducted a recent poll that found that
63 percent of people believe betting on
sports should be legal, with 68 percent
saying its legality should be decided
on the state level.
The fact is that there is a lot of
money at stake here, too. Nevada accepted $4.2 billion in sports wagers

last year. Thats a lot of money, but its

nothing compared to the estimated
$150 billion in wagers placed each year
with illegal bookmakers, who are either affiliated with organized crime
rings or are stationed overseas.
New Jersey also has some powerful
allies on its side. Legislators in New
York, California and Pennsylvania are
also trying to legalize sports betting in
their states.
All this foreshadows New Jerseys
next move a lobbying effort at the
federal level to have the law changed.
With the change in government scheduled for January no matter who
wins the race its the perfect time to
reach a captive audience.
For the sake of our states income,
lets hope that captive audience agrees
with our states take on the topic.

Moorestowns Li receives volunteer scholarship

The Volunteer Center of Burlington
County awarded five college scholarships
on Wednesday, Aug. 3, totaling $30,000 to
five Burlington County high school seniors, including Kelly Li of Moorestown,
who have demonstrated a commitment to
community service, leadership and academic achievement.
Li, a senior at Moorestown High School,
plans to attend Yale for biomedical engineering/pre-med. As for her community
service endeavors, she has volunteered in
homeless shelters, soup kitchens, day
cares and schools in Camden. She is also
the organizer of the jobs and benefits expo
for military veterans and is an active volunteer with Hua Xia Cherry Hill Chinese
School, a school that offers language, culture and other classes to assist children
and others with the assimilation into
American society.
She was presented with the Volunteer

Centers top award of $7,500 during the

check presentation ceremony held at
Burlington Countys Historic Smithville
Park in Eastampton. A review committee
that evaluated 66 applications the most
ever submitted in the five-year history of
the scholarship, selected him. The Volunteer Center has now awarded $125,500 in
scholarship money.
Kris Laufer, a son of the late Joseph
Laufer, a former recipient of the Volunteer
Centers Community Service Award for
whom the scholarship was named, presented the check. Holly Haines, representing the Haines Family Foundation, also
participated in the ceremony. The foundation is a generous contributor to the scholarship program.
These are outstanding young people
who have displayed not only a lengthy
record of participation in many community service activities, but also an ability and

willingness to organize and lead, said

Laufer. In addition, all of these young
people have stellar academic records.
Joe Laufer, a former Burlington County
College educator, was the county historian
and had amassed a multitude of community service activities before he died in 2014.
The scholarship program is his legacy
but was named in his honor long before his
passing. Laufer actually had taken the
major role in administering the program.
His wife, Penny, and four children, continue to support the initiative.

Use common sense if out in heat, mayor says

USE
Continued from page 1
The combination of hot temperatures and high humidity creates a dangerous situation in
which heat illnesses are likely.
Keeping cool will help you
and your loved ones avoid heat-related illnesses, OBrien said.
Heat-related illnesses include
heat stroke, heat exhaustion and
heat syncope. According to the
Burlington County Public Health
Fact Sheet on heat-related illnesses, the body normally cools itself
by sweating, but under some conditions, sweating just isnt
enough. In such cases, a persons
body temperature rises fast. Very
high body temperatures may
damage the brain or other organs. Several things affect the
bodys ability to cool itself during
hot weather. When the humidity
is high, sweat will not evaporate
as quickly, preventing the body
from releasing heat.
The (Moorestown) Mall has in
the past been more than willing
to have people come inside and
cool down at their location. Cooling stations can be located by either calling 211 or at 211.com, Police Chief Lee Lieber, said. The
police department has continued
to tweet out heat safety information this summer, particularly the
importance of checking and not
leaving children and pets in vehicles. We also want to encourage
people to check on elderly friends
and neighbors or anyone else who
may need help beating the heat.
Some general tips for preventing heat-related illnesses include:
drink plenty of fluids; avoid alcohol and caffeine, and see your doctor about whether you need addi-

tional salt; spend whatever time

possible in air-conditioned areas,
even if only a few hours each day;
make sure to eat enough food;
when possible, lower activity levels in very hot weather; because
the elderly are particularly at risk
to the effects of heat, caretakers
should visit at least twice a day
and monitor them closely for
signs of heat illness; because
young children under 5 years of
age are also sensitive to heat's effects, parents and caretakers
should be careful not to overdress
them and to give them plenty of
fluids; wear a hat when outdoors;
exercise early or late in the day;
make sure to check on pets as the
heat can affect some pets, ask
your veterinarian for advice; and,
in cases of heat emergencies, call
your doctor or visit your local
emergency room.
I would urge all residents to
use common sense precautions if
outside during the heat. Please
make sure your pets have adequate water if they must be outdoors. Check on the elderly, as
they are very susceptible to heatrelated complications. If you have
elderly neighbors or family members nearby, stop in and check to
make sure they are OK, Mayor
Phil Garwood said. If exercising, make sure that you are well
hydrated before and avoid the
peak hours of the day time.
The mayor went on to warn
that, above all, residents should
be safe and recognize the symptoms of heat stroke or heat exhaustion. These symptoms include: a body temperature of 104
F or greater, lack of sweating,
skin feeling hot and dry, nausea,
vomiting, flushed or red skin,
rapid and shallow breathing,
headache, confusion or unconsciousness, muscle cramps or

weakness and a strong and rapid

pulse.
Residents need to be very
careful as we go through summer
heat waves. Use common sense
when going outside, and please
make sure to check up on neighbors who may have increased susceptibility to the dangers associated with the heat, Township
Manager Scott Carew added.
Burlington County has cooling
centers for those who dont have
access to air-conditioned environments. Cooling centers nearby
are at the Moorestown Mall and
Moorestown Library. For a complete list, visit the Burlington
County
website
at
www.co.burlington.nj.us.
The county provides residents
who do not have air conditioning
with the option of utilizing our
cooling sites located throughout
the county, OBrien said.
For more information, contact
the Burlington County Health Department at (609) 265-5548 or visit

Bond ordinance to appropriate

Carew said.
Initially, council had concerns
about the watering window in the
evening but decided it would be
ideal for people who need to put
out their sprinklers after work.
Additionally, there were fears
that watering in the morning
could potentially coincide and
conflict with people taking showers, but the public works committee believes that as long as the
town has compliance with the
zoning mandates, this should not
be a problem.
The key is getting people to be
compliant with the zones. So with

In other news:
Council approved an ordinance on first reading appropriating an additional $7,175,000 to be
used for upgrades of the Kings
Highway Water Treatment Plant,
together with all related expenses.
Council approved a bond ordinance on first reading appropriating $370,000 and authorizing the
issuance of $180,500 in bonds or
notes for the construction of a
dog park.
Council approved a resolution
authorizing the funding in the
amount of $30,000 from the
Moorestown Open Space, Recreation, Farmland and Historic
Preservation Trust Fund to be
used for Environmental Improvements at Strawbridge Lake.

whatever zone youre in, on those

days that would be the times
youre allowed to water, Carew
said.
Councilwoman Stacey Jordan
expressed her concerns that a lot
of landscaping companies prefer
to water earlier in the morning
than the watering window proposed by the DEP. Although
Carew commented that he didnt
know why exactly the DEP chose
its recommended times, he
agreed that, from a watering
standpoint, earlier in the morning would be better.
Ultimately, even if council
were to move the morning window to an earlier time, residents
would still only be allotted a
three-hour window. Carew plans
to check with the DEP to see if an
earlier window, specifically 5 a.m.
