RESEARCH SUMMARY
Randy Perkins makes his money from wherever the wind blows houses down, and now he's
seeking to make his bones in the public arena by following the winds of political fortune.
Perkins has staked his career on capitalizing on peoples misery. He says his line of work is
needed and somebodys got to do the work. When a business competitor was down on his
luck, Perkins said the guy was just one good hurricane away from fixing his fortunes. After
Hurricane Wilma wreaked havoc on Floridas gulf coast, Perkins told Floridians affected by the
disaster who were concerned by Ashbritts slow clean-up pace, It couldve been worse and
urged them to be thankful and grateful the damage wasnt as severe as Hurricane Katrina.
Perkins comments did little to soothe the family members of the 62 people who lost their lives
in the aftermath of Hurricane Wilma.
As founder and CEO of Ashbritt, Perkins has repeatedly misrepresented his company as a smallbusiness and a minority-owned, women-owned company to give his firm an (unfair) advantage
in securing contracts. Ashbritt used this ruse to receive hundreds of millions of dollars in Gulf
Coast recovery work. When exposed by The Washington Post for this misrepresentation, Perkins
claimed it was just a clerical mistake.
Perkins will do anything to secure a contract for Ashbritt. He has personally relied on the counsel
of superlobbyist-lawyer Mike Moskowitz and disgraced lobbyist Scott Cowan. In 2000,
Cowan pleaded guilty and was sentenced to jail for campaign finance violations. Perkins
defended his hiring of Cowan by saying that he is extremely bright and knowledgeable.
Following the devastation of Hurricane Sandy, Perkins came under fire by the New Jersey state
legislature for charging nearly double what other companies were for debris collection.
Questions were also raised when it was discovered that he was increasing his profits from
Hurricane Sandy contracts by subcontracting cleanup work to a firm in which he owned a
majority stake.
Perkins demands to be paid for the work that Ashbritt performs, but has repeatedly failed to pay
contractors who do work for him. He was named as a party in a federal lawsuit for breach of
contract after he suddenly terminated a contract with Lewis Lucke, a former U.S. official that he
had hired to help secure contracts for disaster cleanup in Haiti. Multiple liens have been filed on
Perkins property for his failure to pay contractors for a kitchen remodel and landscaping work.
Perkins has also received a federal tax lien and multiple state tax liens for failure to pay his taxes.
On job creation, Perkins has over-promised and under-delivered. In the aftermath of a major
earthquake that struck Haiti, Perkins promised Haitis president that he would create 20,000 jobs.
Yet The New York Times quoted Perkins saying he had hired and trained only about 100 Haitians
nearly a year after making this false promise. Even though Perkins claims on the Congressional
campaign trail that he paid all of his employees a fair salary, he paid Haitians significantly less
than their American counterparts.

Perkins is extremely wealthy and touts his charitable contributions through the 4 Girls
Foundation. The 4 Girls Foundation was created by Perkins family to promote girls and women
so they may reach their full potential. Upon review of the Foundations charitable giving, 4 Girls
has doled out a meager $837,000 over seven years while having total assets in excess of $6
million. The foundation gave $20,000 to the Clinton Foundations Clinton Global Initiative, even
though the Clinton Foundation accepts contributions from foreign governments with deplorable
womens rights records.

TOP HITS
Perkins Is A Shady Businessman Who Amassed His Fortune By Profiting Off Peoples
Misery In The U.S. And Abroad While Bilking Taxpayers And Breaking His Promises.

Perkins has taken advantage of loopholes in federal regulations to give his company an
(unfair) advantage in obtaining federal, state, and municipal government contracts.

Perkins claimed Ashbritt was a small business despite being one of the largest debrisremoval firms in the country.

Perkins misled federal, state, and municipal governments when he claimed that his wife
owned and ran the company, thus making it a minority-owned, woman-run business.

During Hurricane Sandy cleanup, Perkins increased his profits off the backs of New
Jersey taxpayers by subcontracting work to a company that he owned.

Perkins was named a delegate with Governor Arnold Schwarzeneggers Mexico trade
mission after holding high-dollar fundraisers that benefitted the governor.

Perkins has foreclosed multiple times on people who struggled to pay their mortgage to
his living trust, he would then sell the foreclosed properties for a profit.

Perkins promised Haiti his company would create 20,000 jobs for the country, but only
managed to hire and train 100 individuals.

Perkins bragged about being able to pay his Haitian workers much less than their
American counterparts.

With A Net Worth Exceeding $178 Million Dollars And A Financial Disclosure Statement
Longer Than Donald Trumps (253 Pages Vs. 92), Perkins Thinks The Rules Dont Apply
To Him.

Perkins personal financial disclosure statement totals 253 pages, Donald Trumps totals
92 pages.

Perkins is worth an estimated $178 million to more than $373 million, but has trouble
paying his own taxes.

Perkins received an $8,696 federal tax lien for failing to pay taxes.

Perkins has received state tax liens in Indiana, South Carolina and Florida for failing to
pay state taxes.
Page 8

PROPRIETARY & CONFIDENTIAL

Perkins 4 Girls Foundation has over $6 million in assets, but contributed just over
$837,000 to charitable causes in seven years.

The 4 Girls Foundation contributed $20,000 to the Clinton Foundation, which has
accepted contributions from foreign governments with terrible womens rights records.

Perkins has invested over $275,000 of his money in foreign companies based in China,
Japan, Canada and elsewhere.

Randy Perkins has a history of flouting posted Florida speed limits, recklessly
endangering the lives of Floridians.

Perkins has been cited three times for exceeding the speed limit by more than 10 MPH.

Perkins was mandated by the courts to attend Floridas Defensive & Traffic School.

Perkins has a history of disregarding highway tolls and even received two late fees for the
nonpayment of toll penalties.

Perkins has been cited for failing to register his vehicle in the state.

Perkins blatant disregard of Florida driving laws has set the wrong example for his
family as they have been cited repeatedly for failing to exhibit safe driving practices.

Authorities have been dispatched to Perkins personal properties over 50 times for
incidents including multiple reports of child abuse, domestic disturbances and noise
complaints.

Perkins has been sued repeatedly for failure to honor contracts ranging from consulting
by a former U.S. Ambassador to landscaping and kitchen remodeling.

Perkins Wealth Has Made Him Washington Democrats Darling, But He Is A

Carpetbagger Who Is Not A Real Democrat.

Randy Perkins is Washingtons Democratic Favorite.

The Democratic Congressional Campaign Committee (DCCC) has rolled out the red
carpet for Randy Perkins, signaling to donors that he is their preferred candidate.

Perkins is well connected with national Democrats, having received campaign

contributions from all four members of the U.S. House Democratic leadership:
Democratic Leader Nancy Pelosi, Democratic Whip Steny Hoyer, Assistant Democratic
Leader James Clyburn and Democratic Caucus Chairman Xavier Becerra.
Page 9

PROPRIETARY & CONFIDENTIAL

Perkins plans to use his own wealth to buy his way to Washington, shunning fundraising
and contributions from supporters.

Randy Perkins rents a home in the 18th Congressional District, but continues to reside in
the 22nd Congressional District.

Perkins changed his party affiliation from none-declared to Democrat a few days before
announcing his run for Congress.

After switching his party affiliation to Democrat, Perkins took over three months to
update his address to become eligible to vote in the 18th Congressional District.

Perkins originally wrote Republican on his 1994 voter registration, but scratched
Republican out and registered as none-declared.

Perkins has rarely voted, he has voted in nine elections since registering to vote in March
1994.

Perkins wife Saily is a Republican and cant vote for him in the primary election.

Perkins upped his contributions to Democratic candidates after giving over $1.5 million
to Republicans.

Perkins has over $50 million of his fortune invested with Goldman Sachs, the Democrats
number 1 enemy on Wall Street.

Randy Perkins is worth millions more than previously reported. Newspapers estimated his net
worth at around $200 million, but his financial disclosure report revealed Perkins net worth
could be well over $373 million.
Randy Perkins financial disclosure statement dwarfs Donald Trumps financial disclosure
statement by 161 pages.
Randy Perkins Personal Financial Disclosure Statement Is 253 Pages. (Randal Perkins,
Financial Disclosure Statement, Clerk of the U.S. House of Representatives, Filed 4/6/16)

Donald Trumps Personal Financial Disclosure Is 92 Pages. Trump made good on his
promise to file the financial disclosure required of presidential candidates, something Donald
doubters said wouldnt happen as they panned the real estate mogul as a flash-in-the-pan
candidate simply looking to amp up his brand. But 92 pages of golf courses, hotels, condos,
mattresses, skincare products, perfumes, and wineries landed mid-day on Wednesday as the
Federal Election Commission released the document in all of its Trump-branded glory.
(Theodoric Meyer, Trump Lifts The Veil On His Empire, Politico, 7/22/15)

Randy Perkins net worth could be well over $373 million.

According To Randy Perkins Financial Disclosure Statement, His Net Worth Is Estimated

U.S. House of Representatives, Filed 4/6/16)

Before Filing His Financial Disclosure, Randy Perkins Was Reportedly Worth An
Estimated $200 Million. Today, Perkins is worth an estimated $200 million, friends
and sources say and his pledge to spend $5 million on the upcoming race put the
DCCC leaderships mind at ease, considering the comparatively low fundraising of the
two Democrats already in the race: Palm Beach County commissioners Melissa
McKinlay and Priscilla Taylor, who respectively hauled in $180,000 and $83,000 in the
just-ended quarter. (Marc Caputo, Democratic Self-Funder Preps U.S. House Run In Florida,

In June 2011, Then-Rep. Anthony Weiner (D-NY) Resigned His Congressional Seat
Following A Scandal Over His Lewd Online Behavior. Representative Anthony D. Weiner, a
once-promising politician whose Brooklyn roots and scrappy style made him a leading candidate
to be the next mayor of New York, resigned his seat on Thursday, ending a three-week scandal
over his lewd online behavior that startled his constituents and alienated many of his colleagues.
Mr. Weiner made the decision after long and emotional discussions with his political advisers
and his wife, Huma Abedin, whom friends described as devastated by the behavior of her
husband of 11 months, and worried about the couples financial future. (Raymond Hernandez,

SHADY BUSINESS PRACTICES

Insensitive Comments On Peoples Misery
Randy Perkins has made several insensitive and crude comments defending his business
record about making money off peoples misery.
Randy Perkins: People Always Say You Make Money Off Other Peoples Misery. But
Listen, Somebodys Got To Do The Work. People always say you make money off other
peoples misery, Mr. Perkins said. But, listen, somebodys got to do the work. (Deborah Sontag,
Weary Of Debris, Haiti Finally Sees Some Vanish, The New York Times, 10/17/10)

Perkins Said He Was Sensitive To The Charge That I Make Money Off Of Disaster And
Peoples Misery But Its A Job Thats Needed. In 2006, AshBritt CEO Randal Perkins
responded to complaints about prices his companies charged local governments in the wake of
Katrina. Perkins said he was sensitive to the charge that I make money off of disaster and
peoples misery. But its a job thats needed. (Tom Lauder, Democratic Lawmaker Defends His
Companys High Fees In No-Bid Government Contract, MediaTrackers, 3/22/13)

Randy Perkins On A Business Competitor That Filed For Bankruptcy Protection: One
Good Hurricane, And He Could Be Out Of This Mess. In May, shortly after John G. Gary
Grubbs had filed for bankruptcy protection, a business competitor said a storm big enough to
financially ruin many people could rescue Grubbs. One good hurricane, and he could be out
of this mess, said Randy Perkins, whose company, Ashbritt Inc. of Pompano Beach, competed
with Grubbs for emergency services contracts. It's like waving a magic wand. (Dan Dewitt,
Grubbs Creditors Wait For News, St. Petersburg Times, 11/9/03)

In Response To Floridians Complaining About Ashbritts Disaster Cleanup Pace, Randy

Perkins Said It Could Have Been Worse. The man behind the job of hauling away a huge
share of the 300,000 truckloads of debris littering South Florida yards and streets after Hurricane
Wilma wants Floridians to be patient. It could have been worse, says Randy Perkins, president
of AshBritt Inc., the Pompano Beach firm that Broward County and 14 communities from Miami
Beach to Port St. Lucie contracted with before the storm to help handle the monstrous debrisremoval task. (Mark Hollis, Debris Hauler Requests Patience, Orlando Sentinel, 11/3/05)

Perkins: The People Here Need To Be Thankful And Grateful That What
Happened To The People Of Mississippi And Louisiana Didnt Happen Here.
The people here need to be thankful and grateful that what happened to the people of
Mississippi and Louisiana didn't happen here, Perkins said. They need to put some
perspective on what we're doing. It's going to take a little bit of time to remove debris
from in front of their house. But it will quickly go away. More importantly, they still
have their house and schools. (Mark Hollis, Debris Hauler Requests Patience, Orlando Sentinel,
11/3/05)

Perkins Took Advantage Of Small Business Loophole

Page 77

PROPRIETARY & CONFIDENTIAL

In 2005, as one of the largest debris-removal firms in the country, Ashbritt took
advantage of federal regulation loopholes to claim the company was a small business.
In 2005, Ashbritt Took Advantage Of A Loophole In Federal Regulations To Claim It Was
A Small Business Despite Being One Of The Largest Debris-Removal Firms In The
Country. The government's list of small businesses receiving Katrina-related federal contracts
along the Gulf Coast includes one of the largest debris-removal firms in the country and a
billion-dollar corporation that boasts former vice president Dan Quayle on its board of directors.
Neither company is a small business by any conventional standard. But because of a loophole in
federal regulations, a company can be counted as one if it was once small even if it is not now,
raising questions about the statistics the government has been citing to defend itself from charges
that it has favored big companies in the massive Hurricane Katrina cleanup. (Griff Witte and Renae
Merle, Defining Small, The Washington Post, 10/20/05)

Ashbritt Was Considered A Small Business When It Received Hundreds Of Millions

Of Dollars In Contracts. The two companies, AshBritt Inc. and IAP Worldwide
Services Inc., have between them Army Corps of Engineers contracts worth hundreds of
millions of dollars in Gulf Coast recovery work. (Griff Witte and Renae Merle, Defining
Small, The Washington Post, 10/20/05)

The Corp Of Engineers Continued To Recognize The Company As A Small

Business. The two companies, AshBritt Inc. and IAP Worldwide Services Inc., have
between them Army Corps of Engineers contracts worth hundreds of millions of dollars
in Gulf Coast recovery work. Because both firms were small when they won their first
contracts, the Corps of Engineers said it still considers work performed under those deals
as work by small businesses. (Griff Witte and Renae Merle, Defining Small, The Washington
Post, 10/20/05)

Ashbritt Continued To Be Recognized As A Small Business After It Had Received A $150

Million Contract And Had More Than $150 Million In Revenue In 2004. But it is still
considered small for work under a 2003 deal worth up to $150 million. The Pompano Beach,
Fla.-based, privately held firm had well over $150 million in revenue last year and will earn far
more than that this year, according to Randal R. Perkins, who said he runs the firm. (Griff Witte
and Renae Merle, Defining Small, The Washington Post, 10/20/05)

Ashbritt continues to identify itself as a small business in the companys manufactured

home sector.
As Of February 16, 2016, Ashbritt Inc. Self Identifies Itself As A Small Business In
Manufactured Home Manufacturing According To The North American Industry
Classification System (NAICS). (Ashbritt, Inc., Small Business Administration Profile, dsbs.sba.gov,
Accessed 2/16/16)

Perkins Misrepresented Ashbritts Ownership Status

Randy Perkins took advantage of his wifes ethnicity to market Ashbritt as minorityowned, woman-owned even though he ran the company.
Page 78

PROPRIETARY & CONFIDENTIAL

In 2005, Ashbritt Listed Itself In Government Databases As A Minority-Owned, WomanOwned Firm Even Though The Company Was Run By Perkins. AshBritt -- which until
last week listed itself in government databases as a minority-owned, woman-owned firm even
though the company is run by a white man -- won a $500 million debris-removal contract with
the Corps of Engineers after Katrina. For that work, it is listed as a large contractor. (Griff Witte
and Renae Merle, Defining Small, The Washington Post, 10/20/05)

Perkins Wife, Saily Perkins A Cuban American, Was Listed As Ashbritts President
According To State Records Perkins is listed as AshBritt's managing vice president on the
company's Web site. His wife, a Cuban American named Saily, is listed in state records as the
company's president. (Griff Witte and Renae Merle, Defining Small, The Washington Post, 10/20/05)

At That Time, Ashbritt Was Listed As Minority-Owned, Woman-Owned And

Hispanic-American Owned. In the federally run Central Contractor Registration
database -- which is used by small and minority-run firms to market themselves -AshBritt was listed as minority-owned, woman-owned and Hispanic-American-owned as
of last week. (Griff Witte and Renae Merle, Defining Small, The Washington Post, 10/20/05)

But When Saily Perkins Gave $25,000 To The Republican National Committee And
$2,000 To A Congressional Campaign In 2004, She Listed Her Occupation As
Homemaker. (Griff Witte and Renae Merle, Defining Small, The Washington Post, 10/20/05)
Randy Perkins told The Washington Post that listing Ashbritt as a minority-owned,
woman-owned small business was a clerical mistake.
In An Interview, Randy Perkins Said His Wife Was Ashbritts President And He Had
Taken Over The Title But Refused To Say When. In an interview, Randal Perkins said that
while his wife used to be the firm's president, he has taken over that title, though he would not
say when. (Griff Witte and Renae Merle, Defining Small, The Washington Post, 10/20/05)

Perkins Said That Continuing To List The Firm As Minority-Owned And WomanOwned Was A Clerical Mistake. (Griff Witte and Renae Merle, Defining Small, The
Washington Post, 10/20/05)

After Inquiries From A Reporter, The Information Was Changed On Friday Night To
Reflect The Fact That Saily Perkins Is No Longer President. (Griff Witte and Renae Merle,
Defining Small, The Washington Post, 10/20/05)

Profiteering From Peoples Misery

Randy Perkins was criticized for the high prices he charged communities devastated by
Hurricane Sandy and also has been criticized for opaque subcontracting arrangements that
increase his profits.
Randy Perkins Had Two Paydays In Some Shore Towns As Part Of The Waste-Hauling
Firm's $150 Million State Contract For Cleanup After Superstorm Sandy. AshBritt's
founder had two paydays in some Shore towns as part of the waste-hauling firm's $150 million

state contract for cleanup after superstorm Sandy. (Bob Jordan, AshBritt CEO Accused Of DoubleDipping, Asbury Park Press, 4/4/13)

By Subcontracting Work To Ashbritt Invested Companies, The Company Was Able To

Increase Its Profits. Others speculate that the company is handing out the best cleanup
assignments to companies in which AshBritt has an investment, allowing it to double dip in the
federal financial trough. (Mike Brunker, Dust Flies Over Katrinas Debris, MSNBC, 1/29/06)
Critics Raised Questions Of The High Prices Charged By Ashbritts Subcontracting
Arrangement With County Waste, Inc., A Company Also Owned By Perkins. High prices
charged by the politically connected Florida company have been under scrutiny from a state
legislative panel investigating the storm cleanup. Critics of the contract said Monday that
AshBritt's subcontracting arrangement with County Waste Inc. (both are owned by AshBritt
CEO Randal Perkins) raises new questions about whether taxpayers got a raw deal. (Bob Jordan,
AshBritt CEO Accused Of Double-Dipping, Asbury Park Press, 4/4/13)

Perkins Has A Majority Ownership Stake In County Waste Inc. Randal Perkins,
the head of the firm, AshBritt Inc. of Pompano Beach, Fla., also has a majority ownership
stake in County Waste Inc., one of more than 100 subcontractors employed by the firm to
assist in the cleanup, the CEO told The Record newspaper in a story published today.
(Jarrett Renshaw, Ashbritt CEO Has Financial Stake In Subcontractor, The Star-Ledger, 4/2/13)

According To An Asbury Park Press Review, Ashbritt Charged Nearly Double For Debris
Collection Than Other Companies. An Asbury Park Press review of municipal bills showed
that AshBritt charged towns $21.25 per cubic yard to gather roadside debris and bring it to a
collection site within 15 miles - nearly double the $11.70 asking price of another Florida
company, Bergeron, and others. (Bob Jordan, AshBritt CEO Accused Of Double-Dipping, Asbury Park
Press, 4/4/13)

County Waste Performed At Least $500,000 Worth Of Work For Ashbritt Under No-Bid
Contracts With Ocean County, Which Is Paying The Upfront Cleanup Costs For 17
Towns, Records Show. (Jarrett Renshaw, Ashbritt CEO Has Financial Stake In Subcontractor, The StarLedger, 4/2/13)

New Jersey State Senator Loretta Weinberg (D-Bergen): The Fact That The Owner Of
The Company Is Getting Money On Both Ends Seems At Best Inappropriate. The fact
that the owner of the company is getting money on both ends seems at best inappropriate, said
state Sen. Loretta Weinberg (D-Bergen), who sits on a joint legislative committee looking into
the contract. (Jarrett Renshaw, Ashbritt CEO Has Financial Stake In Subcontractor, The Star-Ledger, 4/2/13)

Perkins History Of Not Paying For Services Rendered

Randy Perkins was named in a breach of contract lawsuit for work related to Haiti
reconstruction.
On December 13, 2010, Lewis Lucke, LLC Sued AshBritt, Inc., Haiti Recovery Group,
LTD., And GB Group For $492,483.33 For Breach Of Contract. (Complaint, Case # 1:10-cv-00941Page 80

Lewis Luck, LinkedIn, Accessed 6/15/16)

Lewis Lucke, Accused The Haiti Recovery Group Ltd. Of Shortchanging Him For
Securing More Than $20 Million In Reconstruction Deals. The U.S. official who was in
charge of relief efforts following Haiti's devastating Jan. 12 earthquake has accused a major
contractor of shortchanging him for his assistance in securing more than $20 million in
reconstruction deals after he left his post. Lewis Lucke, the former U.S. special coordinator for
relief and reconstruction, says the Haiti Recovery Group Ltd., did not pay him enough for
consulting services that included hooking the contractor up with powerful people and helping to
navigate government bureaucracy. (Ben Fox, Ex-U.S. Official Sues Contractor In Haiti For Fees, The
Associated Press, 12/31/10)

Lucke Named The Haiti Recovery Groups Two Partners In The Lawsuit: Ashbritt
Inc. And The GB Group Lucke's lawsuit names the Haiti Recovery Group's two
partners: Ashbritt, Inc., a contractor based in Pompano Beach, Florida, that specializes in
the removal of debris left by natural disasters; and the GB Group, a conglomerate run by
one of Haiti's wealthiest men, Gilbert Bigio. The Haiti Recovery Group filed a motion on
Dec. 13 to transfer the case to federal court, but has not yet filed a response to the
allegations. (Ben Fox, Ex-U.S. Official Sues Contractor In Haiti For Fees, The Associated Press,
12/31/10)

According To The Lawsuit Reviewed By The Associated Press, Lucke Says He Was
Owed $500,000 For His Efforts. He's owed nearly $500,000, according to a lawsuit he
filed last month in his home state of Texas, a copy of which was obtained by The
Associated Press. (Ben Fox, Ex-U.S. Official Sues Contractor In Haiti For Fees, The Associated
Press, 12/31/10)

Lucke Claimed Perkins Had Contacted Him For Assistance In Understanding How
Contracts Are Allocated As Well As For Introduction To Key Officials. (Ben Fox, Ex-U.S.
Official Sues Contractor In Haiti For Fees, The Associated Press, 12/31/10)

Perkins Agreed To Pay Lucke $30,000 Per Month With Additional Payments If Haiti
Recovery Group Met Specific Contracting Goals. They signed a consulting contract on May
13 -- less than two months after the former ambassador left Haiti -- that set his pay at about
$30,000 per month, with additional incentive payments if Haiti Recovery Group met specific
contracting goals. (Ben Fox, Ex-U.S. Official Sues Contractor In Haiti For Fees, The Associated Press,
12/31/10)

After Lucke Received Two Monthly Payments, Perkins Terminated The Agreement After
The Haiti Recovery Group Received Its First Major Debris-Removal Contract, Worth An
Estimated $10 Million. He received two monthly payments but then Perkins sent him an email abruptly terminating the agreement around the time that the Haiti Recovery Group received
the Haitian government's first major debris-removal contract, worth an estimated $10 million,

according to the suit. (Ben Fox, Ex-U.S. Official Sues Contractor In Haiti For Fees, The Associated Press,

Perkins Wrote Lucke In An Email That He Would Be Immediately Terminated

And That They Would Try To Figure Out A Way To Work On A Case By Case
Success Fee. In the e-mail, which Lucke attached to the lawsuit, Perkins wrote Lucke on
Aug. 27 to say that his contract was being immediately terminated following a discussion
among the Haiti Recovery Group partners about their long-term strategy in the country.
He held out the prospect of future work. We will continue to reach out to you for things
that we may need, guidance and navigation of the process over the next 60 days, he

Perkins Failed To Deliver The Jobs He Promised To Haiti

Randy Perkins promised Haiti his company would create 20,000 jobs in the country, but
only managed to train 100 individuals.
In A Meeting With Then-President Rene Preval, Perkins Promised The President His Firm
Would Create 20,000 Jobs In Haiti. In his Jan. 28 meeting with Mr. Preval, which was
attended by a McClatchy Newspapers reporter who was chronicling a day in the president's life,
Mr. Perkins made a hard sell, boasting of AshBritt's $900-million U.S. government contract to
clean up after Hurricane Katrina and promising his firm would create 20,000 local jobs. It does
no good if you bring in predominantly U.S. labor and when it's done, they leave. This is an
opportunity to train thousands of Haitian people in skills and professions, Mr. Perkins, a 45year-old Sweetwater, Fla., native, told McClatchy Newspapers. If you don't create jobs for
Haitians, your recovery is going to be a failure. (Martha Brannigan and Jacqueline Charles, Companies
Vie For Cleanup Contracts, The Miami Herald, 2/14/10)

Perkins Also Said He Wanted To Set Up Training Programs And Hire Haitian Americans
In Florida To Help Out In The Cleanup Efforts. He said he wants to set up training programs
to develop job skills for Haitians and also is talking about hiring Haitian Americans in South
Florida to go to Haiti to help in the cleanup and to bridge language and culture gaps. (Martha
Brannigan and Jacqueline Charles, Companies Vie For Cleanup Contracts, The Miami Herald, 2/14/10)

opportunity to do things in a new and different way. (Martha Brannigan and Jacqueline

In October 2010, Randal Perkins Said He Had Hired And Trained Close To 100 Haitians.
The Haitians Mr. Perkins has hired and trained close to 100, he said are getting $1,000 a
month, a substantial wage in Haiti, though much less than the $450 to $500 a day he is paying
American machine operators here. (Deborah Sontag, Weary Of Debris, Haiti Finally Sees Some Vanish,

Perkins Made A $25 Million Gamble That He Could Capitalize On The Earthquake In

gamble that he could capitalize on the Jan. 12 earthquake. (Deborah Sontag, Weary Of Debris, Haiti

Perkins also bragged about paying Haitian workers much less than their American
counterparts.
In October 2010, Randy Perkins Said He Paid The Nearly 100 Haitians He Had Hired
$1,000 A Month, Much Less Than What He Pays American Machine Operators. The
Haitians Mr. Perkins has hired and trained close to 100, he said are getting $1,000 a

In 1997, Randy and Saily Perkins founded a family non-profit, 4 Girls Foundation, to address
issues that prevent young women and girls from reaching their full potential. The 4 Girls
Foundation provides significant tax benefits to the Perkins but contributes only a small fraction
of its funds to charitable causes. The Foundation has accepted three outside contributions totaling
$64,000, including a $5,000 contribution from Ashbritt lobbyist Ron Book. The foundation has
contributed to the Clinton Foundations Clinton Global Initiative. The Clinton Foundation has
been scrutinized for accepting contributions from foreign governments that have a deplorable
record on womens rights.

Perkins Hired A Lobbyist That Was Sentenced To Six Months In Jail

Perkins hired a lobbyist convicted of election law violations who had recommended that
AshBritt be hired for disaster recovery operations.
In November 2005, Scott Cowan Was Hired To Lobby For Ashbritt Inc. [Scott] Cowan was
back this week, lobbying at the Davie Town Council for the Pompano Beach-based debris
removal king AshBritt Inc. (Buddy Nevins, FPL Compliant? Dont Call PSC, Sun-Sentinels Buddy

In 2000, Cowan Had Been The Only Commissioner To Recommend Ashbritt For A
Disaster Recovery Contract. AshBritt's hiring of Cowan appeared suspicious to me, since a
month before he left office in 2000, Cowan was the only commissioner on a selection committee
that recommended AshBritt get a disaster recovery contract. (Buddy Nevins, FPL Compliant? Dont

Randy Perkins Denied That Hiring Cowan Was Payback, Saying He Admired Cowan And
That He Is Extremely Bright And Knowledgeable. AshBritt owner Randy Perkins says my
suspicions are wrong. He says he hired Cowan not as payback, but because he admires the
former commissioner's political skills. He is extremely bright and knowledgeable, Perkins
said. (Buddy Nevins, FPL Compliant? Dont Call PSC, Sun-Sentinels Buddy Nevins' Politics, 11/12/05)
Yet In November 2000, Cowan Pleaded Guilty To Misdemeanor Election Law Violations

Perkins Has A Questionable Temperament

Davie Councilwoman Susan Starkey Wanted The Town To Reconsider Its Contract With
Ashbritt Due To Randy Perkins Trash Talk. Davie Councilwoman Susan Starkey wants the
town to reconsider its contract with its storm debris hauler, AshBritt -- all because of a company
executive's alleged trash talk. (Nikki Waller, Loose Lips Could Sink Debris-Hauling Deal, The Miami
Herald, 11/9/05)

In The Emergency Meeting To Address Ashbritts Slow Pace Of Debris Collection,

Councilwoman Starkey Said Perkins Behaved Like A Cowboy. On Monday night, the town
called an emergency meeting to ask the hauler to speed up debris collection and to vote on hiring
builder Ron Bergeron for hauling help if AshBritt can't complete the job in time. According to
Starkey, the meeting grew tense, with Bergeron and AshBritt principal Randal Perkins behaving,
as she said, like two cowboys. (Nikki Waller, Loose Lips Could Sink Debris-Hauling Deal, The Miami
Herald, 11/9/05)

At The End Of The Meeting, Councilwoman Starkey Said Perkins Stormed Out, Calling
Her A Jackass In Front Of Her Husband. When the meeting ended, she said Perkins
''stormed out'' of council chambers, passing her husband, Gerard Starkey, who said he heard
Perkins call her a jackass. (Nikki Waller, Loose Lips Could Sink Debris-Hauling Deal, The Miami
Herald, 11/9/05)

Starkey, Who Was Visibly Angry, Said She Wouldnt Be Called A Jackass By Perkins
And That He Shouldnt Talk About People Like That. I'm not going to be called a
jackass by some contractor, a visibly angry Starkey said after Monday night's meeting. I'm an
elected official in this town and you don't talk to people like that. (Nikki Waller, Loose Lips Could
Sink Debris-Hauling Deal, The Miami Herald, 11/9/05)

Perkins Apologized To Starkey And Said His Comments Were Not Directed At Her. On
Tuesday, Perkins said he apologized to Starkey in a phone message. I made some comments to
myself that were taken out of context, Perkins said, adding the remarks were not directed at
Starkey. Asked what he said, Perkins answered, I just said some things. (Nikki Waller, Loose
Lips Could Sink Debris-Hauling Deal, The Miami Herald, 11/9/05)

Perkins Actions Nearly Cost Ashbritt Its $19 Million Contract With The Town Of Davie.
In November, the town's hurricane debris hauler, AshBritt, nearly lost its $19 million contract
when Councilwoman Susan Starkey's husband said he overheard company president Randal
Perkins call his wife a jackass. (Nikki Waller, Candidate: I Was Threatened; A Davie Town Council
Candidate Says Two Town Attorneys Threatened And Bullied Him, The Miami Herald, 1/10/06)

In The Same Meeting, Perkins Mocked A Competitor By Showing Up To The Meeting

Dressed As A Cowboy. Although the Bergerons and Perkins were once friendly business
associates, their competition in recent years has become personal. After Hurricane Wilma in
2005, the two companies were scrapping over a debris-removal contract in Davie when Perkins
showed up at a town council meeting in a cowboy hat, western jacket and ostrich-skin boots - an
outfit that many saw as an attempt to mock Ron Bergeron, an aficionado of cowboy garb. (Mike

After Randy Perkins held a political fundraiser for Gov. Arnold Schwarzenegger, he was
named a delegate to the Governors Mexico trade mission.
In [August] 2006, Perkins Hosted A $288,000 Fundraiser For Gov. Arnold
Schwarzenegger's Re-Election Campaign. (Steven Hamilton, Schwarzenegger Takes In A Pair Of
GOP-Sponsored Fundraisers For Redistricting Measure, Contra Costa Times, 10/17/08)

The Fundraiser Was Organized By Gov. Arnold Schwarzeneggers Son-In-Law,

Anthony Shriver. On the last weekend in August, as legislators prepared for their final
sprint before adjourning for the year, Schwarzenegger traveled to Florida for a fundraiser
organized by his brother-in-law, Anthony Shriver. The event was at the home of a major
donor to Republican candidates and causes, Randal Perkins, and generated about
$500,000. Perkins' firm, Ashbritt Environmental, does cleanup after natural disasters,
including Hurricane Katrina. According to Perkins' lobbyist, Ronald L. Book, Ashbritt
has no state contracts in California. However, several donors who gave at the fundraiser
do have business here. Geo Group, a Florida firm that operates private prisons, has long
sought more business in California. Geo's Sacramento lobbyists worked to shape the
governor's prison overhaul package, which failed in the Legislature on the final day of its
session. (Dan Morain, With Bills In Play, Gov. Solicits Cash, Los Angeles Times, 9/11/06)

In November 2006, Gov. Arnold Schwarzenegger Released A List Of 63 Business Delegates

To Accompany Him On A Mexico Trade Mission. Confident in his chances of re-election,
Gov. Arnold Schwarzenegger is finalizing a Mexico trade mission that will depart less than 24
hours after polls close Tuesday and rely on an undisclosed mix of anonymous corporate donors
and state funds. The governor's office on Friday released a list of 63 business delegates who will
accompany him. About a third either contributed to his campaign or work for companies that did,
including the CEO of a Florida disaster cleanup firm who hosted an out-of-state fundraiser for
Schwarzenegger in August. (Kevin Yamamura, Donors Join Governors Trade Trip, Sacramento Bee,
11/5/06)

Randy Perkins Was Named A Delegate And Was The Only Member Of The Delegation To
Have An Address Outside Of California. One delegate -- Randal Perkins, CEO of AshBritt
Environmental, a Pompano Beach, Fla.-based firm that won a federal contract to clean up after
Hurricane Katrina -- hosted a Florida fundraiser in August that netted at least $288,000 for
Schwarzenegger, records show. Perkins is the only member of the California-Mexico delegation
with an out-of-state address. (Kevin Yamamura, Donors Join Governors Trade Trip, Sacramento Bee,
11/5/06)

Perkins Gave Schwarzenegger The Maximum $22,300. Perkins gave

Schwarzenegger the maximum $22,300, while two other AshBritt employees gave
$15,000 each. Perkins could not be reached Friday for comment, and his business ties to
California were unclear. (Kevin Yamamura, Donors Join Governors Trade Trip, Sacramento Bee,

It Was Suggested That Perkins Selection Was Due To His Fundraiser But The Governors

In 2008, Gov. Arnold Schwarzenegger Attended Two Fundraisers In Florida To Support
Proposition 11, A Redistricting Initiative. If Gov. Arnold Schwarzenegger wants to convince
voters Proposition 11 is not a Republican power grab, his trip to Florida on Friday didn't do
much to allay the suspicion. There, he was scheduled to attend two fundraisers held by
prominent Republican donors for the redistricting initiative the latest in a long season of GOP
giving to the effort that would take the power to draw political boundaries out of the Democraticcontrolled Legislature and put into the hands of a commission. (Steven Hamilton, Schwarzenegger

Proposition 11 Was An Independent Ballot Measure To Reform How California

State Legislative Boundaries Are Drawn. Gov. Arnold Schwarzenegger announced
Monday that he will spearhead an independent ballot measure campaign to reform how
state legislative boundaries are drawn. The plan would put the power to redraw political
lines in the hands of an independent citizens' commission, and that it would keep its
hands off congressional boundaries - a crucial move in avoiding what could have been an
expensive battle with U.S. House Speaker Nancy Pelosi, D-San Francisco, political
observers said. (Steven Harmon, Governor To Lead Effort To Pass Redistrict Measure, San Jose
Mercury News, 12/4/07)

Randy Perkins Hosted One Of The Two Florida Fundraisers. The Florida fundraisers were

Blaming His Own Lawyers For His Foreclosures

After initiating foreclosure proceedings against two mortgage recipients, Perkins decided to sue
Coker & Feiner, the law firm that provided him with legal services for those mortgages. Perkins
claimed they committed malpractice by not disclosing a relationship with a company that
recommended the mortgage clients to Perkins. Perkins alleged that Benco Investments
recommended he provide mortgages to two individuals and a company. Perkins hired Richard
Coker of Coker & Feiner for legal services relating to the two mortgages to individuals. After the
mortgages went into default, Perkins sued Coker. Perkins claimed Coker did not disclose a
business relationship with Benco Investments. This non-disclosure, according to Perkins, entitled
him to collect the losses he suffered on those mortgages from Coker. The case was dismissed in
2014, but it is not known if the parties reached a settlement.
On March 5, 2010, Randy Perkins Filed A Civil Complaint For Professional Malpractice In
