To say 1 was caught by surprise would be an understatement. Based on my review, no one at the PSC was contacted to answer any questions regarding this inquiry. Below I have listed several bullet points for you to consider if this issue comes before you again for a vole. © On September 1, 2015 the Commission voted to approve a Renewable Generation Certificate for Alabama Power for a 500 megawatt authority for new renewable power over the next 6 years. © Aspart of this order, the Commission approved Request For Proposal (RFP) guidelines for Alabama Power to follow in establishing the bid package for obtaining competitive bids. It was further established that Alabama Power was to solicit bids every other year beginning in 2016, ©The Commission plays an integral role with Alabama Power in the development of the specifics of the RFP and oversees the evaluation process of the bids received. © All projects are evaluated against multiple factors. ‘The primary factor used to move a project forward is the cost of the electricity provided compared to the projected avoided costs for Alabama Power Company © Commissioners have access to the highly confidential and proprietary analysis of future avoided costs supplied by Alabama Power Compan; «All Purchase Power Agreements. whether through the RFP process or from unsolicited bids, must be approved by the Commission. ‘©The mere existence of a connection between a Commissioner and a project could place an unnecessary burden on the staff to recommend approval of a project to please a Commissioner. 100 Nor Union Srneer, SUITE B00, MONTCOMERY, ALABAMA 36104 = 334:242+5207
