Your audience is a group of American peers and professors interested in
Ecuador.

A problem which is going through the city of Cuenca, is chaos in mobility, heavy
traffic, debarred streets, closing businesses, among other annoyances for its
inhabitants. All these disadvantages have had origin because of the work being
done in the city to implement the project Tram Four Rivers, the same that was
designed to solve transport problems in our city; the work has delays in
implementation and makes the people; mainly in those with car, difficulties persist
in his transit through the historic center and surrounding areas in which work for
the tram are made. The questions and nonconformity is noted on business
owners located in the areas affected as the consequence of declining sales due
to how complicated the buyers is access to these places where the works impede
arrive by car; have also come their economic problems and many traders have
chosen to move their store to another part of the city, or have even closed their
premises. To solve this problem and discomfort caused to the citizenship, it is
necessary to speed up the performance of work for this project, that project
managers review their contingency plan and adhere so strictly to the schedule
set initially, avoid unfinished works perhaps changing the way they have been
treating them, culminating first in a zone to enable it to then proceed to work in
another, and thus free sectors, and not have all disqualified for easy the mobility
and finally if there are economic problems seek loans or financing.

Un problema por el cual est atravesando la ciudad de Cuenca, es el caos en la

movilidad, el intenso trfico vehicular, calles inhabilitas, cierre de negocios, entre
otras molestias para sus habitantes. Todos estos inconvenientes han tenido
origen a causa de las labores que se realizan en la ciudad para la implantacin
del proyecto Tranva Cuatro Ros, el mismo que fue diseado para dar solucin
a los problemas de transporte en nuestra ciudad; la obra tiene retrasos en su
ejecucin y hace que en la gente; principalmente en quienes poseen auto,
persistan las dificultades en su trnsito por el centro histrico y zonas aledaas
en las cuales se efectan los trabajos para el tranva. Los cuestionamientos y la
inconformidad se hace notar en los dueos de negocios ubicados en los
sectores afectados, pues ante la disminucin de ventas como consecuencia de
lo complicado que se hace a los compradores acceder hasta estos lugares en
los que las obras impiden llegar en vehculo; se les han venido adems
problemas econmicos y muchos comerciantes han optado por trasladar su
almacn a otra parte de la ciudad, o incluso han llegado a cerrar sus locales.
Para dar solucin a este problema y los malestares que provoca a la ciudadana
en general, es necesario que se agilice la realizacin de trabajos para esta obra,
que los encargados del proyecto, revisen su plan de contingencia y se apeguen
de manera estricta al cronograma establecido en un inicio, evitar obras
inconclusas quiz cambiando la forma en que se han venido tratando las
mismas, culminando primero en una zona hasta habilitarla para luego proceder
a trabajar en otra, y as liberar sectores, y no tener a todos inhabilitados para
facilitar la movilidad y que si existen problemas econmicos se busque crditos
o financiamiento.
