ART. 3. FUNCTIONS AND POWERS. - The ICTCOAP shall have the following functions and
powers:
a. Formulate and implement plans and programs consistent with the framework of RA 10068
otherwise known as "Organic Agricultural Act of 201
b. Coordinate and consolidate all efforts of different National Government Agencies (NGA's)
including its line agencies, local government units in the city and other stakeholders who are mandated to
implement and/or advocate of organic agriculture;
c. Initiate extensive IEC in different levels comprehensively promoting the use and benefits of
organic agriculture;
d. Institute community organizing as program point of entity;
e. Hold regular meeting at least once every month or special meeting when situation will require
discussing and deliberating pressing issues or problems affecting the implementation of organic agriculture
program in the City;
f. Establish linkage to other National Government Agencies, Non-Government Organizations,
People Organization and the private sector in order to develop and promote organic farming in the
municipality;
g. Recommend other viable measures and strategies in developing and promoting organic farming;
h. Formulate research and development agenda necessary to promote organic agriculture for long
term plan reference;
i. Perform such other functions and duties deemed necessary to promote organic farming and as
maybe directed by the Chairman;

ART. 4. OFFICERS. - The ICTCOAP shall have the following executive officers:
a. Chairperson which is the incumbent City Mayor
b. Vice Chairperson which is the SP Committee Chairman of Agriculture
c. Secretary
d. Treasurer

ART. 5. POWERS AND FUNCTIONS OF THE OFFICERS. The Chairperson shall be the overall head of the Council and shall oversee and monitor the
different activities of the Council and its members. He/she shall preside over the meetings and other
gatherings by the ICTCOAP.
In his/her absence, the Vice-Chairperson shall preside. The Vice-Chairperson shall exercise the
other powers and functions of the Chairperson in the absence of the latter.
The Secretary shall be in charged with safekeeping of the records and shall take notes with
regards to the meeting/s and shall keep the records of the ICTCOAP.
The Treasurer shall be in charged with the funds of ICCDC. He/she shall make a financial report to
be reviewed by the Auditor pertinent to the activities of ICTCOAP and also to the ICTCOAP's yearly
operations.
The Auditor shall assist the Treasurer and shall make a separate report to vouched the correctness
of the financial assessment

ART. 6. ELECTIONS. - Officers enumerated in Art 4, except the Chairman and the Vice
Chairman, shall be elected among the members of the ICTCOAP. Election of officers shall be held on the
15th day of August annually.
ART. 7. TERMS OF OFFICE. - The duly elected officers shall have the term of one (1) year and
shall assume office immediately after the proclamation of the winners.
However, the officers may be re-elected in the same office of another one (1) year.
No Officer may serve the office for three (3) consecutive years.
ART. 8. MEETINGS. - Three (3) months after the assumption of office by members, the incumbent
Chairperson, shall convene and elect their new set of officers.
The officers of ICTCOAP shall meet at least once a month on the date and place agreed upon by
the members present.
ART. 9. QUORUM. - For meetings in the ICTCOAP and/or the Officers, the attendance of 50%
plus one of the members or executive officers, as the case may be, shall constitute a quorum.
ART. 10. FUNDING. - The City of lloilo shall provide an adequate budget for the ICTCOAP for its
annual operations.
ART. 11. SEPARABILITY CLAUSE. - In the event that any provision of this ordinance is declared
invalid, the other provisions not affected thereby shall remain in full force and effect.
ART. 12. REPEALING CLAUSE. - All local laws, rules and regulations which is inconsistent with
this ordinance are hereby repealed or modified accordingly.
ART. 13. EFFECTIVITY CLAUSE.- This ordinance shall take effect immediately.
