SCOPE OF WORK FOR SUPPLY AND ERECTION OF MATERIAL FOR


RURAL ELECTRIFICATION
1.0

General Information
1.1 Govt. of India has approved a scheme for Electrification of villages/Majras & providing
electricity to rural household. Rural Electrification Corporation (REC) is the nodal agency to
finance these projects. These works are to be taken up District wise on turn-key basis within
the state.

2.0

Scope of Work and Details of the Scheme


The scope of contractors work envisages:
Construction of 33/11 KV, 1x5MVA and 1x10 MVA Sub-station including civil
work of control room building.
Augmentation of 33/11 KV S/S by increasing capacity of existing power
transformer and installation of 33 & 11 KV equipments required to make the S/s complete as
per the scope of the tender and/or installation of 11 KV Switchgear by extending 11KV Bus
bar. The outgoing 11KV 3x120mm2 XLPE cable shall be exposed on a double pole outside the
33/11KV S/s.
Construction of new 33KV line using ACSR Dog Conductor & 9 Meter. PCC pole
of 300 kg working load. The maximum span for these lines shall be 110 mt cross country and
60 mt. along the road as per REC/RESSPO. At road elevations, telephones lines and road
crossings etc. 11meter long Steel Tubular Pole (SP-55) shall be used.
Construction of new 3phase 11 KV main line using ACSR Weasel conductor. These
lines shall emanate from existing new 33/11 KV S/s. These lines shall pass through the
periphery of the villages and will act as main line for these villages. The maximum span
proposed for main line is 60 mt. along the road.These line shall be referred as main line
through out this specification.
Construction of new 3 Phase 11 KV spur line using ACSR Weasel conductor. These
lines shall generally be taped from main line and will mainly be run inside the villages .The
average span proposed for this line is 60 mtr. These line shall be referred as spur line through
out these specification. Proper guarding of these lines shall be done as per specifications.
8.5 Mts. Long 180 kg Pre-stressed Cement Concrete (PCC) pole shall be used 11 kV main &
spur single pole lines . 9.0 mtr long 300 kg PCC poles may be used at special locations like
road crossing & water logged area etc, if required to maintain required clearance.
Construction of new single phase LT line using Aerial Bunched Cable (ABC) of
(1x16+1x25) sq. mm and construction of new three phase LT line using Aerial Bunched Cable
(ABC) on (3x35+1x35+1x16) sq. mm on 8.5 mtr. Long 180 kg PCC Poles. The maximum span
proposed for this line for single phase and three phase are approximately 40 mtr each. Some
portion of the LT line may also be required to be run on the same PCC poles carrying 11 KV
line, as composite mains.
Construction of Distribution substation using distribution transformers of 10 KVA
& 16 KVA for single phase and 25 KVA for three phase .
Providing service connection to Below Poverty Line (BPL) consumers along with
installation of electronic energy meters with MCCB.
Installation of 11 KV line sectionalizers with DO fuse set at entry point in group of
villages. Supply, erection, testing & commissioning of all items/material required to complete
the above works in all respect lies in the scope of the contractor.
The electrification works shall be done on HVDS system as per REC guidelines.
Distribution transformer of 25 KVA capacity shall be of 3 star ratings.

Details of above works are described in following sections;
3.0

General Requirements of the work

3.1

The contractor shall be responsible for overall co-ordination with internal/external agencies,
project management, training of owners manpower where ever required, loading, unloading,
handling, shifting of the required equipment and material to final destinations, erection,
successful testing & commissioning of the same at the desired site. The supplier/ contractor
shall open his site office in that town which shall co- ordinate with concerned authorities of
UPPCL/ DISCOM for all the matters pertaining to the RGGVY works. The contractor shall
develop necessary store sheds/ infrastructure for safe upkeep of the equipment and materials
supplied by them till they are erected and commissioned.
The project shall be executed on turnkey basis in accordance with REC guidelines for
procurements of goods and services for the implementation of rural electrification projects.
Bidders are advised to be well conversant of REC guidelines before quoting the rates.
3.2 The contractor shall himself arrange all men & material, all constructional T & P and any other
material required for taking up the construction, up gradation / modernization of substations
and lines as per specifications for successful and speedy execution of the job within the
prescribed time.
3.3 It will be in the best interest of the bidders to conduct pre tender survey of the sites and for that
they should visit proposed 33/11 KV Sub station and other works site & also see the tentative
line routes to access the quantum of work before quoting the price bid. For that they should
contact Chief Executive Officer (CEO) i.e Superintending Engineer (S.E) of Electricity
Distribution Circle of the respective town. However no payment shall be made on this account.
3.4 The project being on Turn key basis , successful installation, commissioning & integration
with existing system, of those equipment/accessories not specifically mentioned in the
specifications, shall be the responsibility of contractor. For all such items the contractor shall
be supplying all material and equipments required to accomplish the job in all respects. No
extra payment shall be made for these inherent works.
3.5 The contractor shall submit the copy of license of class A electrical contractor (valid for the
current year) to the Engineer of contract before carrying out electrical works and shall get the
same duly revalidated for the subsequent period of the contract. The contractor shall also be
responsible for completing all the formalities with relevant authorities including Director of
Electrical safety, when & wherever required, before handing over the system to the Engineer of
contract. No extra payment on this head shall be made to the contractor.
3.6 Quantities indicated in the tender are tentative .The actual quantities shall depend on the actual
site conditions. Therefore the contractor shall procure the material only after ascertaining the
revised bill of quantity, approved by the CEO & Engineer of contract. The payment shall be
made accordingly.

3.7 While executing the job it is quite possible that some of the specified work may not be carried
out due to space/land/ other technical constraints etc. In such case the concerned CEO, if
required, may divert this work at some other site or cancel the left over portions of work.
3.8 The contractor shall exercise all possible care to avoid damage to public utilities e.g. water/
sewage pipes telephone and power lines/cable already existing. In case of any accidental
damage during the work, the contractor shall be responsible to repair/replace the same at his
own cost, and shall ensure that the purchaser is not put to any loss.
3.9 The contractor shall have to provide proper lighting, barricading, signboards etc. at the work
site as a necessary precautionary arrangement to avoid accident/ damage/ losses to the public
/utilities/properties.
3.10
All charges on account of damages/losses/claims/thefts etc. involved under the
conditions laid down above shall be borne by the contractor.
3.11
In case of any damages/losses/claims/thefts etc. of the property/materials of the
Corporation, the contractor will have to make good the same, otherwise its cost shall be
recovered from his bills /security deposits /other assets.
3.12
The contractor shall themselves be responsible for timely arrangement/ procurement of
all the raw-materials required for the manufacture of all tendered items by them/ their sub
vendors.
3.13
The equipment such as Transformer, Capacitor Banks, Switchgears etc. if required to be
kept charged after installation till their commissioning, shall be cordoned off by suitable
barriers to prevent accidental injury to personnel moving around.
3.14
Where the equipments/ assemblies are supplied in more than one part, the contractor
shall make all necessary mechanical and electrical connections between the sections. The
contractor shall also do necessary adjustment in the alignments required for its proper
operation.
3.15
The equipments/material supplied by the contractor or its sub vendor has to be got
approved, inspected and tested by the Engineer of the corporation for its quality and quantity
before dispatch to the work site. Small equipments/ materials can be checked at site for
dimensions, weights, finish and quality after prior approval of Engineers of the Contract . For
this purpose the contractor shall have to provide general measuring equipments like steel tape,
vernier calipers, screw gauge, tong tester, earth resistance tester, 2.5 KV meggar etc. The major
items mentioned below shall be inspected/tested at the manufacturers premises before
dispatch.

3.16

All work shall be completed by the contractor as per standard industrial practice so as to
comply with the provisions of Indian Electricity Rules/Acts/Other Government
Rules/Regulations as prevalent at the time of execution of the job/work.

3.17

The contractor shall submit a bar chart of the work to be carried out by him under this
scheme, to the CEO and also to the office placing the order within one month from signing of
the contract. He shall also submit monthly progress report to these offices for monitoring the
progress of the work.

3.18

The contractor shall observe strict adherence to the existing labour laws.

3.19

Pipe type of earthing shall be used for Power transformer .The same shall be
constructed by boring upto 60 feet and driving 32 mm GI class B pipe upto the full bored
length. The GI pipe shall be kept about 150 mm above the ground level to enable welding of 2
nos. clamps on it for making earthing connections through 30X5 mm GI strips. The earthing of
DT substations & other equipments shall be as per RESSPO norms .

3.20

All the steel pole shall be painted with white Aluminum paint of best quality. The top
portion of the pole structure shall be painted by post office red synthetic enamel paint of good
quality upto 1 foot below the guarding angle. No extra payment for these paintings shall be
made to the contractor. No such painting is required in the existing poles/supports taken up in
reconductoring/ ABC work on the lines.

3.21The contractor shall be sanctioned electricity connection for using construction power on the
payment basis at the rates prescribed by UPPCL. The contractor shall pay for the power used
by them.
3.22

The quality of the material/electrical equipment to be supplied and erection should be of high
standard and the technical features of these equipment/material must conform to the Technical
Specifications given in this document. Wherever the same is not specified for any material it
must conform to the relevant I.S. for that material.

3.23

The contractor shall supply all other associated equipment/ material not specifically mentioned
in this tender specification but are required for successful and trouble free operation of the

project as a whole. For that no extra payment shall be made to the contractor. This includes
insulators. Steel cross arms, jumpers, cable racks. Cable terminal boxes/junction boxes,
clamps, connectors cable jointing kits, G.I. & GSS Wires, stay sets, earthing rods, hardware
fittings, nuts & bolts sundries and all other unforeseen items whose prices are not included in
the price schedule separately.

4.0

Renovation & Modernization and Capacity augmentation of existing 33/11 KV SubStations.

4.1

The work of capacity augmentation of existing substations includes increase in capacity of


existing transformer. This may be achieved either by replacing the present transformer with
the higher capacity T/f or installing another Transformer at the existing S/s, as per the details
mentioned in the B.O.Q. of tender specification. The Sub-station so taken up shall be required
to be renovated and modernized completely in all respect as per the details of the tender
specification, which in general includes replacement of missing or damaged equipment like
33/11KV circuit breakers, isolators, instrument Transformers, Lightening Arresters switchgear
panels etc. strengthening of substation earthing, extension of bus bars/switchgear if needed,
new equipments to be installed on new foundation, jumpering & connections with old system,
testing & commissioning of the complete substation. It also includes all other systems of the
sub station like lighting, fire fighting, D.C. and protection systems of the substation.
4.2 The specific scope described hereunder is indicative only and the responsibility of successful
commissioning and integration of the equipment with existing system lies with the contractors.
i)
Contractor shall be responsible for developing the design and drawing of the modified
foundation and support structure of the equipment to be replaced/installed by him, and shall
obtain approval from the Engineer concerned.
ii)
The 33/11 KV transformers replaced by the contractor if required shall be transported by the
contractor to the other substation/purchasers local store as per the instructions of the Engineer.
The contractor shall be responsible for proper handling and handing over of the old &
dismantled equipment/ material to the purchaser.
iii)
Reorientation of bus/bar extension of bus bar shall be carried out wherever it is needed. The
contractor shall be supplying suitable size jumpers/droppers needed for connecting the
equipment with existing equipment in the bay without any extra charge.
iv)
Contractor shall be responsible to ensure that alignments and position of the equipment
matches with the sub station layout and shall not foul with other structure. The work done shall
be in accordance with the best Engineering practice.
v)
Contractor shall be responsible for carrying out all pre-commissioning and commissioning
tests including arrangement of necessary T & P and test equipment.
vi)
While Repairing & Replacing the equipment, if any other equipment gets damaged due to
negligent handling of the contractor, the same shall be replaced by the contractor at his cost of
the owner satisfactions.
vii)
In case of augmentation 33/11 KV sub-station, the resistance of switchyard earth mat is to be
measured and accordingly the earthmat be strengthened by making pipe type earthing at
adequate points but minimum 2 points in the switchyard and connected through suitable GI
strip to the existing earthmat to achieve minimum earth resistance of 2 Ohms. Similarly the
existing lighting of S/s is to be improved by supply and installation of adequate no. of tube
light fitting and 400 Watts Sodium Vapour Lamps. Atleast one no. CO2 type and one DCP type

4.5 kg fire extinguishers are to be maintained at each of such S/s by supplying these fire
equipments, if not already available.
Switched Capacitor shall be installed on existing 33/11 kV substation ( where ever required)
other then the S/s covered or augmentation .

Augmentation of 33/11KV sub station, extension of control room building and construction
of billing centre wherever required shall be as per detailed specification and drawings
enclosed.
Construction of 33 KV Lines :
The contractor shall have to arrange all the material for erecting 33KV lines. The 33KV
lines shall be constructed on 9.0 mtr. long PCC poles (300kg working load) with ACSR Dog
conductor on Pin insulators. For that all materials like supports, conductor, G.I. pins & tension
fittings, insulators, steel cross arms, channel & angles, various types of clamps & hardware,
G.S.S. stay wires etc. shall be arranged/supplied by the contractor as per technical
specifications given in this tender. The maximum span of the line shall be approx. 110 mt.
cross country & 60 mt. along the road.
6.2
Right of way and Way leave clearance shall be arranged by the contractor on behalf of
MVVNL in accordance with the work schedule. The contractor will arrange to secure way
leave and Right of way in the restricted area with the help of MVVNL
6.3
On all important road crossings, the 11meter long ST poles (SP-55) shall be used fitted
with disc type insulators and the ground clearance of the conductor shall strictly be as per I.E.
rules. Similarly crossing of the line over other power lines & telecommunication lines shall
strictly follow the relevant provisions of I.E. rules 1956. All the ST poles thus required shall be
grouted and plinth be made around it as per UPPCL norms. Guarding of lines at all crossing
shall be done. In case of the railway line crossing, the contractor shall get clearance from
Railway authorities and that portion of line shall be constructed as per regulation laid down by
Railway authorities. The required fee shall be deposited by the contractor with railway
authorities.
6.4
Two number parallel 5 mm GI wire shall run below the conductors as earth wire (guarding
wire) and shall be supported on M.S. angle of prescribed size. Cross lacings of 5 mm GI wire
shall be provided at every 1 mt interval at sensitive places like road crossings. The cross wires/
lacings shall be bent in U shape and their ends shall be clamped with the parallel guard wires
by proper binding. For 33KV lines two numbers parallel GSS earth wires of size 7/3.15 mm
shall be used.
6.5
Lopping & chopping of trees, if required for erection of line shall be the responsibility of
the contractor
6.6
All the materials like steel sections, masonry material i.e. Cement, Sand, Coarse Sand etc.
and paints are to be arranged by the contractor. The cost of these items shall be included in
relevant activities appearing in the columns of the price schedule.
6.7
The 33KV lines are to be constructed in sections. These sections poles may be of double
pole structure, tri-pole/four pole structure depending upon the site condition and the same shall
be finalized in consultation with the Engineer. These multipole structure are to be erected at
each sections points and the line shall be on tension fittings and disc insu lators as per standard
norms of UPPCL.
6.8
Adequate number of stays shall have to be provided on the angle support, section and
terminal supports to balance the sideward pull. For that stay sets or strut stays as suitable shall
have to be provided by the contractor as per standard norms of UPPCL. The stay sets shall
comprise GI stay rod, GI anchor plate, stay wire 7/10 SWG for 11 KV line and 7/8 SWG for 33

KV line, turn buckles, break insulators and stay clamps. The cost of all these items shall be
included in the relevant activities appearing in the columns of the price schedule.
6.9
Every new support shall be provided with pole number, danger plate and barbed wire
wrapped at prescribed height up to 900 mm length (Anti climbing device) in accordance with
the UPPCL drawings.

Construction of 11KV & LT Lines:


Under the works, covered by these specifications, the following 3 types of lines are to be
proposed
11 KV main line (Outside Villages)
11 KV spur line (Inside Villages)
LT ABC line (Inside Villages)
These lines have been described above in clause 2.0 under scope of work & detail of the
scheme.

Line Survey for 33 KV as well as 11 KV lines


Route survey
11 KV main & spur lines shall be routed along the road side as far as possible and must be
avoided to pass through private properties. Wherever, the line has to pass through private
properties, the contractor should carry out site work with due care and attention to avoid any
type of inconvenience to land owner or public. The contractor is required to make, a detailed
route survey for optimization of route length for erection of the line and spotting pole location
at an average fixed span as near as possible to the basic design span indicated in the
specification and shall submit a detailed route map of line for purchasers approval. Care
should be taken to see that tree cutting and compensation is minimized. In the course of
surveying by the contractor, any conspicuous variation in route length of the line shall be
brought to the notice of Engineer in charge. The Purchaser, if considers this variation
unavoidable, shall make necessary alteration in line route which shall be carried out
accordingly and revised route map shall be submitted for purchasers approval by the
contractor. The final route map for 33 & 11 KV lines is to be prepared showing the proposed
pole position, ground clearance, conductor sag and various crossing i.e. railway lines,
communication lines, EHT lines, rivers, road and stream crossing on survey of India map
1:50,000.
Failure containment poles to prevent cascade failure along the entire length shall be provided.
For 11 KV lines, a failure containment pole/structure shall be provided at the following
locations. During detailed Engineering, the contractor shall propose failure containment
structures for approval of the purchaser.
At all the tapping points & dead end poles
At all the points as per REC construction drwg. No. A-10 (for the diversion angle of 10-60
degree)
At the distance of 1 km max. from the last Failure containment pole/structure.
Proper grouting, concreting and plinthing shall be done on the following as per
REC/UPPCL norms
Both side poles at all the crossing of road, nallaha, telecommunication lines etc shall be on
9.0 mt PCC poles with suitable extension foe maintaining the proper clearences.
All points of installation of D.T. on 8.5 mt PCC Pole shall be grouted properly.

Optimisation of Pole Location


Pole Spotting To optimize the line length, the contractor shall spot the poles in such a way so
that the line is as close as possible to the straight line drawn between the start & end point of
the line. The pole locations shall be marked with wooden pegs. While locating the poles on the
line, the following shall be borne in mind:
Span The span should be as near as possible to the basic design span indicated below :
11 kV main line (Outside Villages), ACSR Weasel conductor60 mt.
11 kV spur line (Inside Villages),
ACSR Weasel conductor,
60 mt.
LT line on ABC of (1 x 25 + 1 x 16 sq. mm) & (3 x 35+1 x 35 + 1 x 16 sq. mm) 40 mt each.

8.1.2 Crossings
i)
Road Crossings At all road crossings, the poles shall be fitted with strain type insulators.
The ground clearance from the road surfaces under maximum sag condition shall be as per IE
rules 1956.
ii)
Railway Crossings The underground railway crossing shall be carried out in the manner as
approved & prescribed by the railway authorities from time to time. Cost of any such railway
crossings shall be included by the bidder in the Price Schedule.
a)
The crossing shall normally be at right angle to the railway track.
Crossing shall be done through underground cable (Double circuit), cost of the cable,
pipe including laying and other accessories shall be in the scope of the contractor.
During detailed Engineering, the contractor shall submit his proposed arrangement for
each railway crossing to the purchaser.
The approval for crossing railway track shall be obtained by the Contractor from the
Railway Authority.
iii)
Power Line Crossings Where the line is to cross over another line of the same voltage or
lower voltage, provisions to prevent the possibility of their coming into contact with each shall
be made in accordance with the Indian Electricity Rules, 1956 as amended from time to time.
All the works related to the above proposal shall be deemed to be included in the scope of the
contractor. If required ST Poles may be used to maintain the clearance.
iv)
Telecommunication Line Crossings The angle of crossing shall be as near to 90 degree as
possible. However, deviation to the extent of 30 degree may be permitted under exceptionally
difficult situations. If required ST Poles may be used to maintain the clearance.
However, in all such cases, the matter shall be referred to the authority in-charge of the
telecommunication system. On a request from the Contractor, the permission of the
telecommunication authority may be obtained by the Purchaser. Also, in the crossing span,
power line support shall be as near the telecommunication line as possible, to obtain requisite
vertical clearance between the two lines.
8.1.3 Details Enroute
After survey and finalization of route, the contractor shall submit detailed route map for each
line. This would include following details:
All topographical details, permanent features, such as trees, building etc. 5.5 meter on either
side of the alignment shall be detailed on the route plan for 11 KV feeders.
b)
All poles on both sides of all the crossing shall be 11 mt. long SP-55 ST Pole tension poles i.e.
disc type insulators shall be used on these poles. At all the crossing described above the
contractor shall use protective guarding as per REC Construction Standard A-I to fulfill
statutory requirement for 11 kV main line. 11 kV spur line, being in the village/habitation,
protective guarding shall be used along the line.

c)

Clearance from Ground, Building, Trees etc. Clearance from ground, buildings, trees and
telephone lines shall be provided in conformity with the Indian Electricity Rules, 1956 as amended
upto date. The vendor shall select the height (out of 8.5/9/11 mt.) of the poles in order to achieve the
prescribed electrical clearances.
8.1.4

Final Schedule
The final schedule indicating location of poles (specifically marking locations of 9 & 11 mtr.
pole). failure containment pole/structure, DTs, 11 kV line sectionalisers, line tapping point;
angle of deviation at various tension pole locations, all type of crossings of and other details
shall be submitted for the approval of the Purchaser. After approval, the contractor shall submit
six more sets of the approved documents along with one set in reproducible form to purchaser
for record purpose.

8.2

Pole & Pole Erection

8.2.0

Type of Poles
Pre-stressed Cement Concrete (PCC) poles shall be used for both 11 kV & LT lines. The
specifications for poles covered under this specification are enclosed with this document. In
order to maintain the required ground clearances and requisite safe margins at various crossing
points etc. PCC poles of 9 mt & STP of 11 mts. height or more may be required. The contractor
shall provide PCC poles & STP poles for such crossings with the prior approval of the
Engineer.

Excavation of Pits
For excavation of the foundation pit, a hole should be drilled/digged in the ground preferably
with the use of earth augers. However, if earth augers are not available, a pit of size of 0.40 meter x
0.60 meter shall be made in the direction of the line for all the locations with following exceptions
where the pit size shall be 0.50 meter x 0.60 meter. These locations are

It may please be noted that there will be no price adjustment in the excavation price on the
basis of method used for pit excavation.
Excavation cost for pits shall be included by the contractor in the bid for following type of
soils inclusive of dewatering of pits and shoring and shuttering wherever necessary.
All type of soils and soil conditions but excluding hard rock
Hard rock
No separate claim for dewatering during excavation, shoring and shuttering shall be
entertained. For hard rock, the excavation cost per location shall remain same for all type of
foundations.
In case of non-availability of earth-augers, the pits shall be excavated with pick axes, crow bar
& shovels. Controlled blasting shall be permitted only in case of hard or rocky soil. The contractor
shall be responsible for any damage or accidents arising out of the process of blasting. Blasting is not
permitted if the area around location is inhabited. In such case, the contractor shall have to follow
other methods like drilling etc.

For hard rock locations, 1 meter deep hole of diameter 20 % in excess of the longest dimension of the
bottom most portion of pole shall be excavated.
8.2.2

Back filling of Pits


All the locations, the pits after erection of poles shall be back filled with excavated or
borrowed earth in layers taking care to ram the earth in one layer at a time to the satisfaction of site-incharge, duly grouted.
The cost of backfilling including all material/borrowed earth/concrete etc. is deemed to be
included in the quoted price.
The above clauses shall be read in conjunction with clause no. 10.2.4 given below.
8.2.3

Concreting of Poles
Following types of poles shall be concreted with 1:4:8 cement, sand and brick ballast concrete
in 450x450 mm and depth of plantation shape:
i)
All poles of 33 kV line.
ii)
Every fifth pole of straight line and poles at angle section, Tee off , Crossing and terminal
points of main line as well as LT ABC line.
iii)
All poles of spur line.
b)
The type of foundation for individual poles shall be decided during detailed Engineering. The
bidder shall quote their rates as per the quantity of both types of foundations indicated in the Price
Schedule. The pole erection rate shall include excavation in all types of soil/rock, back-filling of the
foundation pole as specified, cost of all materials, labour etc.
c)
Foundation shall be back-filled and rammed with excavated soil. The foundation pit of the pole
should be of size 600mm x 500 mm x 1500 mm depth. The base of the foundation shall be a stone
plate of size 300 x 300 x 35 mm, duly back-filled.
d)
Erection of Poles: The poles are to be erected in alignment with utmost care. The poles shall
then be lifted to the pit with the help of wooden supports. The pole shall then be kept in the vertical
position with the help of 25 mm (min.) manila ropes, which shall act as the temporary anchor. The
vertical alignment of the pole shall be checked by sprit level in both longitudinal & transverse
directions. Thereafter filling shall be done in the pit as per provisions of specification. The temporary
anchor shall be removed only when poles set properly in the foundation. Poles erected should be
properly numbered in sequence after erection.
a)

8.2.4

Earthing of Poles
a) In 33 KV, 11 KV & LT lines each pole shall be earthed with electrode type earthing.
b) The poles on both sides of railway, telecommunication, road, drain & river crossing and the
poles on which DT is installed shall be earthed as per RESSPO norms.

8.2.5

Danger Boards
The contractor shall provide & install danger plates on all 11 KV DP structures and at all poles
where DT is installed. The danger plates shall conform to REC specification No. 57/1993.
However danger plates on all 33 KV poles shall be provided.

8.2.6

Anti-climbing Devices
The contractor shall provide & install anti-climbing device on all 11 kV DP structures and at
all poles where DT is installed. All poles of 33 kV lines shall be provided with Anti Climbing
Device. This shall be done with G.I. Barbed wire. The barbed wire shall conform to IS-278
(Grade AI).
The barbed wires shall be given chromating dip as per procedure laid down in IS : 1340.

pin insulators as per REC Construction Standards No. C-3 for straight run location & as per C4 for angel location. For disc type insulators, the binding shall be as per REC Construction
Standards No. C-5.
b) Mid Span Compression Joint and Repair Sleeves: The contractor shall supply & install the
Mid Span Compression Joint and Repair Sleeves as per IS 2121 (Part II).
c) Stay/Guy wire Clamp: The contractor shall supply & install Guy/Stay wire Clamp as per REC
Construction Standards 6-1.

7/8 SWG stay wire for 33 KV lines, 7/10 SWG for 11 KV lines and 7/12 SWG for LT line
as per REC Specification No. 46/1986
ii)
Stay Insulator type A for LT line and type C for 11 KV line as per REC Specification No.
21/1981
iii)
Stay set complete (Hot Dipped galvanized) of size 20x1800 mm for 33 KV line & 16x1800
mm for 11 KV lines.
Complete stay set shall be as per REC Construction Standards no. G-1/RESSPO.
8.3.2

Erection of stay sets


The contractor shall install the stay set complete in all respect. This includes excavation of pit
size 0.5 x 0.5 x 1.6 metre in all kinds of soil including laterite/hard rocks. Stay plate and rod
(leaving the top 10 cm) shall be embedded in the pit with PCC in the ratio 1:2:4 (the volume of
PCC shall be 0.5 x 0.5 x 0.8 meter). The rest (upper half) of the pit shall be filled with
excavated soil duly compacted layer by layer. An angle between 30 to 45 degrees shall be
maintained between stay wire and the pole. The stay wire shall be used with a stay insulator at
a height of 5 mts. above ground level with G.I. turn buckle. Stay set shall be grouted as per
RESSPO/UPPCL norms.

8.4.0

Conductor for 11 kV Line : ACSR Weasel conductor shall be used in 11 kV main & spur
lines.

8.4.1

Conductor Configuration
The 11 kV feeders shall be a 3 phase 3 wire system. V shape conductor configuration shall be
used. Phase to Phase distance shall be 1070 mm for 11 kV lines and 1525 mm for 33 kV lines.

8.4.2
Stringing and Installation of Line with Bare Conductors
8.4.3 General
a)
The scope of erection work shall include the cost of all labour, tools and plants such as
tension stringing equipment and all other incidental expenses in connection with erection and
stringing work. The Bidders shall indicate in the offer the sets of stringing equipment he would
deploy exclusively for work under each package. The stringing equipments shall be of
sufficient capacity to string ACSR Rabbit & Weasel conductor.
b)
The Contractor shall be responsible for transportation of all materials to site and its
proper storage, insurance etc. at his own cost, till such time the erected line is taken over by the
Purchaser.
c)
Contractor shall set up required number of stores along the line and the exact location
of such stores shall be discussed and agreed upon with the Purchaser.
8.4.4

8.4.5

Insulator Fixing
Pin insulators shall be used on all poles while tension insulators shall be used on all angle &
dead end poles. Damaged insulators and fittings, if any, shall not be used. Prior to fixing, all
insulators shall be cleaned in such a manner that it shall not spoil, injure or scratch the surface
of the insulator, but in no case shall any oil be used for this purpose. Torque wrench shall be
used for fixing various line materials and components such as suspension clamp for conductor,
whenever recommended by the manufacturer of the same.
Running Out of the Conductors
The contractor shall be entirely responsible for any damage to the pole or conductors
during stringing. The conductors shall be run out of the drums from the top in order to avoid
damage to conductor.
b)
A suitable braking device shall be provided to avoid damaging, loose running out and
kinking of the conductors, Care shall be taken to ensure that the conductor does not touch
and rub against the ground or objects, which could scratch or damage the strands.
c)
The sequence of running out shall be from the top to down i.e. the top conductor shall be
run out first, followed in succession by the side conductors. Unbalanced loads on poles shall
be avoided as far as possible. Wherever applicable, inner phase of line conductors shall be
strung before the stringing of the outer phases is taken up.
d)
When lines being erected run parallel to existing energized power lines, the Contractor
shall take adequate safety precautions to protect personnel from the potentially dangerous
voltage build up due to electromagnetic and electrostatic coupling in the pulling wire,
conductors and earth wire during stringing operations.
e)
The Contractor shall also take adequate safety precautions to protect personnel from
potentially dangerous voltage build up due to distant electrical storms or any other reason.
a)

8.4.6

Repair to Conductors
a) The conductor shall be continuously observed for loose or broken strands or any other
damage during the running out operations.
b) Repair to conductors, if necessary, shall be carried out with repair sleeves and not more than
one repair sleeve will be used in one span.

c) Repairing of the conductor surface shall be carried out only in case of minor damage, scuff
marks, etc. The final conductor surface shall be clean, smooth and free from projections,
sharp points, cuts, abrasions etc.
d) The Contractor shall be entirely responsible for any damage to the poles, insulators etc.
during stringing.
8.4.7

Stringing of Conductor
a) The stringing of the conductor shall be done by the standard stringing method.
b) The Bidder shall submit the complete details of the stringing method for approval. Prior to
stringing, the contractor shall submit the stringing charts for the conductor showing the initial
and final sags and tension at various temperatures and spans, along with equivalent spans in
the lines for the approval of the purchaser.
c) Conductors shall not be allowed to hang in the stringing blocks for more than 96 hours
before pulled to the specified sag.
d) Conductor creep are to be compensated by over tensioning the conductor at a temperature of
26 Deg Celcius lower than the ambient temperature or by using the initial sag and tensions
indicated in the tables.
e) The contractor shall ensure that normal services are not interrupted and any property is not
damaged during stringing operations for roads, telecommunication lines, power lines and
railway lines. However, Shut-down shall be obtained when working at crossings of overhead
power lines. The contractor shall make specific request for the same to the purchaser.
8.4.8 Jointing
a) When approaching the end of a drum length at least three coils shall be left in place when the
stringing operations are stopped. These coils are to be removed carefully and if another length
is required to be run out, a joint shall be made as per the recommendations of the manufacturer.
b) Conductor splices shall not crack or otherwise be susceptible to damage during stringing
operation. The Contractor shall use only such equipment/methods during conductor stringing
which ensures complete compliance in this regard.
c) All the joints on the conductor shall be of compression type, in accordance with the
recommendations of the manufacturer, for which all necessary tools and equipment like
compressors, dies, etc., shall be arranged by the contractor. Each part of the joint shall be
cleaned by wire brush till it is free from rust or dirt, etc. This shall be properly greased with
anti-corrosive compound if recommended by the manufacturer, before the final compression is
carried out with the compressors.
d) All the joints or splices shall be made at least 30 meters away from the pole. No joints or
splices shall be made in spans crossing over main roads, railway line and Small River spans.
Not more than one joint per conductor per span shall be allowed. The compression type fittings
shall be of the self centering type or care shall be taken to mark the conductors to indicate
when the fitting is centered properly.
e) During compression or splicing operation, the conductor shall be handled in such a manner as
to prevent lateral or vertical bearing against the dies. After compressing the joint the
aluminium sleeve shall have all corners rounded, burrs and sharp edges removed and
smoothened.
f) To avoid any damage to the joint, the contractor shall use a suitable protector for mid span
compression joints in case they are to be passed over pulley blocks/aerial rollers. The pulley
groove size shall be such that the joint along with protection can be passed over it smoothly.
8.4.9 Tensioning and Sagging Operations
a) The tensioning and sagging shall be done in accordance with the approved stringing charts or
sag tables.

b) The sag shall be checked in the first and the last section span for sections up to eight spans and
in one additional intermediate span for sections with more than eight spans.
c) Tensioning and sagging operations shall be carried out in calm weather when rapid changes in
temperature are not likely to occur.
8.4.10 Clipping In
a) Clipping of the conductors into position shall be done in accordance with the manufacturers
recommendations.
b) Jumpers at section and angle towers shall be formed to parabolic shape to ensure maximum
clearance requirements. Pilot suspension insulator strings shall be used, if found necessary, to
restrict jumper swing to design values.
c) Fasteners in all fittings and accessories shall be secured in position. The security clip shall be
properly opened and sprung into position.
8.4.11

Fixing of Conductors and Earth wire Accessories


Conductor and earth wire accessories supplied by the Contractor shall be installed by him as
per the design requirements and manufacturers instructions. While installing the conductor
and earth wire accessories, proper care shall be taken to ensure that the surfaces are clean and
smooth and that no damage occurs to any part of the accessories or of the conductors.

8.4.12

Replacement
If any replacements are to be effected after stringing and tensioning or during maintenance e.g.
replacement of cross arms, the conductor shall be suitably tied to the pole at tension points or
transferred to suitable roller pulleys at suspension points.

8.5.0

RECONDUCTORING OF LINES :
Some of the 33 KV & 11 KV lines may be in bad shape and need immediate renovation. In
these lines existing conductor need to be replaced with new conductor of adequate current
carrying capacity.

8.5.1

Once the line is identified for reconductoring, the contractor shall precisely assess the quantity
of material and the work involved, and shall seek consent/ approval of the Engineer in Charge
concerned.

8.5.2

Proper safety precautions shall be taken by the contractor to avoid accidents and possible
injuries to the civilians. Danger board/ cautions must be displayed at the area of work.

8.5.3

All the conductor and earth wire (G.I. wire or G.S.S. wire) taken out from the line shall be
properly rolled, stacked and finally handed over to the purchaser's representative. Similarly all
other material taken out in re-conductoring shall be properly handed over to the purchaser. All
these materials are to be loaded on the vehicle, transported to local stores of purchaser,
unloaded there and properly stacked without any extra payment on this account.

8.5.4

The conductors of all the phases should not be opened at a time. At most two of the
conductors/wires shall be dismantled & rolled back leaving at least one old wire in tension
until stringing, sagging & binding of new conductor/ wire is complete.

8.5.5

Wherever required stringing & sagging of earthwires (guard wires) shall be done by the
contractor. In case there is no proper cross lacing the same shall also be provided by the
contactor as per the details provided in the relevant clause of construction of lines.

8.6

LT Line on Aerial Bunched Conductor


L.T. line emanating from single phase DT, single core stranded Aluminium, cross link poly
ethylene (XLPE) insulated Aerial Bunched Cable (ABC) (1 x 25 + 1 x 16)sq. mm. and
(3x35+1x35+1x16)sq. mm. with bare messenger wire shall be used. The XLPE insulated
conductor (1x16 and 3 x 35 ) Sq. mm shall be stranded Aluminium. The messenger wire (1 x
25 Sq. mm.) shall be of stranded Aluminum alloy and shall act as neutral wire also. The cable
from each source/supplier shall be type tested. Acceptance and other tests on the offered lot
shall be carried out at supplier/manufacturers premises. All tests shall be carried out as per
relevant IS. The cost of conducting these tests shall be borne by the contractor and shall be
included in the quoted price.

8.6.1

Stringing of Aerial Bunched Cable


The contractor shall supply & install LT line using XLPE insulated ABC (1X16+1X25) &
(3X35+1X35+1x16) sq. mm size and 8.5 mts. long 200 kg pre Stressed Cement Concrete
(PCC) Poles. The average span proposed for these lines is approximately 40 mt.

8.6.2

Fixing of Suspension & Tension/Dead end Clamp to the Poles


The suspension clamp is to be hung on eye hook/suspension hook, which is fixed to the pole at
a minimum distance of 0.15 mt. from top end of the pole. The messenger wire of bunched
cable resting on a pulley is separated from the cable by separating wedges and inserted in the
conductor groove of the suspension clamp. The bolt is tightened to a torque of 20 N after
which the pulley and wedges are to be removed. The cable is tied to the messenger wire with
nylon tie on both sides of clamps. A hole of minimum diameter is to be made through poles for
erection of suspension clamp. In case, drilling is not possible to make hole through poles, pole
clamps/eye hook made of 16 mm MS rod and 50 x 6mm flat shall be used. Eye/hook pole
clamp shall be made to suite the pole width. This shall be installed as per Fig.No. 2(a) & 2(b)
of REC Construction Standard No. E-34 for suspension clamps and as Fig. No. 2(c) & 2(d) of
REC Construction Standard No. E-35 for tension (Dead end) clamps.

8.6.3

Fittings & Accessories


The following hardware fittings & accessories shall be used to install, erect & join the aerial
bunched cable.
Suspension Hook (Eye Hook). The contractor shall supply & install the suspension hook
(eye hook). This hook shall be used to attach the AB cable on the pole by means of a dead end
clamp in terminal poles and for attaching a suspension clamp to straight lines and angle upto
90 Deg.
Suspension clamps & the corresponding eye hook shall be as per REC Construction
Standard No. E-34.
Dead End clamps & the corresponding eye hook shall be as per REC Construction Standard
No. E-35
All clamps & hooks/Eye hooks shall be made of the dip galvanized steel with a minimum
thickness of 50 (Micron)
Nylon Tie The contractor shall supply nylon ties. These ties shall be used for tying the
conductors with the messenger wire to prevent the phase conductors from chatting against
suspension clamp. The nylon tie is made of weather resistant black nylon.
Spilt Plastic Tube The contractor shall supply split plastic tube. These tubes shall be used to
prevent the suspension clamp to chaff against the bable. The cable is made of black weather
resistant material.

g)

Connectors- The contractor shall supply piercing connector. These shall be used as nontension aluminum to aluminum connections for conductor joints.
h) Plastic Covers for Connectors The contractor shall supply Plastic Covers for Connectors.
These covers shall be used with aluminum/aluminum connectors to protect connectors against
corrosion caused by climatic conditions.
8.6.4

Installation of Cable
The contractor shall be fully responsible for all activities related to installation of AB cable.

a)
Handling of AB Cable
The contractor shall observe following precautions while handling the AB cable:
i.
The Cable drums must be stored and transported in an upright position.
ii.
While loading/unloading, the drums shall not be thrown from transport vehicles.
iii.
Cable contact with sharp articles like nails etc be avoided.
iv.
In order to prevent damage to the insulation, the cable shall not be dragged on the ground.
Pulleys shall be used for this purpose.
v.
In order to prevent strands from spreading. always cut the cable with a cutter.
vi.
Use nylon ties or electrical tape to prevent the cable from spreading away from messenger
wire after the cutting. Staple the end of the cable on to the drum in order to prevent loosening.
vii.
Do not remove the protective boards from the cable drum before the cable is pulled off the
drum.
viii.
White moving the drum by rolling it on ground; always roll the drum in the direction
indicated by the arrow on the flange. When pulling the cable, the spinning direction must be opposite.
ix.
The drum should not be stored on wet soil, sandy or humid places.
x.
Store the accessories in good order for quick easy ad correct handling.
b)
i)

Pulling the Cable


The Principle is to pull the cable under mechanical tension so that contact with the ground or
any other obstacles is avoided.
The cable drum should be perfectly in alignment with line to be strung and fixed about 15-20
mts. from the holding the first pulley Open the cover of the drum to check and ensure that the
insulation is not damaged.
ii.
The pulling which is set up upto the cable drum is about 15-20 mts. from the pole holding to
the last pulley.
iii
The pulleys are directly hung to such hook on the poles. The pulley tandem is to be used on
angle poles if the line is deviating more than 600.
iv
Pull the guiding rope through all the pulleys.
v
Normal care shall be taken to ensure a smooth passage of whole cable through the pulleys,
especially in the first pole and on angle poles, One worker should act as break man at the cable
drum so that the cable is not loosened during the pulling. One worker should follow the cable
going through the pulleys and stop the pulling if anything goes wrong.
c)

Stringing operations
The contractor shall follow one of the following methods for stringing

i)

Fix a dead end clamp on the neutral messenger wire at the pole. The messenger shall be
belt behind the clamp to ensure sufficient friction between the messenger and the clamp in the initial
stays during stringing. Bid the conductor together beside the dead end clamp using a nylon tie.
ii)
Hang the clamp on the hook at the end pole.
iii)
Rewind simultaneously the stack cable length on the cable drum.
iv)
Attach the come along on the neutral messenger wire at the first pole of the lie.
v)
Tighten the cable by the shackle of the winch when required sag is obtained.
vi)
Hang the dead and clamp on the hook and install it on the neutral messenger
vii)
Remove the come along
viii)
Bind the conductors together on the messenger wire using a nylon tie
ix)
Check the length of the cable needed and cut it at an appropriate point
2Dynamometer Methods
i)
Start the operation as above up to the stage
ii)
Install the dynamo meter on the come-along
iii)
Tighten the cable at the required value by reading the Dynamo meter
iv)
Finish the stringing as in the sag method operation
d)
Jointing of cables
i) Jointing of cable shall be in accordance with clause 12.3.3 of is 1255:1993 and manufacturers
special instructions given hereunder. This jointing is to be done by skilled personnel
ii) Cable Damage and Repairs: If the cable is damaged for whatever reasons, it shall be brought to
the notice of the Engineer and shall not be used without his approval.
iii) No joint or splico shall be made in spans crossings over main roads, small rivers or in tension
spans. Not more than one joint in the cable shall be allowed in one span.
e)
The stringing rate includes rates for paving, stringing, clamping. jointing, tensioning and fitting
of all necessary accessories.

Final Checking, Testing and Commissioning


After stringing have been done as approved by the Engineer
to ensure that everything is
complete on all respects, the works shall be thoroughly inspected keeping in view the
following main points.
All the bolts and nuts should be of Gl Materials as per relevant IS.
The stringing of the cable has been done as per the approved sag and desired clearances are
achieved.
No damage, minor or major too the cable, messenger wire and accessories.
The contractor shall submit a report to the above effect to the Engineer in Charge, who shall
inspect and verify the correctness of the report, In case it is noticed that some or any of the
above is not fulfilled, the Engineer shall get such items rectified by the contractor without any
extra cost to the purchaser.
After final checking, the line shall be tested for insulation resistance in accordance with IS
1255:1983. All arrangements for such testing or any other test desired by the Engineer shall be
done by the contractor and necessary labour, transport and equipment shall be provided by
him. Any defect found out as a result of such tests shall be rectified by the contractor, forthwith
at no extra cost to the purchaser.
In addition to the above, the contractor shall be responsible for testing and ensuring that the
total and relative sags of the cable is within the specified tolerance. Such tests shall be carried
out at selected points along the route as required by the Engineer-in-Charge and the contractor
shall provide all necessary equipment and labour to enable the tests to be carried out. After
satisfactory test on the line and approval by the Engineer, the line shall be energized at full
operating voltage before handing over. The cable shall be megger tested before and after the
jointing. The AB cable shall be tested for the following As per IS 1255:1983 of with latest
revisions.

All other requirements for completion of works such as fixing of danger plate ad anti-climbing
device have been fulfilled.
Wherever required, the proper revetment (erosion protection) is provided.
The insulation of the line as a whole is tested by the Contractor through his own equipment &
labour etc. to the satisfaction of the purchaser.

HT/LT Road Crossing Guarding


The contractor shall provide & install protective guarding as per REC construction standard A1. For main & spur 11 KV line. the guarding shall be provided at all the crossing i.e. road,
telecommunication & power lines, railway line & nallaha etc. For spur line, the guarding
shall be provided along the line.

10.0

Line Sectionaliser
Line Sectionaliser shall also be supplied and installed by the contractor at the entry point of 11
KV line in group of village.

11.0

Statutory Regulations
The Contractor is required to follow local statutory regulations stipulated in Electricity
(Supply) Act 1948, Indian Electricity Rules 1956 as amended and other local rules and
regulations referred in those specifications.

12.0

Reference Standards
The codes and/or standards referred to in the specifications shall govern in all cases wherever
such references are made. In case of a conflict between such codes and/or standards and the
specifications, latter shall govern. Such codes and/or standards, referred to shall mean the latest
revisions, amendments/changes adopted and published by the relevant agencies unless
otherwise indicated. Other internationally accepted standards which ensure equal or better
performance than those specified shall also be accepted, subject to prior approval by the
Purchaser. In case no reference is given for any item in the specifications, latest REC
specification & construction standards shall be referred to.

13.0

Drawings
The following is the general list of the documents and drawings that are to be submitted by
contractor for owners approval. Any other document required for approval shall be intimated
during detailed Engineering.

The contractor shall submit the as built drawing of the system which will include the
indexing of lines, poles, DTs, and consumers.
Supply & Erection of Distribution Transformers

14.1 General
14.1.1 As a part of this scheme, there is a provision to install distribution transformers on 11 KV spur
line. The contractor shall supply, install, test and commission 1 phase 11 KV/250 volts DT of
10 & 16 KVA capacity and DT of 25 KVA on three phase.
14.1.2 The specifications of distribution transformer are enclosed.
14.1.3 The contractors scope is to supply and install distribution transformers including structures,
channels clamps, nut & bolts etc for DT and all other accessories. On 11 KV side, the
accessories would be LA and 11 KV drop out fuse while on LT side the contractor shall supply
and install energy meter with box , LT Distribution Box with MCCB and two nos. bus bars.
Any other item, not specifically mentioned but necessary for safe operation of the distribution
transformer is deemed to be included in the scope of the contractor.
14.1.4 The Contractor shall supply & install PVC insulated LT cables from DT secondary to LT
distribution box (LTDB). LTDB shall be used to take off LT feeders and service connections as
well. Distribution box shall have proper locking arrangement.
14.1.5 The contractor shall survey the area, fix the location of DT keeping in view that DT is close to
the centre of the area to be fed as practically possible. Phase to Neutral fault at the most remote
end (including the length of service cable) shall result in sufficient current flow to operate the
LT protection for that transformer which is provided on secondary side of DT.
14.1.6 Contractor shall obtain the owners approval for final DT location.
14.1.7 The no. of LT feeders/service connections to be connected to a particular DT shall be as per
technical specification.
14.2.0 Erection of Transformers
14.2.1 All single phase distribution transformer of 10 & 16 KVA shall be installed on 11 KV spur
lines pole itself . No separate pole will be required for the erection of these transformer. The
pole on which transformer is erected is a part of 11 KV spur line . Three phase 25 KVA
transformer shall be erected on the double pole structured constructed with 9 mt long PCC
pole. This double pole is not the part of line.
14.2.2 10/16 KVA DTs shall be erected on single pole structure as per DRG no 1/HVDS/RESSPO/
(REV).
14.2.3 Bidder can offer alternative mounting arrangement subject to the approval of owner.
14.2.4 Contractor shall be responsible for designing, supply and erection of additional structures if
needed for erecting the DT and for accommodating its various accessories for which no extra
payment shall be made.
14.2.5 Contractor shall evolve the mounting arrangements of various equipments on DT S/s and shall
get the approval of the owner for its detailed Engineering.
14.2.6 Drop out fuse on 11 KV side should give adequate protection to the DT even during dead short
circuit condition at 11 KV side.

14.2.7 Connection with Pipe Earthing:
2 Nos. GI earth clamp shall be welded to the portion of pipe, which is above the ground level
and GI strip 30x5mm duly galvanised shall be connected to the clamp with nuts and bolts for
earthing of the equipments.
14.2.8 Electrical Connections
14.2.8.1 Connectors Bimetallic connectors shall be provided both on HT & LT side of DT. The
connectors shall be as per REC Specifications.
14.2.8.2 The HT side connections shall be made with ACSR weasel conductor. LT side connections
between bushing and the LTDB shall be made with LT XLPE insulated single core aluminum
cables of size 50 mm2. Pin type lugs shall be crimped to the in-coming cable while
terminating at the MCCB which is provided in LTDB. Cable glands of ISI mark shall be used
for all the cable entries in distribution box. Jumpering shall be done as per REC practices.
14.8.2.3 The Contractor shall properly dress all the LT cables emanating from distribution box and
terminate them at the respective overhead LT lines. The contractor shall provide all jointing
material i.e. sleeves etc and carry out all jointing works. All the cable (ABC for LT line and
service cables) shall be anchored to the DT poles using clamps/dead end clamps for LT line
and in no case the load of the cable shall be transferred to LTDB. The contractor shall provide
all such clamps, nuts & bolts etc at no extra cost to the purchaser.

Distribution Box
LT distribution box (LTDB) shall be of 18 gauge MS sheet box. Insulated handles shall also be
provided to the distribution box. The contractor shall give the complete drawing of the
distribution box showing the all-internal arrangement and clamps shall be included in the
quoted price of LTDB. The box shall have one compartment bockable through padlock. The LT
connections through cable/conductor from LT bushing of DT shall terminate at MCCB of
suitable rating and shall be installed inside LTDB . It shall have reset handle mechanism out
side the LTDB. The output from MCCB shall be extended to the out going LT Bus bar. All
outgoing LT feeders shall emanate from LT bus bar. Suitable no. of holes with cable glands
along with IS approved gaskets shall be provided in the distribution box. Neoprene Rubber
gasket shall be used in the door and also at cable entry holes to avoid ingress of moisture and
other elements in the distribution box. The electrical drawing of LTDB is enclosed (Dwg. No.
RE/DT-DB). The distribution box shall be completely closed and louvers shall be provided on
both the sides. The perforated metallic mesh shall be provided inside the LT distribution box
behind the louvers.
The following provisions shall be provided in LTDB
1- Phase & neutral Aluminium bus bar.
2- Cable from LT bushings to the bus bar through MCCB.
3- Grounding arrangement of neutral bus.
4- Earthing of LTDB.
5- Provision to take out two LT feeders using ABC.
6- Provision to take out 10 service connections on 10 KVA DT, 15 nos service connection on 16
KVA DT & 25 nos service connection on 25 KVA DT with Kit kat fuse of suitable rating for
each service connection.
The bus bar for all the ratings of DT shall be 4 mm thick, 3.5 cm wide and of suitable length.
The bus bar shall be supported by at least 3 nos. of insulators.
The incomer to the bus bar from MCCB. (housed in the distribution box itself). shall be
Insulated Aluminium cable/Insulated Strip. This incomer shall be terminated at the center of
bus bar. Alternatively the LT bushings can directly be penetrating in the distribution box.
Wherever. different metals are to be connected. bi-metalic connectors/washers shall be used.

15.6

The distribution box shall be suitably earthed. Earthing arrangement shall be provided as per
relevant IS standards.

16.0 Protection of DT
16.1 HT side
a) Lightning Arrester: The contractor shall supply & install Metal Oxide LA to protect the
transformer from any electrical surge and lightening strokes on HT side. The housing can be of
porcelain or silicon polymer of proven design.
b) D.O. FUSE: The contractor shall supply & install D.O. fuse on HT side of protection of DT.
The contractor shall specify the rating of the fuse in the bid for each rating of transformer. The
fuse shall be complete with all insulators, mounting arrangement etc.
16.2

LT side
On LT side of single phase DT, a double pole MCCB of suitable rating having short circuit
breaking capacity of 10 KA (to be matched with the overload handling capability of the
transformer being offered under worst operating condition) shall be mounted in the distribution
box. The MCCB shall be housed in LT distribution box, which can be locked. In case of 3
phase DT, 3 phase 4 pole MCCB of suitable rating shall be used.

17.0

Earthing
LT neutral, LA, DT body & Distribution Box etc .shall be earthed through earthing rod at
each DT location. Thus two such pits shall be built for each transformer. The location of the
earth pits and connections to various earth pits shall be as per REC construction Standard No.
F-5. The earth pit shall be built as per REC construction Standard No. J-2.

18.0
18.1

Danger Plates & Anti-Climbing Device


Danger Boards
The contractor shall provide the Danger Boards at all poles where DT is installed. The danger
plates shall conform to REC specification No. 57/19993. The contractor shall supply & install
all clamps, nut & bolts for this purpose.

18.2

Anti-climbing Devices
The contractor shall provide & install anti-climbing device on all 11 KV DP structures and at
all poles where DT is installed. This shall be done with Gl. Barbed wire. The barbed wire shall
conform to 15-278 (Grade A1) The barbed wires shall be given chromating dip as per
procedure laid down in IS: 1340. In case of a DP structure anti climbing device shall be erected
on both the poles.

19.0

Service Connections

19.1 General
19.1.1 The Contractor shall provide the service connections to the consumers Below Poverty Line
(BPL consumers). The service cable shall travel from service pole to the premises of the
consumer with the provision of
i) ISI marked twin core 2.5 sq. mm PVC cable conforming to relevant ISS.
ii) Suitable connector at ABC cable (piercing type connector) and distribution box at DT

iii) Supporting Gl wire 10 SWG
iv) Energy meter at the consumer premises.
v) Providing one no. 40 W lamp
19.1.2 List of BPL consumers to whom service connection is to be provided shall be furnished to the
contractor after award.
19.1.3 As far as possible the service connection shall be given from the DT/pole of the LT line which
is nearest to the consumers premise.
19.1.4 The service cable shall be supported with the Gl wire loop. The service cable shall enter the
consumer premises up to the meter.
19.1.5 The meter box shall be fixed in the consumer premises at a suitable height and a wooden board
shall be provided in the house besides the meter box to accommodate (i) Double pole M.C.B.
of 2 Amp. rating calibrated at 40 C supplied with din rail and two position din rail clip. It
should have type C tripping characteristics and class-3 let through energy capabilities with
the space of 40 Watt lamp with holder and 5 Amp switch
19.1.6 A minimum ground clearance of 5.8 mt. across the road and 5.5 m along the road shall be
maintained, while releasing the service connection.
19.1.7 The proposed arrangement of service connection to the BPL consumer is enclosed with this
specification. The specific arrangement of service connection shall be finalised during detailed
Engineering. The contractor shall refer REC standard HI-H3 in this regard. The contractor shall
submit the proposed lay out for approval of the purchase.

Miscellaneous
The quantities for various items indicated in Price Schedule are tentative. Actual quantity will
depend upon final survey (check survey).
In first Phase of electrification, 40% habitations shall be taken up for energization. After
completion of the first phase, second phase of 30% habitations shall be taken up and thereafter
remaining 30% habitations shall be taken up for energization.
All ferrous parts used for conductor and insulator hardware shall be hot dipped galvanized as
per standard technical specification enclosed.
All Nuts & Bolts etc. which are not detailed in the specification shall be as per relevant IS.
Galvanization of nuts & bolts shall conform to IS 1367 part 13.
Procurement of goods
The following aspects are to be kept in consideration for procurement and delivery of materials
& equipment:
Goods to be procured by the turnkey contractor shall be exclusively for each project separately.
Procurement of all matching materials (in matching quantities) shall be done simultaneously
and scheduled to reach the destination stores at the same time, to the extent possible, so that
construction activity is not held up.
Diversion of goods procured for one turnkey contract to another turnkey contract awarded to
the same contractor under RGGVY programme shall not be permitted.
Each store should have a minimum stock of matching materials including service connection
materials for BPL connection, preferably for the next 3 months requirement, at any point of
time, so that construction/ erection work does not suffer.
The bidder shall offer type tested equipments for the project. The type test should be
successfully carried out in any recognized govt. test lab of repute. The type test shall cover the
entire type tests specified in the relevant IS and technical specifications of the tender. Test
reports shall not be older than 5 years as on the date of bid opening. The contractor shall
submit type test reports for the equipments offered in the bid for approval of the purchaser. In
case, any equipment is not type tested or partially type tested as per Technical Specification.,
the bidder shall get the type tests carried out at this own cost.

20.6.6 If specification of any Equipment/Material is not given in technical data the same shall be
taken as per relevant ISS.
20.6.7 Poles used in 33 kV , 11 kV , LT lines should be clearly engraved / Stamped with RGGVY-II
20.6.8 The contractor shall obtain approval of the purchaser for technical specification, GTP &
drawings etc. for all the major items, before purchase.
20.7

ADHERENCE TO INDIAN ELECTRICITY RULES (IER)


The implementing agency shall adhere to the conditions stipulated in the relevant sections of
Indian Electricity Rules, 1956 (as amended upto November. 2000 and subsequent amendments
if any) in regard to construction, erection and commissioning of electric supply lines (overhead
and underground) as well installations, systems and equipment, apparatus etc for generation,
transmission, supply and use of electrical energy as per the purpose and objects of the Indian
Electricity Act.
