Scope of Process
This process addresses the requirements of Workplace Testing Policy (Pol_036) and describes the method Babinda
Electrics uses to control this Risk.
BABINDA ELECTRICS & BE Air-conditioning recognise the risk to a worker and the general public, exposed to the
installations, by energising the electrical installation prior to complete and correct testing. As a result it is our policy that
installations and electrical works completed by Babinda Electric & BE Air-conditioning staff and subcontractors are tested as
per the requirements of the current AS 3000 Australian Wiring Rules prior to energising the installation or any part thereof.
This has been adopted as a ZERO tolerance policy.
To this end we have supplied all electricians a copy of the recommended company test procedures booklet and expect this to
be the minimum testing carried out on any installation or part thereof. Testing on all new installation will be completed with
the area under test in a dead condition. Final function checks will be completed with all covers and protection in place and
secured as required by the manufacturer of the item. Fault finding when completed on dead front or purpose built
equipment and the staff member is not exposed to live parts is not considered live work even though equipment may be
energised. Where staff are able to come in contact with live/ exposed terminals or wiring/ bus bars; etc., this is considered
as Live testing or live works and will be considered under BE Live work Procedures.
Process Guidelines
Prior to Commencement of Testing:
- Testing/Verification may only be completed by someone who is competent to do so.
- A written risk assessment must be completed prior to commencement. This must be compiled with the jobs safety
documentation (FR026)
SPECIAL NB. Location of test to be considered, If requirement to enter ceiling space, POWER TO BE ISOLATED OR
PRELIMINARY TESTING REQUIRED TO ENSURE WORKPLACE IS SAFE TO ENTER.

PPE requirements form must be completed. Suitable PPE must be available. This must be compiled with the jobs
safety documentation (FRO71).
Approval for testing must be obtained from the person in control of the electrical equipment/installation.
Test equipment must be minimum Cat3 & must be properly maintained and must be used correctly.
Correct operation of test equipment must have been verified within the previous six months.
A visual inspection of test equipment is required before use.
Isolation point should be clearly identified and clear of obstructions.

QA Documentation:
- QA documents must be completed for all testing and verification.
- Values must be recorded for insulation resistance and continuity tests.
- Before energising the switchboard or equipment, the Pre-energizing Check Sheet must be completed to ensure
the switchboard is safe for energisation.
- Supervisor will verify results before requesting energisation through Principle Contractor. This will be completed
on a switchboard, sub-main or individual unit basis (A/C).

Control Measures:
- Before testing occurs the tradesman in charge will ensure all exposed electrical parts have been covered or checked
to ensure they cannot become energised during testing.
- Where possible other trades and works in the area will be halted while testing is conducted. The works area may
need to be bunted off to keep unnecessary workers out.
- Danger 415v signs are to be installed on all switchboards to be energised.
- Danger: Testing in Progress signs to be installed throughout the works area.
- All testing that can be completed de-energised should be completed de-energised.
- Test operations required to be carried out LIVE must be completed with covers in place to mitigate the risk of
exposure to live parts, ie. Single phase polarity tests to be conducted at a GPO.
- To mitigate the risk of exposure to live parts during three phase polarity and rotation tests, probes should be
attached whilst de-energised. Covers should then be replaced. Energise. Read the meter. De-energise. Remove the
meter. Replace the covers.
- If testing is interrupted or if the staff member in charge of the testing leaves the area, the equipment must be
isolated in accordance with isolation procedures.
- Written permission to energise must be sought from the principal contractor prior to live testing and final
commissioning. All incomplete circuits must be correctly isolated to ensure safety of all trades.
Performing the Tests:
- Test equipment must be tested on a known source before and after test.
- Testing will be completed as described in the ECA Guide for Testing Low Voltage Electrical Installations. This
booklet is issued during induction and is available from the office.
- If the electrical installation fails a test, that test and any preceding tests that may have been influenced by the
fault indicated shall be repeated after the fault has been rectified.
N.B. ENERGISED EQUIPMENT TESTING IS CONSIDERED LIVE WORK BY THE ELECTRICAL SAFETY OFFICE; AS SUCH WHEN
COMPLETING ANY ENEGISED TESTS WITHOUT MANUFACTURERS COVERS IN PLACE WILL BE CONSIDERED AS LIVE
WORK, and the requirements of the BE Live Electrical Works (HRT-006) will be implemented with the exclusion of a
competent assistant as allowed by Safety Regulation [s22](4). All other sections of [s22] will be met.
Monitoring/Reviewing of Testing Process:
- Site Supervisor/ Foreman or Rep. will appraise the effectiveness of implemented control measures at regular intervals
during the testing process.
- Site Supervisor/ Foreman or Rep. will verify completion of Pre-energisation Check Sheet prior to initial energisation.
- Site Supervisor will assign testing works to tradesmen based on experience, training and competency to complete the
task.
- Site Supervisor is responsible for ensuring BE test procedures are complied with.
- Site Supervisor must ensure that QA documents are completed and supplied to Project Manager for inclusion in the
Job File/ manuals as described in Contract Specification documents.
