The ACLU's National Prison Project is the only national litigation program on behalf of
prisoners. Since 1972, the NPP has represented more than 100,000 men, women and
children. The NPP continues to fight unconstitutional conditions and the "lock 'em up"
mentality that prevails in the legislatures.

The Farmworker Justice Fund, Inc. (FJF) is a nonprofit organization that works to
improve the living and working conditions of migrant and seasonal farmworkers
throughout the United States. Using a multi-faceted approach, FJF engages in litigation,
administrative and legislative advocacy, training and technical assistance and public
education. FJF focuses primarily on wages and working conditions, immigration and
labor policy, safety and health, and access to the justice system.

The Policy Division is one of several divisions within the FCC's Media Bureau. The
Policy Division conducts proceedings concerning broadcast, cable, and post-licensing
Direct Broadcast Satellite issues (including the Satellite Home Viewer Improvement Act
and Over-the-Air Reception Devices), digital transition, customer premises equipment,
access to programming and distribution platforms and other related matters. The
Division also facilitates competition in the multi-channel video programming
marketplace by resolving carriage and other complaints involving access to facilities as

The House Of Ruth Maryland was founded in May of 1977 by a coalition of women's
organizations, religious groups, service providers, and elected officials to provide a safe
haven for victims of domestic violence and their children. In November of 1977, they
opened Baltimore's first crisis shelter for these victims in a row house on North Calvert
Street. Today, the House Of Ruth Maryland is recognized as one of the nation's most
comprehensive domestic violence center and has a staff of more than ninety.

The International Anti-Counterfeiting Coalition (IACC) provides the intern with valuable
experience in research, writing, legislative analysis, and politics. The IACC is the largest
international organization devoted solely to fighting product counterfeiting. Comprised
of a cross-section of business and industry - from autos, apparel, luxury goods, and
pharmaceuticals, to food, software and entertainment - the IACC's members' combined
annual revenues exceed $650 billion. The IACC develops and conducts training for

The NLRB is a federal agency which administers the National Labor Relations Act. It’s
Contempt Branch focusesin three primary areas: civil contempt, criminal contempt, and
compliance guidance, including bankruptcy. The Contempt Branch is also responsible for
providing guidance and assistance to the Board's 34 Regional Offices in enforcement and
compliance matters. This includes, among other things, the collection work of liquidated
debts owed to the government (such as fines and back pay awards) through the following:

The Pro Bono Institute is mandated to explore and identify new approaches to - and
resources for - the provision of legal services to the poor, disadvantaged, and other
individuals or groups unable to secure legal assistance to address critical problems. The
Pro Bono Institute does not provide direct legal services. Rather, the Institute is a
catalyst, administering projects that support, guide, and inspire legal institutions to
enhance access to justice.
This Division of the PDS for DC is a government legal agency which represents persons
undergoing involuntary civil and criminal commitment to mental institutions, primarily
patients at St. Elizabeth's, the District's public mental health facility. Although located on
hospital grounds, it is not otherwise affiliated. The office takes a very strong advocacy
approach in defending the legal rights of its clients. Attorneys appear before judges of
the DC Superior Court and US District Court in probable cause hearings, disposition
hearings, 301 release hearings, judge/jury trials and appeals. They also practice before
the Mental Health Commission, an administrative body of the DC Superior Court.

SLDN is the sole legal aid and watchdog organization for men and women in the military
harmed by the "Don't Ask, Don't Tell, Don't Pursue, Don't Harass" policy.
The Sexual Assault Legal Institute (SALI) is part of the Maryland Coalition Against
Sexual Assault (MCASA), the statewide collective voice advocating for accessible,
compassionate care for survivors of sexual crimes, and accountability for all offenders.
SALI provides direct civil legal services for victims and survivors of sexual assault. SALI
also provides technical assistance and training for attorneys, rape crisis and recovery

The Department of Health and Human Services is the United States government's
principal agency for protecting the health of all Americans and providing essential human
services, especially for those who are least able to help themselves. The Office of the
Secretary is responsible for oversight of all operating division under the Department. The
U.S. Public Health Service Agencies under the Department of Health and Human
Services are: National Institutes of Health (NIH); Food and Drug Administration (FDA);
Centers for Disease Control and Prevention (CDC); Indian Health Service (IHS);
Health Resources and Services Administration (HRSA); Substance Abuse and Mental
Health Services Administration (SAMHSA); Agency for Healthcare Research and

The primary mission of the General Law Division is to provide legal services and

U.S. Immigration and Customs Enforcement (ICE), within the Department of Homeland
Security (DHS), seeks externs/interns for the Enforcement Law Division (ELD) of the
Office of the Principal Legal Advisor. ELD provides legal counsel to ICE operational
components (primarily the Office of Detention and Removal Operations, the Office of
Investigations, and the Offices of the Chief Counsel) and other ICE and DHS agency

The U.S. Attorney's Office for the District of Columbia is unique among the 94 U.S.
Attorney Offices across the nation by virtue of its size and its varied responsibilities. It is
the largest U.S. Attorney's Office with over 700 employees. The size of the office is a
result of the breadth of their responsibility for criminal law enforcement and our location
in the nation's capitol.

The Office coordinates immigration litigation for the federal government nationwide,
including both appellate and district court cases. Much of the work involves appellate
litigation, defending administrative deportation and exclusion orders and denials of relief
from deportation.
The Federal Programs Branch litigates on behalf of many federal agencies, the President,
Cabinet officers, and other government officials, predominantly, but not exclusively, in
the Executive Branch. It defends against challenges to the constitutionality of federal
statutes and against challenges to the legality of actions by administrative agencies. Its
subject matter areas include national security and foreign affairs, foreign and domestic
commerce, labor law, human resources, social security, housing, agriculture, energy,
government information, telecommunications and Internet issues, and employment
litigation, which includes discrimination and other personal suits. The Branch defended
against challenges to the deployment of military forces in Iraq and challenges to the
implementation of the fund designed to compensate victims of the 9/11/01 terrorist
attacks. The Branch also defends the implementation of the International Emergency
Economic Sanctions Act, including cases involving designation of organizations as
funding terrorism.

combat organized crime. The section supervises the investigation and prosecution of

The Special Litigation Section is an office within the Civil Rights Division at the
Department of Justice, charged with enforcing federal civil rights statutes concerning the
civil rights of institutionalized persons and the conduct of law enforcement agencies.
The two primary statutes that the Special Litigation Section enforces are the Civil Rights
of Institutionalized Persons Act ("CRIPA"), 42 U.S.C. § 1997a, and the police

This division has responsibility for civil enforcement of the nations major environmental
statutes. The scope of the Section's work is national; actions are prosecuted by the

The Office of Hearings holds hearings under the Administrative Procedure Act (5 U.S.C.
sec. 551 et seq.) (APA) for the Department’s Office of the Secretary (primarily in
aviation matters) and most of the Department's component model administrations which
have a need for formal APA hearings, including the Federal Aviation Admin., Federal
Motor Carrier Safety Admin., Federal Railroad Admin., Maritime Admin., Nat'l Highway
Trans. Safety Admin., and Research & Special Programs Admin.
It is the task of PHMSA's inspection and enforcement staff to determine compliance with
the safety and training standards by inspecting entities that offer hazardous materials for
transportation; and that manufacture, requalify, rebuild, repair, recondition, or retest
packaging used to transport hazardous materials. OHME refers enforcement cases to the
Office of the Chief Counsel (OCC) for Administrative prosecution. The OCC issues all
administrative notices and related safety documents; holds informal conferences or
assigns cases to the Office of Hearings for formal adjudication; performs litigation-
related functions specific to each case (including prosecuting cases before ALJ or
defending agency actions in various Federal Courts); conducts depositions and related
discovery; issues Orders related to all enforcement cases, and Final Orders upon appeal to
the Administrator.

The Department of Veterans Affairs, Office of General Counsel handles all cases
appealed to the United States Court of Appeals for Veterans Claims.

consists largely of legal research and writing, including appellate briefs, procedural
motions, legal memoranda, responses to petitions for extraordinary relief, and responses
to applications for attorney fees and expenses.

The Pro Se Department staff attorneys assist the judges in cases in which the
plaintiff/petitioner is a prisoner not represented by counsel. Most of the cases are habeas
corpus petitions (in which the prisoners challenge their state court convictions) and civil
rights complaints (in which the prisoners challenge their conditions of confinement) and
all involve federal constitutional law. The staff attorneys do not represent the prisoners.
The staff attorneys do research and draft proposed orders and opinions in prisoner cases,
and answer questions from judges and law clerks about prisoner cases and constitutional
law.

The EEOC is the federal agency charged with enforcing certain federal laws prohibiting
employment discrimination, including Title VII of the Civil Rights Act of 1964, Title I of
the Americans with Disabilities Act of 1990, the Age Discrimination in Employment Act
of 1967, and the Equal Pay Act. Externs would work in the Office of Vice Chair Naomi
C. Earp, who serves as a member of the five-person bipartisan Commission. Vice Chair
Earp participates with the other Commissioners in the development and approval of
enforcement policies, the authorization of litigation, the issuance of Commissioner’s
charges of discrimination, and the performance of such other functions as may be
authorized by law, regulation, or order.

The U.S. Marshals Service is responsible for overseeing all legal matters affecting the
USMS, implementing compliance with Freedom of Information and Privacy Act,
providing legal representation/advice to the Director, USMS, and 94 federal judicial
district offices.
The Office of the Solicitor represents the USPTO in patent and trademark appeals before
the Court of Appeals for the Federal Circuit and in district court. The Solicitor's Office
also works with the Department of Justice to defend the Director of the USPTO in suits
brought under the Administrative Procedures Act, and to prepare amicus curiae briefs for
the Government filed at the United States Supreme Court.

The VRLC understands that a rape or a sexual assault causes a powerful ripple effect in a
victim's life. The VRLC provides free and confidential legal advice to victims of sexual
assault in the areas of privacy, safety, education, employment, housing, immigration,
financial security, and criminal justice issues.
The Virginia Justice Center supports low-wage immigrant workers in their efforts to find
justice and fair treatment in the workplace. They use a multi-pronged strategy including
Legal Assistance; Education; Organization; Advocacy; and Public Awareness Building.
The Washington Legal Clinic for the Homeless represents people who are homeless or at
risk of becoming homeless.

The Council on Environmental Quality (CEQ) is responsible for advising the President
and Vice President on national and international environmental policy matters. CEQ is
also charged with a role in ensuring that federal agencies operate efficiently in
accordance with the National Environmental Policy Act (NEPA).
Women Empowered Against Violence (WEAVE) works on policy issues related to teen
dating violence and domestic violence in the District of Columbia.
Encouraging U.S. compliance with international human rights norms through the use of
litigation as a primary tool for shedding light on compliance problems and seeking relief.
WOHR monitors and reports on U.S. compliance under each of the major human rights
treaties, and holds major human rights abusers accountable through both criminal
prosecutions and liability claims under ATCA and the TVPA.
