LTE-Emergency Call

Deployment Options
CSFB Emergency Call. This option is an intermediate solution for Emergency calls until the LTE
network is able to support all needed functionalities for VoLTE emergency call.
LTE IMS VoIP Emergency call. This option is possible when the terminal can provide the location
info (only cell level location) via PANI header
Emergency Call with SRVCC. A new entity called EATF (Emergency Access Transfer Function) is
introduced to support Emergency calls with SRVCC. It provides IMS emergency session continuity in
case of SRVCC from LTE to CS.

CSFB architecture
First step proposal

NSN sees CSFB as a first solution for Emergency


calls in LTE until LTE network is able to support all
needed functionalities for VoLTE emergency call.

It provides a seamless voice service and enables the


reuse of the existing CS core networks for voice
services when the subscriber is attached to EUTRAN/EPS

With IMS the Emergency Registration and the


Emergency call handling is supported

In the case of LTE mobile access, the access network


should trigger the CS fallback procedure to perform an
emergency call setup via the CS domain.

If this feature is deployed, there is no need for the IMS


to reject the emergency call setup as this is rejected
by the LTE network itself

PANI header
PANI (P-Access-Network-Info) is extension of SIP (Private header)
The PANI header carries information relating to the access network
It can carry also location information like CelI-Id or Segment-Id
The LRF (location retrieval function) can readout the cell-Id from the PANI header
The RDF (routing decision function) supports mapping of location info in form E-UTRAN cell-IDs a
PSAP number (Public Safety Answering Point)
LRF and RDF can be realized with the FEE (Flexible Java-based Feature Engine) in the CFX-5000

VoLTE Emergency call reference architecture (3GPP TS 23.167)


In Emergency Call with SRVCC, new entity
called EATF (Emergency Access Transfer
Function) is introduced.
The EATF provides IMS emergency session
continuity in case of SRVCC.

For successful VoLTE, emergency call


support is needed from LTE radio, EPC,
PCRF and IMS.
EATF is available in CFX-5000

Main topics to manage in VoLTE emergency


call are location info, emergency APN and
SRVCC, when needed.

Emergency Call flow


1. UE sends a SIP INVITE request to the P-CSCF with an emergency
Request-URI.
(e.g. sip: 911@owndomain; user=phone)
2. When the P-CSCF receives the SIP INVITE request, it checks
whether one of the configured emergency identities (for example:
sos, 112 or 911) matches the user part of the SIP URI ..)
3. If one of these matches, the P-CSCF will do one of the following
(depending on the configuration):
a. reject the request with a special reasoning indicating that the
subscriber must use the CS domain for emergency calls.
b. forward the request to the E-CSCF
4. The E-CSCF first contacts the LRF via the Ml interface to set the
proper PSAP for the emergency call

In case of a failure, triggered by a negative response, the ECSCF will insert a preconfigured default PSAP in the R-URI

5. E-CSCF sends the SIP INVITE request the BGCF for IMS
originating breakout to the PSTN via the MGCF

Compared to other calls emergency calls are handled with priority.


(CSCF or BGCF dont drops an emergency call in case of
overload)
