Thank you for your hard work to make history AGAIN by electing the Clinton Kaine Democratic ticket and all Democrats from the White House to the Courthouse. To make sure this election reflects the democratic will of the people, we MUST have a strong “Election Protection” plan. The Alabama Democratic Party is hosting an important conference call for all County Chairs and county leaders, as well as interested SDEC members, on Tuesday, November 1, 2016, at 4:00 PM Central Time. Joining us on the call will be Pratt Wiley, head of the DNC Election Protection Plan, as well as James Anderson, newly sworn-in Judge, his son, Attorney Jesse Anderson, and two or more former Probate Judges with election expertise. ate in the November 1 Conference Call, dial (641) 715-0632. You will be logged in after your call is answered and we will get a list of who is on the call; however, your line will be muted until we get ready for the question/answer period, at which time you will be given instructions on a number to punch to open your individual line for a question. Please be in a quiet area for questions and answers, since background noise is very distracting for everyone. | shall open the call at 4:00 PM promptly. If there are any technical problems, we shall try to resolve them quickly. Important Matter #2 ~All County Chairs received an email request from Darren Kinnaird at the DNC last week which asked you to email him your county precincts and voting location for each precinct. Some of you have done this; however, the DNC needs this IMMDIATELY. Important Matter #3 - Enclosed is a letter from me authorizing you as County Chair to appoint pollwatchers. Some Probate Judges require this letter; however many do not. Important Matter #4 - Make sure you have a GET OUT THE VOTE (GOTV) Plan for Election Day, November 8. If someone calls us and says he/she needs a ride to the polls, we will give them the County Headquarters number or your number. It is appropriate to utilize some county funds for GOTV efforts; however, if you collect or spend $1000 or more on influencing the outcome of an election, you must file regular FCPA Reports online with the Secretary of State's Office. As a result of that law, | ask you to be very careful about County Party expenditures ~ make sure you have receipts for EVERYTHING. If you pay individuals for transporting voters, make sure they are licensed drivers, have current, valid insurance coverage, are not intoxicated, etc. | suggest that you pay gas receipts only; however, if you pay individuals to work, get a signed receipt for dollars expended, hours worked, amount paid per hour, etc. Again, there is the possibility you may have to issue a 1099 for tax purposes if you pay individuals. Although some “workers” have called a (over) 28 County Chairs and said that | told them to collect their money from the County, | have NEVER told anyone to call you and ask for money. Don’t forget that a PAC-to-PAC transfer is illegal in Alabama. For example, your County Executive Committee cannot write a check to your County ADC Chapter because that is a PAC- to-PAC transfer; however, ADC can give you a list of workers, drivers, etc. to whom you may contribute GOTV funds, provided you get signed receipts. Important Matter #5 - Some Clinton signs or Clinton/Kaine signs have illegal disclaimers or no disclaimers. Please take up these illegal signs immediately or glue a legal disclaimer across the bottom in order not to be ed by the FEC. Important Matter #6 ~ The State Party has a few signs and wires left which say, “Alabama for Clinton Kaine,”($2.50 each was our cost) as well as t-shirts with Hillary's picture and “Clinton Kaine 2016 on the back, and the circular donkey logo and “Alabama Democratic Party” on the front “pocket” area of the shirt ($15 each), and a very few Democratic Convention lapel pins with Hillary's picture, the words “Democratic National Convention 2016 Philadelphia,” ($5 each). You may want to consider posting one or two Clinton Kaine signs at each polling location - be sure they are the proper distance (30 feet) from the entrance to the polling place. It is usually a good idea to put these out around midnight before the polls open at 7:00 AM, because the opposition has been known to take our signs! Important Matter #7 - County Parties throughout Alabama are doing some unique and exciting activities for this election. For example, some county parties are already “courting” newly elected, non-partisan municipal offictals to involve them in Party activities. This is a good way to build your bench because these individuals have a PROVEN electability record. Other activities include the following: * Lee County - The Lee County Democratic Executive Committee members, Democratic Club members, College Democrats and a few good AU Democratic supporters whom I contacted donated money to have three digital billboards with two Democratic messages running throughout October and November. AU Football fans see these on Hwy. 280, at Tiger Town and on the Auburn-Opelika Hwy. ‘+ Conecuh County ~The Conecuh County Democratic Executive Committee contributed funds to have a “party on the lawn” of the largest polling place and to have the high schoo! band play from 3:00 — 6:00 PM, serve food, have games, etc. Obviously, this gets parents and grandparents to the polls when the students perform. © Cullman County ~The Cullman County Executive Committee and good Democrats marched in the Fair Parade recently. They carried banners, signs, had a decorated truck, etc. «Shelby County - The Shelby County Executive Committee has set up a voter registration table at every Fall Festival or group gathering in their county. They also hosted a well-attended Blues and BBQ event at Chairwoman Carol and Al Marks’ home. * Washington County ~ The Washington County Democratic Executive Committee hosted a dinner to honor pollworkers last week. Although there are other examples of County Party activities, | have run out of room. | look forward to seeing your dial-in on our screen next Tuesday, November 1, at 4:00 PM. THANK YOU!!!
