Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE
This act may be cited as the Restricted Downloading Act of 2017.
SECTION 2. FINDINGS
Congress hereby finds and declares that,
1) 138 million of adults aged 12 and older had access to the internet in 2000 and 15 % of heavy internet users with
broadband connection illegally download music on any given day.
2) Internet service providers and entertainment companies are launching a cooperative effort to combat online
infringement, which will help reduce breaches of American intellectual property.
3) The Education and Manpower Bureau, in consultation with IPD, will prepare a teaching kit aimed at encouraging
students to adopt a proper attitude and manner of handling copyright works on the Internet.
4) Because psychological reluctance leads consumers to try to overcome consumption constraints, the marketer could
provide legitimate alternatives to obtaining the constrained products.
5) Copy-Protection schemes are as ineffective as legal sanctions and Network-and-software-savvy computers
eventually subvert barriers to SCOURing like encryption.
6) The number of illegally downloaded music files is estimated at approximately 2 billion per month and the Motion
Picture Association of America (MPAA) estimates piracy losses at more than $6 billion each year.
7) Internet users who download music share downloaded music with friends or resell on the black market; this effect
will be referred to as the multiplier of online piracy on offline piracy.
8) The FCC Administration will continue to pursue comprehensive solutions to the problems associated with Internet
piracy, including increased law enforcement and educational awareness.
9) Others have utilized the availability of MP3 files to actually profit by selling the files themselves over the Internet.
10) Business models now used by entertainment and software companies fail online because aberrant consumer
behavior in the corporeal world is acceptable consumer behavior on the Internet.
SECTION 3. STATUTORY LANGUAGE
A) The Restricted Downloading Act of 2017 shall require all local internet servers to be rerouted and funneled
through a select few public and private server domains in order for allowing downloading files to be closely
monitored for illegal downloading. This bill restricts each internet user in any public or private server domain to have
a limited bandwidth in order to prevent massive over-downloading rates and illegal pirating. If passed by Congress,
online safety precautions must be established in order to maintain balance with the user-to-download ratio and
ensuring that it doesn't surpass its stable downloading limits. All connections through broad server domains will be
funneled to a select few public and private server domains which can be dispersed and managed much easier by
internet service providers. No more than a few public and private domains will be created for which servers are able
to connect their modem and router to when downloading files from the internet.
B) This law shall be enforce and upheld by the United States Computer Emergency Readiness Team. Funding for this
bill will be provided by the C.E.R.T. with all extra expenses being the responsibility of the respected online
companies wanting to share access to the select few server domains. This will help to reduce and prevent future
illegal downloading and assist in creating a safer and faster online environment.
C) Any persons found breaking this law will be stripped of their downloading privileges and banned from local
routing networks and public server domains. Persons found illegally downloading files while on the select few
servers are to be terminated from the complete server list and put under investigation for illegally pirating online
files. Security and Safety measures will be taken in order to ensure the means of downloading files online is safe and
efficient while also maintaining a protected environment within the server domains. This law shall go into effect
January 1, 2017.
